Annotation In Kazakhstan, at all levels of public administration, and most importantly, in the sphere of educational activities, declarative, structural, quantitative, digital approaches prevail to the detriment of constructive, systemic, qualitative, functional ones. Misunderstanding, ignorance or ignoring the development of a culture of holistic, dialectical thinking in education cause professional and official irresponsibility of subjects, fraud, corruption, inflation, and increased social tension in the country. To rethink and reassess the position and functions of key subjects of the country in the context of solving the problems of personal professional irresponsibility. Dialectical methods of descent from the concrete to the abstract, ascent from the abstract to the concrete, speculative language of functional-symbolic images. It is argued that the main responsibility for ensuring the disclosure and realization of the potential of the people, the effectiveness of the holistic, systemic development of the country lies with specific officials of the systems of public administration, science, culture and higher education. As a result of the analysis of a number of state documents, it was established that, as a rule, the project content prevails to the detriment of logical analysis and the formulation of underlying problems; objective, qualitative, functional-systemic methods, principles, approaches of the modern culture of thinking and interaction of subjects are practically not used. The documents use an opaque, declarative paradigm, which complicates the unambiguous understanding and application of activity standards. An innovative conceptual model of the country's development is proposed, and the main problem of professional irresponsibility of key strategic entities is posed - the lack of reflexive abilities for self-analysis, self-education, self-organization, positional-functional interaction in the logic of joint creation and development of innovative technologies and end-use products. Specific conditions and measures for solving the problem are given.
