The article is devoted to the theoretical analysis of the causes of deviant behavior in the formation and development of the individual student teenager in technical and vocational education, the authors offer recommendations for college’s psychologists. In this paper we study the causes of deviant behavior among adolescents identified the following socio -psychological factors stabilizing behavior: the role of the family, spiritual and moral traditions, the internal psychological state of a teenager, his attitude toward the world.

The renewal of the paradigm of 12-year education is associated with the formation of key competencies in students that help to learn, understand and develop the world around. The developed set of tasks is designed to develop the need to transform educational material with the aim of improving the quality of education. In this article the question connected with the activation of cognitive activity of students. It one of issues of the day on the modern stage of development of pedagogical theory and practice. An author exposes development of activity, independence, initiativeness, creative approach to the thing, these are the requirements of life, qualificatory that direction in that it is necessary to perfect an educational process in a great deal. Searches of ways of development of schoolchildren’s activation of cognitive activity, developing their cognitive flairs and independence is a task that teachers are called to decide. The use of ICТ, that allows to activate thinking, ability to offer the variants of vision of problem, question, themes in the narrow and wide understanding and participating in the discussion are examined in the article. It helps to improve quality education, forms a culture, aesthetic skills of students, develop attention, memory. All this has a practical orientation in different areas and spheres of activity of student. Modern trends of informatization in the educational process of higher education institution

The article describes the basic trends of IT management in the educational process of higher educational institutions. The problem of transition to a new model of education quality, determined by the State Program of Education development of the Republic of Kazakhstan for 2016-2019, causes a broader implementation of information technologies in the process of education. The paper presents the main reasons according to which educational institutions use information systems, as well as the possibility of the results of the introduction of information technologies. These technologies expand the boundaries of information and educational space for more efficient management of the educational process. Freshmen adaptation in a an institution of medical college
Annotation:

The article deals with the problems of psychological and pedagogical support of students, the stages, the reasons for the first course in the period of their adaptation to college education. In the article there are specified the notions of psychological and pedagogical support, basic conditions of using support for successful adaptation of freshmen, there are also given methods on research of problems of students’ adaptation. The article deals with capabilities of taking into account individual psychological characteristics of freshmen in adaption to conditions of higher the college education institution. In the work there are also shown the characteristics of key concepts of freshmen adaptation for receiving professional education from the position of psychological, pedagogical and social support. Thus, the following notions are referred to the social position in freshmen support: obtaining a different status – a student status, relative freedom in choosing training trajectory, extension of communication and group interaction, a neutral position of teachers with respect to students, the educational environment and the comfort of psychological atmosphere for successful adaptation.

System of work of secondary school on preparation of pupils for subject olympiads

In the light of reforms in the field of education in Kazakhstan, it is necessary to revise approaches to meeting the cognitive needs of students, taking into account their abilities and motivation to learn.Special attention should be paid to children who have increased motivation to learn and pronounced abilities in certain school subjects. Conceptual sphere in the structure of consciousness
Annotation:

he article presents the results of research on the idea of «conceptosphere» in modern science. The main emphasis is placed on the semantic spheres represented by the meanings of words in the language. The authors conclude how much is the culture of a nation, its folklore, literature, science, fine art, historical experience, and religion is rich, so the concept sphere of the people is richer. In addition, the concept sphere of a person is a field of knowledge made up of concepts as its units. There are reflected the sources of the conceptual unit of ideas from which the world view of the language speaker is formed. The article analyzes the main trends of concepts that form the concept sphere, which enter into correlating relationships, hierarchies with other concepts by their individual characteristics.The specific nature of the system relations of concepts requires research, but the General principle of systematicity undoubtedly applies to the national conceptual sphere, as thinking itself presupposes the categorization of thought objects, and categorization presupposes the ordering of its objects.The article summarizes the conceptual system, which should be considered in terms of mental representations, mental lexicon, and the language of thought that are part of it. The term «cognitive space» also defines an individual cognitive space – a structured set of knowledge and ideas that has any lingual person, every speaker. In their work, the authors highlight the collective cognitive space, represented by a structured set of knowledge and ideas that must be possessed by all individuals belonging to a particul ar society. Attention is paid to the distinction between the concept sphere and the semantic space of the language. According to the authors’opinions, the concept sphere presupposes the existence of a mental sphere. The mental sphere consists of concepts that exist in the form of concepts, diagrams, gestalts, mental pictures, frames, scenarios. The semantic space of a language is that part of the concept sphere that is expressed by means of language signs. The semantic space of language is the subject of co gnitive linguistics research due to the fact that most of the conceptosphere of the human ethnos is represented within the semantic space of language.

Study of the effectiveness of applied standards in railway transport
Annotation:

The article describes the results of a study of the effectiveness of the standards being implemented in railway transport. A general view of efficiency and standardization was analyzed. It was studied which document regulates the application of standardization in the Republic of Kazakhstan. Further, the international railway standard IRIS «International Railway Industry Standard» was taken as a basis, which, in turn, is based on the international standard ISO 9001. A study of the methods and types of effectiveness of standards was carried out, as well as an analysis of the applied international standard in the field of railway transport IRIS. The purpose of this standard is to create a business management system that allows for continual improvement, with an emphasis on preventing and reducing delivery defects. It is important to note that the effectiveness of standardization is evidenced by examples showing that ignoring standards turns out to be huge losses for a company for a number of reasons, for example, because its products have not been certified for compliance with a specific standard; due to the additional costs of the company for reworking products that are not manufactured in accordance with the requirements of the standards in the country of export. An analysis of the effectiveness of standardization work in the railway industry can be expressed in relative terms of the effects obtained as a result of the application of the standard: for example, in an increase in the level of safety or in economic growth. The basis for determining the actual effect is the actual level of production that existed at the given enterprise before the introduction of the standard. The measures that can be applied in order to increase the efficiency of solving the problems of developing standardization in the field of railway transport have been studied. Such standardization as one of the elements of technical regulation can provide a contribution to economic growth in excess of the corresponding indicators from the introduction of patents and licenses.

Criminal law protection of personal freedom in Kazakhstan: grounds and principles of criminalization of encroachments
Annotation:

In this article, the author examines the grounds and principles of criminalization of encroachments against the personal freedom of a person and a citizen. The purpose of this study is to analyze the legal validity of criminalization of acts that infringe on personal freedom. The article emphasizes that the criminalization of socially dangerous acts taking place in society plays a leading role among the means of influencing crime. In the practice of developing criminal legislation, there are many examples when previously unpunished criminal acts were later recognized as a crime at the legislative level. The methodological basis of the research is based on traditional general scientific and special legal methods: system-structural, historical-legal and comparative-legal. The researcher notes that the need to criminalize crimes against personal freedom is primarily due to the following reasons: a high degree of public danger; negative dynamics of these acts; the existence of conditions for committing these crimes that cannot be eliminated without criminal liability; the need for a criminal law guarantee of protection of constitutional rights and legislative provisions; the existence of international legal obligations of the state to counteract the acts in question. Subsequently, the article makes a reasonable conclusion that in the Republic of Kazakhstan, in fact, there were and is currently objective grounds that prompted the legislator to criminalize attacks on personal freedom. The author refers to the principles of criminalization of acts against personal freedom: legal and criminological (the possibility of influencing socially dangerous acts through criminal law measures; the procedural feasibility of prosecution; the principle of proportionality of sanctions and economy of repression); socio-economic (the significant nature of the material and moral harm caused by the crime; the advantage of positive consequences over negative ones; the availability of material resources for the implementation of the criminal law ban; ); socio-psychological (sufficient level of public legal awareness and psychology; historical traditions). In the article, the author concludes that the Kazakh legislator really had every reason to criminalize acts against personal freedom. At the same time, it is emphasized that despite the relative regularity of criminal law acts that infringe on personal freedom, the legal regulation of criminal liability for them still requires further improvement.

Development of entrepreneurial activity in Pavlodar region: analysis of the state and problems
Annotation:

Main problem: Small and medium-sized businesses, as an important component of modern production, largely contributes to maintaining a competitive tone in the economy, creates a natural social support for a social structure organized on the principles of the market, and also forms a new social stratum of entrepreneurs. Since the establishment of independent Kazakhstan, the sphere of entrepreneurship has always been in the center of attention of the state, and the Strategy "Kazakhstan - 2050": the new political course of the established state, comprehensive support of entrepreneurship as the leading force of the national economy has been identified among its priority tasks. At the present stage of development, the system of state support for small and medium- sized businesses in the Republic of Kazakhstan includes a number of institutions and state programs designed to provide comprehensive support to this sector of the economy. Despite the measures taken by the state to support small and medium-sized enterprises (SMEs), the development of this area in the regions and the Republic of Kazakhstan, in general, faces a number of serious problems, including those of a systemic nature, which involves researching the state, identifying problems and determining prospects for the development of small and medium- sized businesses. Purpose: to study the state, trends and prospects of development of SMEs in Pavlodar region, to identify and describe the problems of organizing the activities of entrepreneurs in the region. Methods: the state of entrepreneurial activity in the region is analyzed in the context of the main socially significant indicators of its development, the main trends and patterns of development of the SME sphere are identified and the reasons that form them are substantiated. As one of the tools for identifying and substantiating the reasons hindering the development of entrepreneurial activity, the study conducted a survey of entrepreneurs to identify the problems of SMEs in the region. Results and their significance: Based on the results of the study, a range of priority problems of SMEs in the region was determined, an assessment of their correlation with similar problems of the SME sector of the Republic of Kazakhstan was given, and a range of basic expectations of entrepreneurs in the context of government measures to support their development was outlined.

Methodological aspects of the technology of developing electronic textbooks
Annotation:

The widespread introduction of information technologies makes significant changes in various spheres of human activity. The education sector is no exception. In this regard, in this article, the author considers the actual problem of developing electronic textbooks and is one of the most relevant and promising areas of informatization of the educational process. The analysis of the works of scientists A.A. Andreev, A.I. Bashmakov, T.I. Koval, V.M. Kukharenko, E.S. Polat, P.I. Serdyukov, S.S. Sysoeva, A.Yu. Uvarova was conducted. These works contain requirements for the development of electronic textbooks. Based on the results of the analysis, the author described the stages of developing electronic textbooks, the principles that they should correspond to, and also provided a list of modules that should make up an electronic textbook. From the existing variety of software packages, the author distinguishes CourseLab, Smart Builder, MOS Solo, Google Sites, iSpring Suite, TurboSite, Adobe Animate, HTML5. The development of electronic textbooks based on the technology presented by the author of the article and their subsequent application in the educational process will help to organize the educational and cognitive activities of students at a more effective level. Purpose is the description of the technology for the development of electronic textbooks, taking into account existing requirements. The article uses methods of analysis, synthesis and deduction. The analysis of requirements and principles of development of electronic textbooks is carried out on the basis of the descriptive-analytical method. The practical result of the proposed technology is the developed electronic textbook "Development of mobile applications". The results of the study, in addition to their theoretical significance, also have practical significance, which consists in the positive dynamics in resolving the contradiction between the continuously increasing flow of information and the limited opportunities of students to assimilate it. The conscious use of electronic textbooks in the educational process is one of the fundamental ways to improve the quality of education by changing the methods of teaching used in the direction of individualization and focus on the student.

Modern pedagogical technologies in teaching a foreign language in primary school
Annotation:

The article describes modern pedagogical technologies of teaching a foreign language in primary school and examines their impact on the development of various competencies of primary school students. The authors emphasize that information and communication pedagogical technologies help to implement a student-centered approach to learning, provide individualization and differentiation of learning, taking into account the abilities of younger students, their level of education. And also modern pedagogical technologies as a systemic holistic means of restructuring activities make it possible to improve the quality of the educational process, to solve the problems of personality development. Purpose – analysis of modern educational technologies used in English lessons. The current system of training primary school teachers requires a revision of its structure, organization, relationship with school practice and innovative processes in the education system. Therefore, the article proves that an important part of the educational process should be the use of new pedagogical technologies in improving the quality of training of specialists at the university, providing the possibility of self-development of the teacher's personality, increasing his creative abilities and improving the educational process. The study used a descriptive method, analysis and synthesis methods. The authors of the article call the development of the student's personality (moral and cognitive) and the complex of abilities for successful interaction with the polycultural and multilingual world around him as the goal of foreign language education in primary grades. Therefore, it is important that the future primary school teacher, in accordance with the requirements of the state educational standard, has formed the knowledge, skills and abilities necessary for the application of modern pedagogical technologies. The problem of reason in the philosophy of the Arabic- speaking middle ages. Historical and philosophical aspect
Annotation:

The authors, based on analysis of the philosophy of the Eastern peripatetics, have shown that in the philosophical worldview of the middle ages Arabic magazynowanie there are aspects, which indicate that more needs to trace the Genesis of the problem of reason in Arabic philosophy of the middle ages. The article notes that the world of the XXI century is the world of post-industrial, information society, which constantly raises logical and epistemological problems in the field of science and philosophy. Therefore, there is a need for a critical study of the history of this problem, its Genesis and development to identify positive potential and progressive ideas. In this context, the analysis and study of the problem of reason and logic, the epistemological ideas of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd of the Arabic-speaking middle ages is not only of historical and philosophical interest, but also of actual significance. In this article, the authors consider the problem of reason in the worldview of representatives of Eastern peripatetism of the medieval Arabic-language philosophy of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd, based on the ideas of Aristotle. The paper presents the historical and philosophical aspect of the problem of reason inherent in the Arabic-speaking middle ages. The cognitive interest of representatives of Eastern peripatetism is connected with philosophy, questions of logic, and the doctrine of reason. Arabic-speaking philosophers in the middle ages were engaged in understanding the epistemological abilities of man, al-Kindi, being the founder of Arabic-speaking philosophy, put forward the idea of types of mind and stages of knowledge. Al-Kindi's positive philosophical ideas were further developed in al-Farabi's worldview. The thinker considered the priority of rational knowledge to be indisputable, in addition, al-Farabi showed an interest in logic, the theory of knowledge and human cognitive abilities. Al-Farabi's philosophy had a significant influence on Ibn Sina's philosophical views. The rationalism of Ibn Sina was also manifested in a very high assessment of logic, the thinker considered logic an introduction to philosophical knowledge. Ibn Rushd in his work developed along the same peripatetic path as his predecessors al-Kindi, al-Farabi, and Ibn Sina. The authors attempt to show that the problem of reason in philosophy and science has its Genesis, associated with the teachings of Eastern peripatetics of the Arabic-speaking middle ages. The teaching of the Arabic-speaking philosophers of the middle ages about the cognitive power of reason, despite the theological context and logical-epistemological limitations, had a progressive role in the history of philosophyd

Peculiarities of psychological training of military servants to actions in extreme situation
Annotation:

There are many examples of crises and catastrophes in the history of mankind. Almost the entire spectrum of natural disasters is possible in Kazakhstan. In particular, earthquakes, floods, fires in forests and steppes, snowstorms, and others. In all mountain and foothill zones, there is a danger of landslides, the threat of snow drift. In addition, there are situations that have arisen for man-made reasons. These catastrophes are the result of human activity. Such extreme situations require the concentration of all physical and psychological capabilities of a person. This is especially important for military personnel who often operate in extreme or critical conditions. Psychological readiness to solve such situations gives the individual confidence in the correctness of their own actions and, in the end, leads to a successful result. The purpose of this article is to present the results of research in the framework of a master's thesis. The main focus is on the analysis of the features of psychological training of military personnel to act in an extreme situation. The studied problem is revealed by the authors from the point of view of modern approaches to the psychological training of military personnel in a critical situation. The research methods used (analysis, generalization, experiment) allowed us to reveal the depth of the problem relevant to military psychology. The research is based on the results of modern research by Kazakh and foreign scientists. Approaches to the interpretation of the essence of the content of the concept "extreme situation" are considered, and the factors that determine the specifics of psychological training of military personnel to act in a crisis are highlighted. The concept of "psychological readiness of military personnel to work in critical (extreme) situations" is defined. Statistical results of the experiment are presented. The experimental activity carried out in the course of experimental work has a high practical significance, since it was successfully tested through the implementation of the work of the military unit 3176 "K" in Pavlodar and can be used in the psychological training of military personnel. The article is devoted to the actual problem of psychology. The results presented in the article may be useful for military psychologists.

Ethnolinguistic significance of comparing human character with nature in Kazakh and English
Annotation:

Main problem: It is well known that the development of language in society, the development of speech, the formation of personality largely depends on the interaction of people. Therefore, they develop depending on the specifics of each nation and are one of the values that people have accumulated over the centuries. Comparison of human behavior with nature in English and Kazakh languages describes the spiritual life of each nation. It defines the national feelings, national behavior, national customs and traditions. Purpose: Comparative analysis of the values of the Kazakh and English peoples occupies a special place in the culture and language, the essence and content of which are indelible. This is a fount of cultural and historical life of the people, the spiritual value of the nation, such qualities as prudence and kindness. Methods: This article describes the ethnolinguistic foundations for comparing human character and nature in English and Kazakh. In cultural linguistics and cognitive linguistics, the concept of behavior is studied as an image of the world formed in the consciousness of an ethnic group. Based on the definition of the concept of behavior, the authors describe the manifestations of behavior in the national consciousness, the system of national thinking, beliefs, attitudes. It is noted that the formation of the behavior of unrelated Kazakhs and Englishmen depends on their geographic environment, nomadic lifestyle and behavior. Results and their significance: The phraseological units of the two languages used in this study clearly to show the characteristics of each nation. It is shown that forecasting natural phenomena for both peoples is closely related to their life, economy, occupation and plays an important role in people's lives.

Main problem: this article deals with the research of surrealism which is not just one of ordinal modernism directions or one of many isms in the art of the 20th century, but which appears as a universal phenomenon in the culture of the epoch, reflecting its main features; surrealism has risen many issues substantive for culture modernity, and resolutions of which are worthy in-depth study. Purpose: to determine the meaning of the unconscious when building a surrealistic world picture and show the relationship and interinfluence of the arts and reality, real and imaginary within the frames defined by surrealism. Methods: the study is based on philosophical and art review of literary and art works performed by surrealists. In various manifestos and works made by surrealism figures it is traced the intention to penetrate into the depth of human psycho using dreams and different mental illnesses. It is known about the enormous impact that the discoveries made in the field of psychoanalysis had on the development of Surrealist philosophy. So, the method of free associations was popular, which was actively used by the Austrian scientist Z. Freud in his medical practice, talking with the patient and analyzing his dreams, the doctor with the help of key symbols revealed the cause of the neurosis, and the surrealists were attracted by the research of the Swiss psychiatrist C. Jung, devoted to the analysis of archetypes and symbols in the lives of various peoples. Results and their importance: practical significance of the study is related to the following circumstances: the necessity to make sense for the reasons of the crisis which encompasses the culture today, the search of possibilities and ways to recover it; u this work’s materials can be also used in research of creations of young Kazakhstan avant-garde artists. The research materials can also be used in the practice of teaching philosophy, cultural science, psychology, and other humanitarian disciplines and also in work of fine art experts and museum staff; based on the materials of this research, the special courses on culture philosophy, culturology, esthetics and theory of arts can be developed.

Features of teaching physics in English in secondary school
Annotation:

This article reveals the essence of teaching the disciplines of the natural science cycle in English in high school. When preparing for the lesson, there is a need for careful selection of educational material, the teacher thinks out a specific algorithm for working with the text in a foreign language using subject terminology, while not forgetting the basic grammatical and syntactic models characteristic of the English language. In such a language environment, foreign speakers actively acquire solid knowledge, eliminating language difficulties in professionally-oriented lessons. Given this problem, we decided to create a methodological guide for teachers, which will contain tasks for formative assessment in physics lessons in English. Its lexical and grammatical material meets the requirements for mastering the English language (B1) in educational and cognitive activities. The presented progress tests also meet all the requirements of the corresponding stage of training of non-native speakers and help to consolidate the skills of professionally oriented communication. The purpose is to reveal some principles that should be taken into account when preparing assignments for physics lessons in English, as well as to provide a methodological guide for teachers. This article shows several principles that are most effective when conducting lessons. All the data of the article was confirmed by a computer survey of students, the answers were analyzed and collected for publication. Given the results we have presented, secondary school teachers can improve the quality of the material provided, as well as spend less time preparing for lessons. Physics is one of the fundamental sciences that can combine both the subject content and the language component. Here we present various methods of subject-language integration to improve communication skills. Thus, the preparation and conduct of physics lessons in English requires a strict and careful selection of educational material and takes into account the educational profile of secondary school students.

Creating a development plan for students of a children's and youth football school
Annotation:

This scientific and practical article is devoted to the analysis of the results of an experiment aimed at psychological and pedagogical support of the process of building a project for the development of the inner world of a player of a children's and youth football team of the professional football club "Lviv" from the Ukrainian city of Lviv. A special feature of the psychological and pedagogical support for designing the development of the student's psyche is the use of the paradigm of the language of the theory of activity in the version of the Moscow methodological and pedagogical circle (MMPC), using the language of schematic images and the pyramid of subjectivity, explaining the path of formation of human mental mechanisms in the unity of cognitive, emotive and conative processes, starting from the vital level of their development to the level of spirituality. Another feature of the article is that the presentation of methods and techniques does not occur in a separate part of it, but in the process of describing the steps of designing a development plan that is formed for absolutely all professional athletes who have the acmeological potential of professionalization in football. It is presented in the form of 11 steps to create an individual trajectory of the player's development. In each of these steps, it is important that the coaches and the player participate with their parents, representatives of the club, which has its own component in terms of the volume and quality of the efforts required on their part. The article reveals the first of the 4 steps of creating a reasonable player development plan. For example, we consider working with one of the players. The content of this particular illustration is a very illustrative and demonstrative example. It is assumed that a series of articles in this publication will reveal the topic of student development management, which will include both scientific and theoretical and review types of works. The next article will be a continuation of this one in terms of demonstrating the success of implementing this particular development plan by the example of several players from a team consisting of 22 players who have been trained in a similar way, i.e. using methodological criteria for the organization of psychological and pedagogical support for the development of thinking, sensory-motivational and volitional characteristics of players by football club coaches.

Study of international experience in the field of industrial safety
Annotation:

Currently, close attention is paid to industrial safety at hazardous production facilities. Compliance with industrial safety requirements is directly related to the risks of accidents that can lead to man-made disasters, negatively affect the health and life of the population. As in any other industry, there are problems in ensuring industrial safety. There are several reasons for this: the backlog of standards from scientific and technological progress, the exclusive competence of state authorized bodies, and the lack of a risk-based approach. After the collapse of the USSR, the requirements of industrial safety in the Republic of Kazakhstan have practically not changed: laws and statutory instruments (hereinafter-the LSI) are approved and put into effect, after which they are constantly changed and supplemented; the presence of national and international standards, which, in fact, are revised on the basis of the USSR standards, taking into account the influence of the realities of the time. It can be concluded that the current standards are not focused on the future, scientific and technological progress, innovation, so they are constantly undergoing changes, thereby adapting to the necessary requirements that dictate modernity. State regulation does not contribute to the effective development of industrial safety. This is due to the fact that the state performs exclusively supervisory functions (thus it is exclusively educational in nature), and there is no dialogue between authorized state bodies, expert organizations, scientific organizations, and testing laboratories. If we consider the experience of the Russian Federation in the field of industrial safety, then it makes no sense to accept even some experience, since: similar to the Kazakhstan’ LSI and regulatory and technical documentation (and their constant dynamics), the development of cooperation with the Russian Federation within the framework of the Eurasian Economic Union. Accordingly, it is advisable to consider the experience in the field of industrial safety in Europe and the United States of America because of the effectiveness of regulation and supervision than in the Republic of Kazakhstan and the Russian Federation. This article provides information about international experience in the field of industrial safety in the United States and the European Union. The tasks of state regulation in the field of industrial safety in the Republic of Kazakhstan, the Russian Federation, the United States, and the European Union are described in detail. The analysis of normative-legal acts and normative-technical documentation is carried out. Based on the analysis of international experience, solutions to problems in the field of industrial safety for the Republic of Kazakhstan are essentially presented. The purpose of this article is to reveal the problem in the field of industrial safety in the Republic of Kazakhstan and international experience that the Republic of Kazakhstan can borrow in order to effectively ensure industrial safety. Study of international experience (USA, EU countries, Russia) in the field of industrial safety in terms of: analysis of standards; regulation (control and supervisory functions) to ensure safety. Some aspects of justification of acceptable risk levels in oil refineries
Annotation:

Currently, the problems of environmental safety are facing society. The industry develops every year. In this critical economic situation, the oil industry is a stimulant for the economic sector in Azerbaijan. The level of development of this industry is also relevant due to other reasons: sociological, technological and features of the economy of Azerbaijan. The production activity of oil processing, concentrating harmful substances and energy, is a source of man-made danger and pollution of the natural environment. The risk management process mainly consists of three stages - risk safety analysis, risk assessment, which is carried out in comparison of calculated and actual risk levels, the so-called acceptable risk levels and the adoption of appropriate regulations and management decisions. One of the factors that should be taken into account when assessing risk and safety is to determine the necessary costs. Since these costs are paid directly to the company, they try to minimize them as much as possible, which reduce the accuracy of risk assessment. One of the objectives of the study is to determine the optimal value of the necessary costs. It is established that the less reliable the method, the lower is the cost of its implementation. The methodological basis of the work was scientific works on these problems of scientists-economists, mathematicians on safety and risk assessment at industrial enterprises. When developing the presented methodology, computational algorithms developed by Dow Chemical were used. This company has collected a large volume of material on accident statistics, taking into account damages. Based on the obtained and experimentally verified data, a system of indices has been developed, an assessment of various indicators for qualitative and quantitative risk assessment of oil refineries. The analysis of the technogenic danger of oil refineries makes it possible to determine ecological and economic losses and choose rational possibilities of acceptable risk. The required costs, depending on the level of risk, are determined based on an increase in the accuracy of calculating the probability of occurrence of the cause of risks. The article examines the relationship between the expected level of risk and economic losses during oil refining in separate technological units, which allow determining the required level of risk and the expected economic damage.

Ways to improve the skills and abilities of oral speech of primary schoolchildren using interactive cognitive strategies

The article discusses ways to improve the oral and speech skills of primary school students, where the primary role is given to interactive strategies aimed at organizing the optimal interaction of students with other subjects of the educational process in a communicative educational environment. Currently, the main criteria and indicators of the methodology for the development of foreign language communicative competence of schoolchildren have changed, the basic basis of the system of techniques and methods of teaching English to primary schoolchildren based on the use of interactive cognitive strategies. The authors call a complex of exercises of a receptive, productive and productive-creative nature, which is consistently implemented at all stages of the corresponding technology: motivational-stimulating, informational, analytical, actualization, productive, creative, analytical and evaluative. The article describes their influence on the development of language competencies and creative abilities of primary schoolchildren. The authors note that the motivational-stimulating, informational, analytical stages, the stage of actualization, as well as the productive, creative, analytical-evaluative stages, provide for the involvement of students in joint activities to master the content of cognitive problems in English, it presupposes the interiorization of communicative skills by younger students in accordance with with the accepted norms of interaction, the organization of the development of oral speech in English lessons in the lower grades based on the use of interactive cognitive strategies in accordance with the level of their linguistic and sociocultural knowledge, skills and abilities. To study various approaches in the development of oral and speech skills in lower grades based on interactive cognitive strategies, analysis of a set of tasks and exercises at different stages of the formation of oral and speech competence in lower grades using interactive cognitive strategies, goals and objectives of the practical application of interactive cognitive strategies when teaching foreign language communication, the contradictions between social expectations and the objective need for educational practice in the creation and implementation of a special methodology for the development of oral speech in primary grades based on the use of interactive cognitive strategies. Methods: during the study, a descriptive method, methods of systematization, analysis, interpretation were used. The authors of the article note that the integration of communicative activity in a foreign language with project, research, musical, visual, subject, literary and creative is of great importance for the comprehensive development of the skills and abilities of oral speech of primary school students when using interactive cognitive strategies. Traditional and innovative methods of teaching a foreign language in primary school

The article compares modern and traditional pedagogical methods used in the process of teaching a foreign language in primary school, differentiates both the advantages and disadvantages of each of them, and indicates ways to supplement the shortcomings of traditional methods with new methods. Currently, the main methods used in teaching a foreign language are being considered. Among the new innovative methods that have recently appeared in the sphere of teaching foreign languages there are community language learning / counseling learning, the sugestopedic method, total physical response, the method of language teaching using information and communication technologies, consciousness-raising approach, task based learning, neuro- linguistic programming, guided discovery, the test-teach-test method. Their influence on the development of language competencies and creative abilities of primary school students are considered. The authors note that the main and most important condition of modern methodology in the process of teaching foreign languages is the creation of an artificial foreign language environment, i.e. the creation of a natural linguistic environment. The authors comment on the concept of "electronic linguistic environment" based on recent research. They show that "digital" children are completely immersed in the computer world, i.e. they live in an electronic linguistic environment and this allows them to solve the tasks of teaching a foreign language. The purpose of the article is to analyze traditional and modern educational methods used in modern English lessons. Activation of the student as the main figure of the educational process, the ability to work in close contact with other students, giving the student the opportunity to work independently, depending on their physiological, intellectual, psychological characteristics, is carried out using individual, paired, group, classroom and other forms of work. Both traditional methods and the latest modern methods are listed among the named teaching methods. Each method has its own characteristics. Therefore, it is very important to consider them in a comparative plan. Each old and new method has its advantages and disadvantages. Therefore, the methodology of teaching English always requires additions and improvements. They are of great importance for expanding the horizons of students, increasing cognitive activity, improving knowledge, skills and language competencies. The authors used the following methods: the descriptive methods, methods of systematization, analysis, interpretation were used in the course of the study. Тhe authors of the article note that methods of teaching a foreign language are of great importance for the comprehensive development of primary school students, obtaining high-quality education, good command of English, achieving good vital indicators, conclude that every teacher should be able to use best practices, developing their creative research and effectively teaching modern English. The results of learning through new methods, such as differentiated learning, project-based learning, communicative learning, information and communication training, etc., providing the formation of personality, its language competencies, will undoubtedly contribute to the independent development of the child, the formation of his language competence, the development of cognitive, creative abilities of students.

Marketing research of the medical services market in the region

Main problem: One of the most complicated types of marketing is marketing of medical services or organizations. This can be attributed to many reasons. First of all, person’s life and health is the most important value. One more reason is that budget funds are limited, this forces us to look for extra-budgetary financing sources. At the same time, it follows that the population of the Republic of Kazakhstan, receiving free assistance for a long time, refuse paid medicine, the solvency of a large percentage of the population. Thus, marketing research of the services market is designed to identify the real market share of trade and paid medicine, to fill the need of the qualified medical care, to identify the particularity of demand in various segments and the demographic and psychographic characteristics of the population groups. Purpose: to identify current trends and develop marketing strategies in the regional market of medical services, allowing to identify and strengthen the economic foundations of the functioning of non-profit organizations in the national market. Methods: The research was conducted using traditional methods of marketing research: qualitative: in-depth interview, focus groups; quantitative: survey, as well as methods of economic analysis: comparative, graphical and scenario planning. Results and their significance: the essence of marketing in healthcare is considered, the features of marketing research are taken into account; the medical services market of Pavlodar region is analyzed and evaluated and ways of its improvement are proposed. Ensuring water quality as the main goal of preserving human health
Annotation:

Main problem: The article analyzes water quality assurance as the main goal of preserving human health. The study of chemical and microbiological parameters of wastewater and drinking water was carried out using generally accepted standards. The number of deaths associated with the use of contaminated drinking water, according to WHO, tripled in 2021 and reached almost 19 thousand against 6 thousand in 2020. In addition, the number of neoplasms, diseases of the genitourinary system, digestive organs and skin increased by 2 %, to 1.486 million. The reasons for the increase in the level of harmful chemicals and microbiological pollutants in the water are outdated sewage treatment plants, old pipes and disinfection with chlorine. Purpose: Study of the quality of wastewater and drinking water in Pavlodar, study of the quality of wastewater and drinking water in Pavlodar. Methods: Sampling of wastewater, chemical and bacteriological analysis of wastewater and drinking water, statistical method, correlation analysis of experimentally obtained results and calculated characteristics, etc. Results and their significance: In the field of public health risk, pollution of reservoirs that are sources of household drinking water supply and recreational water use, the continuing necessary high deterioration of water supply networks, their accident rate, as a result of low level of operation, failures in the operation of treatment facilities. Hygienic assessment of reservoirs according to complex indicators indicates the continuing high degree of water pollution in places of water use. The water quality indicators of the surface reservoirs of the region remain low in terms of sanitary and chemical (primarily organoleptic and general sanitary), as well as microbiological indicators. According to toxicological indicators, the level of water pollution in places of water use is estimated as moderate. The main pollutants of the Irtysh River in Pavlodar are industrial enterprises and housing and communal facilities that discharge untreated or insufficiently treated wastewater into reservoirs. A complex of causes of drinking water pollution has been identified: high deterioration of water supply networks, their accident rate, because of a low level of operation, failures in the operation of treatment facilities, unfair treatment of industrial wastewater by industrial enterprises of Pavlodar, etc. Priority preventive directions for improving the quality of water as a source of life are the implementation of long-term targeted planning of measures for the modernization of water supply and sewerage networks and facilities in Pavlodar. The state of water supply necessary and measures to improve it should be constantly monitored and considered at meetings of sanitary and anti-epidemic commissions.

Methodological foundations of the application of the project method in teaching object-oriented programming.

The article presents a method of teaching object-oriented programming to students of the educational program «Computer Engineering and software» using the project method. The problem of the insufficient level of organization of the educational process in colleges, aimed at studying any kind of object programming, is investigated. In this regard, the important aspects that must be taken into account when constructing a methodology for teaching object-oriented programming, aimed at enhancing the cognitive independence of students, are described in detail. It is shown that the solution to this problem largely depends on the degree of achievement of the learning goals of students specified in GOSTiPO, as well as on the methodological guide to object-oriented programming, developed in accordance with the requirements of modern education. An analysis was made of the State Compulsory Standard for Technical and Vocational Education of the Republic of Kazakhstan, the Model Curriculum and the Working Curriculum in the discipline "Fundamentals of Object-Oriented Programming" for students of the educational program "Computer Engineering and Software" and the teaching methodology developed on their basis. The purpose is to substantiate the methodology for teaching students object-oriented programming, which activates cognitive activity through the use of the project method and its practical application in the educational process. Development of a new type of curd mass using a vegetable protein-containing component
Annotation:

It is known that the nutritional value of proteins is primarily characterized by the composition of essential amino acids and is determined by their accessibility. Not just proteins are necessary for the good functioning of the human body, but a certain amount of essential amino acids. Since the lack or absence of any of them causes serious health problems. The problem of protein malnutrition is global for many reasons and to solve it, it’s necessary to study the prospects for the possible use of non-traditional sources of dietary protein, namely vegetable protein. Considering this, the article presents the results of studies conducted over several years, the objects of which were dairy and vegetable products and protein hydrolyzate from chickpea flour. At the same time, the possibility of its use as a filler of plant origin to improve the physicochemical and structural-mechanical properties of a new type of finished product was determined. The purpose of these studies is to develop a recipe and determine the technological stages of production of a new type of product of dairy and vegetable origin, which has a functional focus, in which vegetable products are used together with dairy components. It should be noted that when selecting components, preference is given to raw materials grown in the local region. When developing the recipe, the optimal amount of chickpea protein hydrolyzate to be added was determined, which makes it possible to give the finished product not only attractive commercial characteristics, which the modern consumer primarily pays attention to, but also to obtain such product properties that will help strengthen the immune system and the resistance of the human body to adverse conditions environment, what is especially important for the younger generation. When developing the technology of a new dairy-vegetable curd mass, the optimal modes of each technological operation and the stage at which it is most expedient to apply a vegetable component are determined. Launching the developed product into production, the manufacturer will not face the problem of the lack of the necessary equipment and its expensive acquisition, since the production organized according to the proposed technology is maximally adapted to the equipment available at enterprises engaged in the production of cottage cheese and curd products.

The main problem: the current directions of its development are determined in the article by conducting a theoretical analysis of philosophical, pedagogical, psychological, scientific and methodical works on the training of specialists for the development of the cognitive activity of teenagers. Currently, it is shown that the training of specialists in the development of cognitive activity of teenagers is a pedagogical and psychological problem. Methods: When conducting the research, it was important to take into account statistical data that were sufficiently understandable and reliable. The results and their significance: according to the results, the methodological predominance of the average level of social intelligence allowed students to see the following signs: the social significance of professional behavior, actions, relationships, full mastery of theoretical knowledge. During the course, we believe that the existence of a reflexive culture, which is evidenced by the improvement of communication in everyday life, in turn, is very valuable. Development of thinking, training and education of future teachers-psychologists, preparation for creative activity depend on methodological competence, qualifications and training of the teacher in the organization of research activities. Self-learning needs and skills do not arise by themselves. The results and their significance: logically substantiated universal abstract-concrete coordinates of the universal movement are presented. In relation to life and the world of activity, they can be defined by the coordinates: “standard of living - activity efficiency”, or “action efficiency - time”, or “result - costs”, or “quality - quantity” etc. Clarity of thinking is ensured by the logic of movement vectors descending from the real to the abstract, ascending from the abstract to the real, as well as their combination. The constant need for cognitive activity creates in students a feeling of cognitive satisfaction, seeing the result of curiosity, its planning and organization. This result teaches the teenager to actively seek new cognitive activities and gain experience in mastering the subject.

Methodological Aspects of Inclusive Education in the Field of IT Technologies

The main problem: Today, the introduction of inclusive education is becoming one of the priorities of the state policy of the Republic of Kazakhstan in the system of modern education. In accordance with the law on Education, equal access to quality education for citizens is guaranteed, taking into account their intellectual development, psychophysiological and individual characteristics. The article is devoted to the analysis of the development of inclusive education. The author considers the problems on the way to the introduction of inclusive education, provides an analysis of the experience of conducting an IT school within the framework of inclusive education. An attempt has been made to identify the factors contributing to the successful implementation of inclusive education methods in the modern educational space. Objective: To consider the issues of the development of inclusive education in the Republic of Kazakhstan. To present the methodology of teaching children with special educational needs, to suggest possible ways to solve problems on the way of introducing inclusive education into the domestic education system. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: Based on the results of the work carried out aimed at identifying the main problems hindering the process of implementing inclusive education, as well as based on the results of the analysis and the identified main aspects in the cognitive activity of children with hearing and speech disorders, the author of the article proposes a methodology for teaching children multimedia technologies. In addition, the author clearly substantiates the need to prepare a teacher for the use of inclusive education methods, due to the lack of willingness of some teachers to teach in a class (group) in which people with disabilities study, fearing to get into a situation of psychological and professional discomfort.

Electronic Financial Services Market in RK: Problems and Prospects of Development

Main problem: At the present stage of life, Innovations in the financial sector contribute to the optimization of financial intermediation and, in turn, stimulate economic growth. Financial innovations increase the efficiency of the allocation of savings capital to investment capital, as well as increase liquidity in the markets. As the digital economy has developed, the functionality of traditional large financial institutions has been partially replaced by financial technologies (FinTech). FinTech involves the convergence of traditional financial services with mobile services, social media services, big data aggregation and processing, and cloud technologies. Purpose of this article is to identify the main directions of the electronic financial services market in the Republic of Kazakhstan, identify the main problems and prospects for the development of the financial sector of the economy. Methods: The work used general scientific methods of comparative system, vertical and horizontal analysis, structural and functional method, analytical techniques, economic and statistical research methods. The results and their significance: the authors identified the main directions of digitalization of the financial sector of the modern economy, noted the role of FinTech companies and services in both theoretical and practical terms, and provided relevant approaches to the definition of this concept in the economic literature. The main reasons and factors for the development of this direction of digitalization of the financial sector are substantiated, including the concept of financial accessibility, the advantages and disadvantages of FinTech, various approaches to their classification, country and regional characteristics, and an analysis of development trends. The crowdfunding direction of FinTech is noted, approaches to its definition and classification are given, the advantages of the crowdfunding mechanism are revealed, and its role in the modern economy is analyzed. The trend of algorithmic trading development as the most important direction of digitalization of the financial sector is investigated. A detailed analysis of mobile financial services as one of the fastest-growing areas of FinTech is carried out, approaches to their classification are given, factors stimulating the growth of mobile payments, country and regional characteristics are substantiated. The main directions of digitalization of the insurance sector are analyzed, reasonable conclusions about the advantages of InsurTech are made.
