The article deals with the basic concepts of the formation and development of higher education system of the Republic of Kazakhstan. As well as the policies of redistribution of responsibilities of management in higher education system and its gradual decentralization that will not only distribute power and responsibility, but also introduce a more democratic form of government. Expand the autonomy institutions of higher education and ensure active public participation in the management of higher education institutions and the quality of its educational programs. One of the fundamental factors is to attract students to identify the competencies of employers, academic communities, graduates. Learning objectives at the same time should be determined in accordance with the professional requirements of the labor market.

This article examines the mechanisms of financial support for students at Innovative University of Eurasia, the conditions of financial support for students and ways to solve them.

The article proposes a solution to the problem of goal-setting from the standpoint of activity and competency-based approaches. Concrete formulations of the goals and objectives of the academic disciplines "Methodology of Teaching Natural Sciences" and the school course "Natural Sciences" are given. The choice of these disciplines to illustrate examples of the formulation of the learning goal is determined by their specificity. Since in the course of “Natural Sciences”, students should learn the initial concepts of natural sciences (biology, geography, ecology, human physiology, history of society, etc.), the proposed examples of the wording of the goals and objectives of science lessons will help, according to the authors, teachers and other specialists in the field of education to formulate, by analogy, the goals of disciplines from other areas of science. The specificity of the school course "Natural Sciences" determines the specifics of the theory and technology of teaching this discipline. The wordings of the goals and objectives of the course “Methods of Teaching Natural Sciences” proposed by the authors are developed in accordance with the goals and objectives of the school discipline “Natural Sciences” in compliance with the logic of presentation, a sufficient degree of validity and convincing conclusions, as well as taking into account the specifics of the subject and the didactic principle of continuity.

Main problem: The literature on regional entrepreneurship tends to neglect interregional human capital flows, and yet spatial mobility provides emerging entrepreneurs with knowledge and networks in different locations to exploit entrepreneurial opportunities. Purpose: The purpose of this study was to establish the relationship between mobility and entrepreneurship. Methods: Examined how multidisciplinary experience and non-local knowledge provide migrants with the desire for opportunity-based entrepreneurship. The connection between the regional environment and entrepreneurial motives based on opportunities for people with and without spatial mobility is shown. The analysis of data from a survey of labor force dynamics is presented, which compares the characteristics and driving forces of entrepreneurial motives of migrants and local residents. A survey has been conducted that indicates a higher prevalence of opportunity-based entrepreneurship among migrant entrepreneurs compared to their local counterparts. Official Kazakh statistics do not take into account the impact of internal migrants on the development of the economy and welfare of the region to which they moved. Results and their relevance: Based on the analysis and survey, it was found that the experience of spatial mobility significantly increases the likelihood of entering an opportunity-based business. The regional environment influences the entrepreneurial motives of migrants and non-migrants, but in different ways. Local entrepreneurs are more affected by the endogenous nature of the firm, while migrant entrepreneurs start businesses based on both local needs and external linkages with wider market areas. The COVID-19 coronavirus pandemic has brought about a new economic reality, to which every economic entity must adapt, regardless of the scale: within a region, a country, or the whole world. The article examines the regional economic mechanism in the context of the pandemic in the context of the interaction of the market mechanism of self-development and the control influence of the regional authorities. The destabilization of the economic situation in the regions as a result of the pandemic and related restrictions poses the problem of revising the main directions of regional policy To achieve the set goals and objectives, the general methods of empirical and theoretical research were used: analysis, synthesis, induction, deduction, generalization, description. Three spheres play a key role in the economy of Pavlodar region: industry, trade and transport. Just how to remain positive dynamics in terms of industrial production and maintained the services will depend on the development of the region, the main indicators which are discussed in this article through the prism of the events in the context of the pandemic. The necessary health measures taken in response to the pandemic have led to a severe reduction in mobility and are accompanied by high economic costs. The quarantine measures have had a direct impact on businesses, especially microbusinesses. To support this sector, tax incentives were provided, lending was expanded, and measures were taken to further facilitate the business environment. The article reflects only a small list of issues that required changes in the economic mechanism in the context of the pandemic and the introduction of restrictive measures, as well as the strengthening of the influence of external control on the economy. At the same time, the state as whole and individual regions, taking into account their potential and the actual situation in the economy, need to find an optimal balance between the prohibitions and restrictions imposed to ensure the safety of human health and the preservation of the economy in a functional mode, work and income of employees. This problem of finding a balance between prohibitive and permissive measures requires further analysis. At the same time, the state needs to develop and apply tools of a systematic nature, focused on the long term.

Main problem: The unfavorable conditions in which a significant part of the population of our country lives (living in conditions of harmful, stressful, physical, chemical and radiation effects), an imbalance in nutrition dictate the need to create a variety of functional products enriched with pro– and prebiotic factors. In the science of nutrition, a functional direction has been developed - this is nutrition, which provides for the consumption of such products of natural origin, which, when used daily, have a regulating effect on the body as a whole, its certain systems, organs, providing a drug-free positive correction of their function. Compared with traditional types of dairy products with high organoleptic and commodity characteristics, produced on the basis of classical technological techniques, dairy products of the new generation should have increased nutritional and biological value. The article is devoted to the research and development of the technology of a new cottage cheese product - cottage cheese paste produced with the addition of lactulose concentrate and fruit and berry fillers. This article discusses the steady trend towards the use of fermented milk products with functional properties in the diet of modern humans. Purpose: Study and development of technology of thermized cottage cheese paste enriched with prebiotic lactulose and fruit and berry fillers. Methods: Analysis and generalization of theoretical information, organoleptic evaluation, physicochemical methods of analysis, microbiological methods of evaluation of cottage cheese paste, quality control of the finished product. Results and their significance: The positive role of prebiotic substances in the vital activity of the macroorganism was studied. It is not for nothing that academician Andrei Georgievich Khramtsov once called lactulose "a miracle made of milk." Lactulose, being a strong bifidogenic factor, allows stabilizing the microflora of the stomach. Lactulose activates the growth of bifidobacteria, which take root well in the intestine and ferment lactulose to form lactic acid. Lactic acid suppresses the development of pathogenic and putrefactive bacteria. As a result of the conducted studies, it was determined that the cottage cheese paste enriched with lactulose had high quality indicators and retained its consumer properties during the entire storage period. The introduction of lactulose into the recipe of cottage cheese paste does not reduce the nutritional advantages of the finished product.

Education, as known, is the foundation on which a strong and healthy government is built and maintained. In elementary school, the foundation of the system of knowledge is laid, which is replenished during all educational activities. At the same time, many younger students poorly learn the program material, which leads to failure in subsequent studies. There are also students who, receiving satisfactory grades, could study better. Therefore, difficulties that appear in children in primary classes prevent them from mastering the compulsory school curriculum. The important task of the teacher is to provide timely help to avoid difficulties in education. For this, it is necessary to know their causes in the educational activity, the ability of the teacher to establish which of them are effective in a specific case with the help of diagnostics, to be able to eliminate them in time or correct the consequences. Thus, timely corrective work aimed at improving the performance of younger schoolchildren is necessary.Today, the organization of correctional work to improve the performance of younger schoolchildren is one of the most pressing problems of modern schools. The study of the features of correctional work aimed at improving the performance of younger schoolchildren will contribute to increasing the efficiency of the educational process. Purpose of the article is increasing the effectiveness of correctional work of underachieving students in primary classes. Descriptive method, methods of systematization, analysis and interpretation, synthesis were used during the research. The problem of school failure is very complex, its research involves many different approaches, but all of them are grouped around two main aspects of the problem: how the teacher teaches, how the student learns and how their development is carried out. Recommendations on the construction of correctional work taking into account its features in primary school will help to increase the efficiency of the educational process and reduce the level of failure in the primary level of secondary general education school.
