The main emphasis is placed on the semantic spheres represented by the meanings of words in the language. The authors conclude how much is the culture of a nation, its folklore, literature, science, fine art, historical experience, and religion is rich, so the concept sphere of the people is richer. In addition, the concept sphere of a person is a field of knowledge made up of concepts as its units. There are reflected the sources of the conceptual unit of ideas from which the world view of the language speaker is formed. The article analyzes the main trends of concepts that form the concept sphere, which enter into correlating relationships, hierarchies with other concepts by their individual characteristics.The specific nature of the system relations of concepts requires research, but the General principle of systematicity undoubtedly applies to the national conceptual sphere, as thinking itself presupposes the categorization of thought objects, and categorization presupposes the ordering of its objects.The article summarizes the conceptual system, which should be considered in terms of mental representations, mental lexicon, and the language of thought that are part of it. The term «cognitive space» also defines an individual cognitive space – a structured set of knowledge and ideas that has any lingual person, every speaker. In their work, the authors highlight the collective cognitive space, represented by a structured set of knowledge and ideas that must be possessed by all individuals belonging to a particul ar society. Attention is paid to the distinction between the concept sphere and the semantic space of the language. According to the authors’opinions, the concept sphere presupposes the existence of a mental sphere. The mental sphere consists of concepts that exist in the form of concepts, diagrams, gestalts, mental pictures, frames, scenarios. The semantic space of a language is that part of the concept sphere that is expressed by means of language signs. The semantic space of language is the subject of co gnitive linguistics research due to the fact that most of the conceptosphere of the human ethnos is represented within the semantic space of language.

Gennady Beshkarevis a poet, novelist, publicist, memoirist who lived in Pavlodar for some time in the 30s of the last century. Among other things, in his creative heritage there are memoirs of artistic and historical interest "Pavlodarskiyebyli". In this work, in an artistic and journalistic form, social and everyday pictures are vividly conveyed, which significantly enrich our knowledge about pre-war Pavlodar. "Pavlodarskiyebyli" is especially valuable because earlier the 30s of the 20th century were considered as a kind of "white spot" in the Russian literature of the region. On charges of anti-Soviet activities, G. A. Beshkarev was sentenced to serve a five-year term in Siberian camps, and his work, which remained unpublished for a long time, only finds its readers in our time. The works of G.A. Beshkarev are included in the "Pavlodar literary"anthology on the study of Russian writers in Kazakhstan. In this regard, it is important to restore the portrait of the author's personality, and today the memories of his contemporaries, their written and oral evidencecan only help. This article is an attempt to systematize and analyze the data obtained as a result of the interview and can serve as a material for creating a biography of the writer. Conversations with the author's relatives, conducted in the fall of 2017 in Almaty by the author of the article, reveal the writer's personality traits, his attitude to various aspects of life: to the era, people, and creativity. In the memoirs of family members, Beshkarev appears as a person of rare directness and steadfastness, irreconcilable with the injustices of his time, as a person physically resistant, endowed with endurance. In the memory of friends, he is captured as a talented speaker, sometimes angry with the language, as clockwork, indefatigable, deeply artistic person of rare charm, who was able to impress colleagues, women, and students, as well as a teacher who is ready to selflessly and enthusiastically help students overcome difficulties.

The article is devoted to comprehensive research and development of the technology of cream supplements for the enrichment of processed cheese products. This article discusses the steady trend towards the use of dairy products with probiotic properties in the diet of modern people. The authors justify the requirements for the chemical composition and properties of a new type of processed cheese product: the mass fraction of dry processed cheese product must be at least 45 wt.%, the amount of probiotic microflora at least 107 CFU/g, to adjust the fatty acid composition of the product, the use of milk fat substitutes. As a result of the research, the composition and technological parameters of the production of a cream Supplement intended for enriching a new processed cheese product were determined. Skimmed milk powder concentrate with a mass fraction of dry substances (48.0±0.5) %was selected to increase protein (nitrogenous substances) in the nutrient medium for microorganisms. To activate the growth of bifidobacteria, the prebiotic No. 1 – lactulose was studied. The main content of the study is the analysis of the effect of increasing the amount of SOM concentrate on the chemical composition of the compositions of experimental products. The bacterial concentrates Bifilact-B and Bifilact-u were selected as the source of probiotic cultures. In fermented products, microbiological indicators were determined: the total number of lactic acid cultures and bifidobacteria. The article analyzes the dynamics of acidity of experimental products fermented with bifilact-B bacterial concentrate and bifilact-u bacterial concentrate. It was found that in experimental products with a high level of acid formation, the growth of bifidobacteria decreases, this is due to the fact that at low pH values, the growth of bifidobacteria slows down, and at a pH below 4.5 – stops. There was a significant increase in the number of bifidobacteria in the presence of a prebiotic – lactulose concentrate. The authors proved that the fermentation process with the formation of a clot in experimental products with bifilact-B bacterial concentrate is completed within 9-10 hours, taking into account the time of compaction of the consistency. In experimental products fermented with bifilact-U bacterial concentrate, the fermentation process ends within 7-8 hours, that is, by (2.0±0.5) hours faster.

The linguistic landscape is considered in the article as an object of sociolinguistic research; the subject of these studies is the language of the city, its representation in the public communicative environment in the form of signs, inscriptions, advertising billboards and other visual forms of written language demonstration. The main methods of studying the language of the city are observation and analysis; the purpose of the study is to identify the means and ways of personal expression, and as a result, their recording in the linguistic space of the city. Self-expression of a person in the communicative environment of the city happens with the use of more and more non-trivial ways and linguistic and extralinguistic means in order to attract the attention of a certain target audience, a potential consumer of a product or service. The study of the linguistic landscapes of the city pursues the goal of understanding public multilingualism from the standpoint of the choice of a language, languages hierarchy, the phenomenon of language contacts, and the regulation of the written recording of languages. The linguistic landscape is, therefore, a kind of indicator of the language policy of society in relation to the languages of the peoples living in a given territory. The authors conclude that it is the linguistic landscape that is the most expressive and convincing indicator of linguistic diversity in a particular area. It is symbolic and can serve as a certain indicator of the mood of certain groups in society and regions. The degree and density of the presence of the particular language in the linguistic landscape is always an indicator of the significance, strength, and relevance of a language in society.

The work was based on general scientific methods: induction and deduction, analysis and synthesis. The work with the collected card index of stable expressions was carried out by the method of continuous sampling, using the descriptive-analytical method. Using the comparative-comparative method, national-specific and universal features of zoonyms in English and Kazakh languages were determined. The material of the research was a card index of phraseological units of the English and Kazakh languages (more than 160 units) which were selected using the method of continuous sampling from phraseological dictionaries of the English and Kazakh languages. When analyzing the authors of the article relied on materials from phraseological dictionaries in English and Kazakh languages. In the course of the analysis, groups of phraseological units were identified and their differences and similarities in the compared languages were identified, as well as their national and cultural specificity, based on the action of universal cultural codes; the national and cultural specificity of zoonyms is determined by a number of extralinguistic factors: the location of the country, the living conditions of the people, their customs and traditions, history, religion and socio-political structure. All this secures national-specific connotation to zoonyms and determines their productivity. The results of the study showed that through the prism of axiology, an analysis of English and Kazakh stable combinations with the "dog" component, reflecting the paradigm of values (general cultural and national-cultural) and anti-values of the corresponding ethnic communities, was presented, as well as universal values representing at the intercultural level. Main problem: The literature on regional entrepreneurship tends to neglect interregional human capital flows, and yet spatial mobility provides emerging entrepreneurs with knowledge and networks in different locations to exploit entrepreneurial opportunities. Purpose: The purpose of this study was to establish the relationship between mobility and entrepreneurship. Methods: Examined how multidisciplinary experience and non-local knowledge provide migrants with the desire for opportunity-based entrepreneurship. The connection between the regional environment and entrepreneurial motives based on opportunities for people with and without spatial mobility is shown. The analysis of data from a survey of labor force dynamics is presented, which compares the characteristics and driving forces of entrepreneurial motives of migrants and local residents. A survey has been conducted that indicates a higher prevalence of opportunity-based entrepreneurship among migrant entrepreneurs compared to their local counterparts. Official Kazakh statistics do not take into account the impact of internal migrants on the development of the economy and welfare of the region to which they moved. Results and their relevance: Based on the analysis and survey, it was found that the experience of spatial mobility significantly increases the likelihood of entering an opportunity-based business. The regional environment influences the entrepreneurial motives of migrants and non-migrants, but in different ways. Local entrepreneurs are more affected by the endogenous nature of the firm, while migrant entrepreneurs start businesses based on both local needs and external linkages with wider market areas. Lack of folic acid and vitamins in the diet is the cause of cardiovascular disease, maternal and child mortality. Purpose: The article considers the problem of significant deviations in nutrition of almost all groups of the population of Russia and Kazakhstan, regardless of lifestyle, habits or income level, which have an extremely negative effect on the health of the nation: the average life expectancy decreases, the productivity of the working-age population and resistance to diseases decrease. Methods: Based on the studied domestic and foreign technical literature, patent information, an analytical review of the current state and prospects of the production of fortified food products in the Russian Federation and the Republic of Kazakhstan was carried out. Results and their significance: The authors have shown that food fortification is the practice of purposefully increasing the content of vitamins and microelements in food to improve the nutritional quality of food and have a positive effect on human health. The authors considered the question of how the problem of micronutrient deficiency, including iron, is currently being effectively solved in many countries by enriching food products of mass consumption with vitamins and minerals.

But the main problem for the modern consumer is that today's food industry is moving by leaps and bounds in the application and addition of chemical food additives: preservatives, flavors, dyes, stabilizers, antioxidants and substitutes for raw materials. To correctly answer the question of how to treat the use of food with food additives, it is necessary to understand and weigh the main disadvantages and advantages of using them. Advantages are that the product is better preserved, has an attractive appearance. Disadvantages are that the human body wears out, processing various chemicals, it is harmful to health. And with certain doses of use it becomes dangerous. Everyone has their own attitude to their health and their own priorities in life. Many people have come to terms with the daily use of products with additives, but others consciously refuse almost everything in the store. But the fact that no one wants to be poisoned from an overdose of various chemicals or starve to death. Therefore, the main advice is to carefully study the composition indicated on the label of food products and know the measure of their consumption. It is also impossible to believe blindly that the label was written with the truth. Manufacturers often use additives literally visually, which can lead to the production of a product with a dangerously higher concentration. It also happens that the manufacturer intentionally exceeds the norm in order to hide the shortcomings of the product (stale, poor quality of raw materials) and increase the yield of the finished product. The food additives added to many foods (usually designated by the code E) are predominantly harmful to the body. With moderate consumption, the use of products with E-supplements is not too harmful to the body (for example, several times a month). The situation is dangerous when a person consumes products with a large number of food additives daily or even several times a day when using various products. And the practical experience of this research shows the relevance of this topic in connection with the need not only to promote the historical achievements of Kazakhstan's culture to the masses and popularize them, but also as a method that helps to understand the possibilities of its translation into modern design objects. It defines the national feelings, national behavior, national customs and traditions. Purpose: Comparative analysis of the values of the Kazakh and English peoples occupies a special place in the culture and language, the essence and content of which are indelible. This is a fount of cultural and historical life of the people, the spiritual value of the nation, such qualities as prudence and kindness. Methods: This article describes the ethnolinguistic foundations for comparing human character and nature in English and Kazakh. In cultural linguistics and cognitive linguistics, the concept of behavior is studied as an image of the world formed in the consciousness of an ethnic group. Based on the definition of the concept of behavior, the authors describe the manifestations of behavior in the national consciousness, the system of national thinking, beliefs, attitudes. It is noted that the formation of the behavior of unrelated Kazakhs and Englishmen depends on their geographic environment, nomadic lifestyle and behavior. Results and their significance: The phraseological units of the two languages used in this study clearly to show the characteristics of each nation. It is shown that forecasting natural phenomena for both peoples is closely related to their life, economy, occupation and plays an important role in people's lives.

The preservation and enhancement of national values – this is the main goal of the work on the implementation of the program"Rukhanizhangyru". Program "Rukhanizhangyru" is a new stage in thehistorical development of modern Kazakhstan. Modernization of the public consciousness of each individual involves the revision of young people's attitude to themselves in order to achieve success in professional activities and consolidate their competitiveness. At the same time, it is important to preserve all the positive experience that has accumulated over the centuries, the characteristics of the people and the country, and education plays a system-forming role in this process. Today, in Kazakhstan and Russia, there is an acute issue of promoting values in the student environment, developing a sense of belonging to the present and past of the Motherland, responsibility for its future, but the potential of the educational space in the implementation of this process is not fully revealed. In the conditions of the changed educational space of these States, the process of forming a new generation of socially active, responsible for the development and preservation of spiritual values of young citizens who have all the values put forward by the States is relevant. Purpose: to determine the meaning of the unconscious when building a surrealistic world picture and show the relationship and interinfluence of the arts and reality, real and imaginary within the frames defined by surrealism. Methods: the study is based on philosophical and art review of literary and art works performed by surrealists. In various manifestos and works made by surrealism figures it is traced the intention to penetrate into the depth of human psycho using dreams and different mental illnesses. It is known about the enormous impact that the discoveries made in the field of psychoanalysis had on the development of Surrealist philosophy. So, the method of free associations was popular, which was actively used by the Austrian scientist Z. Freud in his medical practice, talking with the patient and analyzing his dreams, the doctor with the help of key symbols revealed the cause of the neurosis, and the surrealists were attracted by the research of the Swiss psychiatrist C. Jung, devoted to the analysis of archetypes and symbols in the lives of various peoples. Results and their importance: practical significance of the study is related to the following circumstances: the necessity to make sense for the reasons of the crisis which encompasses the culture today, the search of possibilities and ways to recover it; u this work’s materials can be also used in research of creations of young Kazakhstan avant-garde artists. The research materials can also be used in the practice of teaching philosophy, cultural science, psychology, and other humanitarian disciplines and also in work of fine art experts and museum staff; based on the materials of this research, the special courses on culture philosophy, culturology, esthetics and theory of arts can be developed.

Lifelong learning should be identified as a critical element of success in the era of the fourth industrial revolution. The main problem: This article is devoted to the key problems of the fuel and energy complex of the Republic of Kazakhstan: 1) lack of production capacity to meet the growing demand for energy and fuel from the economy and the population. Increased demand for electricity and heat, which will require the commissioning of new generating capacities.There is already a shortage in the fuel markets. Modernization and bringing the existing oil refineries (hereinafter referred to as refineries) to full capacity will not allow providing the domestic market until 2030; 2) the export orientation of raw materials, the dependence of the economy on the export of energy resources. In order to attract technology and investment in the oil and gas and nuclear industries, agreements on the extraction of energy resources were concluded with international export companies. In the medium term, Kazakhstan may face a shortage of oil for domestic refineries, if measures are not taken to stimulate its refining within the country. The uranium mined is fully exported; 3) high energy intensity of the economy, low level of energy efficiency. There is a high potential for increasing the efficiency of energy use both in the electric power industry and fuel production, and at the level of final consumption – in industry and housing and communal services; 4) decrease in the replenishment and quality of the resource base in the oil and gas, coal and nuclear industries; 5) low environmental friendliness of technologies used in the fuel and energy complex. Purpose: The purpose of the article is to reveal the problem in the field of ensuring the fulfillment of international obligations between different countries and their own energy sufficiency by gradually changing the structure of energy production. Methods: Studying the experience of increasing the efficiency of the use of energy resources and energy saving as a priority of the state policy of the country. Analysis of production capacity with a constantly forecasted shortage of primary energy resources and insufficient growth of capacity for the production of electricity and heat. Consideration of the possibility of compensating for the shortage by saving energy resources, increasing tariffs for energy carriers, as a stimulating factor for their effective use. Results and their significance: The results of this article will reflect the problems of energy, as the most important driving force of global economic progress. The well-being of the people depends on the state of the country's energy sector, therefore there is an urgent need to solve the emerging problems. The global energy problem is, first of all, the issue of stable and efficient supply of fuel and energy to mankind. Today, the energy sector of Kazakhstan is focused on fuel resources, since the country is provided with hydrocarbons and other energy resources. About 72 % of electricity in Kazakhstan is generated from coal, 12,3 % from hydro resources, 10,6 % from gas and 4,9 % from oil. Thus, the four main types of power plants generate 99,8 % of electricity, while alternative sources account for less than 0,2 %.

In addition, a comparative analysis of the legal and linguistic principles and features of the Hanafi and Mutakallim schools of Islamic law, as well as issues of disagreement between the two movements, will be considered. There is much debate among scholars as to whether Mafhum al-Muqhalafa is accepted as evidence. Even Abdul Aziz Bukhari said: "This issue occupies a large place in the science of jurisprudence," he said. That is, below we answer the question of how much influence the evidence from this principle has on the verdict and whether these sentences are legitimate. The principle of Mafhum al-Mukhalafa is not accepted as evidence in the Hanafi Madhhab, and the ruling resulting from it is invalid. This is because the concept of al-muhalaf is to render a verdict that contradicts the verdict in the text (Amidi), confirming a verdict that is not in the text, that is, according to Abu Hanifa, the verdict in the text and the verdict that does not appear in the text are not equal. However, in schools other than Hanafi schools, this principle fully applies. The authors used the method of comparative analysis of the Quran and the Sunnah of the Prophet, which are the basis of Islam, to prove your point Some scholars of the Hanafi Madhhab do not completely refute this principle. It is unacceptable to judge by this principle only by Sharia texts, but in everyday life, in communication with people, the concept of al-muhalaf is accepted as proof. However, this decision raises some doubts. After all, these services are for members of the public who are unable to take care of themselves and generally cannot earn a living. On the other hand, when the state bears the costs, there is a risk of overconsumption. The decision on the extent to which a beneficiary of a social care service should share in the costs of social services depends on a variety of factors: criteria for social justice in the country and perceptions of social justice (for example, public opinion about whether unpaid social care services should be provided to all or only the poor), from a group of people in need of social care (social care services for children from social risk groups, especially for people with severe disabilities, are usually free of charge), from the economic ability of the state to provide free social services, etc. The purpose is to study the positive foreign experience in the provision of social services in modern conditions. Determine the role of the state as the dominant body in the implementation of social policy. The study is based on the principles of a systematic approach. Under the hierarchical model, the organization of social services is based on a vertical division of responsibility and state functions, and the state has a monopoly on providing social care services and funding state or non-state care institutions. However, in recent decades, social assistance services have already been purchased from market participants and funded not by the state, but by the person in need of social assistance. However, such a market is not pure, since the state is involved in both the purchase and pricing of the service.

The article examines the emergence and functioning of the Soviet institutions of power in Kazakhstan during the period of "war communism". On the basis of archival materials and published works, the author analyzes the activities of Soviets and revolutionary committees. The purpose of the article is to study the main trends and features of the development of local government in Kazakhstan in 1918-1921. The study is based on the principles of historical, scientific objectivity and systemic structural-functional analysis. For this reason, the author used such methods as the method of historical reconstruction for the reorganization of the administration of Soviet, party and other local bodies; the method of isolation for the study of local (regional) features in relation to local phenomena and processes in the energy sector; the method of typology, which made it possible to identify and describe different types of local authorities. The authors come to the conclusion that in 1918-1921, during the period of civil resistance, "war communism" and the beginning of the Chamber of Commerce and Industry, bodies of the new Soviet power appeared and operated in Kazakhstan. They are characterized as having an anti-democratic character; strict social orientation; alienation of indigenous peoples; immanent nature for creating conflict situations; choosing non-optimal ways and means of solving a problem situation; unification of party and state. As a result, an overgrown and clumsy class of party classification was formed, which was not provided for by the Constitution of the USSR.

Language is the main vector of communication, in turn, communication develops languages throughout the history of mankind. The natural need of people is communication in their native language, the most convenient means of self-expression and understanding of others. However, modernity has changed the global paradigm of communication, indicating a reassessment of the role of languages by both official and informal communities, including native speakers of various languages. Moreover, the choice of a common communication language is influenced not only by the context, but also by the social, cultural, and economic characteristics of the communicants. In an intercultural context, there is a problem of adaptation of communication participants, closely related to the mastery of the language of the receiving party, ignorance of which is a barrier to successful communication. To develop the skills of tolerant communicative behavior, it is necessary to create special programs equipped with the necessary teaching materials available in international communication languages. Some of these workshops are offered in the presented article. Purpose of the article is to determine the influence of language on the development of economic processes that unite people of different linguistic and socio-cultural backgrounds, as well as to describe the influence of interacting languages on various aspects of professional activity and the role of education in introducing new generations into an intercultural context. To achieve the purpose, the following tasks were put forward: presentation of the main provisions of the economic theory of language; highlighting the controversial role of translators when working with companies in an intercultural environment; identification of problems and the role of teaching foreign languages to students for their successful adaptation in an intercultural professional context. The theoretical and methodological basis was the concepts, hypotheses and theories presented in the works of domestic and foreign researchers. The methodology is based on a systematic approach, in which methods of comparative, structural-functional, and statistical analysis were applied. To obtain empirical data, the methods of questioning and interviewing respondents included in the system of intercultural communication were used. Based on the results obtained, it can be said that, as a rule, in most cases, preference is given to the common language of communication, which is either one of the international languages or the language of the titular nation. Ethnic ties, trust and tolerance are often associated with the possession of a common language of communication.

The article analyzes models and methods of legal protection of the environment and response to damage to the health of citizens, these tools can be part of an integrated system. Based on the study, it was found that in order for environmental management to reach its full potential, Kazakhstan also needs to undertake political reforms and involve ordinary citizens in the formation of policies and protection mechanisms. The studied strategies for collecting and taking into account the opinions of people when making managerial decisions on environmental protection can be used in Kazakhstani society.

The author considers the problems on the way to the introduction of inclusive education, provides an analysis of the experience of conducting an IT school within the framework of inclusive education. An attempt has been made to identify the factors contributing to the successful implementation of inclusive education methods in the modern educational space. Objective: To consider the issues of the development of inclusive education in the Republic of Kazakhstan. To present the methodology of teaching children with special educational needs, to suggest possible ways to solve problems on the way of introducing inclusive education into the domestic education system. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: Based on the results of the work carried out aimed at identifying the main problems hindering the process of implementing inclusive education, as well as based on the results of the analysis and the identified main aspects in the cognitive activity of children with hearing and speech disorders, the author of the article proposes a methodology for teaching children multimedia technologies. In addition, the author clearly substantiates the need to prepare a teacher for the use of inclusive education methods, due to the lack of willingness of some teachers to teach in a class (group) in which people with disabilities study, fearing to get into a situation of psychological and professional discomfort.

Lack of folic acid and vitamins in the diet is the cause of cardiovascular disease, maternal and child mortality. Purpose: The article considers the problem of significant deviations in nutrition of almost all groups of the population of Russia and Kazakhstan, regardless of lifestyle, habits or income level, which have an extremely negative effect on the health of the nation: the average life expectancy decreases, the productivity of the working-age population and resistance to diseases decrease. Methods: Based on the studied domestic and foreign technical literature, patent information, an analytical review of the current state and prospects of the production of fortified food products in the Russian Federation and the Republic of Kazakhstan was carried out. Results and their significance: The authors have shown that food fortification is the practice of purposefully increasing the content of vitamins and microelements in food to improve the nutritional quality of food and have a positive effect on human health. Currently, there is a sharp surge in artificial intelligence (AI) technologies, which are beginning to be used everywhere in almost all fields of activity. At the same time, when talking about using AI, people's main fear is that it will trigger a cascade of layoffs, as the robot copes with its tasks better and more accurately. This article examines the impact of artificial intelligence on the modern economy in this and other aspects. To conduct an analysis on the impact of AI on the modern economy, GDP, productivity, and unemployment rate. To consider the issue at both the microeconomic and macroeconomic levels. Collecting macroeconomic statistics, the level of investments in this sector, exploring the possibilities of using AI. The ratio of the data obtained and their interpretation to obtain a picture of what is happening in the economy. The analysis shows that at the moment, despite all the big headlines, AI does not have any significant impact on the global economy. It has brought a lot of benefits to individual organizations and people, but at the same time it has not affected the reduction of jobs, which opponents of the introduction of this technology are so afraid of. Moreover, AI is not even a small catalyst for individual countries' GDP.

Annotation In Kazakhstan, at all levels of public administration, and most importantly, in the sphere of educational activities, declarative, structural, quantitative, digital approaches prevail to the detriment of constructive, systemic, qualitative, functional ones. Misunderstanding, ignorance or ignoring the development of a culture of holistic, dialectical thinking in education cause professional and official irresponsibility of subjects, fraud, corruption, inflation, and increased social tension in the country. To rethink and reassess the position and functions of key subjects of the country in the context of solving the problems of personal professional irresponsibility. It is argued that the main responsibility for ensuring the disclosure and realization of the potential of the people, the effectiveness of the holistic, systemic development of the country lies with specific officials of the systems of public administration, science, culture and higher education. As a result of the analysis of a number of state documents, it was established that, as a rule, the project content prevails to the detriment of logical analysis and the formulation of underlying problems; objective, qualitative, functional-systemic methods, principles, approaches of the modern culture of thinking and interaction of subjects are practically not used. The documents use an opaque, declarative paradigm, which complicates the unambiguous understanding and application of activity standards. An innovative conceptual model of the country's development is proposed, and the main problem of professional irresponsibility of key strategic entities is posed - the lack of reflexive abilities for self-analysis, self-education, self-organization, positional-functional interaction in the logic of joint creation and development of innovative technologies and end-use products. Specific conditions and measures for solving the problem are given.

The music of the Turkic peoples, which has preserved ancient intonations and symbolism, serves as a means of self-expression and cultural diplomacy, promoting the image of the Turkic world as a single complex. The preservation of musical traditions becomes especially relevant due to the identification of similarities in the instruments, styles and mentality of the Turkic peoples. Purpose of the study is to show how the TURAN ensemble, through musical art, contributes to the preservation of the cultural heritage of the Turkic peoples and forms a space for intercultural dialogue. Culturological, ethnomusicological, historical-ethnographic and comparative methods were used in the study. Results and their significance show that the TURAN ensemble harmoniously combines tradition and modernity, contributing to the preservation of the identity of the Turkic peoples through the renewal of musical heritage.

The study of comparative analysis of Kazakh and Russian proverbs and sayings reflecting the cultural values of native speakers. Purpose to conduct a comparative analysis of Kazakh and Russian proverbs and sayings reflecting the cultural values of native speakers. Сomparative analysis: comparing proverbs and sayings at the semantic, structural and pragmatic levels, identifying similarities and differences in the content and form of proverbs and sayings. Quantitative analysis of the frequency of use of proverbs and sayings related to certain cultural values, identification of common themes and concepts. The study of proverbs and sayings of two languages revealed similarities and differences in the cultural values of Kazakhs and Russians. It was found that hard work, respect for elders, hospitality and family ties are highly valued in both cultures. However, certain differences were also found, for example, in the emphasis on collectivism among Kazakhs and individualism among Russians. Research contributes to cross-cultural understanding and can be used as a resource for learning languages and cultures. It is also of practical importance for teachers, translation specialists, and those interested in cross-cultural communication. The commonality of Kazakh and Russian stereotypes can be traced in the most important values: courage, honor, service to the motherland, hospitality. Russian Russian and Kazakh proverbs show their originality and great importance in shaping the moral values of Kazakhs and Russians; folklore can and should serve as a source of national spirituality, promote mutual understanding between peoples.
