Development of creative abilities of students
Annotation:

This article describes the theoretical and practical aspects of peculiarities of development of creative abilities of pupils in primary and secondary schools of the state institution "School-Lyceum №8 for talented children" of Pavlodar". The article proves the need and possibility of use in extracurricular activities of the course "Art therapy" to enhance the level of development of creative abilities of pupils. During the experiment it was proved that not only creative abilities, but emotsionalno-volitional sphere develops in the process of studying the material in this course. The findings suggest that creative abilities of pupils of elementary and secondary fcoli develop in activities.

Activation of educational activity of schoolchildren of 6–7 classes by means of application of informatively-communicative technologies (evidence from history lessons)
Annotation:

In this article the question connected with the activation of cognitive activity of students. It one of issues of the day on the modern stage of development of pedagogical theory and practice. An author exposes development of activity, independence, initiativeness, creative approach to the thing, these are the requirements of life, qualificatory that direction in that it is necessary to perfect an educational process in a great deal. Searches of ways of development of schoolchildren’s activation of cognitive activity, developing their cognitive flairs and independence is a task that teachers are called to decide. The use of ICТ, that allows to activate thinking, ability to offer the variants of vision of problem, question, themes in the narrow and wide understanding and participating in the discussion are examined in the article. It helps to improve quality education, forms a culture, aesthetic skills of students, develop attention, memory. All this has a practical orientation in different areas and spheres of activity of student. Information technologies, examined in this scientific article as a process of the use of totality of facilities, methods of collection, treatment and communication of data - assists working off at the methods of students of actions, helps forming of processes of self-government of personality, will transform an effectively-practical sphere and carries out the emotionally-semantic going near the study of questions, that discussions, professional orientation.

Digitalization of Kazakhstan’s auto industry, transport and logistics: organizational and legal aspects

The present article analyzes the problematic issues of digitalization of the automotive industry, motor transport and logistics in the Republic of Kazakh stan. The main emphasis is made on the consideration of positive results for the economy and society, which is the digitalization of the automotive industry, transport and logistics, the analysis of the tasks and content of digitalization in these sectors, the analytical study of the prospects of legal regulation of the automotive industry, motor transport and road logistics in the form of domestic legislative and international legal means to improve digitalization in these areas. The names and substantiation of 7 draft laws of Kazakhstan, which could be adopted in the near future by the Kazakh legislator, Вестник Инновационного Евразийского университета. 2019. № 2 ISSN 1729-536X 35 are proposed. Development of the student entrepreneurial community at universities

Annotation:

The main problem: In modern conditions, the development of the student entrepreneurial community, the formation of entrepreneurial skills, support and promotion of start-up projects and ideas increase the competitiveness of future graduates and give them the opportunity to realize their creative and entrepreneurial potential. According to the authors, the implementation of policies in the field of entrepreneurial education, the development of an entrepreneurial ecosystem and entrepreneurial thinking requires the exchange of experience and the study of new approaches and methods of working with students. Therefore, the article discusses the main areas of activity of the Innovative University of Eurasia and the Old Dominion University (USA) for the development of the entrepreneurial community. Purpose: To consider the process of organizing training in the direction of "Entrepreneurship" and to present the opinions of the authors in this direction. Methods: The work used theoretical, experimental, methodological, descriptive and analytical research methods. Results and their significance: The authors conclude that the educational trajectory in the direction of "Entrepreneurship" contributes to the formation of graduates of a new formation, with an active life position, which affects the development of human potential. The role of universities in the development of the entrepreneurial community lies in the implementation of educational activities with an emphasis on developing students' entrepreneurial skills in the process of their education, in improving the quality of education, and developing new forms and methods. Participation in joint projects to build an entrepreneurial community expands the boundaries of internationalization of higher education. Therefore, in this article, the authors try to convey their approaches and methods of work on the formation of the student entrepreneurial community as an important component of the system of entrepreneurial education.

G.A. Beshkarev in the memoirs of contemporaries
Annotation:

Gennady Beshkarevis a poet, novelist, publicist, memoirist who lived in Pavlodar for some time in the 30s of the last century. Among other things, in his creative heritage there are memoirs of artistic and historical interest "Pavlodarskiyebyli". In this work, in an artistic and journalistic form, social and everyday pictures are vividly conveyed, which significantly enrich our knowledge about pre-war Pavlodar. "Pavlodarskiyebyli" is especially valuable because earlier the 30s of the 20th century were considered as a kind of "white spot" in the Russian literature of the region. On charges of anti-Soviet activities, G. A. Beshkarev was sentenced to serve a five-year term in Siberian camps, and his work, which remained unpublished for a long time, only finds its readers in our time. The works of G.A. Beshkarev are included in the "Pavlodar literary"anthology on the study of Russian writers in Kazakhstan. In this regard, it is important to restore the portrait of the author's personality, and today the memories of his contemporaries, their written and oral evidencecan only help. This article is an attempt to systematize and analyze the data obtained as a result of the interview and can serve as a material for creating a biography of the writer. Conversations with the author's relatives, conducted in the fall of 2017 in Almaty by the author of the article, reveal the writer's personality traits, his attitude to various aspects of life: to the era, people, and creativity. In the memoirs of family members, Beshkarev appears as a person of rare directness and steadfastness, irreconcilable with the injustices of his time, as a person physically resistant, endowed with endurance. In the memory of friends, he is captured as a talented speaker, sometimes angry with the language, as clockwork, indefatigable, deeply artistic person of rare charm, who was able to impress colleagues, women, and students, as well as a teacher who is ready to selflessly and enthusiastically help students overcome difficulties.

Design of the designershoes with the use of innovative technologies
Annotation:

The article discusses methods for creating smart things, using the example of the use of innovative technologies in the field of materials for clothing and footwear. The factors of form formation are substantiated by the example of the preferences of an individual customer who forms its image through accessories and shoes. The author considers the factors of shaping, based on the special functional features of shoes in connection with ergonomic factors. The designer is able to foresee the factor of transformability in modern footwear, changes in functional qualities, appearance, and design features of new footwear. As a result, on the basis of these transformations, to get a new emotional image and a new form. The shape of the shoe becomes a factor for transformations at the request of the customer. The article discusses the functional tasks of this shoe, plastic characteristics, technical and design tasks. As research methods, the article proposes variants of experimental models with possible stages of transformation, presents preliminary technical data, conducts a comparative analysis with innovative footwear samples of famous world designers, and makes assumptions about the development of this model in the future. An experimental method was used during the study. A shoe shape was developed, which took into account the preferences of the age group of 12-16 years old, relying on this category of consumers, we were able to go beyond the rational understanding of shoes as a functional form and gave it the meaning of a fantastic image, which allowed us to consider the form in the semantic and artistic context dictated by this age group of consumers. In addition, investing in this model the concept of "smart shoes", we considered not only the ability of modification and transformation by rearranging replaceable parts, the possibility of designing and reincarnating from one form to another, combining the constituent elements of the shoe into one whole, but also the development of the creative potential of the consumer, who at its own discretion can rebuild the structure and, in fact, as a designer itself, form a new model. The article makes assumptions about its further development in various fields of activity. For example, medicine, sports, art, etc. Considering the introduction of new materials, we relied on discoveries in the field of nanotechnology and considered among the possible features of this model the change in color on the basis, the reaction of materials to light, temperature, etc. The project is aimed at creating such shoes that will be developed for a wide range of consumers thanks to the wide range of possibilities contained in the design of the form and the features of modern materials.

Modern pedagogical technologies in teaching a foreign language in primary school
Annotation:

The article describes modern pedagogical technologies of teaching a foreign language in primary school and examines their impact on the development of various competencies of primary school students. The authors emphasize that information and communication pedagogical technologies help to implement a student-centered approach to learning, provide individualization and differentiation of learning, taking into account the abilities of younger students, their level of education. And also modern pedagogical technologies as a systemic holistic means of restructuring activities make it possible to improve the quality of the educational process, to solve the problems of personality development. Purpose – analysis of modern educational technologies used in English lessons. The current system of training primary school teachers requires a revision of its structure, organization, relationship with school practice and innovative processes in the education system. Therefore, the article proves that an important part of the educational process should be the use of new pedagogical technologies in improving the quality of training of specialists at the university, providing the possibility of self-development of the teacher's personality, increasing his creative abilities and improving the educational process. The study used a descriptive method, analysis and synthesis methods. The authors of the article call the development of the student's personality (moral and cognitive) and the complex of abilities for successful interaction with the polycultural and multilingual world around him as the goal of foreign language education in primary grades. Therefore, it is important that the future primary school teacher, in accordance with the requirements of the state educational standard, has formed the knowledge, skills and abilities necessary for the application of modern pedagogical technologies. Principles of using ornamental motifs to create a collection of modern youth clothing
Annotation:

The main problem of the article discusses the methods of developing a collection of casual clothing with elements of ethnic style, using the example of innovative technologies in the field of creating ornaments for clothing. Factors of formation of ornaments based on the structure of the human body are justified. The author considers the factors of shaping, based on special visual features of clothing in connection with ergonomic factors. Study of the specifics of ornamental motifs to transform them into a component of modern youth clothing. The authors of the article monitored the environmental approach, that is, the acquisition of knowledge about cultural values based on the selection of all the best that was created by the people, introduction to cultural folk traditions, dialogue between man and culture. When writing the article, we used author's and experimental research methods, fixing information in tables and author's sketches. The study of categories and definitions was carried out by the method of selecting and classifying information, as well as its analysis. Comparative analysis of forms of traditional and modern culture, study of bibliographies on architecture, art, philosophy, psychology; analysis of materials of scientific monographs, abstracts and dissertations, articles, creative essays of masters of architecture and art, from the point of view of the concepts, principles, conceptual and terminological formulations contained in them. In addition, private scientific methods are used: analysis of literary sources to identify current trends in the formation of art. Аs the results of the research, a collection has been developed that considers various types of clothing decoration, uses methods for including ornaments in the structural structure of the costume and provides models, calculations and drawings. The author's collection justifies the use of ornaments in connection with the selected artistic and figurative task of the collection, as well as in connection with its functional purpose. All these factors are formative. And the practical experience of this research shows the relevance of this topic in connection with the need not only to promote the historical achievements of Kazakhstan's culture to the masses and popularize them, but also as a method that helps to understand the possibilities of its translation into modern design objects. Research activity as one of the forms of professional self-realization of a teacher
Annotation:

This article discusses the issue of studying the research activities of teachers. The research activity of a teacher is one of the forms of professional self-realization of a teacher. At this time, schools need teachers of a new formation, in particular researchers who could master the methods of organizing and conducting experimental work in the school. And of course, there is a problem brewing here: how, in modern conditions, when the education system is constantly being reformed, it is possible to develop the professional self-realization of a teacher. The introduction of innovations in the educational process of the school also increases the requirements for the professionalism of the teacher. These requirements include the performance of research activities by schoolteachers. which, unfortunately, causes them some difficulties. One of them may be the lack of sufficient knowledge about research activities, in particular, the lack of necessary research skills and motivation. Therefore, we say that in order for a teacher to systematically engage in research activities, he needs motivation. However, as practice shows, motivation alone is not enough, the teacher must also possess research skills, methods of organizing research activities. In their professional activities, the teacher should understand that research is a way to self-realization. Research activities play a key role in the implementation of the topic of teacher self-education. In addition, the research activity of a modern schoolteacher is the main element of professional activity, the leading criterion of pedagogical creativity, a source of growth of teaching status, an indicator of responsibility, abilities and talent, a condition for the development, socialization and selfdetermination of students. The success of innovative transformations at school depends only on the teacher, his initiative, desire to engage in research and creativity. If the school lives in a development mode, then it is characterized by research, experimental work, and creative search. It is in the course of experimental and research activities that new experience is created, and optimal solutions to complex problems are born. The material presented in the article can be used by teachers of secondary schools when developing the topic of selfeducation and drawing up a teacher's portfolio.

Modern technologies as a way to solve innovative problems in interior design
Annotation:

The article examines modern technologies that contribute to the implementation of creative design ideas, based on the analysis of modern lighting technology and energy saving factors. It is hypothesized that the goal of modern design in this article is defined as the creation of new space and values, through the renewal of the human environment. The basis for confirming this hypothesis should be the justification for the use of lighting technology and electronicsin solving conceptual and artistic design problems. The scientific research is based on the methodology for making design decisions and ways to open new ways for the implementation of creative imagination and new conceptual solutions of the designer, on the example of designing the interior of a cafe. The author considers and substantiates such terms as intelligent space, interior as a process, integrated lighting systems, informatization of interior space, new methods of decoration, etc. Examples of analysis of design situations from are given the point of view of functional tasks, classification of requirements when making design decisions is substantiated. Lighting technologies in the interior are viewed as a tool that solves a whole range of tasks that combine aesthetic and technological principles of interior shaping. Modern technology is seen as a designer's tool that should be used to understand the role of design as a conduit of scientific advances and innovative technologies to the consumer environment.

The role of leadership potential in the formation of the company's talent pool
Annotation:

In modern conditions, many companies highlight such a problematic aspect in the management of the talent pool as the formation of leadership potential among employees, which undoubtedly affects the achievement of strategic goals and the efficiency of the enterprise as a whole. In modern economic conditions, the role of a leader in implementing the company's development strategy is very important. The important competencies of a leader today include responsibility, the ability to be responsible for one's obligations, initiative and creativity, a proactive approach to life, sociability and purposefulness. When a leader is a leader, he or she is assessed according to such criteria as personal qualities, values, personal effectiveness, creative thinking, and professional skills. These core competencies need to be developed internally. Moreover, if a company is determined to nurture its leaders, it must clearly build a policy of forming a personnel reserve, a pool of future leaders. This is a key aspect in the activities of leading companies. Purpose is defining the role of leadership potential to create a strong corporate culture and form effective teamwork. The formation of a talent pool is associated with the presence of a strong leader, and with the fact that the company's management maintains established traditions, and shows constant concern for customers, employees and other business participants. The corporate culture must correspond to the development strategy, and the success of the strategy implementation depends on how effective the manager will be, leading the strategy implementation, what are his leadership qualities. It is important to show how high and important is the role of the leader, his or her active participation in the formation of the personnel reserve. The method of analogies and such management approaches as personal, behavioral, process and situational were used in the work. Understanding and supporting the work to build a strong talent pool can help businesses become more resilient in the marketplace, improve production and management performance, and see themselves in the long term.

Ways to improve the skills and abilities of oral speech of primary schoolchildren using interactive cognitive strategies
Annotation:

The article discusses ways to improve the oral and speech skills of primary school students, where the primary role is given to interactive strategies aimed at organizing the optimal interaction of students with other subjects of the educational process in a communicative educational environment. Currently, the main criteria and indicators of the methodology for the development of foreign language communicative competence of schoolchildren have changed, the basic basis of the system of techniques and methods of teaching English to primary schoolchildren based on the use of interactive cognitive strategies. The authors call a complex of exercises of a receptive, productive and productive-creative nature, which is consistently implemented at all stages of the corresponding technology: motivational-stimulating, informational, analytical, actualization, productive, creative, analytical and evaluative. The article describes their influence on the development of language competencies and creative abilities of primary schoolchildren. The authors note that the motivational-stimulating, informational, analytical stages, the stage of actualization, as well as the productive, creative, analytical-evaluative stages, provide for the involvement of students in joint activities to master the content of cognitive problems in English, it presupposes the interiorization of communicative skills by younger students in accordance with with the accepted norms of interaction, the organization of the development of oral speech in English lessons in the lower grades based on the use of interactive cognitive strategies in accordance with the level of their linguistic and sociocultural knowledge, skills and abilities. To study various approaches in the development of oral and speech skills in lower grades based on interactive cognitive strategies, analysis of a set of tasks and exercises at different stages of the formation of oral and speech competence in lower grades using interactive cognitive strategies, goals and objectives of the practical application of interactive cognitive strategies when teaching foreign language communication, the contradictions between social expectations and the objective need for educational practice in the creation and implementation of a special methodology for the development of oral speech in primary grades based on the use of interactive cognitive strategies. Methods: during the study, a descriptive method, methods of systematization, analysis, interpretation were used. The authors of the article note that the integration of communicative activity in a foreign language with project, research, musical, visual, subject, literary and creative is of great importance for the comprehensive development of the skills and abilities of oral speech of primary school students when using interactive cognitive strategies. The developed training model for the development of oral and speech skills in the lower grades on the basis of interactive cognitive strategies (goal, objectives, approaches, principles, content, technology, means, performance criteria, conditions for implementation) contributes to the development of communication skills and linguistic competencies in the process of mastering foreign language students of elementary grades.

Traditional and innovative methods of teaching a foreign language in primary school
Annotation:

The article compares modern and traditional pedagogical methods used in the process of teaching a foreign language in primary school, differentiates both the advantages and disadvantages of each of them, and indicates ways to supplement the shortcomings of traditional methods with new methods. Currently, the main methods used in teaching a foreign language are being considered. Among the new innovative methods that have recently appeared in the sphere of teaching foreign languages there are community language learning / counseling learning, the sugestopedic method, total physical response, the method of language teaching using information and communication technologies, consciousness-raising approach, task based learning, neuro- linguistic programming, guided discovery, the test-teach-test method. Their influence on the development of language competencies and creative abilities of primary school students are considered. The authors note that the main and most important condition of modern methodology in the process of teaching foreign languages is the creation of an artificial foreign language environment, i.e. the creation of a natural linguistic environment. The authors comment on the concept of "electronic linguistic environment" based on recent research. They show that "digital" children are completely immersed in the computer world, i.e. they live in an electronic linguistic environment and this allows them to solve the tasks of teaching a foreign language. The purpose of the article is to analyze traditional and modern educational methods used in modern English lessons. Activation of the student as the main figure of the educational process, the ability to work in close contact with other students, giving the student the opportunity to work independently, depending on their physiological, intellectual, psychological characteristics, is carried out using individual, paired, group, classroom and other forms of work. Both traditional methods and the latest modern methods are listed among the named teaching methods. Each method has its own characteristics. Therefore, it is very important to consider them in a comparative plan. Each old and new method has its advantages and disadvantages. Therefore, the methodology of teaching English always requires additions and improvements. They are of great importance for expanding the horizons of students, increasing cognitive activity, improving knowledge, skills and language competencies. The authors used the following methods: the descriptive methods, methods of systematization, analysis, interpretation were used in the course of the study. Тhe authors of the article note that methods of teaching a foreign language are of great importance for the comprehensive development of primary school students, obtaining high-quality education, good command of English, achieving good vital indicators, conclude that every teacher should be able to use best practices, developing their creative research and effectively teaching modern English. The results of learning through new methods, such as differentiated learning, project-based learning, communicative learning, information and communication training, etc., providing the formation of personality, its language competencies, will undoubtedly contribute to the independent development of the child, the formation of his language competence, the development of cognitive, creative abilities of students.

Methods of teaching conversational skills, their advantages, disadvantages and overcoming language barriers and anxiety when learning a foreign language
Annotation:

Globalization is an integral part of our life. Therefore, today the relevance of learning foreign languages, in particular English, is beyond doubt, as interest in foreign culture, education, travel, life and work abroad increases. It is known that English is the most widespread international means of communication (including information technology and web space), for most of the population it is the native or state language. This is due to historical, political and geographical prerequisites, as well as socio-economic and cultural development. Proficiency in English opens up great prospects for those who know, but not every person chooses a linguistic direction of study when entering a higher educational institution. Mastering English is a laborious process. In universities of non-linguistic areas, one of the main problems for students is the so-called language anxiety and psychological barriers, especially for those students for whom English is not a core subject or direction of future activity. Overcoming language anxiety and psychological barriers continues to be an urgent issue in pedagogical psychology and the educational process of higher educational institutions. Therefore, the task of the teacher is to create such conditions in his classes so that the student has a desire to learn, develop himself and improve himself. It is necessary to form motivation for conversational skills through psychologically thought-out techniques and methods. The task of the teacher is to direct the student from a conniving and indifferent attitude to study to a conscious and positive attitude. To implement the above, the teacher needs to form the old motives and stimulate new, positive ones. The encouragement of positive manifestations of emotions should be supported, stimulated and helped to realize these emotions by the teacher in the educational process. For example, simple tasks, but at the same time fascinating, the manifestation of sincere emotions in the classroom by the teacher himself and his personal examples inspire students to pronounce their state of mind and experiences. Encouraging and highlighting the activity of students also helps to increase the motivation of learning, especially if they have creative ideas that differ from other fellow students. The purpose of the article is to describe the methods of teaching conversational skills, their advantages and disadvantages and to consider in detail the overcoming of language barriers when learning a foreign language. The methodological basis of the research was the works of such authors as: H.F. Makaev, O.S. Zorkina, V.P. Ipatova, L.V. Barinkova, E.V. Zarubina, E.I. Kaputskaya, E.I. Passov, E.G. Asimov, A.N. Shchukin and others. Critical analysis of scientific and methodological literature on the problem, study and generalization of positive experience of teachers; collection of empirical information, experiment, quantitative and qualitative data analysis. The results of the study can be used in the process of developing practical recommendations for psychological work with students in order to increase their motivation to learn a foreign language. In addition, these results can be used by teachers to correct and improve the effectiveness of the educational process.

The right to education as a component of the effective development of legal culture
Annotation:

The main thesis of the proposed research is that in modern conditions of globalization, the realization of the right of citizens to education is an important and necessary condition for the development of society and the state. The right to education provides everyone with knowledge, skills, the development of creative abilities, guarantees the effective functioning of state and public institutions, national security, maintains stability in society and contributes to the development of a democratic, social rule of law state. The purpose of the study is to develop a holistic concept of constitutional and legal provision of the right to education in the Republic of Kazakhstan, taking into account international experience and developing proposals for improving domestic legislation regulating the right to education. The methodological basis is a system of philosophical and ideological approaches, principles, general scientific and special scientific methods that provided an objective analysis of the subject of research. The article substantiates that the state is also interested in ensuring the right to education for everyone, since it is education that creates qualified labor potential, provides training for professional specialists capable of effectively managing public affairs and performing its tasks. In turn, as a rule, an increase in the educational and qualification level of a person is the basis for salary growth, which affects the increase in tax deductions to the state budget, its filling, and therefore leads to economic growth of the state and society as a whole. The effective functioning of the education system in the state contributes to reducing unemployment (pupils, students belong to the category of the employed population), ensuring the vital activity of state institutions, national security, building a social state and establishing stability in society. Special attention in this article is paid to the implementation of scientific analysis of the right to education in the Republic of Kazakhstan in the context of modern international experience. The article makes a number of new theoretical conclusions and proposals, in particular: the signs of the right to education are classified into general (inherent in all categories of human and civil rights) and special (reveal the peculiarity of the right to education in the system of constitutional rights); the concept and content of the principles of the right to education are defined, what are the fundamental principles, ideas that determine its essence and the general direction of development.

Factors of using modern synthetic materials to create design objects

The process of creating new forms is the key to choosing the combination of different textures for a unique aesthetic effect. Currently, various elements of the interior, including furniture and other decorative additions, are the basis for obtaining emotional balance, which is achieved between the functional purpose of the interior and its artistic and figurative concept. The main task in creating such objects is to create the most comfortable and harmonious atmosphere in the interior, regulating the mental processes of a person, which would cause exceptionally positive emotions and stimulate the creative development of users. The purpose is to consider the features of the use of epoxy resin in the design of interior objects and to study the importance of synthetic resins as a modern material for new ways of shaping in interior design and decoration. The methods used are: the use of formaldehyde resins as a modern, affordable, multifunctional material, the combination of resin with coloring and the use of various textures. Expansion of the range of interior elements in the manufacture of which epoxy resin is used. In this regard, it should be noted that the use of various resin compositions when creating design objects meets consumer requirements and complies with modern and latest trends. In this article, a brief study of such a polymeric material as epoxy resin was carried out. The properties of epoxy resin and how they affect the compositional solution, methods of its modification, and functional aspects of design from the point of view of manufacturing interior elements are described. The technologies for manufacturing modern products for decorative and applied purposes coated with epoxy resin are considered. In the process of researching technologies, a series of experiments are carried out to determine the structure of possible sequential actions, within which a technology will be studied and designed to ensure the safety of a new design product made of synthetic materials, then a constructive logic will be provided in which not only the functional properties of the object will not suffer, but also acquire valuable innovative value

The development of e-commerce in the information space and the need to protect consumer rights

The main thesis of the proposed research is that in modern conditions of globalization and the development of the information society, approaches in civil law turnover to goods and, accordingly, to the protection of human rights are radically changing. As part of the development of electronic commerce, information has also become a commodity, which causes many different disputes in science. Perhaps this is due to the fact that information is a relatively new object for the science of civil law, compared with objects of law that have been known for more than two thousand years, such as a thing and are considered classical. Information, confidential information (trade secrets and know-how) belong to the so-called objects of law, and civilists, relatively speaking, call them atypical, since they have become known to civil law not so long ago. The development of economic relations, as a rule, requires the development of a new, appropriate array of legal norms, which in the future may form a separate civil law institution that does not contradict the Constitution of the Republic. The purpose of the study is to develop its own conclusions based on a comprehensive civil law analysis of the legal nature of e-commerce relations, its essential features of civil law regulation of relations in the field of e-commerce and information; to provide suggestions and recommendations for improving legislation in this area. In addition, the article pays attention to the protection of the rights of consumers of e-commerce services. When conducting the research, the author was guided by the following methods: general scientific (historical, formal-logical, system-structural, system-comparative, etc.) and special legal (formal-legal, comparative-legal and others). The article substantiates that the evolution of the carrier of the written form does not lead to the emergence of a new form next to the written one: the peculiarity of the very fixation of the will in electronic data transmission means is not only the creation of a text document, but also the possibility of fixing the will with the help of sound, video files, graphic files. The doctrine of civil law has formulated a conceptual approach, according to which the possibility of the emergence and existence of the right of ownership of information is denied. In the civil sense, information as such cannot be exploited as a thing, or used as a result of intellectual, creative activity. The article concludes that the relations of an individual entrepreneur arising from contracts aimed at purchasing, ordering goods (works, services) for the purpose of satisfying personal, family, household, cultural and other personal household needs not related to the implementation of their entrepreneurial activities should be subject to legislation about consumer protection.

Innovative Approaches to Revealing the Intellectual and Professional Abilities of Special Children
Annotation:

Discovering the intellectual and professional abilities of special children, first of all, depends on the language environment created by teachers. In this regard, the task is to create an effective pedagogical paradigm of thinking and activity (concepts, categories, concepts), ensuring its constant updating. Purpose of the research is revealing the intellectual and professional abilities of special children. The main research methods are ascending from the abstract to the concrete, descending from the concrete to the abstract, from the concrete to the abstract and again to the concrete, from the abstract to the concrete and again to the abstract and method of working with text. Between 80 and 85 % of incoming information is perceived by the human visual organs, and our brain performs several functions. The main function is speculation, i.e. in understanding the essence, knowledge embedded in information. For example, a person can observe a rainbow, without understanding or knowing its nature. Only speculatively can he cognize the essence, i.e. a certain law, a scheme for the origin of this unusual phenomenon. Thus, knowledge is a product of a person’s own thinking, extracted from information.

Pedagogical Conditions for Creative Self-realisation of Students in Fine Arts

Main problem: the issue of self-actualisation of schoolchildren is one of the most urgent problems of pedagogical science, aimed at investigating and comprehending the contradictory processes of development, training and education of schoolchildren’s personality in modern socio-cultural conditions. Thus, one of the tasks of the secondary school and the teacher is to create optimal conditions for the development of adolescents’ personality abilities for self-realisation. Purpose: is to reveal the optimal pedagogical conditions that promote the process of development of teenagers’ personality abilities to self-realization. Methods: the task of the research cintains the study and experimental verification of a certain set of conditions which contribute to the self-realisation of students in the process of fine arts lessons at a comprehensive school. Results and their significance: organizational forms of conducting classes for the formation of abilities to creative self-actualisation are defined. It is shown that the most important pedagogical conditions for the self-realization of the teenagers’ personality are the combination of individual and collective organization of learning at the fine arts lessons and the wide use of the problem-based method of teaching.

Theoretical Basis of Training of Pedagogues and Psychologists for the Development of Cognitive Activity of Teenagers

The main problem: the current directions of its development are determined in the article by conducting a theoretical analysis of philosophical, pedagogical, psychological, scientific and methodical works on the training of specialists for the development of the cognitive activity of teenagers. Currently, it is shown that the training of specialists in the development of cognitive activity of teenagers is a pedagogical and psychological problem. Purpose: to clarify the theory and propose a technology for the training of pedagogical and psychological specialists for the development of the cognitive activity of adolescents. Methods: When conducting the research, it was important to take into account statistical data that were sufficiently understandable and reliable. Therefore, in the framework of our research, we used the methodology of B. E. Milman, survey, method of expert evaluation, conversation, questionnaire, interview, series of tests, which include observation and open questions. The results and their significance: according to the results, the methodological predominance of the average level of social intelligence allowed students to see the following signs: the social significance of professional behavior, actions, relationships, full mastery of theoretical knowledge. During the course, we believe that the existence of a reflexive culture, which is evidenced by the improvement of communication in everyday life, in turn, is very valuable. Development of thinking, training and education of future teachers-psychologists, preparation for creative activity depend on methodological competence, qualifications and training of the teacher in the organization of research activities. Self-learning needs and skills do not arise by themselves. Such qualities begin to be formed in the process of organizing educational activities during the joint work of teachers and students in and out of class, even during school. In accordance with the tasks of the professional training of the future pedagogue-psychologist, active methods of training - problem-based lectures, seminars, debates and discussions, professional-oriented special courses, course and diploma works, scientific studies of school pedagogy and didactics, educational events such as scientifically organized forms of continuous pedagogical practice. As a result of mastering pedagogical activity, professional motivation of future pedagogical-psychological specialists is formed, understanding of goals and tasks, subject, psychological-pedagogical and didactic-methodical knowledge is developed, as well as relevant skills and abilities necessary for the development of cognitive activity of teenagers.
