Improving the efficiency of the road transport power supply system
Annotation:

The article discusses a way to increase the efficiency of automobile operation by improving methods for ensuring the operability of electrical equipment based on the diagnosis of generators by output voltage. As a diagnosis, it is proposed to perform a spectral analysis of the generated voltage in idle mode and to determine the state of various generator elements from the results. The effectiveness of the proposed solutions is determined by the non-separable diagnostics of the generator, which, based on a thorough examination, can determine the state of various elements of the generator. This method does not require taking the generator out of operation, does not depend on its design and can be used in difficult operating conditions to obtain preliminary information about the state of the generator at the initial stage of maintenance.

Тhe species composition and nutrition of dominant f
Annotation:

The results of analysis of catches with stationary nets made from 2010 to 2012 in the North Absheron Gulf of the Caspian Sea have been presented. 26 species of fish belonging to 8 families (16 marine species, 10 migratory and semi-migratory species ) is registered in the catches. There are data distribution and abundance of each species for all of the families are summarized. The tendency of expansion of areals of marine species (Alosa braschnikowi kisselewitschi, A.b.sarensis) to the north is registered.

Today a question of treatment of parasitic infestationsof children is not fully resolved. Despite the availability of a wide range of antiparasitic agents, they possess a lot of side effects. Moreover, currently, there is a tendency that many parasites develop tolerance for antiparasitic preparations. In this regard search methods for early, highly-qualified, informative and specific verification of helminth-parasitic infestation remain relevant in order tocarry out timely treatment with the methods, which have minimal side effects and possess high efficacy against parasitic infections of children.

The analysis of thermostability characteristics of refractory materials of aluminum electrolyzers
Annotation:

The article considers the methods of rationalizing the process of heating the refractory materials of aluminum electrolyzers up in relation to thermal stresses arising in the hearth lining. The functional goals of the refractory materials are listed. The operational characteristics of the refractory materials are presented. During thermal influence on a hearth lining, the physical effects called thermal expansion occur. The materials which save their properties under high temperature are known as refractory materials. The thermostability is described in more detail. The scientific test bench was used to investigate ultimate strength. The method of temperature and pressure measurement when conducting the experiments is cited. In order to choose the potlining it is necessary to know the peculiarities of refractory materials and actual industrial loadings as precisely as possible.

One of the directions of energy saving is the application of heat pumps by means of which it is possible to use low-potential, usually waste heat. Body heating automatic control system №1 Innovative University of Eurasia
Annotation:

The paper presents the thermal design of the building heating system of a four educational building № 1 Eurasian innovative university.Data are presented for the period from 1 December to 28 February for three seasons: 2013–2014, 2014–2015, 2015–2016 years. On the basis of the actual thermal design graphics and design of heat were built in the period from 1.12. at 28.02 for three seasons (2013-2014,2014-2015, 2015-2016 years). In these graphs clearly visible difference between the two values. According to calculation, the average difference was 13.02 % of the actual heat consumption.

Foreign experience of forming branding models
Annotation:

The cities folded in foreign countries distinguish three organizational models of branding. First model – administrative – here, forming of brand of territory the public and local organs of power take the lead. Second organizational model – branding is initiated by business and divided into two types. First type – "export", according to this variant the basic task of municipal brand consists in stimulation of sales of commodities and services of local producers. Second type – "import", this variant of business model is branding on purpose to attract (to import) new business and investments in a city. The third model of organization of branding – civil is implies that realization of branding is initiated by different public associations or separate interested citizens. All three variants of branding befit the Kazakhstan cities and territorial educations, but priority direction will become is the European model with participation administration.

Algorithm of suppression of electromagnetic disturbances

The article considers various methods of suppressing electromagnetic disturbances encountered in the electric power system. Detailed descriptions of methods of suppression, as well as classification of electromagnetic interference on the basis of the source of their occurrence are given. Methods and techniques of art therapy for the correction of hyperactivity of preschool age children
Annotation:

This article contains material about the features of working with pre-school children with attention deficit and hyperactivity disorder. Psycho-corrective effects will be effective if the psychologist cooperates closely with parents and teachers. The choice of methods for correcting ADHD should be individual in nature, taking into account the degree of manifestation of the main manifestations of the syndrome and the presence of concomitant violations. ADHD correction is possible with a variety of therapies, such as art therapy, neuropsychology, game therapy, music therapy, bibliotherapy, sand therapy. The syndrome of hyperactivity influences, first of all, on the development of the emotional sphere of the child of preschool age, which is expressed in an increased sense of anxiety, the occurrence of a large number of fears and other types of emotional disorders.

Harmonization of the tax system of the Eurasian Economic Union member states in the context of economic integration
Annotation:

This article discusses the main possible directions for coordinating the tax policy of member countries of economic and monetary unions. The regulatory role of tax instruments in regional integration associations is assessed. The relevance of the article is due to the fact that with the accelera tion of integration processes in various regions of the world, fiscal policy becomes particularly important. Therefore, the research of representatives of various scientific schools pays much attention to the analysis of the impact of the fiscal component on the economies of the member countries of the associations. At the same time, approaches to the organization of taxation within economic unions differ significantly. The activation of integration processes in the Eurasian Economic Union (EEU) necessitates the convergence of the legislation of the member States in the field of taxation. At the same time, the harmonization and unification of legislation on indirect taxes is particularly relevant, since these taxes have a significant impact on price formatio n and provide a significant part of budget revenues. According to the authors of the article, in the conditions of deepening integration in the EEU, a well-thought-out distribution of powers in the field of tax regulation between state and supranational bodies that ensure a consistent convergence of the tax systems of the participating countries, taking into account the economic situation and the interests of all members of the Association, becomes particularly relevant. Measures to ensure the elimination of double taxation within the Union are proposed. The authors conclude that it is necessary to harmonize the tax policies of the member States of the Eurasian Union. At the same time, the harmonization of taxation in the countries of the Union should become a condition for the formation of a currency zone on the territory of the EAEU.

Analysis of the state and problems of metallurgical cluster development of the Pavlodar region’s economy
Annotation:

The article analyzes the state and problems of cluster development in the real sector of the region based on the materials of the Pavlodar region. The main problem of innovative development of the Pavlodar region, as well as in all regions of Kazakhstan, in general, is the lack of innovative activity of enterprises, which is reflected in the volume, frequency and efficiency of their innovations. At the same time, most of the enterprises belonging to the real sector of the economy have sufficient resources for the development of innovative activity. However, the prospects for their interaction with enterprises in other sectors and sectors of the economy for the purpose of technology transfer are insignificant, which, in general, doesn’t meet the principles of balanced spatial development of the territory formulated by the program for the development of territories of the Republic of Kazakhstan until 2020. One of the ways to solve this problem is formation and development of a cluster approach and interaction of business entities. The article assesses the efficiency of the cluster’s functioning as an institution of regional development. On the example of the metallurgical cluster of Pavlodar region, the main ways and methods of forming cluster initiatives in the regional economy are considered, a SWOT analysis of the development of the metallurgical cluster of the region is given, and its main problems are identified; identifies priority directions of clusters’ development (metallurgical cluster, including the production of final products, the cluster of railway engineering, agri-food cluster), the realization of which in the region could create the conditions for the emergence and full development of a number of new highly specialized sectors such as cluster chemistry, cluster of road and construction machinery, transport logistics cluster, cluster of modern production technologies and engineering, cluster of manufacturing components for machinery and equipment and cluster of industrial electrical engineering and equipment for power engineering. The authors also noted that the realization of regional development strategies of cluster initiatives can potentially lay the foundations for clusters “future days”, such as: cluster of resource efficiency and environmentally processing, the cluster of new energy, the cluster of innovative medicine, tourism and recreational cluster.

Simulation of property management using the example of filling station chain
Annotation:

When managing a filling station chain, it is necessary to solve the following tasks in dynamics: determining the volume of purchases by types of oil products sold and redistributing the available volume of various types of oil products to filling station chain. The peculiarity of this control task is that the replenishment of the storage of oil products is carried out centrally, and the sale of each type of fuel is carried out at separate filling stations of the network, that is, in many points. At the same time, the volume of each type of fuel sold by each station of the network should be taken into account separately, taking into account the seasonal demand for a specific oil product. In addition to modeling demand, information is needed on the volume of petroleum products that can be purchased from suppliers with the possibility of increasing or decreasing the volume of purchases due to demand. To solve this problem, a list of suppliers of a specific type of oil product with a possible range of supply volumes must be determined. In the proposed model, an attempt is made to solve the above problems. To solve them, a management model was developed, which was implemented using the Visual Studio C # programming environment and MS SQLServer DBMS. When developing the structure of the database tables, the task of managing a network of filling stations based on the Petri net was taken into account: that is, the database tables provided for storing information on the volumes of supplies of petroleum products, the volume of sales of each type of petroleum product, as well as the time of deliveries and sales. To solve the problem of centralized procurement for all types of fuel, the database provided tables with information about suppliers and possible volumes of supplies by them of various types of petroleum products. To solve the problems of forecasting demand, the model includes algorithms for predicting the volume of sales of petroleum products based on the accumulated time series of data for each type of fuel separately. The forecasting was carried out in order to assess the required volumes of purchases of oil products for the coming period. The prediction algorithms are implemented using two methods: linear approximation and exponential smoothing. Both algorithms take into account the seasonality of demand.

Labour migration and forced labour in the context of economic integration: new challenges and realities: statement of the problem Annotation

Annotation Main problem:The main idea of this study is the development of proposals for improving the legislation of the Republic of Kazakhstan, as well as the regulatory framework of the Eurasian Economic Union, taking into account the experience of the EuropeanUnion countries (as the largest integration association), towards the further development of the legal framework for cooperation in the social-labor sphere, as well as improving the integration and migration policy of the Eurasian Economic Union countries in general, and the Republic of Kazakhstan, in particular. In addition, this study intends to develop practical recommendations aimed at improving the activities of the law enforcement agencies of the Republic of Kazakhstan, as well as the EAEU countries, in the field of combating illegal migration and forced labor on the territory of this integration association. Moreover, this project suggests the legal promotion of the results obtained, both on the territory of the EAEU and beyond. Purpose: The aim of the study. To develop proposals for improving the legislation of the Republic of Kazakhstan and the EAEU countries in the field of legal regulation of labour migration and counteracting its negative consequences such as illegal migration, forced labour in the territory of this integration association. Methods: The methodological basis of the study is made up of traditional general scientific and special legal methods used in comparative jurisprudence: system-structural, historical-legal, social-legal and comparative-legal. Results and their significance:All of the above testifies to the relevance and necessity of research in the framework of this study, since its implementation, taking into account the expected results, will further improve the regulatory framework in the field of combating illegal migration, human trafficking and other illegal manifestations resulting from insufficient regulation of the labour migration sphere.

On the question of forms and types of property rights in civil law
Annotation:

The right of ownership, like property itself, occupies one of the mainplaces in public life. Statutory regulation of property relations in the Republic of Kazakhstan existed throughout the entire period of statehood formation. Today, property relations are regulated by the norms of various branches of law. But civil law regulation occupies one of the most important places in the system of regulatory regulation. This article deals with a comprehensive analysis of the main legal concepts, such as property, owner, subject of property rights, as well as forms and types of property, the grounds for the emergence and termination of property rights and ways to protect and protect the absolute right of the owner. A certain thing may belong to several persons as common property. In this case, the right of ownership is distributed among several owners (co-owners). The totality of legal norms on common property forms the institution of common property law. The purpose of this work is a comprehensive analysis of the main legal concepts, such as property, owner and subject of property rights, as well as forms and types of property, the basis for the emergence and termination of property rights and the definition of ways to protect and protect the absolute right of the owner. The means of achieving this goal is the study of the works of Kazakh legal scholars, the study of the analysis of practical materials. The article uses the following methods: comparative-legal, system-structural, formal-logical, as well as the method of system analysis. The legislation of Kazakhstan provides for two subjects of State property that have the right to act on their own behalf: the Republic of Kazakhstan as a whole (in respect of property constituting republican property) and the administrative – territorial unit (in respect of property constituting municipal property). That is, in civil circulation, data are carriers of state property rights. Depending on the tasks performed, the State exercises the powers of the owner on behalf of one of the specified entities. The Republic of Kazakhstan and the administrative-territorial unit are not legal entities. However, unless otherwise provided by legislative acts, they are subject to the rules governing the participation of legal entities in relations regulated by civil law. The state and administrative-territorial unit, as special subjects, have all the rights ofsubjects of civil legal relations and are limited in legal personality only by the current legislation.

Application of intelligent transport systems on the roads of Кazakhstan
Annotation:

The progress of work on the creation of an "intelligent transport system" in Kazakhstan, the development and modernization of the road industry will be reported. The economic and social effectiveness of several transport corridors and new projects were analyzed. Transport corridors of foreign countries, methods of providing logistics services were presented. In his address, the head of state paid special attention to the issues of digitalization of all spheres of life of the population, including the transport sector of Kazakhstan. Currently, the Ministry of investment and development of the Republic of Kazakhstan is working on the creation of an "intelligent transport system" within the framework of the state program «Digital Kazakhstan» (ITS). ITS goal is to systematically integrate transport infrastructure, transport devices and users with modern information and communication technologies aimed at improving the safety and efficiency of the transport process. The concept will include 11 components in ITS. One of them is a special automated measuring instruments (UAVs), which are installed in the main automobile corridors. This device is designed to measure moving vehicles without contact and eliminate unjustified stops. This year, it is planned to put into operation 10 units of RSPP, and by 2020 it is planned to increase their number to 46 units. It is also planned to introduce a traffic management system that will inform drivers about the situation on the roads, a system for forecasting and analyzing climatic conditions, which is carried out through a network of weather stations along the roads, a network of video monitoring and special video cameras for detecting traffic violations, toll road systems that cover the cost of maintenance of the national road network, etc. They will be introduced in stages until 2021. The implementation of this project will reduce road deaths, increase the volume of transit traffic and the speed of logistics services, fully cover the main highways with measuring instruments and create favorable conditions for drivers on the roads. Such systems are already operating in South Korea, Japan, Australia, Europe and the United States.

Constitutional Council of the Republic of Kazakhstan and other state authorities: problematic aspects of interaction
Annotation:

In the Republic of Kazakhstan a market economy, a democratic political system and a free civil society based on ideological, social and political pluralism are developing. This contributes to the development of constitutional norms and the diversity of new legal institutions that ensure the supremacy of the Constitution. These include the constitutional Council. In 2020, it's been twenty-five years from the date of adoption of the Constitution of the Republic of Kazakhstan and the creation of the constitutional Council of the Republic of Kazakhstan, ensuring the supremacy of the Constitution throughout the territory of the Republic. The constitutional Council of the Republic of Kazakhstan is not part of any of the three branches of government and is subject only to the Constitution of the Republic of Kazakhstan and the law. The purpose of this article is a comprehensive analysis of theoretical and practical issues of interaction between the constitutional Council of the Republic of Kazakhstan and other institutions of state power. In this regard, the article contains the results of the analysis of the foundations of the constitutional system of the Republic; constitutional supervision of the prosecutor's office; the institution, functions and instruments of power of the President, mechanisms of interaction of the Constitutional Council as a constitutional supervisory body with the President of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan. A comprehensive study of the activities of the constitutional Council of the Republic of Kazakhstan on the constitutionalization of current legislation is one of the current theoretical and practical problems. It is determined by the scale and quality of the current legislation adopted during the period of fundamental social reforms, the need to «correct» and improve it. In this regard, a significant role is assigned to the Constitutional Council, whose activities are subject to scientific analysis and reflection. In addition, the authors studied and revealed the line of interaction of the constitutional Council and other government institutions are considered in the areas of initiation of constitutional proceedings in the Council, organisational, legal, information procedures, determine the composition of the constitutional Council, overcoming the objections of the President to the constitutional Council's decision. The problem of reason in the philosophy of the Arabic- speaking middle ages. Historical and philosophical aspect

The authors, based on analysis of the philosophy of the Eastern peripatetics, have shown that in the philosophical worldview of the middle ages Arabic magazynowanie there are aspects, which indicate that more needs to trace the Genesis of the problem of reason in Arabic philosophy of the middle ages. The article notes that the world of the XXI century is the world of post-industrial, information society, which constantly raises logical and epistemological problems in the field of science and philosophy. Therefore, there is a need for a critical study of the history of this problem, its Genesis and development to identify positive potential and progressive ideas. In this context, the analysis and study of the problem of reason and logic, the epistemological ideas of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd of the Arabic-speaking middle ages is not only of historical and philosophical interest, but also of actual significance. In this article, the authors consider the problem of reason in the worldview of representatives of Eastern peripatetism of the medieval Arabic-language philosophy of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd, based on the ideas of Aristotle. The paper presents the historical and philosophical aspect of the problem of reason inherent in the Arabic-speaking middle ages. The cognitive interest of representatives of Eastern peripatetism is connected with philosophy, questions of logic, and the doctrine of reason. Arabic-speaking philosophers in the middle ages were engaged in understanding the epistemological abilities of man, al-Kindi, being the founder of Arabic-speaking philosophy, put forward the idea of types of mind and stages of knowledge. Al-Kindi's positive philosophical ideas were further developed in al-Farabi's worldview. The thinker considered the priority of rational knowledge to be indisputable, in addition, al-Farabi showed an interest in logic, the theory of knowledge and human cognitive abilities. Al-Farabi's philosophy had a significant influence on Ibn Sina's philosophical views. The rationalism of Ibn Sina was also manifested in a very high assessment of logic, the thinker considered logic an introduction to philosophical knowledge. Ibn Rushd in his work developed along the same peripatetic path as his predecessors al-Kindi, al-Farabi, and Ibn Sina. The authors attempt to show that the problem of reason in philosophy and science has its Genesis, associated with the teachings of Eastern peripatetics of the Arabic-speaking middle ages. Ethnolinguistic significance of comparing human character with nature in Kazakh and English

Main problem: It is well known that the development of language in society, the development of speech, the formation of personality largely depends on the interaction of people. Therefore, they develop depending on the specifics of each nation and are one of the values that people have accumulated over the centuries. Comparison of human behavior with nature in English and Kazakh languages describes the spiritual life of each nation. It defines the national feelings, national behavior, national customs and traditions. Purpose: Comparative analysis of the values of the Kazakh and English peoples occupies a special place in the culture and language, the essence and content of which are indelible. This is a fount of cultural and historical life of the people, the spiritual value of the nation, such qualities as prudence and kindness. Methods: This article describes the ethnolinguistic foundations for comparing human character and nature in English and Kazakh. In cultural linguistics and cognitive linguistics, the concept of behavior is studied as an image of the world formed in the consciousness of an ethnic group. Based on the definition of the concept of behavior, the authors describe the manifestations of behavior in the national consciousness, the system of national thinking, beliefs, attitudes. It is noted that the formation of the behavior of unrelated Kazakhs and Englishmen depends on their geographic environment, nomadic lifestyle and behavior. Development and research of means and methods for improving the efficiency of heat stations in the Republic of Kazakhstan

The main problem: This article is devoted to the key problems of the fuel and energy complex of the Republic of Kazakhstan: 1) lack of production capacity to meet the growing demand for energy and fuel from the economy and the population. Increased demand for electricity and heat, which will require the commissioning of new generating capacities.There is already a shortage in the fuel markets. Modernization and bringing the existing oil refineries (hereinafter referred to as refineries) to full capacity will not allow providing the domestic market until 2030; 2) the export orientation of raw materials, the dependence of the economy on the export of energy resources. In order to attract technology and investment in the oil and gas and nuclear industries, agreements on the extraction of energy resources were concluded with international export companies. In the medium term, Kazakhstan may face a shortage of oil for domestic refineries, if measures are not taken to stimulate its refining within the country. The uranium mined is fully exported; 3) high energy intensity of the economy, low level of energy efficiency. There is a high potential for increasing the efficiency of energy use both in the electric power industry and fuel production, and at the level of final consumption – in industry and housing and communal services; 4) decrease in the replenishment and quality of the resource base in the oil and gas, coal and nuclear industries; 5) low environmental friendliness of technologies used in the fuel and energy complex. Purpose: The purpose of the article is to reveal the problem in the field of ensuring the fulfillment of international obligations between different countries and their own energy sufficiency by gradually changing the structure of energy production. Methods: Studying the experience of increasing the efficiency of the use of energy resources and energy saving as a priority of the state policy of the country. Analysis of production capacity with a constantly forecasted shortage of primary energy resources and insufficient growth of capacity for the production of electricity and heat. Consideration of the possibility of compensating for the shortage by saving energy resources, increasing tariffs for energy carriers, as a stimulating factor for their effective use. Results and their significance: The results of this article will reflect the problems of energy, as the most important driving force of global economic progress. The well-being of the people depends on the state of the country's energy sector, therefore there is an urgent need to solve the emerging problems. The global energy problem is, first of all, the issue of stable and efficient supply of fuel and energy to mankind. Today, the energy sector of Kazakhstan is focused on fuel resources, since the country is provided with hydrocarbons and other energy resources. About 72 % of electricity in Kazakhstan is generated from coal, 12,3 % from hydro resources, 10,6 % from gas and 4,9 % from oil. Thus, the four main types of power plants generate 99,8 % of electricity, while alternative sources account for less than 0,2 %.

Investigation of the dependences of the rheology of calcium alginate solutions on concentration, temperature and shear rate

The main problem: The rheological properties of calcium salts are of theoretical and practical interest for a modern researcher. The theoretical interest is primarily related to the search for general patterns and manifestations of the rheological properties of solutions of calcium salts. The practical component is based on the search for patterns and dependencies of the properties of solutions on the structure and composition of the object of study. Such chemicals as calcium salts are of particular practical interest, they are widely used in various fields, such as the food, chemical and pharmacological industries. Hydrophilic high-molecular solutions of alginates, namely calcium alginate, are actively used in the preparation of soft dosage forms, the manufacture of jelly masses in confectionery, act as thickeners in the food industry. They are characterized by a fairly high percentage of viscosity at low concentrations, bioavailability, prolonging effect, absence of irritating properties, biocompatibility with many polymers, which is especially important in the pharmaceutical industry and medicine. The use of calcium salts for these purposes is currently very promising, since these organic salts have a number of unique properties associated with gelation. Purpose: This paper contains the results of studying the features of the rheology of calcium alginate solutions. A concentration range of 0.1-0.7 % was chosen for the studies, which is sufficient to avoid gelation at room temperature. The dependence of viscosity on concentration, temperature (in the range of 25-45 °C) and shear rate were studied. Methods: Analysis of theoretical sources, observation, comparison of results. The rheological characteristics of the obtained substances were studied using a capillary viscometer. The measurements were carried out in the temperature range of 25-45°C. Results and their significance: it was found that there is a significant dependence of viscosity on concentration and temperature. For concentrations of 0.3 – 0.7 %, a similar type of dependence is observed, in contrast to solutions with a concentration of 0.1 % . Explanations of these dependencies were proposed.

Simulation of the working cycle of a diesel engine with a system of periodic shutdown of the cylinders
Annotation:

Combustion engines operate over a wide range of power and speed. To the greatest extent, this applies to automotive and tractor engines and diesel engines operating at fractional and idle loads for a significant part of the operating time. When designing engines, the choice of their main design and layout parameters is carried out in a comprehensive manner, taking into account the provision of the required power and efficiency in the modes of maximum torque and rated power. However, ensuring the economical operation of modern highly accelerated diesel engines at low loads and idling causes a whole range of problems related mainly to the organization of effective mixture formation and fuel burnout, as well as to ensuring stable fuel supply. Thus, the cycle dose of injected fuel in idle mode is 8–12 times less than the cycle dose in nominal mode, which determines increased requirements for fuel equipment and difficulties in ensuring high-quality mixture formation. At the same time, diesel engines operate in idle mode up to 50 % of the total operating time, consuming up to 15–20% of the fuel. For truck engines, the relative idle time is approximately 20–25 %. Thus, the development of measures to improve the efficiency of diesel engines at idle is relevant. The purpose is to perform a numerical analysis of the effect of switching off cycles in diesel engines for autotractor and diesel locomotive purposes on the working processes in the cylinder and the indicator parameters of the cycle in idle modes. When writing the article, traditional methods (comparison, description, and measurement), generallogical methods and research techniques (analysis, generalization, etc.) were used. A numerical analysis of the operating cycle of a diesel engine equipped with a cycle shutdown system was performed. The relationship between changes in fuel injection characteristics when cycles are turned off with indicator indicators of the engine operating cycle in idle load modes is disclosed. It has been established that the expediency of switching off cycles in a specific engine operation mode is determined primarily by the features of the injection, carburetion and fuel burnout processes.

Methods of teaching conversational skills, their advantages, disadvantages and overcoming language barriers and anxiety when learning a foreign language

Globalization is an integral part of our life. Therefore, today the relevance of learning foreign languages, in particular English, is beyond doubt, as interest in foreign culture, education, travel, life and work abroad increases. It is known that English is the most widespread international means of communication (including information technology and web space), for most of the population it is the native or state language. This is due to historical, political and geographical prerequisites, as well as socio-economic and cultural development. Proficiency in English opens up great prospects for those who know, but not every person chooses a linguistic direction of study when entering a higher educational institution. Mastering English is a laborious process. In universities of non-linguistic areas, one of the main problems for students is the so-called language anxiety and psychological barriers, especially for those students for whom English is not a core subject or direction of future activity. Overcoming language anxiety and psychological barriers continues to be an urgent issue in pedagogical psychology and the educational process of higher educational institutions. Therefore, the task of the teacher is to create such conditions in his classes so that the student has a desire to learn, develop himself and improve himself. It is necessary to form motivation for conversational skills through psychologically thought-out techniques and methods. The task of the teacher is to direct the student from a conniving and indifferent attitude to study to a conscious and positive attitude. To implement the above, the teacher needs to form the old motives and stimulate new, positive ones. The encouragement of positive manifestations of emotions should be supported, stimulated and helped to realize these emotions by the teacher in the educational process. For example, simple tasks, but at the same time fascinating, the manifestation of sincere emotions in the classroom by the teacher himself and his personal examples inspire students to pronounce their state of mind and experiences. Encouraging and highlighting the activity of students also helps to increase the motivation of learning, especially if they have creative ideas that differ from other fellow students. The purpose of the article is to describe the methods of teaching conversational skills, their advantages and disadvantages and to consider in detail the overcoming of language barriers when learning a foreign language. The methodological basis of the research was the works of such authors as: H.F. Makaev, O.S. Zorkina, V.P. Ipatova, L.V. Barinkova, E.V. Zarubina, E.I. Kaputskaya, E.I. Passov, E.G. Asimov, A.N. Shchukin and others. Critical analysis of scientific and methodological literature on the problem, study and generalization of positive experience of teachers; collection of empirical information, experiment, quantitative and qualitative data analysis. The results of the study can be used in the process of developing practical recommendations for psychological work with students in order to increase their motivation to learn a foreign language. The role and place of local self-government in modern society

Local self-government bodies are an integral mechanism of the foundation of a democratic state. In the modern system of public relations, one of the most important places is occupied by general economic relations, namely local self-government. Without a developed system of local self-government, legislative and real opportunities, it is very difficult to independently create market-democratic structures to solve economic, social, domestic, cultural and other issues at the local level. Local self-government bodies are a special level of government, which combines two principles: public and state. In the practice of Constitutional and administrative law, it is important to determine the place and nature of local self-government and to establish balanced relations between State authorities and self-government bodies, on the one hand, with local representative offices and structures. The purpose of the article isto study the role and place of local self-government in modern society, to develop practical recommendations on the formation and prospects for the development of local authorities in Kazakhstan. When writing an article, the following methods are used: description, analysis and synthesis, justification, logical modeling, system analysis, etc. When studying the formation of local self-government, as well as the functional management system, the method of structural and analytical analysis was used. The use of a heat pump at an industrial enterprise in the region
Annotation:

Main problem: The use of waste heat is most often solved by installing heat exchangers, but this is not effective when the temperature of this heat does not exceed 10-15 0 C, in which case this heat can be used using a heat pump. Where can I get this heat? Almost any enterprise needs cooling of any equipment elements or substances – working fluids; the heat received from them can be sent to a heat pump and used here at the enterprise. Purpose: Consideration of the possibility of using the heat of cooling water from the pump CNS 60-165 and the proposal of a new scheme with the installation of a heat pump that uses this heat. Methods: This is achieved due to the fact that it is proposed not to discard the heat, but after its use in the heat pump evaporator, transfer it to the heated medium - water, which is then sent to the shower cabins of the enterprise. Since the showers are located in the same room, the cost of transporting heat and losses will be minimal. Methods: In the course of the research, the possibility of using the waste heat of an industrial enterprise for using it here at the enterprise for the purposes of hot water supply was considered. For these purposes, it is proposed to install a heat pump, thanks to which the thermal potential increases, which makes it possible to fully use the received heat. Results and their significance: As the experience of foreign countries has shown, heat pumps can be widely used in many industrial enterprises, and in conditions of increased competitiveness, in order to reduce energy costs and the cost of manufactured products, install heat pumps to utilize excess heat, for example, process water, which is available in many production allows you to have a significant economic effect.

From the history of public administration in Kazakhstan during the period of "war communism"
Annotation:

The article examines the emergence and functioning of the Soviet institutions of power in Kazakhstan during the period of "war communism". On the basis of archival materials and published works, the author analyzes the activities of Soviets and revolutionary committees. The purpose of the article is to study the main trends and features of the development of local government in Kazakhstan in 1918-1921. The study is based on the principles of historical, scientific objectivity and systemic structural-functional analysis. For this reason, the author used such methods as the method of historical reconstruction for the reorganization of the administration of Soviet, party and other local bodies; the method of isolation for the study of local (regional) features in relation to local phenomena and processes in the energy sector; the method of typology, which made it possible to identify and describe different types of local authorities. The authors come to the conclusion that in 1918-1921, during the period of civil resistance, "war communism" and the beginning of the Chamber of Commerce and Industry, bodies of the new Soviet power appeared and operated in Kazakhstan. They are characterized as having an anti-democratic character; strict social orientation; alienation of indigenous peoples; immanent nature for creating conflict situations; choosing non-optimal ways and means of solving a problem situation; unification of party and state. As a result, an overgrown and clumsy class of party classification was formed, which was not provided for by the Constitution of the USSR.

Energy savings through the use of refractory masonry with a lower thermal conductivity
Annotation:

Main problem: recently, much attention has been paid to energy saving in production, especially when it comes to industrial units that burn fuel. There are several ways to maximize the use of the heat released during the combustion process, for example, to reduce the temperature of the flue gases at the outlet of the unit, by maximizing its use, both in the technological process itself and by installing additional heat-receiving units, for example, air heaters or other heaters. Another way to save money is to reduce heat losses through the lining of these high-temperature units. Metallurgical units that consume a large amount of energy and fuel require an analysis of their consumption, and ways to save their consumption based on the results of the analysis. Purpose: this article considers the possibility of replacing the existing inner insulation layer of the second and third sections of a high-temperature unit - a metallurgical furnace, with a new one with better technical and economic indicators. Methods: the possibility of replacing the existing inner insulation layer of the second and third sections of the high-temperature unit with a new one, with the best technical and economic indicators, was considered. The calculation of heat losses by thermal conductivity through the side surfaces and the roof with new insulation was performed, and the economic efficiency of the proposed solution was proved. Results and their significance: replacing the existing inner layer of insulation - refractory concrete PHLOCAST M30 (thermal conductivity coefficient from 1,4 to 1,45) with the proposed CERALIT GUN HK 70070 (thermal conductivity coefficient from 1,03 to 1,12) will reduce heat loss to the environment, and thus to reduce fuel consumption for the furnace.

Obtaining an effective biological instrument and method of reproducing lumpy skin disease
Annotation:

The production of vaccine preparations before release requires standardization of their immunobiological parameters, especially safety and immunogenic efficacy. An indicator of the immunogenic effectiveness of the lumpy skin disease vaccine is the resistance of vaccinated cattle against the virulent virus. However, according to preliminary studies, the virulent control virus did not always cause clinical disease with characteristic symptoms when infected subcutaneously. The purpose is to develop a biological model in the form of a complex consisting of a pathogenic virus, a method of infection and a susceptible animal to assess the immunogenicity of a lumpy skin disease vaccine. Local cattle, intact from lumpy dermatitis, were used to reproduce lumpy dermatitis and develop the causative agent of the disease. As the initial infectious virus, we used a 20 % tissue suspension of nodules (skin nodules) obtained from cattle that fell ill with lumpy dermatitis in the field in the Atyrau region in 2016. As a viral mass to control immunogenicity, a 20 % suspension of skin nodules and edematous skin tissue at the site of the pathogen injection, obtained after the “refreshment” of the virus in animals, were used. The disease was reproduced by infection with the test suspension of the virus intradermally, subcutaneously, intravenously at a dose of 0.5 cm3 and titration on the skin of the animal. The effectiveness of the biological model was assessed by morbidity, severity of the course and severity of the manifestation of the disease. During primary intradermal infection with a field isolate of the virus, the disease manifested itself in one of three animals in the form of hyperthermia, depression, lacrimation, and the appearance of several nodular nodules in the skin of animals. The refreshed tissue virus caused clinical disease both in subcutaneous, intradermal and intravenous infection. But the clinical signs of the disease were more pronounced with intradermal inoculation of the virus, and with intravenous inoculation, it manifested itself in a more severe form with a fatal outcome. Inoculation of the virus intradermally into different areas of the skin led to the development of an independent skin lesion in each infected point in the form of painful edema, followed by necrosis, the size and intensity of which depended on the dose of the injected virus. This development of skin pathology made it possible to work out a method for determining the virus titer in vivo. The tissue virus obtained from the edematous tissue at the site of the pathogen injection was guaranteed to cause clinical disease in cattle during intradermal inoculation and made it possible to evaluate the immunogenic efficacy of the produced batches of vaccine against lumpy dermatitis.

Creating an intelligent management environment for a powerful load node on the example of the Pavlodar region

The present stage of development of power systems is characterized by the need to increase their intelligence, that is, the formation of an environment capable of solving the problems of effective management of all components included in the power system. One of the features of modern energy systems is an active consumer, that is, a consumer who has the opportunity to optimize the schedule of loading their capacities, planning energy consumption, intellectualization of energy consumption. In addition to the fact that there are digital systems for collecting, processing and presenting information, as well as transmitting this information via the Internet, to solve the most difficult task of managing power systems, it is necessary to develop a large number of models adequate to real processes that can describe the processes taking place in the power system under consideration. The purpose is to develop models capable of adequately describing the interrelated processes occurring in the considered elements of the power system, as well as in the aggregate of related elements; development of methods that allow solving problems of effective control of elements of energy systems on the basis of the proposed intelligent models. To solve the problem of increasing the intelligence of the power system, nonlinear adaptive models of electrical complexes of an energy-intensive enterprise included in the power system were developed on the basis of balance equations and artificial intelligence methods. The production of alumina with the properties of inertia, nonlinearity and closure is chosen as the production under consideration. This type of production was chosen as the most difficult to predict due to the unpredictability of changes in energy consumption during the transition to other modes of its operation, associated, for example, with the receipt of raw materials with a different chemical composition for processing. Static and dynamic models of energy consumption of electrotechnical complexes with continuous inertial nonlinear closed production based on artificial intelligence methods have been developed, which makes it possible to eliminate the need to use long time series of retrospective data. For the considered type of continuous energy-intensive production, dynamic characteristics of energy consumption and technological processes are obtained from the main controlled parameters, which make it possible to predict emergency situations and partly man-made disasters. On the basis of a genetic algorithm, a multiparametric optimization problem of energy management of continuous production has been solved, taking into account technological parameters and cost factors.

Promising directions in the use of retort packaging for the production of canned food products in Kazakhstan
Annotation:

The article is devoted to the study of the main types of retort packaging, as well as polymer and combined materials used for its manufacture. The authors have compiled a classification of retort packaging presented on the modern market, investigated the technological properties of packaging materials, and also determined the requirements for modern retort packaging: resistance to sterilization at a temperature of at least 120°C, steam and moisture resistance, chemical inertia to canned products, tightness, low gas permeability. It has been established that in order to give the retort packaging the required properties, it is made of multilayer polymer or combined materials, each of the layers of which performs certain functions. It is determined that due to the barrier properties of polymer and combined materials with respect to oxygen, retort packaging provides shelf life of canned products up to 5 years, which allows the use of retort packaging made of polymer and combined materials as an alternative to glass and metal packaging. In experimental studies, the composition of the outer layers of modern retort packaging was analyzed and it was concluded that polypropylene or polyethylene terephthalate are most often used, since these polymer materials are thermally and chemically resistant, vapor- and moisture-proof. It is established that materials that are barriers to gases are used as the middle layer – aluminum foil, metallized films, ethylene vinyl alcohol, polyamide. It is proved that polymer co-extrusion, multilayer injection molding or lamination is used for the manufacture of such materials and packaging. The data obtained indicate the high barrier properties of combined packaging materials, therefore, the thermal and chemical stability of the polymer and combined materials used makes it possible to use retort packaging for packing almost all groups of canned products.

The role and place of local self-government in modern society
Annotation:

Main problem: local self-government bodies are an integral mechanism of the foundation of a democratic state. In the modern system of public relations, one of the most important places is occupied by general economic relations, namely local self-government. Without a developed system of local self-government, legislative and real opportunities, it is very difficult to independently create market-democratic structures to solve economic, social, domestic, cultural and other issues at the local level. Local self-government bodies are a special level of government, which combines two principles: public and state. In the practice of Constitutional and administrative law, it is important to determine the place and nature of local self-government and to establish balanced relations between State authorities and self-government bodies, on the one hand, with local representative offices and structures. Purpose: to study the role and place of local self-government in modern society, to develop practical recommendations on the formation and prospects for the development of local authorities in Kazakhstan. Methods: when writing an article, the following methods are used: description, analysis and synthesis, justification, logical modeling, system analysis, etc. When studying the formation of local self-government, as well as the functional management system, the method of structural and analytical analysis was used. The results and their significance: the conclusions and recommendations obtained as a result of the conducted research can be used: in the practical activities of maslikhats and akimats of the Republic of Kazakhstan, civil servants; in the process of studying at courses in higher educational institutions, as well as for further general theoretical and applied research.

On the application of CASE-methodologies at the stage of analysis and design of software tools

Main problem: the globalization of the information sphere has led to a significant increase in the volume of stored and processed information. To increase the processing speed and provide information to the recipient, it is logical to increase the power of the equipment on which the information is processed. But such a path also leads to an increase in financial costs for continuous modernization or complete updating of computer equipment and application software. Purpose: an alternative solution to increasing the capacity of hardware and software may be to optimize the process of organizing data storage, and already at the stage of information analysis. At the initial stages of the task, a huge amount of information is collected and processed, which needs to be classified, to identify essential and non-essential information flows for the information system being developed, etc. The quality of functioning of the developed information system as a whole and its individual modules in particular will depend on how correctly and fully the structuring and systematization of data will be carried out. Methods: modern methodologies of conceptual design of information systems shift the emphasis from software implementation to analysis and modeling of the production environment. The tools used in the process of conceptual modeling allow you to automate the main part of the processes, including the development of program code in the format of templates (patterns), including the preparation of documentation for the software product being developed. Since modern methodologies and tools are based on the use of powerful graphical tools, this significantly increases the visibility and simplifies the process of making adjustments to the information system project, actually using the "Drag-and-Drop" technology. This allows you to redistribute the time spent on the implementation of the first stages of information system development, allocating more time to the analysis and design of the software environment at an abstract, conceptual level. Results and their significance: the stages of analysis and design do not require large financial costs and are more variable. Information at these stages is easier to adjust and change than, for example, at the stage of writing program code. In addition, it is at these stages that the most active interaction between the developer and the customer is carried out, where maximum visibility and variability of the project of the future information system is required. And the use of modern software design methodologies significantly increases the efficiency of the first stages of information system design.

Constitutional Status of the Presidents of the Republic of Kazakhstan and the USA
Annotation:

The article provides a comparative legal analysis of the constitutional statuses of the Presidents of the Republic of Kazakhstan (ROK) and the United States. The study was conducted according to the relevant provisions of the Constitution of the studied countries and according to the criteria: form of placement; form of government; presidential elections and powers; censorship established for presidential candidates, etc. The peculiarities of the legal status of the institution of the presidency of these countries were noted, including the following issues: participation in the formation of the upper house of the Parliament, ministries and other government bodies; interaction with the Parliament and judicial branches of the Government; powers in the field of defense and security; international relations; lawmaking, etc. Purpose: to reveal the content of the legal status of the President of the Republic of Kazakhstan, to reveal the doctrinal, specific, normative legal status of the head of state, to analyze the features of the President of the Republic of Kazakhstan, his normative and actual status. The article evaluates the constitutional and legal status of the President of Kazakhstan in relation to the administrative and legal status, analyzes the status positions of the ‘President’ as the head of the state and the highest official performing the functions of public administration in the context of constitutional foundations. Methodology: the methodological basis of the research as well as the work is based on a set of scientific methods of phenomena cognition: comparative Jurisprudence, the method of dogmatic analysis of legal acts, etc., which made it possible to identify the problems of the constitutional and legal status of the President of the Republic of Kazakhstan, to establish the fact of combining elements of the super-presidential form of the government. The results and their significance: therefore, based on the results of a comparison between the presidential institutions of the United States and Kazakhstan, the right to address the Parliament, the participation of the Senate in the appointment, approval, election of officials proposed by the President, the right of veto, the General Command of the Armed Forces, one person cannot be a president for more than two consecutive terms.
