Annotation: To improve soil water regime and moisture supply of plants, moisture-swelling polymeric materials are used in the form of hydrogels, which, upon contact with water, rapidly absorb and retain it for a long time in its volume. However, widespread of such hydrogels used in plant growing is currently limited by its high cost. In this connection, from the economic point of view, the use of composite materials as soil conditioners is of great importance, including inexpensive natural raw materials in its composition while maintaining high rates of moisture sorption and water retention. The task is to improve the mixture to maintain the soil balance of various agricultural crops by changing the quantitative ratio of components, significantly cheaper the composition, improving its quality indicators. The purpose of the scientific article is the mixture for maintaining the soil balance of various agricultural crops, which contains an active product based on a granulated hydrogel and a targeted additive.

Annotation: The article is devoted to the analysis of the concept of "smell" in Russian linguoculture. Each culture has its own specific smells, which are dominant for the bearers of a particular culture and become the identification marks of the ethnos, helping to convey the beauty and depth of the language. The article deals with phraseological units expressing the attitude of different cultures to smells, characterizing through the smell the personality of a person, its behavior, actions, age, state of health. The author of the article notes that smells have culturally relevant values.

Annotation: The article describes the basic trends of IT management in the educational process of higher educational institutions. The problem of transition to a new model of education quality, determined by the State Program of Education development of the Republic of Kazakhstan for 2016-2019, causes a broader implementation of information technologies in the process of education. The paper presents the main reasons according to which educational institutions use information systems, as well as the possibility of the results of the introduction of information technologies. These technologies expand the boundaries of information and educational space for more efficient management of the educational process. Summarizing the results of the researches in this field the author identified and analyzed the subsystems of the university management.

Annotation: This article discusses theoretical and practical bases of formation of sociocultural competence in the process of learning English. The structure and content of sociocultural competence are revealed, as well as the criteria for the selection of educational material for its formation in schoolchildren . The article proposes an analysis of the types of educational texts which form social-and-cultural competence among students, discusses the types of communication and their characteristics. The components of the verbal forms of social competence by using comparative analysis of the approaches of learning. Annotation: The article deals with the basic concepts of the formation and development of higher education system of the Republic of Kazakhstan. As well as the policies of redistribution of responsibilities of management in higher education system and its gradual decentralization that will not only distribute power and responsibility, but also introduce a more democratic form of government. Annotation: This article describes the mechanism of budget management. The tools to improve the efficiency of budget revenue have been identified. The material is presented as exemplified by the budget of Zhelezinskiy district. The transition from budgeting based on the principle of "cost control" to the formation according to the principle "management by results" is justified. In this regard, in the financial sector a new concept – result-oriented budgeting (ROB). The tree of problems of the state financial control and the ways of their solution are offered. The article has practical importance, since the problems described in a currently particularly relevant.

Annotation: The presented article examines the demographic processes taking place in the Republic of Kazakhstan, which characterize the demographic situation in Kazakhstan. And also the objectives and tasks of the state, the main of which is the management of demographic processes and development of the effective type of population reproduction are considered. The population policy covers a wide range of problems of reproductivity, the creation of the composition and structure of labor resources and their effective application. In a narrow sense, the demographic policy should be understood as the impact on the reproductivity by means of socio-economic activities that affect the demographic processes. The dramatically limited resources make it impossible to solve the government control problems of socio-demographic processes, employment, and unemployment in the required degree.

Annotation: In this article, the main directions and measures of the state support of monotowns in Kazakhstan aimed at providing their sustainable development are considered. The urgency of the topic is substantiated by the fact that there is intensification of negative socioeconomic tendencies in the majority of monotowns. Authors have specified concept of the monotown, their classification and typological characteristics are considered. Annotation: The article presents an analysis of an Advertising World Model through a description of spatio-temporal and subject-object characteristics of the World Model, formed by Commercial Television Advertising. For the description of an Advertising World Model, the authors have conducted a content analysis of commercials broadcasted at “Pervyy kanal “Eurasia.” According to the authors, by impressing specific values, the advertisement thereby promotes a certain way of life. The authors consider advertising as a means of manipulating the mass consciousness. The paper presents an analysis of manipulation of needs; “spiritual” manipulation – generation of certain ideals and values; intellectual manipulation; feeling manipulation, etc.
