Formation of the investment potential of the Republic of Kazakhstan in 2025: current challenges and strategic priorities
Annotation: The article is devoted to the analysis of the processes of forming the investment potential of the Republic of Kazakhstan in 2025 under conditions of global economic transformation. The paper раскрывает the theoretical and methodological foundations of the concept of “investment potential”, including its structural components: resource-based, labor, infrastructure, institutional, financial, and innovative. Based on up-to-date statistical data from the National Bank of Kazakhstan and the Ministry of National Economy, an analysis of the current state of the country’s investment potential is carried out. Key drivers of development are identified (rich mineral resource base, geopolitical position, digital infrastructure, integration ties), as well as systemic constraints (resource dependence, administrative barriers, shortage of qualified personnel, uneven regional development). The article examines the existing institutional mechanisms for attracting investment, including the updated regulatory framework (in particular, amendments to the Law “On Investments”), special economic zones with preferential regimes, and the practice of public-private partnerships. Priority sectoral areas of investment policy within the framework of the “Kazakhstan 2050” Strategy are defined: green energy, agro-industrial complex, digital economy, logistics, and manufacturing. The author proposes a set of measures to strengthen investment potential, including improving the regulatory environment, developing human capital, infrastructure modernization, financial support for investments, and marketing initiatives. Both quantitative and qualitative research methods were used, including the analysis of official statistical data, analytical reports of government bodies, and international organizations. The conclusion emphasizes that a systematic approach to the formation of investment potential is a key condition for long-term economic growth and increasing the competitiveness of Kazakhstan in the global economy

Adapting university strategies in a virtual environment for sustainable development
Annotation: With increasing transparency of business processes and accessibility of information, consumers (participants in education field) are turning from passive recipients of goods and services into active participants in formation of universities’ corporate policy in social responsibility’s field. This creates strong economic incentives for universities to integrate sustainability practices into their business models. Digital transformation of business processes opens up new channels of interaction between consumer and company. Digital platforms enable two–way information exchange, which allows consumers to actively express their preferences in sustainable development’s field, and universities to quickly adapt their strategies to changing societal demands. Thus, article presents conceptual model of interaction between consumers of educational sphere and universities in virtual environment that ensures effective implementation of principles of sustainable development of universities’ business processes. Growing demand for digital skills and literacy in field of sustainable development is shaping consumer preferences and corporate strategies. Purpose of this study is to develop and empirically confirm conceptual model of interaction between consumer of educational sphere and universities in digital environment that facilitates corporate adaptation of university to sustainability requirements. For comprehensive study of impact of consumers on sustainable development of universities, combined method was used, combining qualitative and quantitative methods in virtual environment, including expert research and correlation analysis of 50 Kazakhstan universities. This approach allowed authors to identify key mechanisms of influence and effectiveness factors based on expert assessments, and then quantify identified patterns in broader sample of universities. Results demonstrate statistically significant relationship between activity of virtual consumers and sustainability indicators of universities, confirming relevance of model and its predictive potential. Conclusions of research are that informed and active consumers of educational sector play transformative role in shaping sustainable business strategies in context of digitalization and evolution of labor market.

The Eurasian pension as a new form of socio-economic integration between Kazakhstan and Russia within the framework of the EAEU
Annotation: With the increase in cross-border labor mobility in the post-Soviet space, the issue of regulating the pension rights of citizens working outside their home countries is becoming increasingly relevant. This study focuses on analyzing the economic and legal transformations in the field of pension provision resulting from the entry into force of the Agreement on Pension Provision for Working Citizens of Member States of the Eurasian Economic Union (EAEU). This international legal act is aimed at unifying and harmonizing the standards for the formation of pension rights of citizens working in the partner states of the integration association. The purpose of the work is to draw conclusions about the need to deepen international coordination in the field of pension provision as a key factor in the social integration and sustainable development of the Eurasian Economic Space. The study used general scientific and special methods, comparative economic and systemic analyses of the pension systems of the Republic of Kazakhstan and the Russian Federation. The work examines the mechanisms of proportional financial accounting for labor (insurance) experience and pension contributions. Particular attention is paid to the characteristics of key pension models – solidarity (distributive/labor) and accumulation, each of which reflects the specifics of the socio-economic reforms of the respective countries. The author introduces the concept of “Eurasian pension” into scientific discourse, understood as the totality of pension payments formed from the funds of two or more EAEU states, depending on the length of service and pension savings accumulated in the territories of various countries of the union. Based on the analysis, recommendations are formulated for improving the mechanisms of interaction between national pension systems, aimed at strengthening social justice and ensuring long-term stability within the framework of Eurasian integration.

Patenting in Kazakhstan. An empirical study
Annotation: The main problem: The purpose of this article is to perform an empirical analysis of the patenting activity of Kazakhstan, concerning the participation of at least one inventor residing in Kazakhstan and to give information about procedures for Patenting. The empirical research is based on the study of patent office databases and interviews with consulting experts. The analysis showed the prevalence of domestic applicants among the sample. Foreign applicants are represented mostly by business companies. Less than a third of all applications in the sample included a woman inventor. However, the average participation rate of women is close to the average world figure. Objective: To provide a concrete analysis of the relationship between inventions and patents in Kazakhstan. Furthermore, to offer information about procedures for Patenting and exams the innovative performance in Kazakhstan. Methods: The study utilized the analysis of existing database on the official websites and some interview with consulting experts in the city of Pavlodar. Results and their significance: The research outcome is current knowledge of the relationship between research and development and patenting by companies and university research centers

Effectiveness of the Protection of Children's Rights in Family Law Relations in the Republic of Kazakhstan
Annotation: The article is devoted to the study of the effectiveness of legal mechanisms for the protection of children's rights in family law relations in the Republic of Kazakhstan in the context of the modernization of state policy in the field of child protection. The relevance of the topic is determined by the persistent risks of family dysfunction, violence, and the insufficient effectiveness of preventive measures. To determine the level of effectiveness of the current system for the protection of minors’ rights and to identify directions for its improvement. The methodological basis of the research includes an analysis of the Constitution of the Republic of Kazakhstan, the Law «On the Rights of the Child» the Code “On Marriage (Matrimony) and Family,” international treaties, as well as a generalization of judicial and administrative practice. The methods of systemic, comparative legal, and formal legal analysis were applied. It has been established that a comprehensive model for the protection of children's rights has been formed in the Republic of Kazakhstan, incorporating judicial, administrative, and preventive mechanisms. Liability for violence and bullying has been strengthened, and the institution of the Commissioner for Children’s Rights is developing. At the same time, problems have been identified, including insufficient coordination among authorities, the weak development of early prevention measures, and the limited awareness of minors about the ways to protect their rights. Increasing the effectiveness of the system is possible through strengthening interagency cooperation, developing preventive programs, and reinforcing the institution of the family as the key environment for ensuring the rights of the child.

Electronic government and digitalization of public administration in Kazakhstan: legal foundations and ways of development
Annotation: In the context of active digitalization of public administration in Kazakhstan, the key task is to create an effective legal framework for the implementation of e-government. This is related to the need to enhance security, protect personal data, and improve coordination between government bodies. Against the backdrop of rapid changes in digital technologies, legal regulation in the field of eservices often lags behind societal needs, creating risks for the effective functioning of the state’s digital infrastructure. The aim of this study is to conduct a comparative legal analysis of the regulations governing egovernment in Kazakhstan, identify key issues in the legal regulation of digital services, and propose solutions aimed at creating a safer and more effective legal framework. The research employs comparative legal, formal-legal, and systemic analysis methods. Key regulatory acts of the Republic of Kazakhstan governing the provision of e-services, such as laws on public services, digitalization, and personal data protection, as well as international approaches in this area, were analyzed. The study revealed that the legal framework of e-government in Kazakhstan requires improvements in data protection, standardization of e-services, and the integration of state platforms into a unified digital system. The practical significance of the work lies in the development of recommendations for improving legal regulation, which will enhance data security, accelerate the process of digitalization, and improve the accessibility of public services for citizens. Digitalization of the Judicial System of the Republic of Kazakhstan as a Factor in Ensuring Access to Justice and Protection of Human Rights
Annotation: Digitalization of the Judicial System of the Republic of Kazakhstan as a Factor in Ensuring Access to Justice and Human Rights Protection Background: The key problem in implementing digital technologies into the judicial system is the need to balance technological progress with the preservation of the constitutional principles of justice. Despite significant success, risks of digital inequality, fragmented legal regulation, and ensuring the cybersecurity of participants' personal data remain. Objective: The aim of the article is a comprehensive analysis of the impact of digitalization (e-justice) on the accessibility of judicial protection in Kazakhstan, identifying current challenges, and developing recommendations for improving the regulatory framework in the context of the 2025– 2026 reforms. Methods: The study employs systemic, comparative-legal, and predictive methods, as well as an analysis of existing digital platforms ("Court Cabinet," AI analytics) and new legislative acts, including the Digital Code of the Republic of Kazakhstan. Results and Implications: The analysis established that digitalization has significantly expanded access to justice for residents of remote regions and persons with disabilities, and has increased the transparency of the system through automated case distribution and the implementation of AI for undisputed claims. It is proved that by 2026, the formation of a full-fledged e-justice ecosystem requires the adoption of a unified law or the codification of norms on digital processes to strengthen human rights guarantees in the digital environment.

Legal guarantees for the protection of personal data in the use of artificial intelligence technologies in the Republic of Kazakhstan
Annotation: In the context of digital transformation in the Republic of Kazakhstan, artificial intelligence technologies are increasingly used in public administration and the private sector. Their application involves large-scale automated processing of personal data, which creates additional legal risks for the realization of constitutional rights. The current legislation does not fully take into account the specific features of algorithmic decision-making and profiling. To analyze existing legal guarantees for personal data protection in the use of artificial intelligence technologies and to identify directions for improving the legislation of the Republic of Kazakhstan. The study applies formal legal analysis of regulatory acts, a systemic approach, and elements of legal modeling. It is established that the current regulatory framework provides basic guarantees for personal data protection; however, it requires clarification in the context of automated decision-making and algorithmic processing.

Legal Analysis and Research on the Practice of Ensuring the Procedural Rights of the Suspect and the Accused in Kazakhstan
Annotation: The presented fundamental research is devoted to a comprehensive theoretical and practical analysis of the mechanisms for ensuring the procedural rights of individuals involved in the orbit of criminal prosecution in the status of suspects and accused within the legal system of the Republic of Kazakhstan. In the context of the phased implementation of a three-tier model of criminal justice, the reform of national legislation, and the total digitalization of legal proceedings, the issues of strict observance of constitutional guarantees of the individual acquire existential significance for building a state based on the rule of law. The article examines in detail the key systemic defects and collisions in the implementation of the right to qualified defense, the excessive use of repressive preventive measures, as well as barriers to accessing fair justice. Special attention is paid to a deep comparative legal analysis of the large-scale changes expected in 2025–2026 in the procedural legislation of neighboring states (the Russian Federation), which allows identifying strategic vectors for the development of regional legal doctrine and proposing scientifically sound ways to implement best practices into the Criminal Procedure Code of the Republic of Kazakhstan (CPC RK). Conceptual and systemic proposals are formulated for improving procedural institutions in order to ensure genuine, rather than declarative, adversarial proceedings and absolute equality of the parties in the criminal process.

Psychological and Pedagogical Conditions for the Effective Application of Artificial Intelligence Technologies in the Digital Educational Environment
Annotation: The digital transformation of the education system is accompanied by the active introduction of artificial intelligence technologies into the educational environment. Intelligent digital systems are used to analyze educational data, personalize learning, and optimize the educational process. At the same time, their application requires consideration of the psychological characteristics of learners and the pedagogical conditions of the functioning of the digital educational environment. In this regard, the study of psychological and pedagogical factors ensuring the effective use of artificial intelligence technologies in educational practice becomes particularly relevant. The purpose of the study is to identify and substantiate the psychological and pedagogical conditions for the effective use of artificial intelligence technologies in the digital educational environment. Materials and methods. The study employed methods of analysis of scientific literature, generalization of domestic and international experience in the implementation of intelligent educational systems, as well as analysis of practices of using digital platforms and elements of artificial intelligence in the university’s digital educational environment. Results. The study identified psychological and pedagogical conditions that ensure the effective application of artificial intelligence technologies in the educational process. These include the digital competence of teachers and students, pedagogical integration of intelligent systems into the structure of learning activities, adaptation of educational content, and the formation of a psychologically supportive digital educational environment. The role of intelligent systems in increasing students’ cognitive activity, developing their independence, and optimizing educational interaction in the digital environment has been substantiated. Conclusion. The obtained results clarify scientific ideas about the possibilities of using artificial intelligence technologies in education and can be used in the development of models of the digital educational environment, as well as in the organization of psychological and pedagogical support for students in the context of the digitalization of education.
