Improving the efficiency of the road transport power supply system
Annotation:

The article discusses a way to increase the efficiency of automobile operation by improving methods for ensuring the operability of electrical equipment based on the diagnosis of generators by output voltage. As a diagnosis, it is proposed to perform a spectral analysis of the generated voltage in idle mode and to determine the state of various generator elements from the results. The effectiveness of the proposed solutions is determined by the non-separable diagnostics of the generator, which, based on a thorough examination, can determine the state of various elements of the generator. This method does not require taking the generator out of operation, does not depend on its design and can be used in difficult operating conditions to obtain preliminary information about the state of the generator at the initial stage of maintenance.

Main priorities and prospects of economic development of Pavlodar
Annotation:

In the article the results of an analytical assessment of economic capacity of Pavlodar city are considered. Determination of internal reserves of socio-economic development of the region currently becomes an important task solution of which requires development of new approaches to definition of essence, structures, methods of an assessment of social and economic potential. Rare species of reptiles of the Nakhchivan Autonomous Republic
Annotation:

Based on the analysis of own and literature data 9 numerically insignificant species of reptiles were found at the territory of the autonomous republic. One of these species belongs to a group of turtles (Testudines), three of them belong to a group of lizards (Sauria) and five of them belong to a group snakes (Serpentes). Systematics, ecological and some biological peculiarities of species are reflected in the article. During the research previously registered Psammophis lineolatus has not been found and its existence at the territory of the Nakhichevan Autonomous Republic is under question.

The article presents information on the distribution of some species of ferns at the territory of the Nakhchivan Autonomous Republic. The authors note that 10 species of plants are summed in 4 families and 7 genera which belong to ferns. In Aspleniaceae Newm. family it can be found 4 species in two genera in Pteridaceae Reichenb. There are two species in one genus. Data about the area of distribution of these species and their significance are provided in the article.

Body heating automatic control system №1 Innovative University of Eurasia
Annotation:

The paper presents the thermal design of the building heating system of a four educational building № 1 Eurasian innovative university.Data are presented for the period from 1 December to 28 February for three seasons: 2013–2014, 2014–2015, 2015–2016 years. On the basis of the actual thermal design graphics and design of heat were built in the period from 1.12. at 28.02 for three seasons (2013-2014,2014-2015, 2015-2016 years). In these graphs clearly visible difference between the two values. According to calculation, the average difference was 13.02 % of the actual heat consumption.

In the article different methods of diagnosis of failures of electric equipment which are most often found in the industry today. The classification of methods for diagnosing motor failures is presented, and the advantages and disadvantages of existing methods for diagnosing failures in electric equipment are revealed. During the preparatory activities for the preparation and conduct of the KShU, the civil defense plans for peace and wartime were adjusted and clarified, the calculations of forces and resources for conducting emergency response activities were refined and their readiness checked. Checked the combat readiness of the units taking into account work in extreme conditions and the provision of personnel with equipped interchangeable clothing. Additional briefings have been organized on compliance with safety measures for fighting fires and performing emergency rescue operations. Autonomous sources of energy supply, stocks of material and technical, food reserves were checked. Some features of the technology of teaching students for the discipline “Economics and entrepreneurship in industry” in English
Annotation:

Various methods and approaches in teaching foreign languages are gaining popularity in the modern world of globalization and integration. The integration of the education system caused by the acceleration of the process of mastering foreign languages and increasing its quality, in this regard, this article discusses the latest world teaching methods in order to implement them in the educational system of educational institutions. In particular, in the modern educational environment, the approach based on the idea of integrating subject and language learning in the process of professional training of future specialists (Content and Language Integrated Learning) is of particular importance, which contributes to the formation of professionally-oriented competence in a foreign language. In this regard, the article presents the methodology for activating the knowledge and skills of students in lectures, practical training and during independent work of students on the example of the discipline “Economics and entrepreneurship in industry” for students of non-linguistic directions of training in accordance with the methodology of content and language integrated learning (CLIL). The methods of applying the “Language input theory”, “Second language acquisition” theory, “Interaction theory” in lectures, practical training and during independent work of students in the discipline “Economics and entrepreneurship in industry” are also proposed. A practical algorithm of the course of the lesson (on the example of lectures) in accordance with the CLIL methodology according to the specifics of the discipline is presented. The methodology of evaluating students’ knowledge in accordance with the credit technology of training is presented. In the article, special attention is paid to the auxiliary role of the teacher in helping students master the materials of the discipline, which is reduced as the student acquires basic professional knowledge and skills. The study of nutritional values and organoleptic properties of poly-grain extruded mixture
Annotation:

Among many environmental conditions that affect a person, the most important factor is nutrition. Today, there is no doubt that there is a direct link between nutrition, health and disease. Proper nutrition ensures normal growth and development of a person, contributes to the prevention of diseases, has a positive impact on life expectancy and creates conditions for adaptation to the environment. A very actual topic for public catering in the Republic of Kazakhstan, namely for fast food companies, is the development of new recipes and culinary products from relatively inexpensive vegetable raw materials, as well as qualitatively new food products with a purposefully changed chemical composition. One of the main ways of solving problems of expanding the production of products for quick service, as well as products for dietary and therapeutic and preventive nutrition is the use of sprouted grains and beans. In this article, poly-grain mixtures of sprouted wheat and extruded soy beans in different ratios are studied and considered. Poly-grain mixtures developed by us are balanced in nutrients, vitamins and amino acids. The research was carried out on the basis of the accredited testing laboratory of RUBICOM enterprise LLP and the scientific laboratory of the Innovative Eurasian University. The purpose of this work is to study a promising method for increasing the nutritional value of grain mixtures by extruding them at different temperature conditions. To achieve this goal, the following tasks were planned: – to study the grain of soy beans and sprouted wheat on the organolepti c characteristics and chemical composition of the poly-grain mixture; – examine the chemical composition of the poly-grain mixture before extrusion; – choose the optimal mode of the extrusion process; – study and analyze the chemical composition of poly-grain extruded mixture; It should be noted that we have developed for the first time the optimal technological mode of extrusion of poly-grain mixture from sprouted wheat and soy beans, and the physical and chemical composition of the poly-grain mixture was studied. The results of the research presented in this paper are the basis for the development of recipes and technologies for fast food products. The reliability and validity of scientific statements is confirmed by the choice of modern methods of chemical composition analysis.

Study of the effectiveness of applied standards in railway transport
Annotation:

The article describes the results of a study of the effectiveness of the standards being implemented in railway transport. A general view of efficiency and standardization was analyzed. It was studied which document regulates the application of standardization in the Republic of Kazakhstan. Further, the international railway standard IRIS «International Railway Industry Standard» was taken as a basis, which, in turn, is based on the international standard ISO 9001. A study of the methods and types of effectiveness of standards was carried out, as well as an analysis of the applied international standard in the field of railway transport IRIS. The purpose of this standard is to create a business management system that allows for continual improvement, with an emphasis on preventing and reducing delivery defects. It is important to note that the effectiveness of standardization is evidenced by examples showing that ignoring standards turns out to be huge losses for a company for a number of reasons, for example, because its products have not been certified for compliance with a specific standard; due to the additional costs of the company for reworking products that are not manufactured in accordance with the requirements of the standards in the country of export. An analysis of the effectiveness of standardization work in the railway industry can be expressed in relative terms of the effects obtained as a result of the application of the standard: for example, in an increase in the level of safety or in economic growth. The basis for determining the actual effect is the actual level of production that existed at the given enterprise before the introduction of the standard. The measures that can be applied in order to increase the efficiency of solving the problems of developing standardization in the field of railway transport have been studied. Such standardization as one of the elements of technical regulation can provide a contribution to economic growth in excess of the corresponding indicators from the introduction of patents and licenses.

Organization of activities for the treatment and disposal of industrial waste at the landfill
Annotation:

Environmental protection measures are based, among other things, on the rationalization of the organization of the production waste management process. Population growth and the race to industrialize pose a serious threat to the ecosystem. Currently, the average global waste generation per capita is 494 kg / year. A large number of industrial enterprises operate on the territory of Kazakhstan. The range of manufactured products is very wide: household items, transport, building materials, equipment and much more. Each type of production is inevitably a source of a large amount of industrial waste, annually at the enterprises of Kazakhstan up to 600 million tons of waste are generated, three percent of which are recycled. On the territory of Pavlodar region there are enterprises in the field of metallurgy, mechanical engineering, chemical industry, construction industry enterprises, light industry, about a hundred in total. In this connection, the problem of treatment and disposal of industrial waste in Pavlodar region is very relevant. The article discusses the system of waste management in order to reduce their impact on the environment, activities for the disposal, transportation, disposal of waste, as well as their disposal at the industrial waste landfill in Pavlodar. The landfill in question is intended for the reception, temporary storage and disposal of non-hazardous solid industrial waste of the «green» level: waste and scrap of chromium, cadmium, aluminum, copper, lead, zinc, manganese, plastic waste, polyethylene, abrasive, rubber waste, ash and ash and slag waste; and also «amber»: waste containing mercury, arsenic, lead, waste batteries, phosphoric slags, waste oils, oil sludge. The scheme of organizing waste storage works is considered. The volume of accepted and recycled waste, as well as those placed at the landfill and used for their own needs, was analyzed, including construction waste, waste sleepers, ash and slag and abrasive scrap. The solution to the problem of industrial waste disposal is associated with the need for innovation and the introduction of new technologies and equipment.

Residual chemical analysis of amines used as corrosion inhibitors
Annotation:

Main problem: Presence of acidic chemicals such as carbon dioxide and hydrogen sulphide, composition of production fluids triggers corrosion. Corrosion in oil and gas industry leads to deterioration of equipment since most of equipment is made of metal alloys. Application of inhibitors is one of the corrosion mitigation methods that needs to be controlled because it is important to identify optimal concentration of the chemicals in production fluids.Residual chemical analysis plays an important rolein identifying the appropriate dosage of corrosion inhibitors and its correction. It is imperative to find the most optimal concentration of amines due to the fact that both overdose and underdose could lead to equipment deterioration. The chemical analysis is hindered by complexity of mixtures that are applied in petroleum industry. Purpose: The main purpose of this article is to find out the most effective method of residual chemical analysis for inhibitors used against sweet and sour corrosion by studying and analyzing corresponding literature review. The analysis should be carried out with robust, sensitive, and accurate instrumentation. Methods :Theoretical study of composition and mechanism of amines used in oil and gas industry as corrosion inhibitors and selection of appropriate instrumental analytical techniques for the residual analysis. Results and their importance: After careful studying and consideration of modern instrumental analytical techniques the most optimal and efficient method in terms of robustness, time saving and cost was selected. Ion chromatography is an adequate method to carry out residual chemical analysis for amines that are used as inhibitors in oil and gas industry to prevent sweet and sour corrosion.

The main directions of economic development of the region through the prism of the impact of the coronavirus pandemic

The COVID-19 coronavirus pandemic has brought about a new economic reality, to which every economic entity must adapt, regardless of the scale: within a region, a country, or the whole world. The article examines the regional economic mechanism in the context of the pandemic in the context of the interaction of the market mechanism of self-development and the control influence of the regional authorities. The destabilization of the economic situation in the regions as a result of the pandemic and related restrictions poses the problem of revising the main directions of regional policy To achieve the set goals and objectives, the general methods of empirical and theoretical research were used: analysis, synthesis, induction, deduction, generalization, description. Three spheres play a key role in the economy of Pavlodar region: industry, trade and transport. Just how to remain positive dynamics in terms of industrial production and maintained the services will depend on the development of the region, the main indicators which are discussed in this article through the prism of the events in the context of the pandemic. The necessary health measures taken in response to the pandemic have led to a severe reduction in mobility and are accompanied by high economic costs. The quarantine measures have had a direct impact on businesses, especially microbusinesses. To support this sector, tax incentives were provided, lending was expanded, and measures were taken to further facilitate the business environment. The article reflects only a small list of issues that required changes in the economic mechanism in the context of the pandemic and the introduction of restrictive measures, as well as the strengthening of the influence of external control on the economy. At the same time, the state as whole and individual regions, taking into account their potential and the actual situation in the economy, need to find an optimal balance between the prohibitions and restrictions imposed to ensure the safety of human health and the preservation of the economy in a functional mode, work and income of employees. This problem of finding a balance between prohibitive and permissive measures requires further analysis. At the same time, the state needs to develop and apply tools of a systematic nature, focused on the long term.

Application of intelligent transport systems on the roads of Кazakhstan
Annotation:

The progress of work on the creation of an "intelligent transport system" in Kazakhstan, the development and modernization of the road industry will be reported. The economic and social effectiveness of several transport corridors and new projects were analyzed. Transport corridors of foreign countries, methods of providing logistics services were presented. In his address, the head of state paid special attention to the issues of digitalization of all spheres of life of the population, including the transport sector of Kazakhstan. Currently, the Ministry of investment and development of the Republic of Kazakhstan is working on the creation of an "intelligent transport system" within the framework of the state program «Digital Kazakhstan» (ITS). ITS goal is to systematically integrate transport infrastructure, transport devices and users with modern information and communication technologies aimed at improving the safety and efficiency of the transport process. The concept will include 11 components in ITS. One of them is a special automated measuring instruments (UAVs), which are installed in the main automobile corridors. This device is designed to measure moving vehicles without contact and eliminate unjustified stops. This year, it is planned to put into operation 10 units of RSPP, and by 2020 it is planned to increase their number to 46 units. It is also planned to introduce a traffic management system that will inform drivers about the situation on the roads, a system for forecasting and analyzing climatic conditions, which is carried out through a network of weather stations along the roads, a network of video monitoring and special video cameras for detecting traffic violations, toll road systems that cover the cost of maintenance of the national road network, etc. They will be introduced in stages until 2021. The implementation of this project will reduce road deaths, increase the volume of transit traffic and the speed of logistics services, fully cover the main highways with measuring instruments and create favorable conditions for drivers on the roads. Such systems are already operating in South Korea, Japan, Australia, Europe and the United States.

Prospects for the use of natural food additives in the production of sausage products

Today, there is a full development of the food industry. It is characterized by the widest mechanization and automation of production and transport processes, the use of artificial cold and vacuum technology, the latest physical methods, chemical and biological preparations to accelerate technological processes. There are a huge variety of new products. New ways of long-term preservation of products in hermetic airtight packaging are promising. Now it is possible to deliver products from almost any industry to anywhere in the world. But the main problem for the modern consumer is that today's food industry is moving by leaps and bounds in the application and addition of chemical food additives: preservatives, flavors, dyes, stabilizers, antioxidants and substitutes for raw materials. To correctly answer the question of how to treat the use of food with food additives, it is necessary to understand and weigh the main disadvantages and advantages of using them. Advantages are that the product is better preserved, has an attractive appearance. Disadvantages are that the human body wears out, processing various chemicals, it is harmful to health. And with certain doses of use it becomes dangerous. Everyone has their own attitude to their health and their own priorities in life. Many people have come to terms with the daily use of products with additives, but others consciously refuse almost everything in the store. But the fact that no one wants to be poisoned from an overdose of various chemicals or starve to death. Therefore, the main advice is to carefully study the composition indicated on the label of food products and know the measure of their consumption. It is also impossible to believe blindly that the label was written with the truth. Manufacturers often use additives literally visually, which can lead to the production of a product with a dangerously higher concentration. It also happens that the manufacturer intentionally exceeds the norm in order to hide the shortcomings of the product (stale, poor quality of raw materials) and increase the yield of the finished product. The food additives added to many foods (usually designated by the code E) are predominantly harmful to the body. With moderate consumption, the use of products with E-supplements is not too harmful to the body (for example, several times a month). The situation is dangerous when a person consumes products with a large number of food additives daily or even several times a day when using various products. Nowadays, there are several hundred food additives with the code E (from E100 to E1521).

Despite the fact that the structure of the communications and telecommunications market of the republic has changed significantly for the better in recent years, the development of various segments of the industry has diverse regularities that form quite definite trends that determine the prospect of their development. In this regard, the aim of the research was the analysis of the state of the telecommunications industry of Kazakhstan, identification of the main players in the industry, identification of tendencies and regularities of development of its segments. As a scientific tool for solving the problem set in the article, a set of methods of statistical and analytical analysis was used, on the basis of which the main provisions of the analysis, problems and tendencies of development are justified and illustrated. It should be noted that the market of information and communication services of the Republic of Kazakhstan is characterized by a state presence, the essence of which is manifested both in the use of tools that form structural and technological shifts in the development of market industries, and support for its development in priority areas that determine the competitiveness of the market of the state, as a whole. One of these tools in the development of the information and communication sector of the Republic of Kazakhstan is the state program “Digital Kazakhstan”. The development of the market is accompanied by the emergence of new players in it from the technology sector, and as a result, increase of the competition for consumer through the expansion of the range of services, improving their quality and pricing policy. As a result of competition, a pool of leading operators has been formed in the sphere of telecommunications services in the republic, whose activity already go beyond the national framework. At the same time, the infrastructure of the industry, which is characterized by the dominance of analog data transmission system and the underdevelopment of digital and satellite infrastructure, still needs to be improved. Revisiting Correlations between Real and Imaginary in Space of Surrealism

Main problem: this article deals with the research of surrealism which is not just one of ordinal modernism directions or one of many isms in the art of the 20th century, but which appears as a universal phenomenon in the culture of the epoch, reflecting its main features; surrealism has risen many issues substantive for culture modernity, and resolutions of which are worthy in-depth study. Purpose: to determine the meaning of the unconscious when building a surrealistic world picture and show the relationship and interinfluence of the arts and reality, real and imaginary within the frames defined by surrealism. Methods: the study is based on philosophical and art review of literary and art works performed by surrealists. In various manifestos and works made by surrealism figures it is traced the intention to penetrate into the depth of human psycho using dreams and different mental illnesses. It is known about the enormous impact that the discoveries made in the field of psychoanalysis had on the development of Surrealist philosophy. So, the method of free associations was popular, which was actively used by the Austrian scientist Z. Freud in his medical practice, talking with the patient and analyzing his dreams, the doctor with the help of key symbols revealed the cause of the neurosis, and the surrealists were attracted by the research of the Swiss psychiatrist C. Jung, devoted to the analysis of archetypes and symbols in the lives of various peoples. Results and their importance: practical significance of the study is related to the following circumstances: the necessity to make sense for the reasons of the crisis which encompasses the culture today, the search of possibilities and ways to recover it; u this work’s materials can be also used in research of creations of young Kazakhstan avant-garde artists. The research materials can also be used in the practice of teaching philosophy, cultural science, psychology, and other humanitarian disciplines and also in work of fine art experts and museum staff; based on the materials of this research, the special courses on culture philosophy, culturology, esthetics and theory of arts can be developed.

Main problem: In the 18th century, when industrial production began, the use of steam and mechanized production caused major changes in the economy. During this period, production underwent a revolutionary transition from manual labor to mechanization. The potential impact of Industry 4.0 on labor markets remains an under-explored scientific field. It is estimated that Industry 4.0 will lead to unemployment by changing the employment structure and will bring new structural problems in terms of unemployment and labor relations. Purpose: The purpose of the study was to establish the impact of Industry 4.0 on the labor market and identify the consequences of the impact. Methods: studied, the evolution of production development, when mass production with electricity led to the Age of Industry 2.0, and then the emergence of the digital revolution, the use of electronics and information technology in production processes, marked the beginning of the Age of Industry 3.0. It is expected, according to international experts, scientists, that automation and robotic production will have a serious impact on the unskilled workforce and cause a critical reduction in the labor force of vulnerable sectors of society, that is, women, migrants, youth and the elderly. Results and their significance: This study assessed the possible impact of the fourth industrial revolution on labor markets. Problems and prospects of using the Industrial certificate in the Republic of Kazakhstan

The Kazakhstani manufacturer has repeatedly faced situations when pseudo-enterprises, disguising themselves as domestic producers of goods, works and services, received preferences and used government support measures, won government and other purchases, while not having enough equipment for production. The article is devoted to current problems and prospects for the application of the Industrial Certificate in the Republic of Kazakhstan. The dynamics of the development of the sphere of public procurement of the Republic of Kazakhstan is considered, depending on the specific requirements for certain areas of production of goods, works and services. The material in this article is important from the point of view of ensuring fair competition between competing enterprises in the same industry. The complex of transformations in the system of standardization, certification and quality management has been carried out since the first years of independence of the Republic of Kazakhstan. These transformations have been observed over the years, vivid examples of which are: the application of the European model of technical regulation to the modern realities of the economic situation in the Republic of Kazakhstan, accession to the Customs Union, the adoption of unified technical regulations of the Customs Union, the introduction of new regulations and legal acts defining the share of local content in products and services, as well as the potential of domestic industries. The results of these transformations have proved that the system of technical regulation of the Republic of Kazakhstan is an effective tool for the development of the economy. The development of new Kazakhstani normative legal acts and normative documents introduced to support the domestic producer of goods and services will contribute to the transformation of the old system and the creation of a new one that is fundamentally different from the previous one. The article discusses problematic issues in the field of industrial certification, namely: a lack of qualified personnel; unregulated pricing system for work carried out in this area; the complexity of the industrial certification procedure; a lack of automation of processes of the industrial certification mechanism. Analyzing the practice of industrial certification, this article offers recommendations for solving the above problematic issues. New edition of amendments and additions to the «Rules for the formation and maintenance of the register of domestic manufacturers of goods, works and services, as well as the issuance of an Industrial certificate» approved by the decision of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» dated 28.12.2018. No. 28 is designed to reconstruct the process of obtaining the Industrial Certificate. The process should become more transparent, understandable and highly efficient. Also, with the introduction of changes, the problems that hindered the receipt of the Industrial certificate by individual enterprises should be resolved.

Main problem: One of the officially recognized problems of the system of state planning and regional development is imperfection of the methodology for assessing the effectiveness and efficiency of the implementation of the activities of state bodies. In fact, there is no assessment of economic and social efficiency and an assessment of the impact on society. In this regard, the authors have developed methodological approaches to assessing the quality (effectiveness) of state programs (on the example of the program of the Republic of Kazakhstan “Employment Roadmap – 2020”) is urgent task for theory and practice of regional development. The purpose of the research is the investigation of the methodological foundations for evaluating the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment (based on the materials of program of the Republic of Kazakhstan “Employment Roadmap 2020”). Methods: The article uses a systematic approach to solving problems that ensures the unity of qualitative and quantitative methods: qualitative content analysis; a monographic method; the method of economic and statistical research. Results and their value: The value of the study lies in the fact that methodological approaches to the evaluation of programs in the public administration system are identified. For an economic assessment involving the calculation and analysis of unit costs per program participant, the authors propose to conduct dynamic and comparative analysis of the values of unit costs for achieving final results in directions of“DKZ-2020” program. This will allow to compare individual projects and program areas by costs in dynamics and further to identify those factors that work for their unjustified growth. Main problem: Computer systems and technologies are changing our society significantly. These changes are interconnected with both social and production spheres. Innovative digital technologies have a huge impact on the labor market and professional activity, contributing to their transfer to the electronic environment. Using digital technologies, modern people set new goals and solve problems with an increasing speed of problem solving, capitalizing on the possibilities of collaborative distributed actions within networks. In this regard, new competencies of specialists are in demand. Purpose: The purpose of this study was to establish the impact of the fourth industrial revolution on the education system and the development of skills and thinking for learning. Methods: When conducting scientific research, economic and statistical methods were used. These methods were also used in comparative analysis, as well as in assessing data and indicators of the higher education system, taking into account the impact of the fourth industrial revolution. The analytical method was used to consider the characteristics and factors influencing the development of skills and thinking for learning in modern conditions. The abstract-logical method is used to identify problems affecting the development of the labor market under the influence of digital technologies. Results and their value: The result of the study is that conclusions are drawn about the upcoming changes. Automation and digitalization are likely to lead to significant unemployment in most countries, so adaptation innovation policies are needed to help offset unemployment due to digitalization. Governments need to invest heavily in higher education as an economic development tool for their citizens. Lifelong learning should be identified as a critical element of success in the era of the fourth industrial revolution. Development and research of means and methods for improving the efficiency of heat stations in the Republic of Kazakhstan

The main problem: This article is devoted to the key problems of the fuel and energy complex of the Republic of Kazakhstan: 1) lack of production capacity to meet the growing demand for energy and fuel from the economy and the population. Increased demand for electricity and heat, which will require the commissioning of new generating capacities.There is already a shortage in the fuel markets. Modernization and bringing the existing oil refineries (hereinafter referred to as refineries) to full capacity will not allow providing the domestic market until 2030; 2) the export orientation of raw materials, the dependence of the economy on the export of energy resources. In order to attract technology and investment in the oil and gas and nuclear industries, agreements on the extraction of energy resources were concluded with international export companies. In the medium term, Kazakhstan may face a shortage of oil for domestic refineries, if measures are not taken to stimulate its refining within the country. The uranium mined is fully exported; 3) high energy intensity of the economy, low level of energy efficiency. There is a high potential for increasing the efficiency of energy use both in the electric power industry and fuel production, and at the level of final consumption – in industry and housing and communal services; 4) decrease in the replenishment and quality of the resource base in the oil and gas, coal and nuclear industries; 5) low environmental friendliness of technologies used in the fuel and energy complex. Purpose: The purpose of the article is to reveal the problem in the field of ensuring the fulfillment of international obligations between different countries and their own energy sufficiency by gradually changing the structure of energy production. Methods: Studying the experience of increasing the efficiency of the use of energy resources and energy saving as a priority of the state policy of the country. Analysis of production capacity with a constantly forecasted shortage of primary energy resources and insufficient growth of capacity for the production of electricity and heat. Consideration of the possibility of compensating for the shortage by saving energy resources, increasing tariffs for energy carriers, as a stimulating factor for their effective use. Results and their significance: The results of this article will reflect the problems of energy, as the most important driving force of global economic progress. The well-being of the people depends on the state of the country's energy sector, therefore there is an urgent need to solve the emerging problems. The global energy problem is, first of all, the issue of stable and efficient supply of fuel and energy to mankind. Today, the energy sector of Kazakhstan is focused on fuel resources, since the country is provided with hydrocarbons and other energy resources. About 72 % of electricity in Kazakhstan is generated from coal, 12,3 % from hydro resources, 10,6 % from gas and 4,9 % from oil. Thus, the four main types of power plants generate 99,8 % of electricity, while alternative sources account for less than 0,2 %.

Study of international experience in the field of industrial safety
Annotation:

Currently, close attention is paid to industrial safety at hazardous production facilities. Compliance with industrial safety requirements is directly related to the risks of accidents that can lead to man-made disasters, negatively affect the health and life of the population. As in any other industry, there are problems in ensuring industrial safety. There are several reasons for this: the backlog of standards from scientific and technological progress, the exclusive competence of state authorized bodies, and the lack of a risk-based approach. After the collapse of the USSR, the requirements of industrial safety in the Republic of Kazakhstan have practically not changed: laws and statutory instruments (hereinafter-the LSI) are approved and put into effect, after which they are constantly changed and supplemented; the presence of national and international standards, which, in fact, are revised on the basis of the USSR standards, taking into account the influence of the realities of the time. It can be concluded that the current standards are not focused on the future, scientific and technological progress, innovation, so they are constantly undergoing changes, thereby adapting to the necessary requirements that dictate modernity. State regulation does not contribute to the effective development of industrial safety. This is due to the fact that the state performs exclusively supervisory functions (thus it is exclusively educational in nature), and there is no dialogue between authorized state bodies, expert organizations, scientific organizations, and testing laboratories. If we consider the experience of the Russian Federation in the field of industrial safety, then it makes no sense to accept even some experience, since: similar to the Kazakhstan’ LSI and regulatory and technical documentation (and their constant dynamics), the development of cooperation with the Russian Federation within the framework of the Eurasian Economic Union. Accordingly, it is advisable to consider the experience in the field of industrial safety in Europe and the United States of America because of the effectiveness of regulation and supervision than in the Republic of Kazakhstan and the Russian Federation. This article provides information about international experience in the field of industrial safety in the United States and the European Union. The tasks of state regulation in the field of industrial safety in the Republic of Kazakhstan, the Russian Federation, the United States, and the European Union are described in detail. The analysis of normative-legal acts and normative-technical documentation is carried out. Based on the analysis of international experience, solutions to problems in the field of industrial safety for the Republic of Kazakhstan are essentially presented. The purpose of this article is to reveal the problem in the field of industrial safety in the Republic of Kazakhstan and international experience that the Republic of Kazakhstan can borrow in order to effectively ensure industrial safety. Study of international experience (USA, EU countries, Russia) in the field of industrial safety in terms of: analysis of standards; regulation (control and supervisory functions) to ensure safety. Investigation of the dependences of the rheology of calcium alginate solutions on concentration, temperature and shear rate
Annotation:

The main problem: The rheological properties of calcium salts are of theoretical and practical interest for a modern researcher. The theoretical interest is primarily related to the search for general patterns and manifestations of the rheological properties of solutions of calcium salts. The practical component is based on the search for patterns and dependencies of the properties of solutions on the structure and composition of the object of study. Such chemicals as calcium salts are of particular practical interest, they are widely used in various fields, such as the food, chemical and pharmacological industries. Hydrophilic high-molecular solutions of alginates, namely calcium alginate, are actively used in the preparation of soft dosage forms, the manufacture of jelly masses in confectionery, act as thickeners in the food industry. They are characterized by a fairly high percentage of viscosity at low concentrations, bioavailability, prolonging effect, absence of irritating properties, biocompatibility with many polymers, which is especially important in the pharmaceutical industry and medicine. The use of calcium salts for these purposes is currently very promising, since these organic salts have a number of unique properties associated with gelation. Purpose: This paper contains the results of studying the features of the rheology of calcium alginate solutions. A concentration range of 0.1-0.7 % was chosen for the studies, which is sufficient to avoid gelation at room temperature. The dependence of viscosity on concentration, temperature (in the range of 25-45 °C) and shear rate were studied. Methods: Analysis of theoretical sources, observation, comparison of results. The rheological characteristics of the obtained substances were studied using a capillary viscometer. The measurements were carried out in the temperature range of 25-45°C. Results and their significance: it was found that there is a significant dependence of viscosity on concentration and temperature. For concentrations of 0.3 – 0.7 %, a similar type of dependence is observed, in contrast to solutions with a concentration of 0.1 % . Explanations of these dependencies were proposed.

Study of the biochemical properties of bacteria of the genus Lactobacillus and their identification
Annotation:

This article discusses the current data on the biochemical properties of bacteria of the genus Lactobacillus and their use in industry, particularly in dairy production and biotechnology. Microorganisms of the genus Lactobacillus have antagonistic activity against pathogenic microorganisms and perform an immunomodulatory function. The positive effect of lactobacilli on human health explains their active use in probiotics. The positive effects of normal intestinal microflora and probiotics are mainly due to bifidobacteria and lactobacilli. In probiotic therapy, various types of bacteria of the genus Lactobacillus are used, such as: L. acidophilus, L. rhamnosus, L. plantarum, L. fermentum, L. delbrueckii subsp. bulgaricus, L. casei, L. paracasei. In recent years, the biotechnology of probiotics has been intensively developing - drugs used for the correction and prevention of microecological disorders in the gastrointestinal tract of humans and animals. An urgent issue is obtaining new data on the biological properties of lactobacilli, creating new probiotic preparations based on them using modified approaches to cultivation. The results of determining the species L. acidophilus L. casei, L. rhamnosus, L. paracasei, obtained by the classical biochemical identification method based on saccharolytic activity, complicating species identification, are comparable to the molecular genetic method. In the case of L. casei, L. rhamnosus, L. paracasei, it is necessary to carry out modern identification methods based on the polymerase chain reaction, since their biochemical properties are similar, which makes it difficult to carry out species identification. The molecular genetic method is a valuable addition to the intergeneric and species identification of lactobacilli, given the variability of the classical biochemical method.

Some aspects of justification of acceptable risk levels in oil refineries
Annotation:

Currently, the problems of environmental safety are facing society. The industry develops every year. In this critical economic situation, the oil industry is a stimulant for the economic sector in Azerbaijan. The level of development of this industry is also relevant due to other reasons: sociological, technological and features of the economy of Azerbaijan. The production activity of oil processing, concentrating harmful substances and energy, is a source of man-made danger and pollution of the natural environment. The risk management process mainly consists of three stages - risk safety analysis, risk assessment, which is carried out in comparison of calculated and actual risk levels, the so-called acceptable risk levels and the adoption of appropriate regulations and management decisions. One of the factors that should be taken into account when assessing risk and safety is to determine the necessary costs. Since these costs are paid directly to the company, they try to minimize them as much as possible, which reduce the accuracy of risk assessment. One of the objectives of the study is to determine the optimal value of the necessary costs. It is established that the less reliable the method, the lower is the cost of its implementation. The methodological basis of the work was scientific works on these problems of scientists-economists, mathematicians on safety and risk assessment at industrial enterprises. When developing the presented methodology, computational algorithms developed by Dow Chemical were used. This company has collected a large volume of material on accident statistics, taking into account damages. Based on the obtained and experimentally verified data, a system of indices has been developed, an assessment of various indicators for qualitative and quantitative risk assessment of oil refineries. The analysis of the technogenic danger of oil refineries makes it possible to determine ecological and economic losses and choose rational possibilities of acceptable risk. The required costs, depending on the level of risk, are determined based on an increase in the accuracy of calculating the probability of occurrence of the cause of risks. The article examines the relationship between the expected level of risk and economic losses during oil refining in separate technological units, which allow determining the required level of risk and the expected economic damage.

Development of a technology for producing organic fertilizers based on catalytic processes
Annotation:

The article is devoted to the development of a technology for obtaining organic fertilizers from poultry waste based on biocatalytic processes. Currently, many poultry farms have become sources of environmental pollution, thereby causing serious environmental problems and economic and social damage. The problem of reliable protection of the natural environment from pollution by bird droppings is currently relevant. In the area of operation of large poultry farms, air pollution by microorganisms, dust, foul-smelling organic compounds, which are decomposition products of organic waste, as well as nitrogen, sulfur, and carbon oxides, is possible. Bird droppings contain acids, nitrogen, phosphorus and potassium, heavy metals. The content of nitrogen, phosphorus and potassium changes dramatically depending on the quantity and quality of the feed. Humic substances isolated from brown coal have a sufficiently high sorption activity and are used as cheap sorbents for solving a number of environmental problems in industry. These studies are aimed at minimizing the main disadvantage of the anaerobic digestion process, the low reaction rate, which leads to the need to create large-volume bioreactors. On the basis of the research carried out, a technology has been developed for obtaining organic fertilizers from poultry waste by the method of anaerobic fermentation of chicken manure with humidity at a temperature of 27 °C - 50 °C with the addition of sodium humate. The resulting fertilizer is intended for use in agricultural production, horticulture, floriculture, forestry, municipalities, in household plots in order to increase the yield and quality of crop production. For the developed technology, an application has been submitted for obtaining a Patent for the invention of the Republic of Kazakhstan «Method for producing organic fertilizers» (priority No. 2021-22818, dated July 13, 2021). The invention allows to significantly reduce the time of fermentation, to enrich the product with organic and mineral products contained in sodium humate, to convert the salts of heavy metals into an insoluble state, to improve the environmental friendliness of the method.

Comparative evaluation of different extraction methods of medical plants
Annotation:

The development of extraction techniques of medical plants aims to maximize the bioactive compounds production. Тechnologies in this area of industry have not high enough еfficiency factor. In some cases, it reaches only 40-50 %. Therefore, development of new methods to effectively extract different compounds from plant material and their input into large-scale industry is of great importance. The goal is to determine an effective and suitable technology for extracting bioactive compounds from medical plant. This is a narrative review paper which focuses on different extraction methods of medical plant. To find relevant articles for this narrative review, 73 articles were reviewed. Of these, 14 irrelevant documents were discarded. This review analyses various extraction processes to guide the selection of suitable methods for various types of medical plants and applications. This is done by outlining traditional and modern methods of extraction techniques, exploring the importance of solvents for extraction, and comparing novel and alternative methods of extraction. In conclusion, based on the current knowledge, solvent extraction is the most common method for medical plants extraction. Enzymatic hydrolysis and supercritical extraction are advanced techniques with high yield of compounds. However, more research is needed for some modern extraction methods.

International experience in automating public services in the system of land relations
Annotation:

The article considers international experience in automating the system of land relations, aimed at improving the quality and reducing the time for the provision of services by state bodies to citizens and organizations, providing access to information databases, which positively affects the development of effective government decisions for the effective use of land resources, and also improves social welfare. In Kazakhstan, the transfer of land cadastral information to electronic media continues, and the automated information system of the land cadastre is being improved. The task of creating a unified mechanism for state cadastral registration of land plots according to uniform rules and technologies for all, identification and individualization of land plots and objects of immovable property firmly associated with them, for subsequent state registration of rights to land plots and transfer of information to the territorial bodies of the State Revenue Committee, remains relevant. To study the experience of developed countries in the provision of public services in the system of land relations through the development of official land information systems. The article used general scientific methods from general to concrete one, synthesis, theoretical generalization, induction, deduction, and system analysis. Based on the studied experience of developed countries, relevant conclusions and proposals were made: information technology is a useful tool and can help overcome bureaucracy, backwardness, isolation, monopolistic practices, and inefficiency in the public and private sectors; the use of state bodies for effective regulation of geographic information (GIS) systems that allow solving a wide range of tasks, as well as the use of modern information technologies, contributes to the transition of the activities of state bodies to a qualitatively new level of state control, which allows for full transparency of information about the land fund and objects real estate of the country, as well as its availability to the population. The provision of public services in the field of land relations using information and communication technologies reduces entry barriers and transaction costs in business, increases competition, and improves mechanisms in this area.

The role of the tax passport in assessing the tax potential of the region
Annotation:

The tax system, as an integral area of the economic direction of state policy, urgently requires such construction and development that will be directly related to those main vectors of the state policy of socio-economic development, which will help ensure a sufficient amount of tax revenues to the budgets of different levels. In many countries around the world, the COVID-19 pandemic has led to a significant deterioration in the state of public finances. Containment measures, increased government spending, and reduced tax revenues have led to an increase in the budget deficit and public debt, which as a percentage of GDP has reached its highest level in several decades. Restoring public finances is a priority for all countries for many years to come. At present, in the Republic of Kazakhstan, it became necessary to develop a single document, the basis of which should be a system of indicators that determine the trends in the development of the macroeconomic situation in the region, as well as the influence of sectoral and regional factors of the current structure of financial flows on the state of the tax base and the prospects for its development. Purpose of the article is a substantiation of the role of the tax passport in assessing the tax potential of the region in modern conditions. The tax passport of the region should be considered as a document that allows assessing the existing tax base of the region, the level of the tax burden in the context of certain types of taxes in dynamics, by industry, as well as developing a forecast for the receipt of taxes and fees for the future, both under the current legislation and taking into account its possible change. When writing the article, the dialectical method of cognition, the methods of scientific generalization and classification, the method of systemic and comparative analysis were used. The introduction of tax passports will mean the beginning of a qualitatively new system of tax collection, corresponding to market conditions and the scale of the revival of the economy, that will contribute to a change in the tasks of the tax service (there is a need to predict the volume of tax revenues in the medium term, develop new concepts in the field of taxation that contribute to the development of business without prejudice social programs, substantiation of tax programs to ensure protectionist policy in the field of foreign economic activity).

HR Strategy and HR Policy as a management system tool based on Kazakhstan companies’ experience

One of the management concerns of the progressive development of a modern organization is the efficiency of its HR potential. This concern is often resolved to quality issues of training graduates, inefficient labor market regulation, both at public level and regional one. These factors, external to the organization, positively impact the effectiveness of its activities, but today the government and business environment have already formed the tools to address this problem. However, there are also a number of inner concerns in HR management based on non-exact coordination and balanced HR Strategy, its orientation, goals and objectives and the company’s strategy. But only in this situation, both HR Strategy and HR Policy, more specifically, can become an effective tool for HR management as part of the company’s strategic development objectives. The purpose is to study and make a comparative analysis for supporting HR Policy of a number of major Kazakhstan companies, to analyze the relationship and coordination of companies’ HR Policy with their general strategy. We used classic methods, such as analysis, comparison, description, generalization, justification, etc., while preparing the paper and rationalizing the problem studied in it. As to this paper, based on materials of major companies of the Republic of Kazakhstan, the authors study and identify the content of HR Strategy and HR Policy as the main factors of domestic employers’ approach to HR management issues. The analysis proves the multi-vector approaches of Kazakhstan organizations to the formation and HR development. It seems also obvious that HR Policy of Kazakhstan companies has been and remains highly situational manner providing rationale to solve some or other HR problems related to dynamics of market situations and dynamics of goals and objectives for their development. The authors emphasize that the effectiveness of HR management and the HR Policy one of the organization requires a clear comprehension of the position and relevance of HR in organization. Honestly, this comprehension will be mainly governed by such factors as ownership, industry aspects, productivity levels, buoyancy rate of technologies used and the market of products or services sold by the organization. It is highly important that this comprehension is embodied properly in HR Strategy and HR Policy of the organization and is balanced with its market development strategy.

Simulation of the working cycle of a diesel engine with a system of periodic shutdown of the cylinders
Annotation:

Combustion engines operate over a wide range of power and speed. To the greatest extent, this applies to automotive and tractor engines and diesel engines operating at fractional and idle loads for a significant part of the operating time. When designing engines, the choice of their main design and layout parameters is carried out in a comprehensive manner, taking into account the provision of the required power and efficiency in the modes of maximum torque and rated power. However, ensuring the economical operation of modern highly accelerated diesel engines at low loads and idling causes a whole range of problems related mainly to the organization of effective mixture formation and fuel burnout, as well as to ensuring stable fuel supply. Thus, the cycle dose of injected fuel in idle mode is 8–12 times less than the cycle dose in nominal mode, which determines increased requirements for fuel equipment and difficulties in ensuring high-quality mixture formation. At the same time, diesel engines operate in idle mode up to 50 % of the total operating time, consuming up to 15–20% of the fuel. For truck engines, the relative idle time is approximately 20–25 %. Thus, the development of measures to improve the efficiency of diesel engines at idle is relevant. The purpose is to perform a numerical analysis of the effect of switching off cycles in diesel engines for autotractor and diesel locomotive purposes on the working processes in the cylinder and the indicator parameters of the cycle in idle modes. When writing the article, traditional methods (comparison, description, and measurement), generallogical methods and research techniques (analysis, generalization, etc.) were used. A numerical analysis of the operating cycle of a diesel engine equipped with a cycle shutdown system was performed. The relationship between changes in fuel injection characteristics when cycles are turned off with indicator indicators of the engine operating cycle in idle load modes is disclosed. It has been established that the expediency of switching off cycles in a specific engine operation mode is determined primarily by the features of the injection, carburetion and fuel burnout processes.

About the use of CASE-technologies in the process of designing information systems

Main problem: Today electronic information is one of the important resources in the management system. Electronic information resources are not only means, but also control flows. For example, any instruction or instruction in the management system is actually a guide to action. At the same time, for example, data on the movement of an object (employees, goods, money, etc.) are information resources, the storage and accounting of which is the basis of the organizational process. Large flows of information require their structuring, and operations on them become time-consuming. One of the ways to solve this problem is the development and implementation of an information system. Purpose: To analyze and design an information system using specialized tools designed to optimize the implementation of the above stages of software system development, using the example of a real business process. Methods: The article discusses the methodologies of CASE tools designed to automate software development processes, namely, the first two stages of the life cycle: analysis and design of a software product. The analysis and design of the business process functionality is carried out using the IDEF0 functional modeling methodology. The design of the database structure of the information system was carried out using the methodology of semantic (information) modeling IDEF1X. Description of the scenario of the designed software for a real business process is carried out using the dynamic modeling methodology IDEF3. Results and their significance: The article substantiates the relevance of the use of modern CASE-technologies in the process of analyzing and designing a future information system, as well as for the purpose of possible optimization on the example of a real business process "Inventory accounting". As a result, a comprehensive business process model was built using tools based on CASE-methodologies. The resulting model, as well as the description of its construction, is a clear example of the use of CASE technologies for software developers, as well as system analysts and IT specialists.

Analysis of the problems of the procedure for issuing an Industrial Certificate in the Republic of Kazakhstan and ways to solve them

Main problem: It is very important for each company to obtain an industrial certificate, which makes it possible to get into the Register of Domestic Manufacturers, as they expect to receive large orders. With the receipt of an industrial certificate, their prospects for participation in various tenders and purchases will significantly increase, where they can show their abilities, compete with domestic producers, and also have an advantage over importers. Since July 1, 2019, the industrial certificate has become mandatory for participation in public procurement. Corresponding changes to the rules for public procurement were made by the Ministry of Finance of the Republic of Kazakhstan. Taking into account the experience of the «Rules for determining the country of origin of goods, issuing a certificate of origin of goods and canceling its validity», approved by Order of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated February 24, 2015. No. 155», it becomes clear that the document does not take into account a number of «narrow» specifics of individual industries. Purpose: development of amendments and additions to the «Rules for the formation and maintenance of the register of domestic producers of goods, works and services, as well as the issuance of an Industrial Certificate» for the subsequent possibility of obtaining an Industrial Certificate by a chemical industry enterprise for the production of mineral fertilizers. Methods: study and analysis of literary sources, statistics and modeling of the procedure for issuing an Industrial Certificate. Results and their significance: the problems of application were studied, ways to solve these problems were found, and amendments and additions to the “Rules for the formation and maintenance of the register of domestic producers of goods, works and services, as well as the issuance of an industrial certificate” were developed. At the moment, the Rules need to be carefully finalized. It is necessary to consider this issue together with authorized state bodies, associations and business representatives, since obtaining an Industrial Certificate will directly affect participation in public procurement, and, accordingly, the economy of the Republic of Kazakhstan.

From the history of public administration in Kazakhstan during the period of "war communism"
Annotation:

The article examines the emergence and functioning of the Soviet institutions of power in Kazakhstan during the period of "war communism". On the basis of archival materials and published works, the author analyzes the activities of Soviets and revolutionary committees. The purpose of the article is to study the main trends and features of the development of local government in Kazakhstan in 1918-1921. The study is based on the principles of historical, scientific objectivity and systemic structural-functional analysis. For this reason, the author used such methods as the method of historical reconstruction for the reorganization of the administration of Soviet, party and other local bodies; the method of isolation for the study of local (regional) features in relation to local phenomena and processes in the energy sector; the method of typology, which made it possible to identify and describe different types of local authorities. The authors come to the conclusion that in 1918-1921, during the period of civil resistance, "war communism" and the beginning of the Chamber of Commerce and Industry, bodies of the new Soviet power appeared and operated in Kazakhstan. They are characterized as having an anti-democratic character; strict social orientation; alienation of indigenous peoples; immanent nature for creating conflict situations; choosing non-optimal ways and means of solving a problem situation; unification of party and state. As a result, an overgrown and clumsy class of party classification was formed, which was not provided for by the Constitution of the USSR.

Methodische Aspekte der Technologie zur Entwicklung elektronischer Lehrmittel

Das Hauptproblem: die allgegenwärtige Einführung von Informationstechnologien führt zu erheblichen Veränderungen in verschiedenen Bereichen der menschlichen Tätigkeit. Auch der Bildungsbereich ist keine Ausnahme. In diesem Zusammenhang hat der Autor in diesem Artikel ein aktuelles Problem behandelt, das in der Entwicklung elektronischer Lehrmittel liegt und eine der aktuellen und vielversprechenden Richtungen der Informatisierung des Bildungsprozesses ist. Es wurden die Arbeiten von Wissenschaftlern S.S. Sysoeva, V.M. Kuharenko, A.I. Bashmakova, T.I. Koval, E.S. Polat, A.Y. Uvarova, P.I. Serdjukow, A.A. Andreev analysiert. Diese Arbeiten enthalten Anforderungen an die Entwicklung elektronischer Lehrmittel. Nach der Analyse beschrieb der Autor die Entwicklungsschritte von elektronischen Lernprogrammen, die Prinzipien, denen sie entsprechen sollten, und führte eine Liste der Module an, aus denen das elektronische Lernprogramm bestehen sollte. Aus der vorhandenen Vielfalt an Softwarekomplexen hebt der Autor CourseLab, Smart Builder, MOS Solo, Google Sites, iSpring Suite, TurboSite, Adobe Animate, HTML5 hervor. Die Entwicklung von elektronischen Lehrmitteln für die vom Autor des Artikels vorgestellte Technologie und deren anschließende Anwendung im Bildungsprozess wird dazu beitragen, die Lehr- und kognitive Aktivität der Lernenden auf einem effizienteren Niveau zu organisieren. Zweck: beschreibung der Technologie zur Entwicklung von elektronischen Lernprogrammen unter Berücksichtigung bestehender Anforderungen. Methoden: der Artikel verwendete Methoden zur Analyse, Synthese und Abzug. Die Analyse der Anforderungen und Prinzipien für die Entwicklung elektronischer Lernprogramme basiert auf einer deskriptiven und analytischen Methode. Ergebnisse und ihre Bedeutung: das praktische Ergebnis der vorgeschlagenen Technologie war das entwickelte elektronische Lernprogramm «Entwicklung mobiler Anwendungen». Die Ergebnisse der Studie haben neben der theoretischen Bedeutung auch eine praktische Bedeutung, die in einer positiven Dynamik liegt, um den Widerspruch zwischen dem ständig wachsenden Informationsfluss und der begrenzten Fähigkeit der Lernenden, ihn zu erlernen, zu lösen. Die bewusste Verwendung elektronischer Lehrmittel im Lernprozess ist eine grundlegende Möglichkeit, die Bildungsqualität zu verbessern, indem die verwendeten Unterrichtsmethoden und -techniken in Richtung Individualisierung und Fokussierung auf den Lernenden geändert werden.

Specifics of management in tourism of Pavlodar region
Annotation:

Main problem: for the 2019-2021 years of the implementation of the state program, the indicator for the number of incoming visitors in the tourism sector of the region was achieved in 2019. In 2020-2021, the indicator was not reached due to the global pandemic associated with the spread of coronavirus infection by Covid-19, and therefore the attractiveness and profitability of tourism in Kazakhstan decreased. Tourism and the increasing demand for tourism services every year are becoming a source of large incomes and profits in many countries. According to the World Travel and Tourism Council (WTTC), travel and tourism is currently the largest industry in the world, taking into account the contribution to global GDP and employment. [1] The conclusions made in this paper and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry. The purpose: to study the theoretical and practical aspects of the development of the tourism industry in the Pavlodar region. Methods: in the course of the research, the following methods were used: theoretical analysis of literature, methods of ranking, analysis, grouping and systematization of data, statistical methods. Results and their value: currently, the tourism industry of both Kazakhstan and its regions is gradually beginning to develop. The article presents the result of assessing the attractiveness of the tourism market and shows ways to expand the industry, as well as reveals the specifics of management in the tourism sector. The formulated conclusions and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry of Pavlodar region, as well as the development of a mechanism for using tourism potential in the socio-economic development of Kazakhstan. This study is relevant, since the main task for today is the need to study the problems and challenges in the field of tourism development, which will contribute to the development of other related industries in the Republic of Kazakhstan. The development and solution of the problems of the tourism industry itself will undoubtedly lead to an increase in the opportunities of this market and the demand for services and, as a result, will affect the development of economic indicators of both regions and the whole of Kazakhstan.

Experimental studies of the structural and rheological properties of processed cheeses in the selection of melting salts

As part of solving the priority tasks set in the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, a significant role is given to the development of the food industry, including dairy products. Big tasks are to be solved by branch science in the field of processing raw materials of plant and animal origin using the achievements of bio- and nanotechnologies to improve the quality, biological, nutritional value and food safety. New approaches are needed to organize the complex processing of plant and animal raw materials in order to improve the economic, social and environmental aspects of the production itself, as well as the life of the population of the Republic of Kazakhstan. Despite the extensive range of processed cheeses, it is constantly updated. This is due to the need to meet the requirements of nutritional science, changing consumer demand, as well as the availability of raw materials and considerations of the profitability of a particular type of cheese. The working hypothesis of the research was the assumption that for the melting of raw materials it is possible to use reagents that affect the active acidity of the medium, stabilize the structure, bind moisture and improve the consistency and organoleptic characteristics of the finished product. The article is devoted to the issue of the process of melting rennet cheeses. The purpose of the article is to show that the melting process is closely related to different forms of raw material protein micelles. In this article, the influence of the type and amount of melting salt on the formation of the structure of processed cheese is considered, the rheological indicators of experimental products are determined in accordance with the scoring of processed cheeses. The indicator of water activity (аw) was established, the microbiological parameters of the experimental products were determined.

Application of resource-saving membrane technologies in the production of dairy products in the Republic of Kazakhstan

In Kazakhstan, within the framework of the Program «Development of domestic value and export-oriented industries», new modern dairy enterprises are being actively modernized and new modern dairy enterprises are being created, where membrane processes are being introduced to concentrate the components of milk. This is necessary for the rational and integrated use of raw materials, including through the processing of secondary resources, the main of which is whey. Membrane processes are widely used for the use of fractionation and concentration of liquid dairy products, which allows for a new solution to the processing of raw materials and opens up opportunities in the development of new types of food products. The article is devoted to the issue of production and processing of whey in Kazakhstan. The main types of membrane technologies and the advantages of their use in the dairy industry in the Republic of Kazakhstan are considered. The role of membrane technologies in the processing of whey is substantiated, various methods of introducing membrane processing methods to ensure the demineralization of whey, obtaining products with high biological value and consumer properties, reducing the cost of energy carriers, reducing the volume of raw materials in order to save transport costs, non-waste processing of milk solids, recycling water are described. This article analyzes the problems of using resource-saving membrane technologies in the production of dairy products in the Republic of Kazakhstan, ways to solve existing problems associated with increasing the economic efficiency of enterprises. The favorable impact of the use of membrane technologies on the social and environmental aspects of whey processing in the country is substantiated.

Automated sprayer for processing agricultural crops
Annotation:

In order to successfully conduct agricultural work and obtain a competitive harvest, it is mandatory to carry out spraying operations of crops that require highly qualified personnel, expensive equipment and suitable weather conditions. The use of tractors for spraying fields is the most common solution available at the moment, has disadvantages: high cost, risk of damage to the crop by "hitting", "hooking" or otherwise; environmental damage; due to exhaust gases, the demolition of the solution increases with increasing speed. Using a device designed specifically for spraying equipment is an ideal solution. The purpose of the article is to develop a working model of an automated sprayer for processing agricultural crops. The methods used are: technical justification of a controlled device for processing agricultural crops. Calculation of functional capabilities, algorithms of operation of the proposed automated device: selection of the type of sprayer, engine, chassis, controller, battery, as well as justification of the possibilities of using alternative energy sources (wind energy, solar energy); development of a 3D model of an automation device for anti-weed processing of agricultural crops, printing of parts, assembly of mechanical and electronic parts. Making a prototype using 3D printing; development of the wiring diagram of electronics, software (firmware of the microcontroller; application that controls the settings), testing of the prototype, assembly of the current model; rationale for the optimal use of Arduino and Raspberry Pi boards in this device in a pair: Raspberry Pi will allow you to control processes on the Arduino and easily interact with the Internet when the Arduino itself will perform simple operations such as interacting with electronics and reading sensor readings. The manufactured operating model showed compliance with the goals, a high degree of controllability, environmental friendliness, reduction of energy consumed, labor resources and can be used to scale this device. The developed model of the automation device for anti-weed treatment of agricultural crops can be used not only in agricultural pollination, but also as a mechanism for studying soil parameters: humidity, mineralogical composition and chemical content in the ground, using electronic sensors, as well as an automated mobile platform for any purpose requiring accurate navigation through the territory.

Technology for the preparation of a fermented milk product with the addition of watermelon juice

Main problem: the development of a new direction in the food industry – the so-called functional nutrition, which means the use of such products of natural origin, which, when systematically used, have a regulatory effect on the body as a whole or on its specific systems and organs, has been widely recognized all over the world: immunostimulants, biocorrectors for blood pressure, cholesterol levels, etc. When creating functional dairy products, ingredients of plant origin are increasingly included in recipes, which are sources of dietary fiber, vitamins and microelements, organic acids and other biologically active compounds, which can also serve as flavor fillers. Purpose: to develop a technology for the preparation of a fermented milk product with the addition of an extract from gourds. To do this, it was necessary: to select the amount (dose) of the yoghurt starter introduced into the prepared milk, and also to investigate the effect of temperature on the fermentation process of the drink; to investigate the amount (dose) of the vegetable filler introduced into the mixture and its effect on the organoleptic characteristics of the drink; to investigate the organoleptic properties of the drink with the melon culture extract added to it before fermentation and after fermentation; to investigate the effect of vegetable filler on the fermentation process; to investigate the effect of the dose of vegetable filler on the process of acid formation; conduct microbiological studies of milk and vegetable yogurt; to investigate the change in the acidity of milk and vegetable yogurt during storage; to investigate the effect of the freezing process on the chemical composition and biological value of the extract. Methods: when performing the practical part of the work, physicochemical, organoleptic and microbiological studies were used. Results and their significance: in the course of the study, it was concluded that by adding an extract of gourds to the technology for the preparation of fermented milk products, a new fermented milk product can be obtained that meets all physicochemical, organoleptic and microbiological requirements. As a result, an original method for the production of a fermented milk drink containing an extract from a melon culture was developed.

An innovative approach to the development of biotechnology of specialized products for the nutrition of athletes

Main problem: the article substantiates the relevance of the development and production of specialized food products for athletes and the population involved in sports, fitness as part of a healthy lifestyle. Purpose: development of specialized food products with a general health-improving character, intended for the population involved in sports, fitness and experiencing increased physical exertion. Methods: the obtained results were statistically processed using the methods of correlation and regression analysis and standard software packages "Statistica 6.0". Measurements of chemical, microbiological, organoleptic parameters were carried out using standard methods and modern instruments: an analyzer, an analytical analyzer electrophoresis cell, a high-performance liquid chromatograph, and others. Results and their significance: a scientific concept for the creation of fermented specialized milk-based food products for sports nutrition was formulated; biotechnologies for specialized food products for athletes were developed. For the practical implementation of the results of analytical and experimental studies, packages of regulatory and technical documentation for the production of new products have been developed, which have been tested in the production conditions of existing enterprises in the dairy industry.

Methodological bases for assessing the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment

Main problem: one of the officially recognized problems of the system of state planning and regional development is imperfection of the methodology for assessing the effectiveness and efficiency of the implementation of the activities of state bodies. In fact, there is no assessment of economic and social efficiency and an assessment of the impact on society. In this regard, the authors have developed methodological approaches to assessing the quality (effectiveness) of state programs (on the example of the program of the Republic of Kazakhstan “Employment Roadmap – 2020”) that is the urgent task for theory and practice of regional development. Purpose of the research is the investigation of the methodological foundations for evaluating the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment (based on the materials of program of the Republic of Kazakhstan “Employment Roadmap 2020”). Methods: the article uses a systematic approach to solving problems that ensures the unity of qualitative and quantitative methods: qualitative content analysis; a monographic method; the method of economic and statistical research. Results and their significance: the value of the study lies in the fact that methodological approaches to the evaluation of programs in the public administration system are identified. For an economic assessment involving the calculation and analysis of unit costs per program participant, the authors propose to conduct dynamic and comparative analysis of the values of unit costs for achieving final results in directions of “DKZ-2020” program. This will allow to compare individual projects and program areas by costs in dynamics and further to identify those factors that work for their unjustified growth. On the application of CASE-methodologies at the stage of analysis and design of software tools

Main problem: the globalization of the information sphere has led to a significant increase in the volume of stored and processed information. To increase the processing speed and provide information to the recipient, it is logical to increase the power of the equipment on which the information is processed. But such a path also leads to an increase in financial costs for continuous modernization or complete updating of computer equipment and application software. Purpose: an alternative solution to increasing the capacity of hardware and software may be to optimize the process of organizing data storage, and already at the stage of information analysis. At the initial stages of the task, a huge amount of information is collected and processed, which needs to be classified, to identify essential and non-essential information flows for the information system being developed, etc. The quality of functioning of the developed information system as a whole and its individual modules in particular will depend on how correctly and fully the structuring and systematization of data will be carried out. Methods: modern methodologies of conceptual design of information systems shift the emphasis from software implementation to analysis and modeling of the production environment. The tools used in the process of conceptual modeling allow you to automate the main part of the processes, including the development of program code in the format of templates (patterns), including the preparation of documentation for the software product being developed. Since modern methodologies and tools are based on the use of powerful graphical tools, this significantly increases the visibility and simplifies the process of making adjustments to the information system project, actually using the "Drag-and-Drop" technology. This allows you to redistribute the time spent on the implementation of the first stages of information system development, allocating more time to the analysis and design of the software environment at an abstract, conceptual level. Results and their significance: the stages of analysis and design do not require large financial costs and are more variable. Information at these stages is easier to adjust and change than, for example, at the stage of writing program code. In addition, it is at these stages that the most active interaction between the developer and the customer is carried out, where maximum visibility and variability of the project of the future information system is required. And the use of modern software design methodologies significantly increases the efficiency of the first stages of information system design.

Development of Technology for the Production of Meat Products of the "Halal" Category for Functional Nutrition
Annotation:

The article is devoted to the development of technology for meat products of the "Halal" category. The authors consider the main problems of the meat industry in the field of the development of meat products of the "Halal" category in accordance with the National Program "Development of meat farming for 2018-2027", as well as the peculiarities of the production of meat products of the "Halal" category in Kazakhstan. A technology for the production of sausages for frying of the "Halal" category based on minced turkey and beef meat for functional nutrition has been developed, organoleptic, physico-chemical parameters of the new product have been studied. The mass fraction of protein is 8 %, the mass fraction of fat is 7 %. The authors of the article have developed a technological scheme for the production of a new product of the "Halal" category, which includes: acceptance of raw materials, cutting, deboning, veining, grinding to 2-3 mm of meat raw materials. At the next stage, meat is cooked at t 2-4 0C for 12 hours, minced meat is prepared (adding jerusalem artichoke 3 %, adding vitamin premix "Rovifarin" in an amount of 1.0 %, as well as spices and garlic according to the developed recipe). At the next stage, the minced meat is stuffed into natural shells with a diameter of (32-44) mm, cooled at t (4 + 2) 0C, stored at t (4 + 2) 0C for 36 hours. During the microstructural study of a sample of boiled and smoked sausage produced using traditional technology, it was found that the mass of the sample was formed from large fragments of muscle, fat and connective tissue (0.7-1.4) microns. The layout of the structural elements of the minced meat is dense, vacuoles and microcapillaries are rounded in shape, sometimes without clear boundaries, merged, with a size of (60-300) microns.
