Rights and obligations of persons involved in civil proceedings: problems of legal regulation
Annotation:

The article describes in detail the civil proceedings, the General characteristics of the participants of the process, the classification of persons involved in the case, the order of their participation in the proceedings, as well as their rights and obligations. Civil procedure is a system of legal norms regulating civil procedural actions and legal relations formed between the court and other participants of the process in the administration of justice in civil cases. The main purpose of this production is restoration of the violated right and protection o f interests protected by the law. Procedural actions shall be carried out in accordance with the procedure and strict procedure established by law. On the basis of the procedure established by law at all stages of the process, civil procedural relations arise, develop and cease.

On the basis of the sociological study the conservation of traditional rituals is especially analyzed, ethno cultural orientation and knowledge level of certain elements of national culture is identified. In our view, it is interesting to consider the transition of anthroponomy and other proper names in the category of urbanoniums. It is the process of the reflecting the historical, social, political and cultural transformation. It describes a certain historical period and helps to follow up the history of the city. Also urbanonims base the main source of linguistic and regional geographic research. So, some examples of urbanonims in Kazakh, Russian and English languages are given.

In this article the question connected with the activation of cognitive activity of students. It one of issues of the day on the modern stage of development of pedagogical theory and practice. An author exposes development of activity, independence, initiativeness, creative approach to the thing, these are the requirements of life, qualificatory that direction in that it is necessary to perfect an educational process in a great deal. Searches of ways of development of schoolchildren’s activation of cognitive activity, developing their cognitive flairs and independence is a task that teachers are called to decide. The use of ICТ, that allows to activate thinking, ability to offer the variants of vision of problem, question, themes in the narrow and wide understanding and participating in the discussion are examined in the article. Foreign experience of forming branding models
Annotation:

The cities folded in foreign countries distinguish three organizational models of branding. First model – administrative – here, forming of brand of territory the public and local organs of power take the lead. Second organizational model – branding is initiated by business and divided into two types. First type – "export", according to this variant the basic task of municipal brand consists in stimulation of sales of commodities and services of local producers. Second type – "import", this variant of business model is branding on purpose to attract (to import) new business and investments in a city. The third model of organization of branding – civil is implies that realization of branding is initiated by different public associations or separate interested citizens. All three variants of branding befit the Kazakhstan cities and territorial educations, but priority direction will become is the European model with participation administration.

System of work of secondary school on preparation of pupils for subject olympiads

Criminalistic characteristics of trafficking in minors and substitution of a child
Annotation:

Protection of the rights and legitimate interests of the individual is one of the main activities of the state. And the protection of human rights begins with respect for the rights of the child, who, because of his physical and mental immaturity, needs special care from the state and society. The transition of the Republic of Kazakhstan in the 1990s to a market economy, accompanied by a deep economic crisis, had a negative impact on the traditional spheres of social structure: work, family, education. As a result, at that time Kazakhstan and a number of other CIS countries turned into exporting countries of children, supplying them to foreign countries for adoption by foreign citizens. Numerous facts of adoption of children-citizens of the CIS countries by foreign citizens, which are essentially the sale of minors, often indicate a criminal and mercenary nature on the part of officials of guardianship and other state bodies.

Conceptual sphere in the structure of consciousness
Annotation:

he article presents the results of research on the idea of «conceptosphere» in modern science. The main emphasis is placed on the semantic spheres represented by the meanings of words in the language. The authors conclude how much is the culture of a nation, its folklore, literature, science, fine art, historical experience, and religion is rich, so the concept sphere of the people is richer. In addition, the concept sphere of a person is a field of knowledge made up of concepts as its units. There are reflected the sources of the conceptual unit of ideas from which the world view of the language speaker is formed. The article analyzes the main trends of concepts that form the concept sphere, which enter into correlating relationships, hierarchies with other concepts by their individual characteristics.The specific nature of the system relations of concepts requires research, but the General principle of systematicity undoubtedly applies to the national conceptual sphere, as thinking itself presupposes the categorization of thought objects, and categorization presupposes the ordering of its objects.The article summarizes the conceptual system, which should be considered in terms of mental representations, mental lexicon, and the language of thought that are part of it. The term «cognitive space» also defines an individual cognitive space – a structured set of knowledge and ideas that has any lingual person, every speaker. In their work, the authors highlight the collective cognitive space, represented by a structured set of knowledge and ideas that must be possessed by all individuals belonging to a particul ar society. Attention is paid to the distinction between the concept sphere and the semantic space of the language. According to the authors’opinions, the concept sphere presupposes the existence of a mental sphere. The mental sphere consists of concepts that exist in the form of concepts, diagrams, gestalts, mental pictures, frames, scenarios. The semantic space of a language is that part of the concept sphere that is expressed by means of language signs. The semantic space of language is the subject of co gnitive linguistics research due to the fact that most of the conceptosphere of the human ethnos is represented within the semantic space of language.

Human trafficking with the purpose of labour exploitation and illegal labour migration in the Eurasian Economic Union countries: problem statement
Annotation:

Annotation. The research topic is directly connected with the solution of the nationwide issues of the social and labor policy of the Republic of Kazakhstan, based on the globalization and regional processes in the world, the experience of its implementation in the regions and, first of all, in the Eurasian Economic Union member-states. Another important factor is the comparative consideration of social policy and labor potential of Kazakhstan, Russia, Belarus, Armenia, Kyrgyzstan taking into account national and common interests. At the present stage, the issues of illegal labor migration and human trafficking in our country are given special attention. The main aim of the research is developing recommendations and proposals, aimed at further progress of the legal framework for cooperation in the social and labor sphere and the social protection of labor rights as a promising area of legal science and as an important line of social and integration policy. The research also aims at the research and examination of human trafficking and labor migration as a social phenomenon in the EAEU countries, the study of methods and techniques of combating it, and the development of recommendations for improving legislation and strategies to counteract this social phenomenon.

Harmonization of the tax system of the Eurasian Economic Union member states in the context of economic integration
Annotation:

This article discusses the main possible directions for coordinating the tax policy of member countries of economic and monetary unions. The regulatory role of tax instruments in regional integration associations is assessed. The relevance of the article is due to the fact that with the accelera tion of integration processes in various regions of the world, fiscal policy becomes particularly important. Therefore, the research of representatives of various scientific schools pays much attention to the analysis of the impact of the fiscal component on the economies of the member countries of the associations. At the same time, approaches to the organization of taxation within economic unions differ significantly. The activation of integration processes in the Eurasian Economic Union (EEU) necessitates the convergence of the legislation of the member States in the field of taxation. At the same time, the harmonization and unification of legislation on indirect taxes is particularly relevant, since these taxes have a significant impact on price formatio n and provide a significant part of budget revenues. According to the authors of the article, in the conditions of deepening integration in the EEU, a well-thought-out distribution of powers in the field of tax regulation between state and supranational bodies that ensure a consistent convergence of the tax systems of the participating countries, taking into account the economic situation and the interests of all members of the Association, becomes particularly relevant. Measures to ensure the elimination of double taxation within the Union are proposed. The authors conclude that it is necessary to harmonize the tax policies of the member States of the Eurasian Union. At the same time, the harmonization of taxation in the countries of the Union should become a condition for the formation of a currency zone on the territory of the EAEU.

G.A. Beshkarev in the memoirs of contemporaries
Annotation:

Gennady Beshkarevis a poet, novelist, publicist, memoirist who lived in Pavlodar for some time in the 30s of the last century. Among other things, in his creative heritage there are memoirs of artistic and historical interest "Pavlodarskiyebyli". In this work, in an artistic and journalistic form, social and everyday pictures are vividly conveyed, which significantly enrich our knowledge about pre-war Pavlodar. "Pavlodarskiyebyli" is especially valuable because earlier the 30s of the 20th century were considered as a kind of "white spot" in the Russian literature of the region. On charges of anti-Soviet activities, G. A. Beshkarev was sentenced to serve a five-year term in Siberian camps, and his work, which remained unpublished for a long time, only finds its readers in our time. The works of G.A. Beshkarev are included in the "Pavlodar literary"anthology on the study of Russian writers in Kazakhstan. In this regard, it is important to restore the portrait of the author's personality, and today the memories of his contemporaries, their written and oral evidencecan only help. This article is an attempt to systematize and analyze the data obtained as a result of the interview and can serve as a material for creating a biography of the writer. Conversations with the author's relatives, conducted in the fall of 2017 in Almaty by the author of the article, reveal the writer's personality traits, his attitude to various aspects of life: to the era, people, and creativity. In the memoirs of family members, Beshkarev appears as a person of rare directness and steadfastness, irreconcilable with the injustices of his time, as a person physically resistant, endowed with endurance. In the memory of friends, he is captured as a talented speaker, sometimes angry with the language, as clockwork, indefatigable, deeply artistic person of rare charm, who was able to impress colleagues, women, and students, as well as a teacher who is ready to selflessly and enthusiastically help students overcome difficulties.

Personal data in the Republic of Kazakhstan: problems of ensuring confidentiality in the context of digitalization

This article discusses the issues of ensuring the confidentiality of personal data in the context of the development of the information society. The purpose of the article is to study the problems of ensuring the confidentiality of personal data in the Republic of Kazakhstan in the conditions of digitalization of the economy and society. The methodological basis of this research is based on General scientific methods: philosophical, dialectical, synergetic, inductive, deductive, method of analysis and synthesis, formalization, analogy, materialistic and empirical methods that ensure the integrity and balance of research, as well as a formal legal method that allowed an adequate analysis of the content of the personal data protection system in foreign countries and Kazakhstan. The processes of globalization, information openness and digitalization have set a number of tasks aimed at solving the problems of ensuring information security while maintaining a balance of interests of the individual, society and the state. In this regard, the problems of ensuring the security of personal data turnover on the Internet, today, is relevant for science and law enforcement practice. The current legislation of the Republic of Kazakhstan on personal data does not pay enough attention to issues related to the processing of personal data in information systems. Improving the legislation of the Republic of Kazakhstan in the field of ensuring the security of personal data processing on the Internet is relevant in the framework of implementing the provisions of the Cybersecurity concept («Cyber shield of Kazakhstan»). However, national legislation does not provide specific guarantees against unauthorized collection of personal data. The current legislation of the Republic of Kazakhstan in this sphere of relations contains a number of legislative decisions, but there are legal errors that require timely adjustments, taking into account the borrowing of progressive experience of foreign countries. Special attention in this article is on the study of contemporary threats of violations of personal data, and provided ways to protect them. The authors conclude that, despite the fact that the law of the Republic of Kazakhstan «On personal data and their protection» sets requirements for the procedure for ensuring the confidentiality of personal data, at the same time they are general in nature and need further specification. In addition, there are a number of significant aspects that are directly related to ensuring the confidentiality of personal data, which have not yet received their proper legal regulation.

The widespread introduction of information technologies makes significant changes in various spheres of human activity. The education sector is no exception. In this regard, in this article, the author considers the actual problem of developing electronic textbooks and is one of the most relevant and promising areas of informatization of the educational process. The analysis of the works of scientists A.A. Andreev, A.I. Bashmakov, T.I. Koval, V.M. Kukharenko, E.S. Polat, P.I. Serdyukov, S.S. Sysoeva, A.Yu. Uvarova was conducted. These works contain requirements for the development of electronic textbooks. Based on the results of the analysis, the author described the stages of developing electronic textbooks, the principles that they should correspond to, and also provided a list of modules that should make up an electronic textbook. From the existing variety of software packages, the author distinguishes CourseLab, Smart Builder, MOS Solo, Google Sites, iSpring Suite, TurboSite, Adobe Animate, HTML5. The development of electronic textbooks based on the technology presented by the author of the article and their subsequent application in the educational process will help to organize the educational and cognitive activities of students at a more effective level. Purpose is the description of the technology for the development of electronic textbooks, taking into account existing requirements. The article uses methods of analysis, synthesis and deduction. The analysis of requirements and principles of development of electronic textbooks is carried out on the basis of the descriptive-analytical method. The practical result of the proposed technology is the developed electronic textbook "Development of mobile applications". The results of the study, in addition to their theoretical significance, also have practical significance, which consists in the positive dynamics in resolving the contradiction between the continuously increasing flow of information and the limited opportunities of students to assimilate it. The conscious use of electronic textbooks in the educational process is one of the fundamental ways to improve the quality of education by changing the methods of teaching used in the direction of individualization and focus on the student.

The article describes modern pedagogical technologies of teaching a foreign language in primary school and examines their impact on the development of various competencies of primary school students. Main problem: in the history of mankind there are many examples when the question of national interests remains unresolved. The category of "national interest" has firmly entered the modern political and scientific spheres of all countries of the world. Regardless of the level and nature of development, any country has certain national interests on which it should focus. Undoubtedly, these are economic interests. Historical experience shows that the staging of specific problems can have a negative impact on the application and implementation of the necessary measures to prevent possible mistakes, to strengthen the security of the country. The problem of reason in the philosophy of the Arabic- speaking middle ages. Historical and philosophical aspect

The authors, based on analysis of the philosophy of the Eastern peripatetics, have shown that in the philosophical worldview of the middle ages Arabic magazynowanie there are aspects, which indicate that more needs to trace the Genesis of the problem of reason in Arabic philosophy of the middle ages. The article notes that the world of the XXI century is the world of post-industrial, information society, which constantly raises logical and epistemological problems in the field of science and philosophy. Therefore, there is a need for a critical study of the history of this problem, its Genesis and development to identify positive potential and progressive ideas. In this context, the analysis and study of the problem of reason and logic, the epistemological ideas of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd of the Arabic-speaking middle ages is not only of historical and philosophical interest, but also of actual significance. In this article, the authors consider the problem of reason in the worldview of representatives of Eastern peripatetism of the medieval Arabic-language philosophy of al-Kindi, al-Farabi, Ibn Sina, Ibn Rushd, based on the ideas of Aristotle. The paper presents the historical and philosophical aspect of the problem of reason inherent in the Arabic-speaking middle ages. The cognitive interest of representatives of Eastern peripatetism is connected with philosophy, questions of logic, and the doctrine of reason. Arabic-speaking philosophers in the middle ages were engaged in understanding the epistemological abilities of man, al-Kindi, being the founder of Arabic-speaking philosophy, put forward the idea of types of mind and stages of knowledge. Al-Kindi's positive philosophical ideas were further developed in al-Farabi's worldview. The thinker considered the priority of rational knowledge to be indisputable, in addition, al-Farabi showed an interest in logic, the theory of knowledge and human cognitive abilities. Al-Farabi's philosophy had a significant influence on Ibn Sina's philosophical views. The rationalism of Ibn Sina was also manifested in a very high assessment of logic, the thinker considered logic an introduction to philosophical knowledge. Ibn Rushd in his work developed along the same peripatetic path as his predecessors al-Kindi, al-Farabi, and Ibn Sina. The authors attempt to show that the problem of reason in philosophy and science has its Genesis, associated with the teachings of Eastern peripatetics of the Arabic-speaking middle ages. Ethnolinguistic significance of comparing human character with nature in Kazakh and English

Main problem: It is well known that the development of language in society, the development of speech, the formation of personality largely depends on the interaction of people. Therefore, they develop depending on the specifics of each nation and are one of the values that people have accumulated over the centuries. Comparison of human behavior with nature in English and Kazakh languages describes the spiritual life of each nation. It defines the national feelings, national behavior, national customs and traditions. Purpose: Comparative analysis of the values of the Kazakh and English peoples occupies a special place in the culture and language, the essence and content of which are indelible. This is a fount of cultural and historical life of the people, the spiritual value of the nation, such qualities as prudence and kindness. Methods: This article describes the ethnolinguistic foundations for comparing human character and nature in English and Kazakh. In cultural linguistics and cognitive linguistics, the concept of behavior is studied as an image of the world formed in the consciousness of an ethnic group. Based on the definition of the concept of behavior, the authors describe the manifestations of behavior in the national consciousness, the system of national thinking, beliefs, attitudes. It is noted that the formation of the behavior of unrelated Kazakhs and Englishmen depends on their geographic environment, nomadic lifestyle and behavior. Results and their significance: The phraseological units of the two languages used in this study clearly to show the characteristics of each nation. Features of teaching physics in English in secondary school
Annotation:

This article reveals the essence of teaching the disciplines of the natural science cycle in English in high school. When preparing for the lesson, there is a need for careful selection of educational material, the teacher thinks out a specific algorithm for working with the text in a foreign language using subject terminology, while not forgetting the basic grammatical and syntactic models characteristic of the English language. In such a language environment, foreign speakers actively acquire solid knowledge, eliminating language difficulties in professionally-oriented lessons. Given this problem, we decided to create a methodological guide for teachers, which will contain tasks for formative assessment in physics lessons in English. Its lexical and grammatical material meets the requirements for mastering the English language (B1) in educational and cognitive activities. The presented progress tests also meet all the requirements of the corresponding stage of training of non-native speakers and help to consolidate the skills of professionally oriented communication. The purpose is to reveal some principles that should be taken into account when preparing assignments for physics lessons in English, as well as to provide a methodological guide for teachers. This article shows several principles that are most effective when conducting lessons. All the data of the article was confirmed by a computer survey of students, the answers were analyzed and collected for publication. Given the results we have presented, secondary school teachers can improve the quality of the material provided, as well as spend less time preparing for lessons. Physics is one of the fundamental sciences that can combine both the subject content and the language component. Here we present various methods of subject-language integration to improve communication skills. Thus, the preparation and conduct of physics lessons in English requires a strict and careful selection of educational material and takes into account the educational profile of secondary school students.

General characteristics and taxonomic composition of epiphytic microflora of plants
Annotation:

Main problem: Microbial-plant relationships, including epiphytic microflora, are the subject of attention of many scientists. Numerous works confirm the high interest of researchers and the relevance of studying this topic. Despite many years of research, some questions concerning the characteristics of the epiphytic microflora still remain open. It is already a well-known fact that the epiphytic microflora is directly related to the physiological development of the plant, including yield. This is due to the close interaction of the plant with the microorganisms living on its surface throughout the entire growing season. It is also proved that epiphytic microflora has the ability to change characteristics under the influence of environmental factors (temperature, humidity, soil contamination, sunlight, etc.). In this regard, the study of this topic is one of the important areas of biological and agricultural sciences and is of high importance. It should be noted that a significant role in the development of agriculture in the Republic of Kazakhstan and the Pavlodar region is played by representatives of vegetable crops, including tomatoes and potatoes belonging to the Solanaceae family, which indicates the high importance of the plants selected for the study. The combination of the above arguments determines the need to study the epiphytic microflora of plants and establish the regularities of its influence on the adaptive properties of the studied plants of the Solanaceae family, as well as on their productivity. In turn, the study of epiphytic microflora can also contribute to the search for new ways to increase the yield of plants and their resistance to various diseases. Purpose: The article is devoted to the study of the properties and characteristics of the epiphytic microflora of the surface of various organs of plants of the Solanaceae family (on the example of tomato and potato). The variability of the composition and number of epiphytic microorganisms in seasonal dynamics is shown. Methods: bacterioscopic method, fingerprint method, flushing method, Gram staining method. Results and their significance: The characteristics and properties of representatives of epiphytic microorganisms of aboveground (leaf, fruit, flower) and underground (potato fruit) plant organs were studied. The role of the influence of environmental factors on the variability of epiphytic microflora is determined on the example of plants Lycopersicon esculentum Mill. (common tomato) and Solanum tuberosum L. (tuberous nightshade). The differences in the microflora of different plant organs in different periods of vegetation are shown.

Creating a development plan for students of a children's and youth football school
Annotation:

This scientific and practical article is devoted to the analysis of the results of an experiment aimed at psychological and pedagogical support of the process of building a project for the development of the inner world of a player of a children's and youth football team of the professional football club "Lviv" from the Ukrainian city of Lviv. A special feature of the psychological and pedagogical support for designing the development of the student's psyche is the use of the paradigm of the language of the theory of activity in the version of the Moscow methodological and pedagogical circle (MMPC), using the language of schematic images and the pyramid of subjectivity, explaining the path of formation of human mental mechanisms in the unity of cognitive, emotive and conative processes, starting from the vital level of their development to the level of spirituality. Another feature of the article is that the presentation of methods and techniques does not occur in a separate part of it, but in the process of describing the steps of designing a development plan that is formed for absolutely all professional athletes who have the acmeological potential of professionalization in football. It is presented in the form of 11 steps to create an individual trajectory of the player's development. In each of these steps, it is important that the coaches and the player participate with their parents, representatives of the club, which has its own component in terms of the volume and quality of the efforts required on their part. The article reveals the first of the 4 steps of creating a reasonable player development plan. For example, we consider working with one of the players. The content of this particular illustration is a very illustrative and demonstrative example. It is assumed that a series of articles in this publication will reveal the topic of student development management, which will include both scientific and theoretical and review types of works. The next article will be a continuation of this one in terms of demonstrating the success of implementing this particular development plan by the example of several players from a team consisting of 22 players who have been trained in a similar way, i.e. using methodological criteria for the organization of psychological and pedagogical support for the development of thinking, sensory-motivational and volitional characteristics of players by football club coaches.

Investigation of the dependences of the rheology of calcium alginate solutions on concentration, temperature and shear rate
Annotation:

The main problem: The rheological properties of calcium salts are of theoretical and practical interest for a modern researcher. The theoretical interest is primarily related to the search for general patterns and manifestations of the rheological properties of solutions of calcium salts. The practical component is based on the search for patterns and dependencies of the properties of solutions on the structure and composition of the object of study. Such chemicals as calcium salts are of particular practical interest, they are widely used in various fields, such as the food, chemical and pharmacological industries. Hydrophilic high-molecular solutions of alginates, namely calcium alginate, are actively used in the preparation of soft dosage forms, the manufacture of jelly masses in confectionery, act as thickeners in the food industry. They are characterized by a fairly high percentage of viscosity at low concentrations, bioavailability, prolonging effect, absence of irritating properties, biocompatibility with many polymers, which is especially important in the pharmaceutical industry and medicine. The use of calcium salts for these purposes is currently very promising, since these organic salts have a number of unique properties associated with gelation. Purpose: This paper contains the results of studying the features of the rheology of calcium alginate solutions. A concentration range of 0.1-0.7 % was chosen for the studies, which is sufficient to avoid gelation at room temperature. The dependence of viscosity on concentration, temperature (in the range of 25-45 °C) and shear rate were studied. Methods: Analysis of theoretical sources, observation, comparison of results. The rheological characteristics of the obtained substances were studied using a capillary viscometer. The measurements were carried out in the temperature range of 25-45°C. Results and their significance: it was found that there is a significant dependence of viscosity on concentration and temperature. For concentrations of 0.3 – 0.7 %, a similar type of dependence is observed, in contrast to solutions with a concentration of 0.1 % . Explanations of these dependencies were proposed.

Universal coordinates and methods of reformatting an ambiguous humanitarian paradigm
Annotation:

In the conditions of market uncertainty, the coronavirus pandemic, the absence of an officially articulated national idea, national interests and ideology in Kazakhstan, the problem of the lack of logically justified and coordinated coordinates of systemic thinking, an unambiguous paradigm of humanitarian thinking (analytical, pedagogical, managerial, economic, etc.) is becoming more and more clearly realized as the most important conditions for personal, civil and professional self-determination. The purpose is to substantiate the general logical coordinates and methods of reformatting the ambiguous humanitarian paradigm used in the activity. The study used various methods: the ontological principle of genetically meaningful logic, the method of transformation of concrete images of objects based on their abstract essence, the method of ascent from the abstract to the concrete, the speculative language of schematic images of thought and the language of methodological theory of activity. Logically justified universal abstract-concrete coordinates of universal motion are given. In relation to life and the world of activity, they can be concretized by coordinates: "standard of living – efficiency of activity", or "efficiency of activity – time", or "results – costs", or "quality – quantity", etc. The use of motion vectors in the logic of descent from the concrete to the abstract (NCA), ascent from the abstract to the concrete (AAC), as well as in their combination – logic CAC gives certainty to thinking. As an example, the scheme of the qualitative difference between educational (pre-professional) activities from professional ones using these methods and paired dialectical categories is given. The scheme and description of the functional model of the system object, considered as a rubicon of the transformation of educational activity into professional activity, are given. To reformat the indefinite, ambiguous paradigms of the humanities used in the activity into functional-logical, visible, constructive and unambiguous, it is recommended to use abstract-concrete coordinates, the methods given, the language of schematic images and the paradigm of the methodological theory of activity. As an example, the concept of a typical unit of activity development is given. A visible unambiguous paradigm is a necessary, but not sufficient prerequisite for adequate personal, civil and professional self-determination of a person in situations of high uncertainty. A sufficient prerequisite is the acquisition by subjects of appropriate reflexive-thinking abilities for self-determination, self-organization, self-regulation, etc.

Ways to improve the skills and abilities of oral speech of primary schoolchildren using interactive cognitive strategies

The article discusses ways to improve the oral and speech skills of primary school students, where the primary role is given to interactive strategies aimed at organizing the optimal interaction of students with other subjects of the educational process in a communicative educational environment. Currently, the main criteria and indicators of the methodology for the development of foreign language communicative competence of schoolchildren have changed, the basic basis of the system of techniques and methods of teaching English to primary schoolchildren based on the use of interactive cognitive strategies. The authors call a complex of exercises of a receptive, productive and productive-creative nature, which is consistently implemented at all stages of the corresponding technology: motivational-stimulating, informational, analytical, actualization, productive, creative, analytical and evaluative. The article describes their influence on the development of language competencies and creative abilities of primary schoolchildren. The authors note that the motivational-stimulating, informational, analytical stages, the stage of actualization, as well as the productive, creative, analytical-evaluative stages, provide for the involvement of students in joint activities to master the content of cognitive problems in English, it presupposes the interiorization of communicative skills by younger students in accordance with with the accepted norms of interaction, the organization of the development of oral speech in English lessons in the lower grades based on the use of interactive cognitive strategies in accordance with the level of their linguistic and sociocultural knowledge, skills and abilities. Traditional and innovative methods of teaching a foreign language in primary school

The article compares modern and traditional pedagogical methods used in the process of teaching a foreign language in primary school, differentiates both the advantages and disadvantages of each of them, and indicates ways to supplement the shortcomings of traditional methods with new methods. Currently, the main methods used in teaching a foreign language are being considered. Among the new innovative methods that have recently appeared in the sphere of teaching foreign languages there are community language learning / counseling learning, the sugestopedic method, total physical response, the method of language teaching using information and communication technologies, consciousness-raising approach, task based learning, neuro- linguistic programming, guided discovery, the test-teach-test method. Their influence on the development of language competencies and creative abilities of primary school students are considered. The authors note that the main and most important condition of modern methodology in the process of teaching foreign languages is the creation of an artificial foreign language environment, i.e. the creation of a natural linguistic environment. The authors comment on the concept of "electronic linguistic environment" based on recent research. They show that "digital" children are completely immersed in the computer world, i.e. they live in an electronic linguistic environment and this allows them to solve the tasks of teaching a foreign language. The purpose of the article is to analyze traditional and modern educational methods used in modern English lessons. Activation of the student as the main figure of the educational process, the ability to work in close contact with other students, giving the student the opportunity to work independently, depending on their physiological, intellectual, psychological characteristics, is carried out using individual, paired, group, classroom and other forms of work. Both traditional methods and the latest modern methods are listed among the named teaching methods. Each method has its own characteristics. Therefore, it is very important to consider them in a comparative plan. Each old and new method has its advantages and disadvantages. Therefore, the methodology of teaching English always requires additions and improvements. They are of great importance for expanding the horizons of students, increasing cognitive activity, improving knowledge, skills and language competencies. The authors used the following methods: the descriptive methods, methods of systematization, analysis, interpretation were used in the course of the study. Тhe authors of the article note that methods of teaching a foreign language are of great importance for the comprehensive development of primary school students, obtaining high-quality education, good command of English, achieving good vital indicators, conclude that every teacher should be able to use best practices, developing their creative research and effectively teaching modern English. Methods of teaching conversational skills, their advantages, disadvantages and overcoming language barriers and anxiety when learning a foreign language

Globalization is an integral part of our life. Therefore, today the relevance of learning foreign languages, in particular English, is beyond doubt, as interest in foreign culture, education, travel, life and work abroad increases. It is known that English is the most widespread international means of communication (including information technology and web space), for most of the population it is the native or state language. This is due to historical, political and geographical prerequisites, as well as socio-economic and cultural development. Proficiency in English opens up great prospects for those who know, but not every person chooses a linguistic direction of study when entering a higher educational institution. Mastering English is a laborious process. In universities of non-linguistic areas, one of the main problems for students is the so-called language anxiety and psychological barriers, especially for those students for whom English is not a core subject or direction of future activity. Overcoming language anxiety and psychological barriers continues to be an urgent issue in pedagogical psychology and the educational process of higher educational institutions. Therefore, the task of the teacher is to create such conditions in his classes so that the student has a desire to learn, develop himself and improve himself. It is necessary to form motivation for conversational skills through psychologically thought-out techniques and methods. The task of the teacher is to direct the student from a conniving and indifferent attitude to study to a conscious and positive attitude. To implement the above, the teacher needs to form the old motives and stimulate new, positive ones. The encouragement of positive manifestations of emotions should be supported, stimulated and helped to realize these emotions by the teacher in the educational process. For example, simple tasks, but at the same time fascinating, the manifestation of sincere emotions in the classroom by the teacher himself and his personal examples inspire students to pronounce their state of mind and experiences. Encouraging and highlighting the activity of students also helps to increase the motivation of learning, especially if they have creative ideas that differ from other fellow students. The purpose of the article is to describe the methods of teaching conversational skills, their advantages and disadvantages and to consider in detail the overcoming of language barriers when learning a foreign language. The methodological basis of the research was the works of such authors as: H.F. Makaev, O.S. Zorkina, V.P. Ipatova, L.V. Barinkova, E.V. Zarubina, E.I. Kaputskaya, E.I. Passov, E.G. Asimov, A.N. Methods: The theoretical and methodological basis was the concepts, hypotheses and theories presented in the works of domestic and foreign researchers. The methodology is based on a systematic approach, within which methods of comparative, factorial, subject-object; structural-functional, statistical analysis and extrapolation have been applied. Results and their significance: In order to ensure the sustainable development of the Pavlodar region in the future, there is a need to form the basis for the creation of new sectors, as well as to consider opportunities to diversify the regional economy. Currently, there is a structural change in jobs, which leads to an increased role of professional services industries in the field of information technology, engineering. It should be noted that the level of development of small, medium-sized businesses and entrepreneurship in the region is at a low level, due to the predominance of resource sectors in the economy. These sectors, due to the peculiarities of the technological process, do not form a system of suppliers around themselves. However, in order to ensure the progressive development of the industrial complex in the region, it is important to create conditions for the development of SMEs in the region and, accordingly, a system of suppliers around leading manufacturing enterprises. The high competitiveness of the Pavlodar region in the future until 2030 will be ensured through the development of priority clusters, as well as through the emergence of new industrial sectors of the economy. Thus, the priority clusters of «today» include: metallurgical cluster, including the production of end products; cluster of railway engineering; agro-food cluster.

Methodological foundations of the application of the project method in teaching object-oriented programming.
Annotation:

The article presents a method of teaching object-oriented programming to students of the educational program «Computer Engineering and software» using the project method. The problem of the insufficient level of organization of the educational process in colleges, aimed at studying any kind of object programming, is investigated. In this regard, the important aspects that must be taken into account when constructing a methodology for teaching object-oriented programming, aimed at enhancing the cognitive independence of students, are described in detail. It is shown that the solution to this problem largely depends on the degree of achievement of the learning goals of students specified in GOSTiPO, as well as on the methodological guide to object-oriented programming, developed in accordance with the requirements of modern education. An analysis was made of the State Compulsory Standard for Technical and Vocational Education of the Republic of Kazakhstan, the Model Curriculum and the Working Curriculum in the discipline "Fundamentals of Object-Oriented Programming" for students of the educational program "Computer Engineering and Software" and the teaching methodology developed on their basis. The purpose is to substantiate the methodology for teaching students object-oriented programming, which activates cognitive activity through the use of the project method and its practical application in the educational process. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: The practical result of the analysis was the method of teaching college students object-oriented programming, using the project method, which is necessary for a more intensive development of cognitive independence. Early preparation of a child for the choice of a future profession is not a recognition of who the child should be, but an acquaintance of the child with various activities. This may make it easier to choose in the future. Therefore, acquaintance with the activities of adults should begin at preschool age, when children learn about various professions through accessible forms of knowledge. As a result, the child learns the values of labor, gets an idea about various professions, interests in certain types of professional activity begin to form in their mind. In order for a child to make a conscious choice in adult life, professional orientation should begin with a close environment, first of all, with the professions of parents. In this regard, the purpose of the article is to develop mechanisms for early professional orientation of preschoolers through play activities. For the study, methods of ascent from the abstract to the real were applied, the method of transforming real images of objects based on their abstract meaning. As a result of the study, conclusions were drawn that the personal potential of a person in relation to life and the world of activity is manifested in the positions of "individual", "child" and "subject"Confidence in thinking is given by the application of motion vectors to the known abstract, in the logic of ascent from the abstract to the concrete, as well as in their combinations. The right to education as a component of the effective development of legal culture

The main thesis of the proposed research is that in modern conditions of globalization, the realization of the right of citizens to education is an important and necessary condition for the development of society and the state. The right to education provides everyone with knowledge, skills, the development of creative abilities, guarantees the effective functioning of state and public institutions, national security, maintains stability in society and contributes to the development of a democratic, social rule of law state. The purpose of the study is to develop a holistic concept of constitutional and legal provision of the right to education in the Republic of Kazakhstan, taking into account international experience and developing proposals for improving domestic legislation regulating the right to education. The methodological basis is a system of philosophical and ideological approaches, principles, general scientific and special scientific methods that provided an objective analysis of the subject of research. The article substantiates that the state is also interested in ensuring the right to education for everyone, since it is education that creates qualified labor potential, provides training for professional specialists capable of effectively managing public affairs and performing its tasks. In turn, as a rule, an increase in the educational and qualification level of a person is the basis for salary growth, which affects the increase in tax deductions to the state budget, its filling, and therefore leads to economic growth of the state and society as a whole. The effective functioning of the education system in the state contributes to reducing unemployment (pupils, students belong to the category of the employed population), ensuring the vital activity of state institutions, national security, building a social state and establishing stability in society. Special attention in this article is paid to the implementation of scientific analysis of the right to education in the Republic of Kazakhstan in the context of modern international experience. Some features of bringing to administrative responsibility for detecting tax evasion

The sphere of taxation, ensuring the implementation by the state of the first stage of public financial activity is the mobilization of public funds, is the subject of close attention of scientists and increased public interest. The processes of tax reform taking place in the Republic of Kazakhstan show the dynamics of tax and legal regulation, implement a number of international standards in the field of tax relations, which cause an urgent need for theoretical understanding and thorough generalization, analysis and evaluation of new or significantly changed institutions of tax law. Tax administration has a procedural nature, which reflects the dynamics and statics of tax legal relations. From the standpoint of statics, tax administration is a set of all tax procedures provided for by tax legislation aimed at ensuring the receipt of tax payments to the relevant budgets. The purpose of the study is to determine the legal regulation of the procedures for fulfilling the obligation to pay taxes and fees by individuals and legal entities in the Republic of Kazakhstan by clarifying their legal nature, and bringing to administrative responsibility for non-fulfillment of this obligation. The methodological basis of the research is based on modern methods of cognition: dialectical, formal-logical, historical, comparative-legal, analytical-synthetic, system-structural, logical-legal. The article describes the legal regulation of the fulfillment of the obligation to pay taxes and fees in the Republic of Kazakhstan from the standpoint of statics (as a set of all tax procedures provided for by tax legislation, aimed at ensuring the receipt of tax payments to the relevant budgets) and dynamics (as the activities of relevant entities for the implementation of tax procedures). A distinction has been made between tax administration in a broad and narrow sense as: tax administration, which includes the whole set of procedures, including bringing to administrative responsibility for non–payment of taxes, as well as procedures for resolving tax conflicts in the mode of administrative coordination and in court; administration of tax payment - procedures for the payment of taxes and fees, the result of the implementation of which is aimed at all tax activities of the state, which ensures the actual receipt of funds to the budgets. The article also discusses a number of features of bringing legal entities to administrative responsibility for non-payment of taxes, within the framework of administrative proceedings.

Attorney-client privilege in criminal proceedings: problems of ensuring and implementing

The bar as an institution of civil society ensures the protection of the rights and freedoms of citizens, guarantees fair justice. A lawyer has long been called a defender – who protects a person, his or her rights and legitimate interests. In the legal system of the Republic of Kazakhstan, attorney-client privilege is considered as a moral and ethical problem at the level of self-governing structures of the bar. The lack of sufficient scientific and theoretical research on the problems of attorney-client privilege, the uncertainty of the status of the bar both in the system of the Institute of defense and justice itself lead to the unsettled legal status of attorney-client privilege, which also determines the relevance of the topic of scientific research. The purpose of the study is a historical and legal analysis of the content of "attorney-client privilege"; identification of gaps in the legal regulation of the concept, content and guarantees of attorney-client privilege, taking into account the provisions of the Constitution of the Republic of Kazakhstan and international legal acts in the field of human rights; identification of ways to solve problematic issues of ensuring attorney-client privilege. The methodological basis is a set of general scientific and philosophical methods that made it possible to disclose the subject of research and achieve the goal. The article substantiates a number of theses: attorney-client secrecy is considered on the basis of quantitative and qualitative methods of law analysis and a broad base of moral, ethical, historical and legal problems of protecting human and civil rights and freedoms; attorney-client secrecy and the problems of advocacy are considered in the system of social and, in particular, legal institutions as a process of institutionalization in general. In other words, the need for objective knowledge of public relations is actualized, the main element of which is legal relations, and a specific area is secrecy; the system of legal relations that arise in connection with the need to observe attorney-client confidentiality, the system of legal support of attorney-client confidentiality for the successful implementation of their activities by lawyers and to increase confidence in the lawyer in the state is analyzed.

The results of the analysis of testing sunflower interlinear hybrids in the conditions of the East Kazakhstan region
Annotation:

Increasing the yield of sunflower is inextricably linked with the evaluation of newly created interline hybrids and their components (parental forms) using various methods for assessing their combination ability (CА). Breeding research in this direction includes large material and practical costs when using the developed methods for assessing combination ability (CА) due to its small analytical capabilities. New approaches to the analysis of the productivity of hybrids in practical studies can significantly increase the volume of the analyzed material and evaluate not only for a short period of testing, but also for a long period of time over the years. Purpose is determination of the combination ability of parental forms of sunflower interlinear hybrids to optimize the breeding process. When analyzing the determination of the combination ability of the parental components of sunflower interlinear hybrids, the method of evaluating the CА according to a special scale developed at VNIIMK (Krasnodar, Russia) was used. This method makes it possible to analyze a large number of hybrid combinations and their parental forms and draw appropriate conclusions for further use in the breeding process. The analysis of the obtained results makes it possible to fully evaluate the obtained interline hybrid combinations by years of testing. We analyzed 1736 hybrid combinations involving 212 maternal forms and 1472 combinations involving 209 paternal pollen fertility restorer lines. 75 maternal lines with a high total combination ability (GCА) and 97 paternal forms with this trait were identified. Maternal lines with high combinational ability VKU 110 A, VKU 140 A and SV 55 A are of interest for use in practical breeding. Among the paternal forms are SV 123 V, VKU 400 V and VKU 401 V. The components of hybrid combinations with high specific combination ability (SCА) have been determined. These are lines VKU 414 A, VKU 413 A, SV 31 Rf, SP 1459. Hybrids with high adaptive properties have been identified when growing conditions change, which will make it possible to purposefully conduct practical breeding to maintain high productivity of sunflower hybrids

Universal coordinates and methods of reformatting an ambiguous humanitarian paradigm

The main problem: In the conditions of market uncertainty, the coronavirus pandemic, the absence of an officially articulated national idea, national interests and ideology in Kazakhstan, the problem of the lack of logically justified and coordinated coordinates of systemic thinking, an unambiguous paradigm of humanitarian thinking (analytical, pedagogical, managerial, economic, etc.) is becoming more and more clearly realized. as the most important conditions for personal, civil and professional self-determination. Purpose: to substantiate the general logical coordinates and methods of reformatting the ambiguous humanitarian paradigm used in the activity. Methods: the ontological principle of genetically meaningful logic, the method of transformation of concrete images of objects based on their abstract essence, the method of ascent from the abstract to the concrete, the speculative language of schematic images of thought and the language of methodological theory of activity. The results and their significance: logically justified universal abstract-concrete coordinates of universal motion are given. In relation to life and the world of activity, they can be concretized by coordinates: "standard of living – efficiency of activity", or "efficiency of activity – time", or "results – costs", or "quality – quantity", etc. The use of motion vectors in the logic of descent from the concrete to the abstract (NCA), ascent from the abstract to the concrete (AAC), as well as in their combination – logic CAC gives certainty to thinking. As an example, the scheme of the qualitative difference between educational (pre-professional) activities from professional ones using these methods and paired dialectical categories is given. The scheme and description of the functional model of the system object, considered as a rubicon of the transformation of educational activity into professional activity, are given. To reformat the indefinite, ambiguous paradigms of the humanities used in the activity into functional-logical, visible, constructive and unambiguous, it is recommended to use abstract-concrete coordinates, the methods given, the language of schematic images and the paradigm of the methodological theory of activity. As an example, the concept of a typical unit of activity development is given. A visible unambiguous paradigm is a necessary, but not sufficient prerequisite for adequate personal, civil and professional self-determination of a person in situations of high uncertainty. A sufficient prerequisite is the acquisition by subjects of appropriate reflexive-thinking abilities for self-determination, self-organization, self-regulation, etc.

Theoretical Basis of Training of Pedagogues and Psychologists for the Development of Cognitive Activity of Teenagers

The main problem: the current directions of its development are determined in the article by conducting a theoretical analysis of philosophical, pedagogical, psychological, scientific and methodical works on the training of specialists for the development of the cognitive activity of teenagers. Currently, it is shown that the training of specialists in the development of cognitive activity of teenagers is a pedagogical and psychological problem. Purpose: to clarify the theory and propose a technology for the training of pedagogical and psychological specialists for the development of the cognitive activity of adolescents. Methods: When conducting the research, it was important to take into account statistical data that were sufficiently understandable and reliable. Therefore, in the framework of our research, we used the methodology of B. E. Milman, survey, method of expert evaluation, conversation, questionnaire, interview, series of tests, which include observation and open questions. The results and their significance: according to the results, the methodological predominance of the average level of social intelligence allowed students to see the following signs: the social significance of professional behavior, actions, relationships, full mastery of theoretical knowledge. During the course, we believe that the existence of a reflexive culture, which is evidenced by the improvement of communication in everyday life, in turn, is very valuable. Development of thinking, training and education of future teachers-psychologists, preparation for creative activity depend on methodological competence, qualifications and training of the teacher in the organization of research activities. Self-learning needs and skills do not arise by themselves. Such qualities begin to be formed in the process of organizing educational activities during the joint work of teachers and students in and out of class, even during school. In accordance with the tasks of the professional training of the future pedagogue-psychologist, active methods of training - problem-based lectures, seminars, debates and discussions, professional-oriented special courses, course and diploma works, scientific studies of school pedagogy and didactics, educational events such as scientifically organized forms of continuous pedagogical practice. Methodological Aspects of Inclusive Education in the Field of IT Technologies

The main problem: Today, the introduction of inclusive education is becoming one of the priorities of the state policy of the Republic of Kazakhstan in the system of modern education. In accordance with the law on Education, equal access to quality education for citizens is guaranteed, taking into account their intellectual development, psychophysiological and individual characteristics. The article is devoted to the analysis of the development of inclusive education. The author considers the problems on the way to the introduction of inclusive education, provides an analysis of the experience of conducting an IT school within the framework of inclusive education. An attempt has been made to identify the factors contributing to the successful implementation of inclusive education methods in the modern educational space. Objective: To consider the issues of the development of inclusive education in the Republic of Kazakhstan. To present the methodology of teaching children with special educational needs, to suggest possible ways to solve problems on the way of introducing inclusive education into the domestic education system. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: Based on the results of the work carried out aimed at identifying the main problems hindering the process of implementing inclusive education, as well as based on the results of the analysis and the identified main aspects in the cognitive activity of children with hearing and speech disorders, the author of the article proposes a methodology for teaching children multimedia technologies. In addition, the author clearly substantiates the need to prepare a teacher for the use of inclusive education methods, due to the lack of willingness of some teachers to teach in a class (group) in which people with disabilities study, fearing to get into a situation of psychological and professional discomfort.
