Technology of electronic distance course development for the adaptation of employees to activities in the enterprise
Annotation:

The authors consider the need to adapt new employees at the enterprise through the use of an electronic course. The article provides definitions of the concepts "e-course", "adaptive e-course". The adaptive e-course is a course designed to familiarize new employees with the history, structure and corporate values of t he company, allowing the new employee to be adapted to unusual labor and psychological factors. The analysis of adaptive courses is carried out and the main technologies of e– course development are highlighted (virtual and augmented reality technologies, gamification, online chats, LMS and corporate learning portals, machine learning and artificial intelligence, learning Analytics and BigData, storytelling). The advantages of storytelling technology in the development of an adaptive e -course, especially in providing psychological support during the adaptation period, are considered.

Rare species of reptiles of the Nakhchivan Autonomous Republic
Annotation:

Based on the analysis of own and literature data 9 numerically insignificant species of reptiles were found at the territory of the autonomous republic. One of these species belongs to a group of turtles (Testudines), three of them belong to a group of lizards (Sauria) and five of them belong to a group snakes (Serpentes). Systematics, ecological and some biological peculiarities of species are reflected in the article. During the research previously registered Psammophis lineolatus has not been found and its existence at the territory of the Nakhichevan Autonomous Republic is under question.

Annotation:

The article presents information on the distribution of some species of ferns at the territory of the Nakhchivan Autonomous Republic. The authors note that 10 species of plants are summed in 4 families and 7 genera which belong to ferns. In Aspleniaceae Newm. family it can be found 4 species in two genera in Pteridaceae Reichenb. There are two species in one genus. Data about the area of distribution of these species and their significance are provided in the article.

Тhe species composition and nutrition of dominant f
Annotation:

The results of analysis of catches with stationary nets made from 2010 to 2012 in the North Absheron Gulf of the Caspian Sea have been presented. 26 species of fish belonging to 8 families (16 marine species, 10 migratory and semi-migratory species ) is registered in the catches. There are data distribution and abundance of each species for all of the families are summarized. The tendency of expansion of areals of marine species (Alosa braschnikowi kisselewitschi, A.b.sarensis) to the north is registered.

Social issues of migrants in Tyumen region: sociological measuring
Annotation:

In the article it is presented the results of the secondary analysis of public opinion research results on social issues of migrants from Central Asia countries based on a questionnaire survey of 1200 respondents living in Tyumen region as well as answers of experts. The statistical data are analysed characterizing the processes of arrival and departure of foreign citizens as well as crime level of immigrants from abroad. The results of public opinion allowed to make a conclusion that the situation in the sphere of labour migration is more favourable than statistics surveys of public opinion againstconcerning migrants in Russia as a whole.

However, global environmental changes for the last decades, the widespread use of anthelmintic preparations, medications and number of other factors have changed the clinical data of parasitic infestations. Today a question of treatment of parasitic infestationsof children is not fully resolved. Despite the availability of a wide range of antiparasitic agents, they possess a lot of side effects. Moreover, currently, there is a tendency that many parasites develop tolerance for antiparasitic preparations. In this regard search methods for early, highly-qualified, informative and specific verification of helminth-parasitic infestation remain relevant in order tocarry out timely treatment with the methods, which have minimal side effects and possess high efficacy against parasitic infections of children.

Methods of energy saving increase under during agglomerate production at Aksu Ferroalloy Plant Branch of “Kazchrome” JSC
Annotation:

In this article issues of efficient use of ferroalloys production waste to save costs are considered; energy efficiency of agglomerate production is calculated; sintering heat balance data are presented by a case study of Aksu Ferrolloy Plant. According to the annual economic benefits calculation the folowing results are obtained: due to аglogases recirculation, fuel saving is 1334.5 t.o.e.; due to reheating it is 1491 t.o.e.; due to installation of thyristor converters to the unit the annual energy saving is 1714000 kWh. Thus, it is identified that besides energy-efficiency measures during recycling of solid and gaseous wastes, the use of agglomerate increases IPF electric furnaces performance as well, decreases specific energy and reducing agent consumption which means the prime cost of finished products will be reduced.

In this paper the correlation and regression factor analysis of population growth of Pavlodar region between 2009-2013years. Body heating automatic control system №1 Innovative University of Eurasia
Annotation:

The paper presents the thermal design of the building heating system of a four educational building № 1 Eurasian innovative university.Data are presented for the period from 1 December to 28 February for three seasons: 2013–2014, 2014–2015, 2015–2016 years. On the basis of the actual thermal design graphics and design of heat were built in the period from 1.12. at 28.02 for three seasons (2013-2014,2014-2015, 2015-2016 years). In these graphs clearly visible difference between the two values. According to calculation, the average difference was 13.02 % of the actual heat consumption.

In this article the question connected with the activation of cognitive activity of students. It one of issues of the day on the modern stage of development of pedagogical theory and practice. An author exposes development of activity, independence, initiativeness, creative approach to the thing, these are the requirements of life, qualificatory that direction in that it is necessary to perfect an educational process in a great deal. Searches of ways of development of schoolchildren’s activation of cognitive activity, developing their cognitive flairs and independence is a task that teachers are called to decide. The use of ICТ, that allows to activate thinking, ability to offer the variants of vision of problem, question, themes in the narrow and wide understanding and participating in the discussion are examined in the article. It helps to improve quality education, forms a culture, aesthetic skills of students, develop attention, memory. All this has a practical orientation in different areas and spheres of activity of student. Dynamic evaluation of emergency cases in Pavlodar city
Annotation:

This paper analyzes emergency cases in Pavlodar city and suggests a set of preventive measures aimed at reducing the number of emergencies. The main causes of emergencies are of natural and anthropogenic origin. The paper is based on statistical data for a five-year period. Based on research results, state recording of emergencies is maintained. To prevent emergencies of natural and anthropogenic cause on the territory of Pavlodar, there are special emergency rescue teams, territorial units of the Civil Defense, object units and emergency response units.

Research of one numerical series
Annotation:

In the paper, we consider some fractional and irrational expressions, and prove the assertion that leads them to fractional and rational expressions, and also consider one general lower and upper bound (two-sided estimate) for a one numerical series. In obtaining some congruencies, we used the formula for binomial coefficients, then from the sum of the left side we cancel each other, and the summons with even numbers, where everywhere in an even degree in an uneven degree are doubled even after multiplier was put outside, all the summons remain free from the square root. Several variants of proofs are considered in the solution of certain problems and theorems.

The effect of pre- and probiotic preparations on the state of the intestinal microflora of healthy and sick calf dyspepsia
Annotation:

This article describes the effect of pre- and probiotics on the condition of intestinal microflora for newborn calves. It has been established that in the intestines of calves, in addition to lactic and bifidobacteria, conditionally pathogenic bacteria such as E. coli, staphylococcus and streptococcus are contained. When taking pre- and probiotics in the experimental groups of animals, a decrease in the content of conditionally pathogenic microflora was observed with a dynamic increase in obligate, which indicates a positive effect on the formation of intestinal microbiocenosis during the milk period.

Annotation:

The causes and conditions of crime in the modern world. Abstract. The article discusses the causes of crime, describes the main groups of causes of crime. The conditions of crime – related, necessary, sufficient – were revealed through a detailed study of the causes of the emergence of various types of crime. On the example of the activities of the Department of Internal Affairs of the city of Ekibastuz, a number of organizational and practical measures aimed at stabilizing the criminal situation in the Ekibastuz region are identified, and statistical data on the results of these measures are also presented. One of the results of the study of this problem is to increase the professional readiness of all the structures of the law enforcement system, to create the appropriate material and technical conditions for improving the means and methods of preemptive influence on economic crime as the material basis of crime.

Various methods and approaches in teaching foreign languages are gaining popularity in the modern world of globalization and integration. The integration of the education system caused by the acceleration of the process of mastering foreign languages and increasing its quality, in this regard, this article discusses the latest world teaching methods in order to implement them in the educational system of educational institutions. In particular, in the modern educational environment, the approach based on the idea of integrating subject and language learning in the process of professional training of future specialists (Content and Language Integrated Learning) is of particular importance, which contributes to the formation of professionally-oriented competence in a foreign language. In this regard, the article presents the methodology for activating the knowledge and skills of students in lectures, practical training and during independent work of students on the example of the discipline “Economics and entrepreneurship in industry” for students of non-linguistic directions of training in accordance with the methodology of content and language integrated learning (CLIL). The methods of applying the “Language input theory”, “Second language acquisition” theory, “Interaction theory” in lectures, practical training and during independent work of students in the discipline “Economics and entrepreneurship in industry” are also proposed. A practical algorithm of the course of the lesson (on the example of lectures) in accordance with the CLIL methodology according to the specifics of the discipline is presented. The methodology of evaluating students’ knowledge in accordance with the credit technology of training is presented. In the article, special attention is paid to the auxiliary role of the teacher in helping students master the materials of the discipline, which is reduced as the student acquires basic professional knowledge and skills. The forensic characteristics of criminal offenses
Annotation:

The research explores the scientific approach to the concept and essence of the forensic characteristics of crimes, the concept’s formation history, and also draws attention to the role and place of this scientific category in the theory of modern forensic science. The article emphasizes that the forensic characteristic, which is an independent element of a private forensic methodology for investigating crimes, is one of the basic concepts of forensic theory and practice. The author notes that the phrase “forensic characteristics of crimes” should be understood as an ordinary data system on the elements of certain types of crimes and their mechanisms. Concerning specific crimes, it is necessary to consider the issue of the forensic information system for a specific offence, which is reduced to the subject of the investigation. The article emphasizes the importance of the category of “forensic characteristics of a crime” for countering novel criminal offences, among which the author highlights cybercrime. There is no doubt that this concept of the forensic characteristics of crimes is capable of investigating the main practical goals, including new elements of criminal offences, along with the solution of scientific tasks for the disclosure, investigation and prevention of crimes. Extraction of non-ferrous metals from dusts of converter steel-melting production

Currently, an objective necessity is the development of dust utilization technologies for converter steel production, with its further use in production and production of by-products. The use of dust allows not only to save natural raw materials, but also increases production efficiency and improves the environmental situation. The content of non-ferrous metals in dusts makes it difficult to process and use them in agglomeration or in blast furnace production, while the iron content in converter dusts (sludges) makes it possible to use them as promising metallurgical raw materials. Therefore, for a more complete processing of dusts, extraction of non-ferrous metals from them is proposed. The purpose of this work was to determine the possibility of extracting zinc and lead from sludges of the converter production by the method of chloride sublimation. We used dust containing: 86,3 % Fe2O3, 3,5 % FeO, 0,9 % Al2O3, 1,6 % CaO, 0,9 % MgO, 1,1 % MnO, 0,8 % SiO2, 4,4 % ZnO, 0,5 % PbO. The study was conducted in the temperature range 200-1600 degrees C and pressures of 0,01; 0,1 and 1 bar based on a complete thermodynamic analysis using the HSC – 5.1 software package. Finnish metallurgical company Outokumpu, based on the principle of minimum Gibbs energy. According to the results of the studies, it was found that, at normal pressure, lead chloride sublimationbegins at a temperature of 600 degrees С, and zinc - at 900 degrees С: a decrease in pressure to 0,01 bar reduces the temperature to 500 degrees С and 700 degrees С, respectively; lead chloride sublimation under equal conditions is more complete than zinc; To achieve zinc chloride distillation at the level of 90-96 %, the process must be carried out at 1145-1200 degrees С and pressure from logP = -2 to 1,2 bar, while the degree of lead chloride distillation is 99,8-100 %.

Diagnostic value of hematological studies in ichthyopathology
Annotation:

The article presents studies on the morphological picture of the blood of fish in a comparative aspect, depending on age and species. In recent years, the influence of anthropogenic factors on the ecosystem of water bodies has intensified. In this regard, the main direction of solving the problems of ichthy -epizootological situations is new areas in veterinary medicine, in particular, hematological recognition of shaped elements in the blood of fish. To identify and understand the state of the fish organism, which they reflect, the researcher must first of all correctly determine these forms of cells in the blood, especially this applies to white blood cells. Our review is brief and does not pretend to be completely complete literature data on this issue. All this together gives a complex morphological picture of the blood of fish, which is difficult to typify. Unlike higher vertebrates, fish lack bone marrow and lymph nodes, hematopoiesis occurs both in organs, which include reticular syncytium (gill apparatus, kidneys, lymphoid organ), and vascular endothelium of the gill apparatus and heart and spleen and, in some cases, intestinal mucosa. In bone fish, the anterior part of the kidneys is the main organ of hematopoiesis; hematopoiesis also occurs in the lymphoid organs and in the spleen. The purpose of this research is to study the morphological picture of the blood of fish in a comparative aspect, depending on age and species. 3-7 animals from each age group of fish were examined on average. To study the morphological composition of blood from fish, blood was taken from gill vessels and from the heart cavity. In the process of research, it was found that the peculiarity of fish is the presence in the blood of both mature and young red blood cells, red blood cells have nuclei. Bony fish have four types of myeloid cells at all stages of development, known in the hematology of higher vertebrates and humans. A distinctive feature of fish granulocytes is the ability to observe leukocytes in all successive stages of filling the cytoplasm with granules, and the nucleus of th ese cells is very rarely lobed. Unlike fish, in mammals it is very difficult to distinguish between the stages of development of basophils and eosinophils (myelocytes, juvenile, stab and segmented), since the segmentation of the nucleus is weakly expressed , and the number of granules does not increase as the cells mature. It can be noted that the studies initiated can contribute to determining the choice of hematological studies. Given the above factors, a detailed epidemiological classification of hematolo gical studies will be obtained. The research results make certain additions to the procedures of veterinary-hematological studies in the field of ichthyopathology. In the future, research will continue in the direction of hematological diagnosis of fish di seases and prerequisites will be created for a detailed epidemiological classification of hematological studies.

G.A. Beshkarev in the memoirs of contemporaries
Annotation:

Gennady Beshkarevis a poet, novelist, publicist, memoirist who lived in Pavlodar for some time in the 30s of the last century. Among other things, in his creative heritage there are memoirs of artistic and historical interest "Pavlodarskiyebyli". In this work, in an artistic and journalistic form, social and everyday pictures are vividly conveyed, which significantly enrich our knowledge about pre-war Pavlodar. "Pavlodarskiyebyli" is especially valuable because earlier the 30s of the 20th century were considered as a kind of "white spot" in the Russian literature of the region. On charges of anti-Soviet activities, G. A. Beshkarev was sentenced to serve a five-year term in Siberian camps, and his work, which remained unpublished for a long time, only finds its readers in our time. The works of G.A. Beshkarev are included in the "Pavlodar literary"anthology on the study of Russian writers in Kazakhstan. In this regard, it is important to restore the portrait of the author's personality, and today the memories of his contemporaries, their written and oral evidencecan only help. This article is an attempt to systematize and analyze the data obtained as a result of the interview and can serve as a material for creating a biography of the writer. Conversations with the author's relatives, conducted in the fall of 2017 in Almaty by the author of the article, reveal the writer's personality traits, his attitude to various aspects of life: to the era, people, and creativity. In the memoirs of family members, Beshkarev appears as a person of rare directness and steadfastness, irreconcilable with the injustices of his time, as a person physically resistant, endowed with endurance. In the memory of friends, he is captured as a talented speaker, sometimes angry with the language, as clockwork, indefatigable, deeply artistic person of rare charm, who was able to impress colleagues, women, and students, as well as a teacher who is ready to selflessly and enthusiastically help students overcome difficulties.

Simulation of property management using the example of filling station chain
Annotation:

When managing a filling station chain, it is necessary to solve the following tasks in dynamics: determining the volume of purchases by types of oil products sold and redistributing the available volume of various types of oil products to filling station chain. The peculiarity of this control task is that the replenishment of the storage of oil products is carried out centrally, and the sale of each type of fuel is carried out at separate filling stations of the network, that is, in many points. At the same time, the volume of each type of fuel sold by each station of the network should be taken into account separately, taking into account the seasonal demand for a specific oil product. In addition to modeling demand, information is needed on the volume of petroleum products that can be purchased from suppliers with the possibility of increasing or decreasing the volume of purchases due to demand. To solve this problem, a list of suppliers of a specific type of oil product with a possible range of supply volumes must be determined. In the proposed model, an attempt is made to solve the above problems. To solve them, a management model was developed, which was implemented using the Visual Studio C # programming environment and MS SQLServer DBMS. When developing the structure of the database tables, the task of managing a network of filling stations based on the Petri net was taken into account: that is, the database tables provided for storing information on the volumes of supplies of petroleum products, the volume of sales of each type of petroleum product, as well as the time of deliveries and sales. To solve the problem of centralized procurement for all types of fuel, the database provided tables with information about suppliers and possible volumes of supplies by them of various types of petroleum products. To solve the problems of forecasting demand, the model includes algorithms for predicting the volume of sales of petroleum products based on the accumulated time series of data for each type of fuel separately. The forecasting was carried out in order to assess the required volumes of purchases of oil products for the coming period. The prediction algorithms are implemented using two methods: linear approximation and exponential smoothing. Both algorithms take into account the seasonality of demand.

Mathematical modeling of the results of experimental studies of the influence of the type and dose of cheese melting salt on the qualitative indicators of melted cheeses

The article is devoted to the mathematical modulation of a complex of experimental data obtained in the process of experimental studies of processed cheese products, processed by mathematical methods. The purpose of this study is to establish the type and amount of the melting salt that promotes the formation of the plastic structure of the processed cheese product. The analysis of scientific research in the field of food technologies showed that mathematical modeling is used in the following areas: clarification of the modes of technological processes, design of recipes and assessment of the quality of finished products, as well as forecasting the shelf life of new products when they are put into production. The most relevant in describing the processes of food production are models of multivariate variance-regression analysis using methods of mathematical planning of the experiment. The authors carried out mathematical modeling and established graphical dependencies characterizing the degree of influence of the regulated factors X1 and X2 on the controlled ones that determine the quality and safety of processed cheese products. It is important that the mathematical analysis of the graphical dependences of the rheological parameters on the adjustable factors indicates the reliability of the data obtained. It is concluded that an increase in the melting salt dose leads to an increase in the – limit shear stress, which reflects the nature and state of the consistency of the processed cheese product. The process of normalization of the controlled factors by the maximum value was carried out. Graphical dependencies were built and regression analysis was performed, the results of which allow an objective assessment of the degree of influence of the type and dose of the melting salt on the chemical and organoleptic characteristics of the test products. The authors have proven that the optimal efficiency of transforming the structure of the constituent components of the recipe into a plastic structure of a processed cheese product that is stable during storage is provided by a combination of adjustable factors X1 (Solva 85) and X2 (Solva 120) taken in a ratio of 1: 1, with a total amount of 1,2 mas.%. At the same time, the quality indicators of the experimental products are characterized by the following values of the controlled factors: У1 – 1280 Pa; У2 – 9 points, У3 – 9,301 (2,0-2,2109 colony forming units /g).

Economic efficiency of the scheme for preventing infertility of dairy cows
Annotation:

The work is intended to determine the etiopathogenetic principles of animal prevention in gynecological pathology and issue a theoretical justification. At the same time, improving preventive measures aimed at preserving their health, increasing the productivity of animals in modern conditions of animal husbandry and ensuring high productivity of cows. In this regard, the main task is to develop ways to increase insemination of cows with the use of complex and homeopathic treatment. For the first time in the East Kazakhstan region, new scientific data on the main etiological factors leading to gynecological pathology and infertility of cows were obtained. Work has been carried out to improve measures aimed at preventing infertility of cows in the conditions of dairy farming in this region and stimulating increased insemination. New schemes for stimulating increased insemination using hormonal, homeopathic and other drugs have been tested. As a result, an increase in the productivity of cows was revealed, and stimulation schemes were introduced. For the first time in the farm" kamyshinskoye" an economic assessment of the damage from infertility of cows is given. Research work is done between 2016 and 2019 years by the Department of veterinary medicine of the State University named after Shakarim, in the laboratory "Agrotechnopark" of the State University named after Shakarim and national University of veterinary medicine and biotechnology named after Lviv and in the farm "kamyshinskoye" of the Shemonaikha district of East Kazakhstan region. To enhance the insemination of cows 3 groups of animals was obtained: animals of group I were not subjected to insemination; animals of group II for 1-3 hours before insemination grafted surfagon 3 ml (15 mg), 15 ml of Catosal, 15 ml habilita-Se, 10 ml uteroton; 8 days prior to insemination progesterone 2,5% 2 ml, Catosal 15 ml, habilita-Se 15 ml; cows of group III for 30-60 minutes before insemination were given Ovariovitis, and after fertilization Ovariovitis for 25-30 days and liarcine 5 ml. Study of the possibility of using heterologous preparations in the serologic diagnosis of carnivorous plague
Annotation:

Main problem: The genus Morbillivirus of the family Paramyxoviridae includes agents of morbilli, plague of cattle, carnivores and small ruminants. Plague agent of carnivores causes a dangerous disease of fur animals and dogs, which in many cases ends in death. The disease is widespread everywhere, including Kazakhstan. In our country, the mixed form of the disease is most common, and the least common is the skin and nervous forms. The chronic course of plague is observed to a greater extent with the nervous form, subacute - with mixed and intestinal, acute - with cutaneous and pulmonary forms of the disease. Goal: Veterinarians have significant difficulties in diagnosing carnivorous plague. Despite the fact that serological methods for diagnosing this infection have been developed and applied for research purposes, the lack of commercial diagnostic preparations on sale significantly restrains their use by practical veterinary workers. Therefore, the diagnosis of plague of carnivores is mainly established on the basis of the symptom complex of the disease and the data of epizootic and pathological anatomical studies, the results of which are largely similar to those in some other diseases of carnivores. Scientific research in the field of means and methods of laboratory diagnostics of carnivore plague, applicable in practical veterinary medicine, is in great demand. Methods: Considering the fact that the carnivores plague and cattle plague are antigenically closely related, studies were carried out to determine the possibility of using means and methods for diagnosing cattle plague for serological diagnosis of carnivores plague. Results and their significance: It has been established that the use of means and methods for diagnosing cattle plague makes it possible to diagnose carnivore plague at all stages of the course of the disease, their use makes it possible to reliably establish a diagnosis of the disease in fur-bearing animals and dogs in a short time after the receipt of samples of material for research, even in cases of mixed viral and bacterial infections; and also to differentiate the plague of carnivores from diseases similar to it - parvovirus enteritis, infectious hepatitis and a number of others.

Development of the technology of cream bioadditive for enrichment of processed cheese product of functional orientation
Annotation:

The article is devoted to comprehensive research and development of the technology of cream supplements for the enrichment of processed cheese products. This article discusses the steady trend towards the use of dairy products with probiotic properties in the diet of modern people. The authors justify the requirements for the chemical composition and properties of a new type of processed cheese product: the mass fraction of dry processed cheese product must be at least 45 wt.%, the amount of probiotic microflora at least 107 CFU/g, to adjust the fatty acid composition of the product, the use of milk fat substitutes. As a result of the research, the composition and technological parameters of the production of a cream Supplement intended for enriching a new processed cheese product were determined. Skimmed milk powder concentrate with a mass fraction of dry substances (48.0±0.5) %was selected to increase protein (nitrogenous substances) in the nutrient medium for microorganisms. To activate the growth of bifidobacteria, the prebiotic No. 1 – lactulose was studied. The main content of the study is the analysis of the effect of increasing the amount of SOM concentrate on the chemical composition of the compositions of experimental products. The bacterial concentrates Bifilact-B and Bifilact-u were selected as the source of probiotic cultures. In fermented products, microbiological indicators were determined: the total number of lactic acid cultures and bifidobacteria. The article analyzes the dynamics of acidity of experimental products fermented with bifilact-B bacterial concentrate and bifilact-u bacterial concentrate. It was found that in experimental products with a high level of acid formation, the growth of bifidobacteria decreases, this is due to the fact that at low pH values, the growth of bifidobacteria slows down, and at a pH below 4.5 – stops. There was a significant increase in the number of bifidobacteria in the presence of a prebiotic – lactulose concentrate. The authors proved that the fermentation process with the formation of a clot in experimental products with bifilact-B bacterial concentrate is completed within 9-10 hours, taking into account the time of compaction of the consistency. In experimental products fermented with bifilact-U bacterial concentrate, the fermentation process ends within 7-8 hours, that is, by (2.0±0.5) hours faster.

Criminal law protection of personal freedom in Kazakhstan: grounds and principles of criminalization of encroachments
Annotation:

In this article, the author examines the grounds and principles of criminalization of encroachments against the personal freedom of a person and a citizen. The purpose of this study is to analyze the legal validity of criminalization of acts that infringe on personal freedom. The article emphasizes that the criminalization of socially dangerous acts taking place in society plays a leading role among the means of influencing crime. In the practice of developing criminal legislation, there are many examples when previously unpunished criminal acts were later recognized as a crime at the legislative level. The methodological basis of the research is based on traditional general scientific and special legal methods: system-structural, historical-legal and comparative-legal. The researcher notes that the need to criminalize crimes against personal freedom is primarily due to the following reasons: a high degree of public danger; negative dynamics of these acts; the existence of conditions for committing these crimes that cannot be eliminated without criminal liability; the need for a criminal law guarantee of protection of constitutional rights and legislative provisions; the existence of international legal obligations of the state to counteract the acts in question. Subsequently, the article makes a reasonable conclusion that in the Republic of Kazakhstan, in fact, there were and is currently objective grounds that prompted the legislator to criminalize attacks on personal freedom. The author refers to the principles of criminalization of acts against personal freedom: legal and criminological (the possibility of influencing socially dangerous acts through criminal law measures; the procedural feasibility of prosecution; the principle of proportionality of sanctions and economy of repression); socio-economic (the significant nature of the material and moral harm caused by the crime; the advantage of positive consequences over negative ones; the availability of material resources for the implementation of the criminal law ban; ); socio-psychological (sufficient level of public legal awareness and psychology; historical traditions). In the article, the author concludes that the Kazakh legislator really had every reason to criminalize acts against personal freedom. At the same time, it is emphasized that despite the relative regularity of criminal law acts that infringe on personal freedom, the legal regulation of criminal liability for them still requires further improvement.

Improving the legislation of the Republic of Kazakhstan in the field of ensuring the security of personal data processing on the Internet is relevant in the framework of implementing the provisions of the Cybersecurity concept («Cyber shield of Kazakhstan»). However, national legislation does not provide specific guarantees against unauthorized collection of personal data. The current legislation of the Republic of Kazakhstan in this sphere of relations contains a number of legislative decisions, but there are legal errors that require timely adjustments, taking into account the borrowing of progressive experience of foreign countries. Special attention in this article is on the study of contemporary threats of violations of personal data, and provided ways to protect them. The authors conclude that, despite the fact that the law of the Republic of Kazakhstan «On personal data and their protection» sets requirements for the procedure for ensuring the confidentiality of personal data, at the same time they are general in nature and need further specification. Initiation of pre-trial investigation in cases of kidnapping: essence and characteristics

In this article, the author examines the features of the pre-trial stage of the investigation in the investigation of kidnapping. The initial stage of the investigation consists of: starting a pre-trial investigation, conducting urgent investigative and procedural actions and attracting a person as a suspect. The initial stage of the investigation of a crime, including kidnapping, is crucial for the implementation of further qualitative and offensive investigation of criminal acts. The purpose of this article is to study the natureand features of the beginning of the pre-trial investigation of kidnapping. In the course of the study, the author used such methods of scientific research as: dialectical, system, method of qualitative and quantitative analysis, generalization and study of literary sources, comparative legal, historical-legal, system-structural and formal-logical methods, as well as the method of system analysis. Activities to identify signs of a crime must be considered through the prism of the beginning of a pretrial investigation. Currently, the beginning of a pre-trial investigation, from the point of view of criminology, refers to very specific types of organizational activities at the initial stage of the investigation of a kidnapping. The detection and investigation of kidnappings is highly complex, requiring law enforcement officials to maintain strict secrecy. If there is a reason provided for by the criminal procedure law to start a pre-trial investigation, the investigator or an employee of the body of inquiry is obliged to establish the presence of sufficient data indicating signs of kidnapping. To do this, it is necessary to carefully study the content of the application, compare the available factual data. The beginning of a pre-trial investigation should not be an end in itself of the activities of the pre-trial investigation bodies. At the same time, their offensive and proactive work on all received facts, information and operational materials is extremely important, because it is the embodiment of the active position of the law enforcement system inthe direction of preventing and suppressing possible illegal encroachments on personal freedom, including the suppression of those criminal actions that are in the stages of their preparation or beginning.

The right of ownership, like property itself, occupies one of the mainplaces in public life. Statutory regulation of property relations in the Republic of Kazakhstan existed throughout the entire period of statehood formation. Today, property relations are regulated by the norms of various branches of law. But civil law regulation occupies one of the most important places in the system of regulatory regulation. This article deals with a comprehensive analysis of the main legal concepts, such as property, owner, subject of property rights, as well as forms and types of property, the grounds for the emergence and termination of property rights and ways to protect and protect the absolute right of the owner. A certain thing may belong to several persons as common property. In this case, the right of ownership is distributed among several owners (co-owners). The purpose of this work is a comprehensive analysis of the main legal concepts, such as property, owner and subject of property rights, as well as forms and types of property, the basis for the emergence and termination of property rights and the definition of ways to protect and protect the absolute right of the owner. The means of achieving this goal is the study of the works of Kazakh legal scholars, the study of the analysis of practical materials. That is, in civil circulation, data are carriers of state property rights. Depending on the tasks performed, the State exercises the powers of the owner on behalf of one of the specified entities. The Republic of Kazakhstan and the administrative-territorial unit are not legal entities. However, unless otherwise provided by legislative acts, they are subject to the rules governing the participation of legal entities in relations regulated by civil law. The state and administrative-territorial unit, as special subjects, have all the rights ofsubjects of civil legal relations and are limited in legal personality only by the current legislation.

Opportunities for the development of entrepreneurship through labor mobility

Main problem: The literature on regional entrepreneurship tends to neglect interregional human capital flows, and yet spatial mobility provides emerging entrepreneurs with knowledge and networks in different locations to exploit entrepreneurial opportunities. Purpose: The purpose of this study was to establish the relationship between mobility and entrepreneurship. Methods: Examined how multidisciplinary experience and non-local knowledge provide migrants with the desire for opportunity-based entrepreneurship. The connection between the regional environment and entrepreneurial motives based on opportunities for people with and without spatial mobility is shown. The analysis of data from a survey of labor force dynamics is presented, which compares the characteristics and driving forces of entrepreneurial motives of migrants and local residents. A survey has been conducted that indicates a higher prevalence of opportunity-based entrepreneurship among migrant entrepreneurs compared to their local counterparts. Official Kazakh statistics do not take into account the impact of internal migrants on the development of the economy and welfare of the region to which they moved. Results and their relevance: Based on the analysis and survey, it was found that the experience of spatial mobility significantly increases the likelihood of entering an opportunity-based business. The regional environment influences the entrepreneurial motives of migrants and non-migrants, but in different ways. Local entrepreneurs are more affected by the endogenous nature of the firm, while migrant entrepreneurs start businesses based on both local needs and external linkages with wider market areas. As research methods, the article proposes variants of experimental models with possible stages of transformation, presents preliminary technical data, conducts a comparative analysis with innovative footwear samples of famous world designers, and makes assumptions about the development of this model in the future. An experimental method was used during the study. A shoe shape was developed, which took into account the preferences of the age group of 12-16 years old, relying on this category of consumers, we were able to go beyond the rational understanding of shoes as a functional form and gave it the meaning of a fantastic image, which allowed us to consider the form in the semantic and artistic context dictated by this age group of consumers. In addition, investing in this model the concept of "smart shoes", we considered not only the ability of modification and transformation by rearranging replaceable parts, the possibility of designing and reincarnating from one form to another, combining the constituent elements of the shoe into one whole, but also the development of the creative potential of the consumer, who at its own discretion can rebuild the structure and, in fact, as a designer itself, form a new model. The article makes assumptions about its further development in various fields of activity. For example, medicine, sports, art, etc. Considering the introduction of new materials, we relied on discoveries in the field of nanotechnology and considered among the possible features of this model the change in color on the basis, the reaction of materials to light, temperature, etc. The project is aimed at creating such shoes that will be developed for a wide range of consumers thanks to the wide range of possibilities contained in the design of the form and the features of modern materials.

Methodological aspects of the technology of developing electronic textbooks

The widespread introduction of information technologies makes significant changes in various spheres of human activity. The education sector is no exception. In this regard, in this article, the author considers the actual problem of developing electronic textbooks and is one of the most relevant and promising areas of informatization of the educational process. The analysis of the works of scientists A.A. Andreev, A.I. Bashmakov, T.I. Koval, V.M. Kukharenko, E.S. Polat, P.I. Serdyukov, S.S. Sysoeva, A.Yu. Uvarova was conducted. These works contain requirements for the development of electronic textbooks. Based on the results of the analysis, the author described the stages of developing electronic textbooks, the principles that they should correspond to, and also provided a list of modules that should make up an electronic textbook. From the existing variety of software packages, the author distinguishes CourseLab, Smart Builder, MOS Solo, Google Sites, iSpring Suite, TurboSite, Adobe Animate, HTML5. The development of electronic textbooks based on the technology presented by the author of the article and their subsequent application in the educational process will help to organize the educational and cognitive activities of students at a more effective level. Purpose is the description of the technology for the development of electronic textbooks, taking into account existing requirements. The article uses methods of analysis, synthesis and deduction. The analysis of requirements and principles of development of electronic textbooks is carried out on the basis of the descriptive-analytical method. The practical result of the proposed technology is the developed electronic textbook "Development of mobile applications". The results of the study, in addition to their theoretical significance, also have practical significance, which consists in the positive dynamics in resolving the contradiction between the continuously increasing flow of information and the limited opportunities of students to assimilate it. The conscious use of electronic textbooks in the educational process is one of the fundamental ways to improve the quality of education by changing the methods of teaching used in the direction of individualization and focus on the student.

The main directions of economic development of the region through the prism of the impact of the coronavirus pandemic

The COVID-19 coronavirus pandemic has brought about a new economic reality, to which every economic entity must adapt, regardless of the scale: within a region, a country, or the whole world. The article examines the regional economic mechanism in the context of the pandemic in the context of the interaction of the market mechanism of self-development and the control influence of the regional authorities. The destabilization of the economic situation in the regions as a result of the pandemic and related restrictions poses the problem of revising the main directions of regional policy To achieve the set goals and objectives, the general methods of empirical and theoretical research were used: analysis, synthesis, induction, deduction, generalization, description. Three spheres play a key role in the economy of Pavlodar region: industry, trade and transport. Just how to remain positive dynamics in terms of industrial production and maintained the services will depend on the development of the region, the main indicators which are discussed in this article through the prism of the events in the context of the pandemic. The necessary health measures taken in response to the pandemic have led to a severe reduction in mobility and are accompanied by high economic costs. The quarantine measures have had a direct impact on businesses, especially microbusinesses. To support this sector, tax incentives were provided, lending was expanded, and measures were taken to further facilitate the business environment. The article reflects only a small list of issues that required changes in the economic mechanism in the context of the pandemic and the introduction of restrictive measures, as well as the strengthening of the influence of external control on the economy. At the same time, the state as whole and individual regions, taking into account their potential and the actual situation in the economy, need to find an optimal balance between the prohibitions and restrictions imposed to ensure the safety of human health and the preservation of the economy in a functional mode, work and income of employees. This problem of finding a balance between prohibitive and permissive measures requires further analysis. At the same time, the state needs to develop and apply tools of a systematic nature, focused on the long term.

Accounting information when calculating the cost of production of an industrial enterprise as an element of cost management

The data of calculating the actual cost of production are widely used in production management at industrial enterprises, to monitor compliance with the standard cost of production adopted by the enterprise, to identify ways to optimize labor costs and material resources. The level of cost depends on the activity of an industrial enterprise in a market economy: the amount of profitability, the economic efficiency of its activities. The choice of the method of cost accounting and calculating the cost of production depends on the specifics of the technology and organization of production, as well as the requirements of the efficiency of enterprise management. Studying the formation of accounting information when calculating the cost of production by type of product, comparing the level of costs with the revenue received makes it possible to determine the economic efficiency of production. The purpose of this study is to identify the problems of forming accounting information when calculating the cost of production for making decisions to reduce costs. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, and graphical method for visualizing the results obtained. When considering the cost calculation, attention is paid to the fact that in market conditions there is a need for detailed cost accounting and calculation of the cost of production. If we take into account that in market conditions, prices for products are formed as demand increases, and demand is influenced by external factors, then we can only influence the costs based on the cost calculation. The basis for making effective management decisions will depend on how reliable and to what extent the accounting information is formed. Costs are the main constraint on the profit of industrial enterprises, since the main strategic goal of any enterprise is the mechanism for increasing profits. The ability to achieve this goal is limited by the following internal factors: the complexity of the cost grouping, technological processes, and the impact on product quality. It is necessary to improve the information system, which is based on the data of primary documents, document flow and the order of cost grouping. The proposed measures will contribute to strengthening the control function of the management and, as a result, effective cost management.

Bacteriological studies of pathogenic microflora in respiratory diseases
Annotation:

The main task of microbiological study of pulmonary patients is to identify the etiology of acute and exacerbation of chronic disease in order to determine therapy and control its effectiveness. Classical methods of microbiological research consist in isolating a pure culture of the causative agent of the disease with its identification by biochemical, antigenic and other characteristics. Such studies are multistage; they impose rather strict requirements on the quality of the source material, the timing and conditions of its transportation, laboratory equipment and the precise execution of the research methodology for at least 3-5 days. Isolation of the culture of a number of pathogens (atypical intracellular microflora, anaerobic bacteria, mycobacterium tuberculosis) requires even more lengthy studies using special media and equipment. This article presents the results of a bacteriological study of pathogenic microflora in diseases of the respiratory system of the population of the Shcherbakty district of Pavlodar region for 2017-2019, including the following sequence: microscopy of native and Gram stained smears; inoculation of biological material on nutrient media for isolation and identification of the pathogen; determination of the sensitivity of the isolated microorganism to antibiotics; immunological (serological) research methods aimed at determining antigens of microbiological origin, as well as antibodies to them in the patient's body. It has been shown that conducting bacteriological studies in accordance with the requirements of regulatory documents allows obtaining reliable and comparable results necessary both for the optimal treatment of patients and for collecting and analyzing data on monitoring the emergence and spread of diseases of the respiratory system caused by pathogenic microflora.

Analysis of the state of the telecommunications industry of the Republic of Kazakhstan

In the article, the object of research is the telecommunications industry of the info communication services market of the Republic of Kazakhstan. Despite the fact that the structure of the communications and telecommunications market of the republic has changed significantly for the better in recent years, the development of various segments of the industry has diverse regularities that form quite definite trends that determine the prospect of their development. In this regard, the aim of the research was the analysis of the state of the telecommunications industry of Kazakhstan, identification of the main players in the industry, identification of tendencies and regularities of development of its segments. As a scientific tool for solving the problem set in the article, a set of methods of statistical and analytical analysis was used, on the basis of which the main provisions of the analysis, problems and tendencies of development are justified and illustrated. It should be noted that the market of information and communication services of the Republic of Kazakhstan is characterized by a state presence, the essence of which is manifested both in the use of tools that form structural and technological shifts in the development of market industries, and support for its development in priority areas that determine the competitiveness of the market of the state, as a whole. One of these tools in the development of the information and communication sector of the Republic of Kazakhstan is the state program “Digital Kazakhstan”. The development of the market is accompanied by the emergence of new players in it from the technology sector, and as a result, increase of the competition for consumer through the expansion of the range of services, improving their quality and pricing policy. As a result of competition, a pool of leading operators has been formed in the sphere of telecommunications services in the republic, whose activity already go beyond the national framework. At the same time, the infrastructure of the industry, which is characterized by the dominance of analog data transmission system and the underdevelopment of digital and satellite infrastructure, still needs to be improved. Features of teaching physics in English in secondary school

This article reveals the essence of teaching the disciplines of the natural science cycle in English in high school. When preparing for the lesson, there is a need for careful selection of educational material, the teacher thinks out a specific algorithm for working with the text in a foreign language using subject terminology, while not forgetting the basic grammatical and syntactic models characteristic of the English language. In such a language environment, foreign speakers actively acquire solid knowledge, eliminating language difficulties in professionally-oriented lessons. Given this problem, we decided to create a methodological guide for teachers, which will contain tasks for formative assessment in physics lessons in English. Its lexical and grammatical material meets the requirements for mastering the English language (B1) in educational and cognitive activities. The presented progress tests also meet all the requirements of the corresponding stage of training of non-native speakers and help to consolidate the skills of professionally oriented communication. The purpose is to reveal some principles that should be taken into account when preparing assignments for physics lessons in English, as well as to provide a methodological guide for teachers. This article shows several principles that are most effective when conducting lessons. All the data of the article was confirmed by a computer survey of students, the answers were analyzed and collected for publication. Given the results we have presented, secondary school teachers can improve the quality of the material provided, as well as spend less time preparing for lessons. Physics is one of the fundamental sciences that can combine both the subject content and the language component. Here we present various methods of subject-language integration to improve communication skills. Thus, the preparation and conduct of physics lessons in English requires a strict and careful selection of educational material and takes into account the educational profile of secondary school students.

Problems and prospects of using the Industrial certificate in the Republic of Kazakhstan

The Kazakhstani manufacturer has repeatedly faced situations when pseudo-enterprises, disguising themselves as domestic producers of goods, works and services, received preferences and used government support measures, won government and other purchases, while not having enough equipment for production. The article is devoted to current problems and prospects for the application of the Industrial Certificate in the Republic of Kazakhstan. The dynamics of the development of the sphere of public procurement of the Republic of Kazakhstan is considered, depending on the specific requirements for certain areas of production of goods, works and services. The material in this article is important from the point of view of ensuring fair competition between competing enterprises in the same industry. The complex of transformations in the system of standardization, certification and quality management has been carried out since the first years of independence of the Republic of Kazakhstan. These transformations have been observed over the years, vivid examples of which are: the application of the European model of technical regulation to the modern realities of the economic situation in the Republic of Kazakhstan, accession to the Customs Union, the adoption of unified technical regulations of the Customs Union, the introduction of new regulations and legal acts defining the share of local content in products and services, as well as the potential of domestic industries. The results of these transformations have proved that the system of technical regulation of the Republic of Kazakhstan is an effective tool for the development of the economy. The development of new Kazakhstani normative legal acts and normative documents introduced to support the domestic producer of goods and services will contribute to the transformation of the old system and the creation of a new one that is fundamentally different from the previous one. The article discusses problematic issues in the field of industrial certification, namely: a lack of qualified personnel; unregulated pricing system for work carried out in this area; the complexity of the industrial certification procedure; a lack of automation of processes of the industrial certification mechanism. Analyzing the practice of industrial certification, this article offers recommendations for solving the above problematic issues. New edition of amendments and additions to the «Rules for the formation and maintenance of the register of domestic manufacturers of goods, works and services, as well as the issuance of an Industrial certificate» approved by the decision of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» dated 28.12.2018. No. 28 is designed to reconstruct the process of obtaining the Industrial Certificate. The process should become more transparent, understandable and highly efficient. Also, with the introduction of changes, the problems that hindered the receipt of the Industrial certificate by individual enterprises should be resolved.

Risks of microbiological contamination of fruits and vegetables used for food
Annotation:

Fruits and vegetables are most often consumed without being thoroughly processed before consumption. Some plant foods are vacuum-packed to ensure long shelf life as well as preserving the quality and safety of the product. Fruits and vegetables carry naturally occurring non-pathogenic epiphytic microflora on their surfaces. During growth, harvesting, transport and further handling they can be repeatedly contaminated by pathogens from human or animal sources. Fresh fruit crops have been implicated in a number of documented foodborne disease outbreaks. Outbreaks of diseases caused by bacteria, viruses and parasites have been epidemiologically linked to the consumption of a wide range of fruits and vegetables. The aim of our study is to assess the risk of contamination in fruit and berry crops and how to address this long-standing problem, namely, contamination of fruit and vegetables with unnatural pathogenic microflora. The following fruit and berry crops common in Turkestan region were chosen for the experiment: Apple variety Suislepskoe (stolovka) , peach variety Nectarine and grape variety Kishmish. Bacteriological inoculation was carried out by membrane filtration of used sterile water to obtain flushes from the surface of fruit crops. All work was carried out under full aseptic conditions. The utensils, water and other equipment used in the work were sterilised in advance. The data obtained during the experiment shows that there is a potential for widespread contamination of uncharacteristic microflora of plant products. Based on the results of the study it can be concluded that there are yeasts and acetic acid bacteria on the surface of all three samples of fruit and berry crops, which can be universally contaminated food and are not the natural microflora for the above mentioned crops. Specifically, fruits and vegetables can be contaminated with various bacterial pathogens, including Salmonella, Shigella, E. Coli O157:H7, Listeria monocytogenes and Campylobacter.

General characteristics and taxonomic composition of epiphytic microflora of plants
Annotation:

Main problem: Microbial-plant relationships, including epiphytic microflora, are the subject of attention of many scientists. Numerous works confirm the high interest of researchers and the relevance of studying this topic. Despite many years of research, some questions concerning the characteristics of the epiphytic microflora still remain open. It is already a well-known fact that the epiphytic microflora is directly related to the physiological development of the plant, including yield. This is due to the close interaction of the plant with the microorganisms living on its surface throughout the entire growing season. It is also proved that epiphytic microflora has the ability to change characteristics under the influence of environmental factors (temperature, humidity, soil contamination, sunlight, etc.). In this regard, the study of this topic is one of the important areas of biological and agricultural sciences and is of high importance. It should be noted that a significant role in the development of agriculture in the Republic of Kazakhstan and the Pavlodar region is played by representatives of vegetable crops, including tomatoes and potatoes belonging to the Solanaceae family, which indicates the high importance of the plants selected for the study. The combination of the above arguments determines the need to study the epiphytic microflora of plants and establish the regularities of its influence on the adaptive properties of the studied plants of the Solanaceae family, as well as on their productivity. In turn, the study of epiphytic microflora can also contribute to the search for new ways to increase the yield of plants and their resistance to various diseases. Purpose: The article is devoted to the study of the properties and characteristics of the epiphytic microflora of the surface of various organs of plants of the Solanaceae family (on the example of tomato and potato). The variability of the composition and number of epiphytic microorganisms in seasonal dynamics is shown. Methods: bacterioscopic method, fingerprint method, flushing method, Gram staining method. Results and their significance: The characteristics and properties of representatives of epiphytic microorganisms of aboveground (leaf, fruit, flower) and underground (potato fruit) plant organs were studied. The role of the influence of environmental factors on the variability of epiphytic microflora is determined on the example of plants Lycopersicon esculentum Mill. (common tomato) and Solanum tuberosum L. (tuberous nightshade). The differences in the microflora of different plant organs in different periods of vegetation are shown.

In this regard, the authors have developed methodological approaches to assessing the quality (effectiveness) of state programs (on the example of the program of the Republic of Kazakhstan “Employment Roadmap – 2020”) is urgent task for theory and practice of regional development. The purpose of the research is the investigation of the methodological foundations for evaluating the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment (based on the materials of program of the Republic of Kazakhstan “Employment Roadmap 2020”). Methods: The article uses a systematic approach to solving problems that ensures the unity of qualitative and quantitative methods: qualitative content analysis; a monographic method; the method of economic and statistical research. Results and their value: The value of the study lies in the fact that methodological approaches to the evaluation of programs in the public administration system are identified. For an economic assessment involving the calculation and analysis of unit costs per program participant, the authors propose to conduct dynamic and comparative analysis of the values of unit costs for achieving final results in directions of“DKZ-2020” program. This will allow to compare individual projects and program areas by costs in dynamics and further to identify those factors that work for their unjustified growth. Main problem: Computer systems and technologies are changing our society significantly. These changes are interconnected with both social and production spheres. Innovative digital technologies have a huge impact on the labor market and professional activity, contributing to their transfer to the electronic environment. Using digital technologies, modern people set new goals and solve problems with an increasing speed of problem solving, capitalizing on the possibilities of collaborative distributed actions within networks. In this regard, new competencies of specialists are in demand. Purpose: The purpose of this study was to establish the impact of the fourth industrial revolution on the education system and the development of skills and thinking for learning. Methods: When conducting scientific research, economic and statistical methods were used. These methods were also used in comparative analysis, as well as in assessing data and indicators of the higher education system, taking into account the impact of the fourth industrial revolution. The analytical method was used to consider the characteristics and factors influencing the development of skills and thinking for learning in modern conditions. The abstract-logical method is used to identify problems affecting the development of the labor market under the influence of digital technologies. Results and their value: The result of the study is that conclusions are drawn about the upcoming changes. Automation and digitalization are likely to lead to significant unemployment in most countries, so adaptation innovation policies are needed to help offset unemployment due to digitalization. Governments need to invest heavily in higher education as an economic development tool for their citizens. Lifelong learning should be identified as a critical element of success in the era of the fourth industrial revolution. Curricula should develop digital skills and address workforce disruptions due to automation.

The main problem is that money plays a huge role in a market economy. The market is impossible without the movement of money that carries out the turnover of goods and services. The movement of money serves the sale of goods, as well as the movement of the financial market. The cash resources of an industrial enterprise are an integral part of current assets. The money is needed for settlements with suppliers and contractors, for making payments to the budget, for issuing salaries, bonuses to employees, and for making other types of payments. The meaning of the organization of funds is to effectively manage the cash flows of an economic entity on the basis of data obtained from the results of the analysis of cash flows for a certain period of time and accounting data. Information support is a system of information and methods of its processing that allow us to assess the real state of an industrial enterprise and identify factors that contribute to improving the effectiveness of management decisions. In these conditions, it becomes inevitable to improve the information support for accounting and auditing of funds. The purpose of this study is to identify the problems of accounting and auditing of funds at industrial enterprises by improving information support. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, graphical method for visualizing the results obtained. For any enterprise, it is necessary that there is enough money at the beginning of the production cycle, and at the end their growth is ensured. With such business management, a constant turnover of funds will be ensured, which will provide the enterprise with an influx of funds, and will make it possible to carry out activities in other areas (investment or financial) at the expense of the money generated by the main activity. In a market economy, it is necessary to proceed from the principle that the skillful use of funds brings additional income to the enterprise, and, therefore, the enterprise should constantly think about the rational investment of temporarily free funds to make a profit. The authors analyzed the cash flow by type of activity on the basis of financial statements, and developed recommendations for solving the problems of accounting and auditing of funds, which are aimed at improving cash flow management, which will allow an industrial enterprise to achieve its goals and plans as much as possible.

Creating a development plan for students of a children's and youth football school
Annotation:

This scientific and practical article is devoted to the analysis of the results of an experiment aimed at psychological and pedagogical support of the process of building a project for the development of the inner world of a player of a children's and youth football team of the professional football club "Lviv" from the Ukrainian city of Lviv. A special feature of the psychological and pedagogical support for designing the development of the student's psyche is the use of the paradigm of the language of the theory of activity in the version of the Moscow methodological and pedagogical circle (MMPC), using the language of schematic images and the pyramid of subjectivity, explaining the path of formation of human mental mechanisms in the unity of cognitive, emotive and conative processes, starting from the vital level of their development to the level of spirituality. Another feature of the article is that the presentation of methods and techniques does not occur in a separate part of it, but in the process of describing the steps of designing a development plan that is formed for absolutely all professional athletes who have the acmeological potential of professionalization in football. It is presented in the form of 11 steps to create an individual trajectory of the player's development. In each of these steps, it is important that the coaches and the player participate with their parents, representatives of the club, which has its own component in terms of the volume and quality of the efforts required on their part. The article reveals the first of the 4 steps of creating a reasonable player development plan. For example, we consider working with one of the players. The content of this particular illustration is a very illustrative and demonstrative example. It is assumed that a series of articles in this publication will reveal the topic of student development management, which will include both scientific and theoretical and review types of works. The next article will be a continuation of this one in terms of demonstrating the success of implementing this particular development plan by the example of several players from a team consisting of 22 players who have been trained in a similar way, i.e. using methodological criteria for the organization of psychological and pedagogical support for the development of thinking, sensory-motivational and volitional characteristics of players by football club coaches.

Method for hiding text data in an image
Annotation:

The main problem: The article deals with the issues of hiding text information in a graphic file. A formula for hiding text information in image pixels is proposed. A steganography scheme for embedding secret text in random image pixels has been developed. Random bytes are pre-embedded in each row of pixels in the source image. As a result of the operations performed, a key image is obtained. The text codes are embedded in random bytes of pixels of a given RGB channel. To form a secret message, the characters of the ASCII code table are used. Demo encryption and decryption programs have been developed in the Python 3.5.2 programming language. A graphic file is used as the decryption key. Purpose: To develop an algorithm for embedding text information in random pixels of an image. Methods: Among the methods of hiding information in graphic images, the LSB method of hiding information is widely used, in which the lower bits in the image bytes responsible for color encoding are replaced by the bits of the secret message. Analysis of methods of hiding information in graphic files and modeling of algorithms showed an increase in the level of protection of hidden information from detection. Results and their significance: Using the proposed steganography scheme and the algorithm for embedding bytes of a secret message in a graphic file, protection against detection of hidden information is significantly increased. The advantage of this steganography scheme is that for decryption, a key image is used, in which random bytes are pre-embedded. In addition, the entire pixel bits of the container image are used to display the color shades. It can also be noted that the developed steganography scheme allows not only to transmit secret information, but also to add digital fingerprints or hidden tags to the image.

Study of international experience in the field of industrial safety
Annotation:

Currently, close attention is paid to industrial safety at hazardous production facilities. Compliance with industrial safety requirements is directly related to the risks of accidents that can lead to man-made disasters, negatively affect the health and life of the population. As in any other industry, there are problems in ensuring industrial safety. There are several reasons for this: the backlog of standards from scientific and technological progress, the exclusive competence of state authorized bodies, and the lack of a risk-based approach. After the collapse of the USSR, the requirements of industrial safety in the Republic of Kazakhstan have practically not changed: laws and statutory instruments (hereinafter-the LSI) are approved and put into effect, after which they are constantly changed and supplemented; the presence of national and international standards, which, in fact, are revised on the basis of the USSR standards, taking into account the influence of the realities of the time. It can be concluded that the current standards are not focused on the future, scientific and technological progress, innovation, so they are constantly undergoing changes, thereby adapting to the necessary requirements that dictate modernity. State regulation does not contribute to the effective development of industrial safety. This is due to the fact that the state performs exclusively supervisory functions (thus it is exclusively educational in nature), and there is no dialogue between authorized state bodies, expert organizations, scientific organizations, and testing laboratories. If we consider the experience of the Russian Federation in the field of industrial safety, then it makes no sense to accept even some experience, since: similar to the Kazakhstan’ LSI and regulatory and technical documentation (and their constant dynamics), the development of cooperation with the Russian Federation within the framework of the Eurasian Economic Union. Accordingly, it is advisable to consider the experience in the field of industrial safety in Europe and the United States of America because of the effectiveness of regulation and supervision than in the Republic of Kazakhstan and the Russian Federation. This article provides information about international experience in the field of industrial safety in the United States and the European Union. The tasks of state regulation in the field of industrial safety in the Republic of Kazakhstan, the Russian Federation, the United States, and the European Union are described in detail. The analysis of normative-legal acts and normative-technical documentation is carried out. Based on the analysis of international experience, solutions to problems in the field of industrial safety for the Republic of Kazakhstan are essentially presented. The purpose of this article is to reveal the problem in the field of industrial safety in the Republic of Kazakhstan and international experience that the Republic of Kazakhstan can borrow in order to effectively ensure industrial safety. Study of international experience (USA, EU countries, Russia) in the field of industrial safety in terms of: analysis of standards; regulation (control and supervisory functions) to ensure safety. Study of the biochemical properties of bacteria of the genus Lactobacillus and their identification
Annotation:

This article discusses the current data on the biochemical properties of bacteria of the genus Lactobacillus and their use in industry, particularly in dairy production and biotechnology. Microorganisms of the genus Lactobacillus have antagonistic activity against pathogenic microorganisms and perform an immunomodulatory function. The positive effect of lactobacilli on human health explains their active use in probiotics. The positive effects of normal intestinal microflora and probiotics are mainly due to bifidobacteria and lactobacilli. In probiotic therapy, various types of bacteria of the genus Lactobacillus are used, such as: L. acidophilus, L. rhamnosus, L. plantarum, L. fermentum, L. delbrueckii subsp. bulgaricus, L. casei, L. paracasei. In recent years, the biotechnology of probiotics has been intensively developing - drugs used for the correction and prevention of microecological disorders in the gastrointestinal tract of humans and animals. An urgent issue is obtaining new data on the biological properties of lactobacilli, creating new probiotic preparations based on them using modified approaches to cultivation. The results of determining the species L. acidophilus L. casei, L. rhamnosus, L. paracasei, obtained by the classical biochemical identification method based on saccharolytic activity, complicating species identification, are comparable to the molecular genetic method. In the case of L. casei, L. rhamnosus, L. paracasei, it is necessary to carry out modern identification methods based on the polymerase chain reaction, since their biochemical properties are similar, which makes it difficult to carry out species identification. The molecular genetic method is a valuable addition to the intergeneric and species identification of lactobacilli, given the variability of the classical biochemical method.

Main trends in the development of the Kazakh securities market

The securities market is the most important instrument for financing and developing the economy of any state, including Kazakhstan. The main problem is to attract investments for enterprises in all sectors of the economy, as well as to ensure that enterprises have access to cheaper equity than bank loans. Purpose to identify the main trends in the development of the domestic securities market, to assess the level of its profitability. The article emphasizes the role of the securities market as the most important mechanism for the redistribution of funds between sectors of the economy. The securities market, as an integral part of the financial market, is gaining especially growing importance in the economy of Kazakhstan, as well as in the economy of the entire world community. When writing the article, traditional methods (comparison, description, and measurement), general logical methods and research techniques (analysis, generalization, etc.) were used. The article discusses the main theoretical approaches to determining the essence of the analyzed concept, attempts are made to formulate the main problems in the securities market, presents the results of the analysis of data characterizing the current state of the stock market of Kazakhstan. In essence, the securities market is a macroeconomic regulator of the state, through which opportunities are created to attract foreign and domestic capital. Thus, the securities market as an effective tool for attracting capital contributes to solving socio-economic problems. The author notes that the main theories about the state of the stock market are characterized by a superficial approach, as evidenced by the fact that none of them considers the internal structure of the stock market, which is the main tool for determining the patterns of changes in the value of financial instruments. It should also be noted that the choice of theory depends entirely on the perception and opinion of the relevant analyst. Singling out one theory as the only and most acceptable one would be wrong.

Some aspects of justification of acceptable risk levels in oil refineries

Currently, the problems of environmental safety are facing society. The industry develops every year. In this critical economic situation, the oil industry is a stimulant for the economic sector in Azerbaijan. The level of development of this industry is also relevant due to other reasons: sociological, technological and features of the economy of Azerbaijan. The production activity of oil processing, concentrating harmful substances and energy, is a source of man-made danger and pollution of the natural environment. The risk management process mainly consists of three stages - risk safety analysis, risk assessment, which is carried out in comparison of calculated and actual risk levels, the so-called acceptable risk levels and the adoption of appropriate regulations and management decisions. One of the factors that should be taken into account when assessing risk and safety is to determine the necessary costs. Since these costs are paid directly to the company, they try to minimize them as much as possible, which reduce the accuracy of risk assessment. One of the objectives of the study is to determine the optimal value of the necessary costs. It is established that the less reliable the method, the lower is the cost of its implementation. The methodological basis of the work was scientific works on these problems of scientists-economists, mathematicians on safety and risk assessment at industrial enterprises. When developing the presented methodology, computational algorithms developed by Dow Chemical were used. This company has collected a large volume of material on accident statistics, taking into account damages. Based on the obtained and experimentally verified data, a system of indices has been developed, an assessment of various indicators for qualitative and quantitative risk assessment of oil refineries. The analysis of the technogenic danger of oil refineries makes it possible to determine ecological and economic losses and choose rational possibilities of acceptable risk. The required costs, depending on the level of risk, are determined based on an increase in the accuracy of calculating the probability of occurrence of the cause of risks. The article examines the relationship between the expected level of risk and economic losses during oil refining in separate technological units, which allow determining the required level of risk and the expected economic damage.

Ingularly perturbed equations in critical cases
Annotation:

Singularly perturbed partial differential equations with small parameters with higher derivatives deserve special attention, which often arise in a variety of applied problems and are used in describing mathematical models of diffusion processes, absorption taking into account small diffusion, filtration of liquids in porous media, chemical kinetics, chromatography, heat and mass transfer, hydrodynamics and many other fields. It is necessary to consider the creation of an asymptotic classification of solutions of singularly perturbed equations using a well-known approach to solving the boundary value problem. In this case, the singular problem is understood as the problem of constructing the asymptotics of the solution of the Cauchy problem for a system of ordinary differential equations with a small parameter with a large derivative. The asymptotics of the solution in all cases is based on the last time interval or the construction of a boundary value problem for a system with a weak clot in an asymptotically large time interval. Purpose - to construct and substantiate the asymptotics of solving a singular initial problem for a system of two nonlinear ordinary differential equations with a small parameter; To date, a number of methods have been developed for constructing asymptotic expansions of solutions to various problems. This is the method of boundary functions developed in the works of A.B. Vasilyeva, M.I. Vishik, L.A. Lusternik, V.F. Butuzov; the regularization method of S. A. Lomov, methods of averaging, VKB, splicing of asymptotic decompositions of A.M. Ilyin and others. All the above methods allow us to obtain asymptotic expansions of solutions for wide classes of equations. At the same time, such singularly perturbed problems often arise, to which ready-made methods are not applicable or do not allow to obtain an effective result. Therefore, the development of methods for solving equations remains a very urgent problem. As a result of the study, an algorithm for constructing an asymptotic classification of the initial solution of the problem with a singular perturbation is given, and approaches to estimating the residual term are also shown.

International experience in automating public services in the system of land relations

The article considers international experience in automating the system of land relations, aimed at improving the quality and reducing the time for the provision of services by state bodies to citizens and organizations, providing access to information databases, which positively affects the development of effective government decisions for the effective use of land resources, and also improves social welfare. In Kazakhstan, the transfer of land cadastral information to electronic media continues, and the automated information system of the land cadastre is being improved. The task of creating a unified mechanism for state cadastral registration of land plots according to uniform rules and technologies for all, identification and individualization of land plots and objects of immovable property firmly associated with them, for subsequent state registration of rights to land plots and transfer of information to the territorial bodies of the State Revenue Committee, remains relevant. To study the experience of developed countries in the provision of public services in the system of land relations through the development of official land information systems. The article used general scientific methods from general to concrete one, synthesis, theoretical generalization, induction, deduction, and system analysis. Based on the studied experience of developed countries, relevant conclusions and proposals were made: information technology is a useful tool and can help overcome bureaucracy, backwardness, isolation, monopolistic practices, and inefficiency in the public and private sectors; the use of state bodies for effective regulation of geographic information (GIS) systems that allow solving a wide range of tasks, as well as the use of modern information technologies, contributes to the transition of the activities of state bodies to a qualitatively new level of state control, which allows for full transparency of information about the land fund and objects real estate of the country, as well as its availability to the population. The role of the tax passport in assessing the tax potential of the region

The tax system, as an integral area of the economic direction of state policy, urgently requires such construction and development that will be directly related to those main vectors of the state policy of socio-economic development, which will help ensure a sufficient amount of tax revenues to the budgets of different levels. In many countries around the world, the COVID-19 pandemic has led to a significant deterioration in the state of public finances. Containment measures, increased government spending, and reduced tax revenues have led to an increase in the budget deficit and public debt, which as a percentage of GDP has reached its highest level in several decades. Restoring public finances is a priority for all countries for many years to come. At present, in the Republic of Kazakhstan, it became necessary to develop a single document, the basis of which should be a system of indicators that determine the trends in the development of the macroeconomic situation in the region, as well as the influence of sectoral and regional factors of the current structure of financial flows on the state of the tax base and the prospects for its development. Purpose of the article is a substantiation of the role of the tax passport in assessing the tax potential of the region in modern conditions. The tax passport of the region should be considered as a document that allows assessing the existing tax base of the region, the level of the tax burden in the context of certain types of taxes in dynamics, by industry, as well as developing a forecast for the receipt of taxes and fees for the future, both under the current legislation and taking into account its possible change. When writing the article, the dialectical method of cognition, the methods of scientific generalization and classification, the method of systemic and comparative analysis were used. HR Strategy and HR Policy as a management system tool based on Kazakhstan companies’ experience

One of the management concerns of the progressive development of a modern organization is the efficiency of its HR potential. This concern is often resolved to quality issues of training graduates, inefficient labor market regulation, both at public level and regional one. These factors, external to the organization, positively impact the effectiveness of its activities, but today the government and business environment have already formed the tools to address this problem. However, there are also a number of inner concerns in HR management based on non-exact coordination and balanced HR Strategy, its orientation, goals and objectives and the company’s strategy. But only in this situation, both HR Strategy and HR Policy, more specifically, can become an effective tool for HR management as part of the company’s strategic development objectives. The purpose is to study and make a comparative analysis for supporting HR Policy of a number of major Kazakhstan companies, to analyze the relationship and coordination of companies’ HR Policy with their general strategy. We used classic methods, such as analysis, comparison, description, generalization, justification, etc., while preparing the paper and rationalizing the problem studied in it. As to this paper, based on materials of major companies of the Republic of Kazakhstan, the authors study and identify the content of HR Strategy and HR Policy as the main factors of domestic employers’ approach to HR management issues. The analysis proves the multi-vector approaches of Kazakhstan organizations to the formation and HR development. It seems also obvious that HR Policy of Kazakhstan companies has been and remains highly situational manner providing rationale to solve some or other HR problems related to dynamics of market situations and dynamics of goals and objectives for their development. The authors emphasize that the effectiveness of HR management and the HR Policy one of the organization requires a clear comprehension of the position and relevance of HR in organization. Honestly, this comprehension will be mainly governed by such factors as ownership, industry aspects, productivity levels, buoyancy rate of technologies used and the market of products or services sold by the organization. It is highly important that this comprehension is embodied properly in HR Strategy and HR Policy of the organization and is balanced with its market development strategy.

The analysis of the avermectin group drugs efficiency in the cattle dehelmentization
Annotation:

The variety of species and forms of parasites of agricultural animals and the features of their life cycles are the basic foundation for the production of different types and medical forms of antiparasite medicine. In the treatment of the parasitic diseases of agricultural animals, one of the main factors is that the veterinary doctors have the knowledge on the mechanics, efficiency and the safety for humans and environment of the medicine being used. Taking into account high pathogenicity and resistance of parasitic organisms and their ability to adapt to effect of medicine, it is crucial to permanently monitor the efficiency of the applied anthelmintic drugs, including the new drugs offered by veterinary services. This article will describe the results of the research on pharmacodynamic and pharmacokinetic parameters of «Ivermectinum», «Ivermec», «Aversect-1», «Аvrsect-2», «Аivin» drugs and their methods of application with the consideration of terms of maintenance and immune status of cattle herds in Mayconyr village (Irtysh district, Pavlodar region). A comparative analysis of efficiency of the above mentioned drugs in dehelmintization and treatment of cattle was conducted with the results provided. The recommendations and the restrictions on use of the drugs were determined considering the farm condition. The experimental research of the aforementioned broad-spectrum drugs was conducted strictly following the rules of asepsis and instructions on application. The total number of replacement heifers subjected to the dehelmintization under the method of analogues is 150 units. Anthelmintic treatment was conducted two times a year - in springtime (March-April) before pasturage, and fall time (September-October) before confining the cattle in the stable. Coprological study on intestinal helminthes of the examined cattle was conducted in Irtysh RVL of the Pavlodar regional branch of RVE RVL VCaSC MA RK by ovoscopical, flotation and larvoscopical methods. There is a comparative analysis on the efficiency of avermectin group antiparasitic drugs applied twice a year for cattle dehelmintization. The recommendations on the use of the aforementioned drugs for dehelmentization and prevention of parasitic diseases are provided and the requirements for the use were determined.

Methods of teaching conversational skills, their advantages, disadvantages and overcoming language barriers and anxiety when learning a foreign language

Globalization is an integral part of our life. Therefore, today the relevance of learning foreign languages, in particular English, is beyond doubt, as interest in foreign culture, education, travel, life and work abroad increases. It is known that English is the most widespread international means of communication (including information technology and web space), for most of the population it is the native or state language. This is due to historical, political and geographical prerequisites, as well as socio-economic and cultural development. Proficiency in English opens up great prospects for those who know, but not every person chooses a linguistic direction of study when entering a higher educational institution. Mastering English is a laborious process. In universities of non-linguistic areas, one of the main problems for students is the so-called language anxiety and psychological barriers, especially for those students for whom English is not a core subject or direction of future activity. Overcoming language anxiety and psychological barriers continues to be an urgent issue in pedagogical psychology and the educational process of higher educational institutions. Therefore, the task of the teacher is to create such conditions in his classes so that the student has a desire to learn, develop himself and improve himself. It is necessary to form motivation for conversational skills through psychologically thought-out techniques and methods. The task of the teacher is to direct the student from a conniving and indifferent attitude to study to a conscious and positive attitude. To implement the above, the teacher needs to form the old motives and stimulate new, positive ones. The encouragement of positive manifestations of emotions should be supported, stimulated and helped to realize these emotions by the teacher in the educational process. For example, simple tasks, but at the same time fascinating, the manifestation of sincere emotions in the classroom by the teacher himself and his personal examples inspire students to pronounce their state of mind and experiences. Encouraging and highlighting the activity of students also helps to increase the motivation of learning, especially if they have creative ideas that differ from other fellow students. The purpose of the article is to describe the methods of teaching conversational skills, their advantages and disadvantages and to consider in detail the overcoming of language barriers when learning a foreign language. The methodological basis of the research was the works of such authors as: H.F. Makaev, O.S. Zorkina, V.P. Ipatova, L.V. Barinkova, E.V. Zarubina, E.I. Kaputskaya, E.I. Passov, E.G. Asimov, A.N. The results of the study can be used in the process of developing practical recommendations for psychological work with students in order to increase their motivation to learn a foreign language. The possibility of using correlation and regression analysis in ecological and economic research at oil refineries
Annotation:

It is known that an increase in the volume of production in any sphere of production as a consequence increases the intensity of anthropogenic impact on the environment, including the atmosphere. This problem is especially typical for oil refineries. On the one hand, this is due to the complexity of oil refining processes and the release of various hydrocarbon compounds into the atmosphere during processing. Therefore, when implementing sustainable ecological and economic development in the Azerbaijani regions that are associated with oil refining, an increase in the volume of products should not create an increase in environmental impact. This problem is considered one of the factors directly affecting the economic situation of the enterprise, as well as creating certain environmental, social and economic problems for society as a whole. The purpose is to study the possibility of using the correlation-regression method in solving the problem of determining the presence of the decapling effect. The relationship between the volume of petroleum products produced and the amount of pollutants released into the atmosphere is random and is characterized by stochastic and statistical dependence. At the same time, on the basis of a mutual comparison of the methods of correlation and regression analysis and the method of production function, the effectiveness of correlation and regression analysis is determined. The methodological basis of the work was the scientific works of scientists-economists, mathematicians providing the definition of the decoupling effect at industrial enterprises. In the presented methodology, the obtained estimates of the performed in real time vary depending on the values of the set parameter. When developing the presented methodology, the STATISTIKA software package was used. This program was developed by StatSoft. Based on the obtained and experimentally verified data, the equation of linear regression dependence is determined. During the research, it was found that in some cases it is not possible to evaluate the statistical characteristics of a random variable or it is accompanied by serious errors. Therefore, when processing data, instead of mathematical expectations and variances, we used selective mathematical expectations and variances. The analysis of the ecological and economic situation of oil refineries based on correlation and regression analysis allows us to determine the presence of the decapling effect. The obtained correlation coefficient between the volume of production oil products and the volume of emissions into the atmosphere shows that there is no statistically significant relationship between these parameters. Thus, there is an achievement of the decoupling effect between the production of petroleum products and the volume of emissions of pollutants into the atmosphere.

Algorithm for solving the anaphora of a pronoun in the Kazakh language
Annotation:

The paper considers two data-driven methods for anaphora resolution of Kazakh texts. These methods are based on machine learning with annotated corpora and using no additional information except linguistic features. The first method uses Support Vector Machine as learning and classifying algorithms, the second method uses Decision Tree inducer. We evaluate the performance of the methods with several feature sets and corpora. Feature sets included morphological, syntactic, and semantic features. In this paper We also evaluate how semantic features, namely semantic roles, impact the performance of anaphora resolution in Kazakh language. Experiments showed that precision of SVM is higher on experimental data for almost all cases. It was shown that semantic features enhance the performance of the methods for anaphora resolution of Kazakh texts. We have also calculated the optimal distance between the anaphor and the hypothetic antecedent and used it in our methods.

About the use of CASE-technologies in the process of designing information systems

Main problem: Today electronic information is one of the important resources in the management system. Electronic information resources are not only means, but also control flows. For example, any instruction or instruction in the management system is actually a guide to action. At the same time, for example, data on the movement of an object (employees, goods, money, etc.) are information resources, the storage and accounting of which is the basis of the organizational process. Large flows of information require their structuring, and operations on them become time-consuming. One of the ways to solve this problem is the development and implementation of an information system. Purpose: To analyze and design an information system using specialized tools designed to optimize the implementation of the above stages of software system development, using the example of a real business process. Methods: The article discusses the methodologies of CASE tools designed to automate software development processes, namely, the first two stages of the life cycle: analysis and design of a software product. The analysis and design of the business process functionality is carried out using the IDEF0 functional modeling methodology. The design of the database structure of the information system was carried out using the methodology of semantic (information) modeling IDEF1X. Description of the scenario of the designed software for a real business process is carried out using the dynamic modeling methodology IDEF3. Results and their significance: The article substantiates the relevance of the use of modern CASE-technologies in the process of analyzing and designing a future information system, as well as for the purpose of possible optimization on the example of a real business process "Inventory accounting". As a result, a comprehensive business process model was built using tools based on CASE-methodologies. The resulting model, as well as the description of its construction, is a clear example of the use of CASE technologies for software developers, as well as system analysts and IT specialists.

Problems and prospects for the development of the banking system of the Republic of Kazakhstan

The banking system is one of the most important components of the economy of any state, ensuring the functioning of the economy. The researchers study the functioning of individual banks and the banking system as a whole, because it is the banking system being an intermediary in the market system of relationships that allows financing of all spheres and branches of the national economy and the organization of their interaction. In modern conditions of aggravation of the economic crisis, pandemic, the role and importance of second-tier banks is changing. Banks, being one of the most dynamic and «flexible» spheres of economic activity, not only organize the functioning of economic entities, but also face a number of «newly created» problems that were not discussed until recently: cybercrime, data leakage, various modified fraudulent schemes and much more. An important distinguishing feature of the banking system is its dynamism, the ability to quickly respond to changes in the economy, the challenges of globalization. The domestic banking system copes quite well with the challenges of globalization, which is highlighted in this study. Results of mathematical analysis of experimental data fermentation of skimmed milk to produce a fermented milk product
Annotation:

The main problem: Modern research in the development of fermented milk products is focused on increasing the bioavailability of milk components, as well as the use of bacterial components of sourdough, which increase health properties. The use of the fermentation process of skimmed milk with a combined starter consisting of traditional for cottage cheese and starter cultures of probiotic cultures immobilized in a gel of biopolymers is very important. Purpose: The purpose of this study is to determine the optimal amount of starter, consisting of an association of probiotic cultures immobilized in a gel of biopolymers (membranes) to be added to fermented skimmed milk in order to enrich it with functional ingredients. Methods: A one-factor experiment was used. The culture association Propionibacterium freudenreichii subsp. was used as a regulatory factor. Shermanii, Bifidobacterium lactis and Streptococcus thermophilus, immobilized in a biopolymer gel, added to skimmed milk in the form of membranes (determined as a percentage of the mass of fermented milk). Controlled factors are the main indicators characterizing the efficiency of the skim milk fermentation process; these are active acidity, the logarithm of the number of viable cells of bifidobacteria, the logarithm of the number of viable cells of propionic acid bacteria, and organoleptic evaluation. Results and their significance: Based on the results of a mathematical analysis of the totality of values of controlled factors depending on the amount of starter cultures of probiotic cultures, mathematical models were built to determine the degree of influence of the starter on the quality indicators of the product, using the Table Curve 3D-v4 mathematical computer program.

Analysis of the epizootic situation of canine distemper among dogs in the city of Tula
Annotation:

Main problem: At present, service, decorative and hunting dog breeding is intensively developing in Russia and in the Tula region. So, in 2020, 119 high-breed puppies were registered in the Book of Pedigree Breeding, and in 2021 already 164 puppies, mostly decorative and service breeds. Thus, the number of pedigreed dogs susceptible to various infectious diseases is increasing annually. Canine distemper is one of the most widespread viral diseases of dogs all over the world, including in Russia. Analyzing the "Patient Admission Logs" of veterinary clinics in the city of Tula, it was found that 44 % of dogs that fell ill with diseases of infectious etiology were diagnosed with canine distemper. Purpose: The aim of our research was to study the epizootological features of the course of canine distemper among dogs in the Tula region of Russia. To achieve the intended goal, it was necessary to solve the following problem: to analyze the breed and age factors for the incidence of canine distemper. Methods: Analysis of data from private veterinary clinics reporting on the incidence of small domestic animals was used. Results and their significance: As a result of studying the epizootic situation of canine distemper among dogs, the following data were obtained: The disease is observed throughout the year and has the character of undamped fluctuations subject to sharp seasonal changes. The maximum number of diseased dogs in all years of observation is recorded in March - 6.2 cases per 1000 individuals. It has been established that among the infectious diseases of dogs, distemper occupies the first place, and there is an annual increase in the number of dogs with distemper.

Specifics of management in tourism of Pavlodar region
Annotation:

Main problem: for the 2019-2021 years of the implementation of the state program, the indicator for the number of incoming visitors in the tourism sector of the region was achieved in 2019. In 2020-2021, the indicator was not reached due to the global pandemic associated with the spread of coronavirus infection by Covid-19, and therefore the attractiveness and profitability of tourism in Kazakhstan decreased. Tourism and the increasing demand for tourism services every year are becoming a source of large incomes and profits in many countries. According to the World Travel and Tourism Council (WTTC), travel and tourism is currently the largest industry in the world, taking into account the contribution to global GDP and employment. [1] The conclusions made in this paper and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry. The purpose: to study the theoretical and practical aspects of the development of the tourism industry in the Pavlodar region. Methods: in the course of the research, the following methods were used: theoretical analysis of literature, methods of ranking, analysis, grouping and systematization of data, statistical methods. Results and their value: currently, the tourism industry of both Kazakhstan and its regions is gradually beginning to develop. The article presents the result of assessing the attractiveness of the tourism market and shows ways to expand the industry, as well as reveals the specifics of management in the tourism sector. The formulated conclusions and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry of Pavlodar region, as well as the development of a mechanism for using tourism potential in the socio-economic development of Kazakhstan. This study is relevant, since the main task for today is the need to study the problems and challenges in the field of tourism development, which will contribute to the development of other related industries in the Republic of Kazakhstan. Efficient use of natural pastures in conditions of vertical zonation of the south-east of Kazakhstan
Annotation:

In this article, comprehensive studies have been conducted on the effective use of natural pastures in conditions of vertical zonality in the project territory of Batyr Korday district (Zhambyl region). The data presented shows how important it is to comply with the norms and loads of pastures for further preservation of pasture yields and prevention of degradation. Consequently, there is a need to develop effective and scientifically-based systems of pasture turnover and the introduction of measures to restore pasture lands in the Zhambyl region, taking into account the peculiarities of the climate and geo-botanical indicators. Pasture lands make up about seventy percent of the entire territory of the Republic of Kazakhstan. The potential productivity of these lands reaches twenty-five and more million tons of fodder units. Pasture is the main renewable forage plant resource. It should be emphasized that haphazard use has led to the fact that land degradation processes occur on 27.5 million hectares of pastures, feed capacity decreases, biological diversity decreases, erosion processes manifest themselves, etc. All this requires the development of science-based approaches to the exploitation of pasture resources, compliance with the basic elements of rational grazing. The current situation may have a twofold path of development. The first way is the absence of strategic initiatives for the effective use of pastures for small producers will lead to a final reduction in the feed capacity of the pastures used. And the second way is small and large-scale use of the huge forage potential of the restored pastures.

Foreign and domestic practice of implementing the principles of socially responsible business

Main problem: in Kazakhstan, it is urgent to develop measures aimed at introduction and promotion of Corporate Social Responsibility (CSR) at all levels of Kazakh society, in order to strengthen sustainability of socio-economic development, active participation of business in social modernization and human capital development. In this regard, there is problem of forming effective mechanism of social responsibility, as well as the implementation of principles of corporate social responsibility in management practice of domestic companies. Purpose: this study aims to determine the main stages of the development of CSR in business in Kazakhstan in the specific context the domestic business sector. Methods: methods of systematic, comparative and statistical analysis and of expert assessments were used. Expert survey, document analysis, secondary analysis of sociological research, case study method were used as empirical research methods. The analysis of documents was performed to study the legislative and regulatory frameworks that determine practices of implementing interaction between business and government in modern states. To identify and characterize models of CSR implementation, method of secondary data from a number of foreign comparative studies was applied. Case study method allowed identifying empirical cases of effective implementation of mechanisms of social public-private partnership in field of social investments by domestic business structures. Results and their significance: in the article, based on study of domestic and foreign experience, mechanism of interaction between business and government in solving problems of regional economic systems was considered. Main stages of evolution of CSR practices in Kazakhstan were identified and characterized, structural (subjects, institutions) and regulatory (legislation, strategies, programs, standards) components of interaction between business and government in solving problems of region in modern conditions are established. In addition, main differences between domestic CSR system and European model are considered, general characteristics of which are given in article.

Economic processes and foreign languages: results of interaction

Language is the main vector of communication, in turn, communication develops languages throughout the history of mankind. The natural need of people is communication in their native language, the most convenient means of self-expression and understanding of others. However, modernity has changed the global paradigm of communication, indicating a reassessment of the role of languages by both official and informal communities, including native speakers of various languages. Moreover, the choice of a common communication language is influenced not only by the context, but also by the social, cultural, and economic characteristics of the communicants. In an intercultural context, there is a problem of adaptation of communication participants, closely related to the mastery of the language of the receiving party, ignorance of which is a barrier to successful communication. To develop the skills of tolerant communicative behavior, it is necessary to create special programs equipped with the necessary teaching materials available in international communication languages. Some of these workshops are offered in the presented article. Purpose of the article is to determine the influence of language on the development of economic processes that unite people of different linguistic and socio-cultural backgrounds, as well as to describe the influence of interacting languages on various aspects of professional activity and the role of education in introducing new generations into an intercultural context. To achieve the purpose, the following tasks were put forward: presentation of the main provisions of the economic theory of language; highlighting the controversial role of translators when working with companies in an intercultural environment; identification of problems and the role of teaching foreign languages to students for their successful adaptation in an intercultural professional context. The theoretical and methodological basis was the concepts, hypotheses and theories presented in the works of domestic and foreign researchers. The methodology is based on a systematic approach, in which methods of comparative, structural-functional, and statistical analysis were applied. To obtain empirical data, the methods of questioning and interviewing respondents included in the system of intercultural communication were used. Based on the results obtained, it can be said that, as a rule, in most cases, preference is given to the common language of communication, which is either one of the international languages or the language of the titular nation. Ethnic ties, trust and tolerance are often associated with the possession of a common language of communication.

Factors of using modern synthetic materials to create design objects

The process of creating new forms is the key to choosing the combination of different textures for a unique aesthetic effect. Currently, various elements of the interior, including furniture and other decorative additions, are the basis for obtaining emotional balance, which is achieved between the functional purpose of the interior and its artistic and figurative concept. The main task in creating such objects is to create the most comfortable and harmonious atmosphere in the interior, regulating the mental processes of a person, which would cause exceptionally positive emotions and stimulate the creative development of users. The purpose is to consider the features of the use of epoxy resin in the design of interior objects and to study the importance of synthetic resins as a modern material for new ways of shaping in interior design and decoration. The methods used are: the use of formaldehyde resins as a modern, affordable, multifunctional material, the combination of resin with coloring and the use of various textures. Expansion of the range of interior elements in the manufacture of which epoxy resin is used. In this regard, it should be noted that the use of various resin compositions when creating design objects meets consumer requirements and complies with modern and latest trends. In this article, a brief study of such a polymeric material as epoxy resin was carried out. The properties of epoxy resin and how they affect the compositional solution, methods of its modification, and functional aspects of design from the point of view of manufacturing interior elements are described. The technologies for manufacturing modern products for decorative and applied purposes coated with epoxy resin are considered. In the process of researching technologies, a series of experiments are carried out to determine the structure of possible sequential actions, within which a technology will be studied and designed to ensure the safety of a new design product made of synthetic materials, then a constructive logic will be provided in which not only the functional properties of the object will not suffer, but also acquire valuable innovative value

Mathematical modeling of experimental data in the design of formulas for dairy products
Annotation:

Main problem: the article is devoted to the issue of designing basic recipes for dairy products using mathematical modeling methods. The author analyzed the problems in the field of food technology and concluded that mathematical modeling is used in the following areas: clarification of technological process modes, designing recipes and assessing the quality of finished products, as well as predicting the shelf life of new products when they are put into production. The use of dihydroquercetin as a drug that prevents the oxidation of milk fat in the design of dairy products is substantiated. Mathematical modeling was carried out on the basis of experimental and analytical material obtained in laboratory and production conditions. Based on the maximum value of the objective functions, the optimal normalized mixtures and the maximum allowable concentration of dihydroquercetin were selected. The analysis of the received mathematical dependences and models is carried out, the system of linear equations is made. Purpose: to study the effect of natural bioflavonoid antioxidant on the oxidative processes of milk fat and the viability of lactic acid cultures and their associations by mathematical modeling in order to use it in the technology of a new product; conduct an analysis of mathematical dependencies and models, compose a system of linear equations. Methods: the article uses the method of mathematical analysis and the matrix method. Results and their significance: a mathematical model was developed for the dependence of the viability of probiotic cultures on the mass fraction of dihydroquercetin when designing recipes for a creamy-protein curd product, a matrix of the chemical composition of dairy ingredients was presented, and a system of linear equations for basic recipes was compiled. In the course of the study, the spatial configurations of dihydroquercetin, as well as its effect on the oxidative processes of milk fat, were studied. Mathematical modeling of experimental data on the study of the effect of dihydroquercetin on the viability of microorganisms with probiotic properties was carried out. The normalization of the complex of obtained results on the study of the influence of the mass fraction of dihydroquercetin on the fermentation process was studied. Controlled factors characterizing the process of fermentation of model media with dihydroquercetin have been determined. A rationing of the dihydroquercetin complex of more than 0.50% was established; the target function decreases to its minimum value of 0.53 with a mass fraction of dihydroquercetin of 1.00%.

Features of voluntary refusal depending on the construction of the corpus delicti

In recent years, the Republic of Kazakhstan has maintained an ambiguous criminal situation, and there is an increase in certain types of crimes, against the background of the overall positive dynamics of decline. Special attention of criminologists has recently been attracted to the study of crimes in the family and household sphere, and crimes committed in the sphere of religious and spiritual relations, since both of these types are showing increasing prevalence. Therefore, considering such an important institution as a «voluntary refusal», it would be advisable to consider them from the perspective of the offenses we have named, especially since countering them is one of the main directions of state criminal policy. In general, the study of the institution of voluntary refusal to commit an offense is based not only on coercive measures, but also on incentive measures, which means the opportunity to correct the behavior of the offender until the end of the illegal act. The purpose of this scientific article is to study the features of voluntary refusal to commit a criminal offense in crimes committed in the sphere of religious, spiritual and family-household relations, taking into account practice and making recommendations for improving regulations of a criminal nature. The leading methodological tools of the scientific article are dialectical, phenomenological, synergetic and systematic approaches of scientific cognition. Before proceeding to the analysis of the concept of voluntary refusal, it should be noted that the norms about it are far from perfect. There is no unambiguous understanding of the signs of voluntary refusal among scientists, which complicates law enforcement practice. One of the most important tasks of any scientific research is the development of scientific concepts. The consolidation of such concepts in legislation is an effective way to establish a uniform understanding of the norms, a clear idea of their content and, as a result, an increase in the effectiveness of the impact of criminal law in the process of legal regulation. However, these concepts themselves do not reflect reality like contemplation or representation, they are closer to the essence of the phenomenon. The article concludes that the essential features of the concept itself somewhat narrow the objective reality. But, at the same time, the correct identification of the main features in the concept is an important task of scientific research.

Some features of bringing to administrative responsibility for detecting tax evasion

The sphere of taxation, ensuring the implementation by the state of the first stage of public financial activity is the mobilization of public funds, is the subject of close attention of scientists and increased public interest. The processes of tax reform taking place in the Republic of Kazakhstan show the dynamics of tax and legal regulation, implement a number of international standards in the field of tax relations, which cause an urgent need for theoretical understanding and thorough generalization, analysis and evaluation of new or significantly changed institutions of tax law. Tax administration has a procedural nature, which reflects the dynamics and statics of tax legal relations. From the standpoint of statics, tax administration is a set of all tax procedures provided for by tax legislation aimed at ensuring the receipt of tax payments to the relevant budgets. The purpose of the study is to determine the legal regulation of the procedures for fulfilling the obligation to pay taxes and fees by individuals and legal entities in the Republic of Kazakhstan by clarifying their legal nature, and bringing to administrative responsibility for non-fulfillment of this obligation. The methodological basis of the research is based on modern methods of cognition: dialectical, formal-logical, historical, comparative-legal, analytical-synthetic, system-structural, logical-legal. The article describes the legal regulation of the fulfillment of the obligation to pay taxes and fees in the Republic of Kazakhstan from the standpoint of statics (as a set of all tax procedures provided for by tax legislation, aimed at ensuring the receipt of tax payments to the relevant budgets) and dynamics (as the activities of relevant entities for the implementation of tax procedures). A distinction has been made between tax administration in a broad and narrow sense as: tax administration, which includes the whole set of procedures, including bringing to administrative responsibility for non–payment of taxes, as well as procedures for resolving tax conflicts in the mode of administrative coordination and in court; administration of tax payment - procedures for the payment of taxes and fees, the result of the implementation of which is aimed at all tax activities of the state, which ensures the actual receipt of funds to the budgets. The article also discusses a number of features of bringing legal entities to administrative responsibility for non-payment of taxes, within the framework of administrative proceedings.

The development of e-commerce in the information space and the need to protect consumer rights

The main thesis of the proposed research is that in modern conditions of globalization and the development of the information society, approaches in civil law turnover to goods and, accordingly, to the protection of human rights are radically changing. As part of the development of electronic commerce, information has also become a commodity, which causes many different disputes in science. Perhaps this is due to the fact that information is a relatively new object for the science of civil law, compared with objects of law that have been known for more than two thousand years, such as a thing and are considered classical. Information, confidential information (trade secrets and know-how) belong to the so-called objects of law, and civilists, relatively speaking, call them atypical, since they have become known to civil law not so long ago. The development of economic relations, as a rule, requires the development of a new, appropriate array of legal norms, which in the future may form a separate civil law institution that does not contradict the Constitution of the Republic. The purpose of the study is to develop its own conclusions based on a comprehensive civil law analysis of the legal nature of e-commerce relations, its essential features of civil law regulation of relations in the field of e-commerce and information; to provide suggestions and recommendations for improving legislation in this area. In addition, the article pays attention to the protection of the rights of consumers of e-commerce services. When conducting the research, the author was guided by the following methods: general scientific (historical, formal-logical, system-structural, system-comparative, etc.) and special legal (formal-legal, comparative-legal and others). The article substantiates that the evolution of the carrier of the written form does not lead to the emergence of a new form next to the written one: the peculiarity of the very fixation of the will in electronic data transmission means is not only the creation of a text document, but also the possibility of fixing the will with the help of sound, video files, graphic files. The doctrine of civil law has formulated a conceptual approach, according to which the possibility of the emergence and existence of the right of ownership of information is denied. In the civil sense, information as such cannot be exploited as a thing, or used as a result of intellectual, creative activity. The article concludes that the relations of an individual entrepreneur arising from contracts aimed at purchasing, ordering goods (works, services) for the purpose of satisfying personal, family, household, cultural and other personal household needs not related to the implementation of their entrepreneurial activities should be subject to legislation about consumer protection.

Creating an intelligent management environment for a powerful load node on the example of the Pavlodar region

The present stage of development of power systems is characterized by the need to increase their intelligence, that is, the formation of an environment capable of solving the problems of effective management of all components included in the power system. One of the features of modern energy systems is an active consumer, that is, a consumer who has the opportunity to optimize the schedule of loading their capacities, planning energy consumption, intellectualization of energy consumption. In addition to the fact that there are digital systems for collecting, processing and presenting information, as well as transmitting this information via the Internet, to solve the most difficult task of managing power systems, it is necessary to develop a large number of models adequate to real processes that can describe the processes taking place in the power system under consideration. The purpose is to develop models capable of adequately describing the interrelated processes occurring in the considered elements of the power system, as well as in the aggregate of related elements; development of methods that allow solving problems of effective control of elements of energy systems on the basis of the proposed intelligent models. To solve the problem of increasing the intelligence of the power system, nonlinear adaptive models of electrical complexes of an energy-intensive enterprise included in the power system were developed on the basis of balance equations and artificial intelligence methods. The production of alumina with the properties of inertia, nonlinearity and closure is chosen as the production under consideration. This type of production was chosen as the most difficult to predict due to the unpredictability of changes in energy consumption during the transition to other modes of its operation, associated, for example, with the receipt of raw materials with a different chemical composition for processing. Static and dynamic models of energy consumption of electrotechnical complexes with continuous inertial nonlinear closed production based on artificial intelligence methods have been developed, which makes it possible to eliminate the need to use long time series of retrospective data. For the considered type of continuous energy-intensive production, dynamic characteristics of energy consumption and technological processes are obtained from the main controlled parameters, which make it possible to predict emergency situations and partly man-made disasters. On the basis of a genetic algorithm, a multiparametric optimization problem of energy management of continuous production has been solved, taking into account technological parameters and cost factors.

Promising directions in the use of retort packaging for the production of canned food products in Kazakhstan
Annotation:

The article is devoted to the study of the main types of retort packaging, as well as polymer and combined materials used for its manufacture. The authors have compiled a classification of retort packaging presented on the modern market, investigated the technological properties of packaging materials, and also determined the requirements for modern retort packaging: resistance to sterilization at a temperature of at least 120°C, steam and moisture resistance, chemical inertia to canned products, tightness, low gas permeability. It has been established that in order to give the retort packaging the required properties, it is made of multilayer polymer or combined materials, each of the layers of which performs certain functions. It is determined that due to the barrier properties of polymer and combined materials with respect to oxygen, retort packaging provides shelf life of canned products up to 5 years, which allows the use of retort packaging made of polymer and combined materials as an alternative to glass and metal packaging. In experimental studies, the composition of the outer layers of modern retort packaging was analyzed and it was concluded that polypropylene or polyethylene terephthalate are most often used, since these polymer materials are thermally and chemically resistant, vapor- and moisture-proof. It is established that materials that are barriers to gases are used as the middle layer – aluminum foil, metallized films, ethylene vinyl alcohol, polyamide. It is proved that polymer co-extrusion, multilayer injection molding or lamination is used for the manufacture of such materials and packaging. The data obtained indicate the high barrier properties of combined packaging materials, therefore, the thermal and chemical stability of the polymer and combined materials used makes it possible to use retort packaging for packing almost all groups of canned products.

Experimental determination of an effective fermented milk-protein food system as the basis of a fortified (enriched) curd product

The article contains the results of a research work devoted to an important problem - the development, production and delivery to the consumer of fermented dairy products of a healthy diet fortified (enriched) with milk protein, a vitamin-mineral complex, and probiotics and prebiotics. Purpose is based on mathematical modeling of experimental data, to determine an effective fermented food system for use as the basis of a fortified (enriched) curd product for a healthy specialized diet; to develop a recipe and technology for its production; to study the nutritional, biological and energy value of a new product. Modern technologies and equipment were used in experimental studies: ultrafiltration, fortification, etc. The studies were carried out by standard physicochemical, microbiological methods in three to five repetitions. Mathematical and statistical processing of experimental data was carried out using the program "Statistica-6.0". A recipe and technology for the production of a curd product for a healthy specialized diet has been developed. Its nutritional, biological and energy value has been studied. The developed recipe and biotechnological parameters for the production of the curd product were tested in the industrial conditions of the leading enterprise JSC "Lyubinskiy MKK". The quality and safety of the curd product was studied in the laboratory of techno-chemical control of FGANU "VNIMI" (Moscow).

The purpose of this article is to consider and explain the role and importance of information technologies in the management of organizations, to familiarize with various types of information technologies, their advantages and opportunities in the context of organization management. The main objective of the article is to emphasize how information technologies can improve efficiency, communication efficiency and management decision-making, as well as optimize business processes and create competitive advantages for the organization. When writing this article, the following methods and approaches were used. A review of academic and practical sources related to the use of information technology in the management of organizations was conducted. The study of relevant studies, articles and books allowed us to obtain extensive information about the topic and to back up the statements in the article with factual data and authoritative sources. Various aspects of the use of information technologies in the management of organizations were analyzed, including their advantages, key aspects of implementation and methods of optimizing business processes. As a result of the analytical approach, the main points for inclusion in the article were identified and their significance was substantiated. The information and ideas obtained from the literary analysis and analytical approach were synthesized and combined into a single article. Various aspects of information technology in the management of organizations have been organized into a logical structure to ensure clarity and consistency of presentation. Methodological bases for assessing the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment

Main problem: one of the officially recognized problems of the system of state planning and regional development is imperfection of the methodology for assessing the effectiveness and efficiency of the implementation of the activities of state bodies. In fact, there is no assessment of economic and social efficiency and an assessment of the impact on society. In this regard, the authors have developed methodological approaches to assessing the quality (effectiveness) of state programs (on the example of the program of the Republic of Kazakhstan “Employment Roadmap – 2020”) that is the urgent task for theory and practice of regional development. Purpose of the research is the investigation of the methodological foundations for evaluating the quality of implementation of state programs of the Republic of Kazakhstan in the field of employment (based on the materials of program of the Republic of Kazakhstan “Employment Roadmap 2020”). Methods: the article uses a systematic approach to solving problems that ensures the unity of qualitative and quantitative methods: qualitative content analysis; a monographic method; the method of economic and statistical research. Results and their significance: the value of the study lies in the fact that methodological approaches to the evaluation of programs in the public administration system are identified. For an economic assessment involving the calculation and analysis of unit costs per program participant, the authors propose to conduct dynamic and comparative analysis of the values of unit costs for achieving final results in directions of “DKZ-2020” program. This will allow to compare individual projects and program areas by costs in dynamics and further to identify those factors that work for their unjustified growth. The calculation of presented indicators is also important in regional context, since it allows considering those.

Small business of the Republic of Kazakhstan: current development tendencies in the leading sectors of the economy

Market transformations in the Republic of Kazakhstan and in the regions have entered a phase of intensification: management systems and resource allocation have been fully improved, the institution of public-private property has been formed, the main market mechanisms of economic regulation have been put into effect. The mechanism of self-development of the market as a whole is gradually being launched, small business is becoming crucial. It is free entrepreneurship that is designed to intensify the further economic recovery in the regions of the Republic of Kazakhstan. Balanced and progressive development of small business involves the development of infrastructure that stimulates the activity of its development and requires the transformation of the mechanisms and format of integration of the sphere of small and large business, as one of the fundamental factors of balanced development of small business in the leading sectors of the economy. In the Republic of Kazakhstan, the support of the small business sector is one of the strategic priorities of its development. However, despite the measures taken by the state to provide support to small businesses, the dynamics of needs and industry-specific features of the development of the market of goods and services make their own adjustments to regional trends in the development of small business, forming an industry and structural imbalance in the development of small business, which requires consideration and clarification of their content. Purpose is to study the state and trends of small business development as a factor affecting the efficiency of the economy and social stability of the population. The analysis of small business development in the article is implemented on the basis of the information and statistical base of the Republic of Kazakhstan in the context of identifying trends and patterns of its development; identification, generalization and justification of the reasons for their formative and institutional approaches to their regulation. In particular, the analysis in the study is based on the materials of statistical reviews and their analysis using methods of grouping, generalization, logical analysis, system description and interpretation. The range of main directions and trends in the development of small entrepreneurship in the Republic of Kazakhstan has been studied and determined, their effectiveness has been assessed and tools to support the balanced development of small business have been proposed.

On the application of CASE-methodologies at the stage of analysis and design of software tools

Main problem: the globalization of the information sphere has led to a significant increase in the volume of stored and processed information. To increase the processing speed and provide information to the recipient, it is logical to increase the power of the equipment on which the information is processed. But such a path also leads to an increase in financial costs for continuous modernization or complete updating of computer equipment and application software. Purpose: an alternative solution to increasing the capacity of hardware and software may be to optimize the process of organizing data storage, and already at the stage of information analysis. At the initial stages of the task, a huge amount of information is collected and processed, which needs to be classified, to identify essential and non-essential information flows for the information system being developed, etc. The quality of functioning of the developed information system as a whole and its individual modules in particular will depend on how correctly and fully the structuring and systematization of data will be carried out. Methods: modern methodologies of conceptual design of information systems shift the emphasis from software implementation to analysis and modeling of the production environment. The tools used in the process of conceptual modeling allow you to automate the main part of the processes, including the development of program code in the format of templates (patterns), including the preparation of documentation for the software product being developed. Since modern methodologies and tools are based on the use of powerful graphical tools, this significantly increases the visibility and simplifies the process of making adjustments to the information system project, actually using the "Drag-and-Drop" technology. This allows you to redistribute the time spent on the implementation of the first stages of information system development, allocating more time to the analysis and design of the software environment at an abstract, conceptual level. Results and their significance: the stages of analysis and design do not require large financial costs and are more variable. Information at these stages is easier to adjust and change than, for example, at the stage of writing program code. In addition, it is at these stages that the most active interaction between the developer and the customer is carried out, where maximum visibility and variability of the project of the future information system is required. And the use of modern software design methodologies significantly increases the efficiency of the first stages of information system design.

Transformation of the planning system as a management function in the digital economy

The main problem: In the context of the rapid development of the digital economy, where technological innovations become the engine of progress, the role of planning in the management function acquires new dimensions and comes to the fore. Digital transformation not only redefines business models, but also requires organizations to reconsider their approaches to strategic and operational planning. Planning, as an integral part of management, is becoming a key tool for enterprises to adapt to the rapidly changing conditions inherent in the digital age. In this context, effective planning does not just foresee the future, but is a catalyst for innovation, risk management and achieving strategic goals in the context of digital dynamics. The purpose of the article is to study the transformation of the planning function in modern management in the digital economy. Methods: The research is based on a thorough analysis of the works of both domestic and foreign scientists devoted to the problems of choosing and using intra-company planning tools in the context of digitalization of the economy. To achieve the goals of the research, systematic and functional approaches of scientific cognition, as well as various methods of scientific analysis and synthesis were applied. Expansion of Communication Contact Between the State, Business and Society in the Republic of Kazakhstan

Main problem: digital transformation of Kazakhstan’s society leads to emergence of new communication business models, including the so-called proactive data-based service, which implies expansion of communication contact between the state, business and society. Digital transformation of economic sectors and the service sector has objectively caused discussion of issues related to various aspects of its implementation. These include digitalization of society spheres within framework of public administration [1], problems of interaction between business and government [2], mechanisms of interaction between subjects in the private-public partnership model of government and business [3], description of communication models of business types, government and public sector [4], history of emergence of electronic trade, its forms and types of goods delivery to a consumer [5], organizational and managerial relations and processes arising in enterprises, working in field of online marketing and e-commerce [6]. In Kazakhstan, digitalization of spheres and the economy sectors is one of strategic priorities of its development. Use of information and communication technologies in the service sector creates additional impulses to its dynamics, therefore, has impact on improving population’s life quality. In this regard, it is necessary to identify trends and patterns of communication interaction between the state, business and society, to consider and clarify their content. Productivity of remote pastures depending on the season in conditions of vertical soil regionality
Annotation:

The development, grovth and productivity of livestock depend primarily on providing it with a variety of nutritious feeds. Daily feeds should consist of microbiologically synthesized protein, as well as a variety of seeds, mineral and vitamin supplements of animal and vegetable origin. Indeed, the maximum disclosure of the genetic potential of livestock largely depends on both the quantity and quality of feed. One of the stages of feed quality assessment is the measurement of their chemical composition. The chemical composition is not always constant and depends on many factors, including the species composition of plants, fertilizer application rates, climatic conditions and storage methods. The least accumulation of moisture in the soil was observed in areas where pasture grasses were regularly treated with wormwood. Pacture productivity was also the lowest in the control plots, where the average phyto-chemical composition over three years showed that the dynamics of protein content was the same in all pastures – the protein content reached a maximum at the beginning of the growing sea son and decreased from spring to autumn, while the lowest content of crude protein during harvesting in summer was in control plants of varieties

Theoretical Basis of Training of Pedagogues and Psychologists for the Development of Cognitive Activity of Teenagers

The main problem: the current directions of its development are determined in the article by conducting a theoretical analysis of philosophical, pedagogical, psychological, scientific and methodical works on the training of specialists for the development of the cognitive activity of teenagers. Currently, it is shown that the training of specialists in the development of cognitive activity of teenagers is a pedagogical and psychological problem. Purpose: to clarify the theory and propose a technology for the training of pedagogical and psychological specialists for the development of the cognitive activity of adolescents. Methods: When conducting the research, it was important to take into account statistical data that were sufficiently understandable and reliable. Therefore, in the framework of our research, we used the methodology of B. E. Milman, survey, method of expert evaluation, conversation, questionnaire, interview, series of tests, which include observation and open questions. The results and their significance: according to the results, the methodological predominance of the average level of social intelligence allowed students to see the following signs: the social significance of professional behavior, actions, relationships, full mastery of theoretical knowledge. During the course, we believe that the existence of a reflexive culture, which is evidenced by the improvement of communication in everyday life, in turn, is very valuable. Development of thinking, training and education of future teachers-psychologists, preparation for creative activity depend on methodological competence, qualifications and training of the teacher in the organization of research activities. Self-learning needs and skills do not arise by themselves. Such qualities begin to be formed in the process of organizing educational activities during the joint work of teachers and students in and out of class, even during school. In accordance with the tasks of the professional training of the future pedagogue-psychologist, active methods of training - problem-based lectures, seminars, debates and discussions, professional-oriented special courses, course and diploma works, scientific studies of school pedagogy and didactics, educational events such as scientifically organized forms of continuous pedagogical practice. Electronic Financial Services Market in RK: Problems and Prospects of Development

Main problem: At the present stage of life, Innovations in the financial sector contribute to the optimization of financial intermediation and, in turn, stimulate economic growth. Financial innovations increase the efficiency of the allocation of savings capital to investment capital, as well as increase liquidity in the markets. As the digital economy has developed, the functionality of traditional large financial institutions has been partially replaced by financial technologies (FinTech). FinTech involves the convergence of traditional financial services with mobile services, social media services, big data aggregation and processing, and cloud technologies. Purpose of this article is to identify the main directions of the electronic financial services market in the Republic of Kazakhstan, identify the main problems and prospects for the development of the financial sector of the economy. Methods: The work used general scientific methods of comparative system, vertical and horizontal analysis, structural and functional method, analytical techniques, economic and statistical research methods. The results and their significance: the authors identified the main directions of digitalization of the financial sector of the modern economy, noted the role of FinTech companies and services in both theoretical and practical terms, and provided relevant approaches to the definition of this concept in the economic literature. The main reasons and factors for the development of this direction of digitalization of the financial sector are substantiated, including the concept of financial accessibility, the advantages and disadvantages of FinTech, various approaches to their classification, country and regional characteristics, and an analysis of development trends. The crowdfunding direction of FinTech is noted, approaches to its definition and classification are given, the advantages of the crowdfunding mechanism are revealed, and its role in the modern economy is analyzed. The trend of algorithmic trading development as the most important direction of digitalization of the financial sector is investigated. A detailed analysis of mobile financial services as one of the fastest-growing areas of FinTech is carried out, approaches to their classification are given, factors stimulating the growth of mobile payments, country and regional characteristics are substantiated. The main directions of digitalization of the insurance sector are analyzed, reasonable conclusions about the advantages of InsurTech are made.
