Modern trends of informatization in the educational process of higher education institution

The article describes the basic trends of IT management in the educational process of higher educational institutions. Freshmen adaptation in a an institution of medical college
Annotation:

The article deals with the problems of psychological and pedagogical support of students, the stages, the reasons for the first course in the period of their adaptation to college education. In the article there are specified the notions of psychological and pedagogical support, basic conditions of using support for successful adaptation of freshmen, there are also given methods on research of problems of students’ adaptation. The article deals with capabilities of taking into account individual psychological characteristics of freshmen in adaption to conditions of higher the college education institution. In the work there are also shown the characteristics of key concepts of freshmen adaptation for receiving professional education from the position of psychological, pedagogical and social support. Thus, the following notions are referred to the social position in freshmen support: obtaining a different status – a student status, relative freedom in choosing training trajectory, extension of communication and group interaction, a neutral position of teachers with respect to students, the educational environment and the comfort of psychological atmosphere for successful adaptation.

Criminalistic characteristics of trafficking in minors and substitution of a child
Annotation:

Protection of the rights and legitimate interests of the individual is one of the main activities of the state. And the protection of human rights begins with respect for the rights of the child, who, because of his physical and mental immaturity, needs special care from the state and society. The transition of the Republic of Kazakhstan in the 1990s to a market economy, accompanied by a deep economic crisis, had a negative impact on the traditional spheres of social structure: work, family, education. As a result, at that time Kazakhstan and a number of other CIS countries turned into exporting countries of children, supplying them to foreign countries for adoption by foreign citizens. Numerous facts of adoption of children-citizens of the CIS countries by foreign citizens, which are essentially the sale of minors, often indicate a criminal and mercenary nature on the part of officials of guardianship and other state bodies.

Diagnostic value of hematological studies in ichthyopathology
Annotation:

The article presents studies on the morphological picture of the blood of fish in a comparative aspect, depending on age and species. In recent years, the influence of anthropogenic factors on the ecosystem of water bodies has intensified. In this regard, the main direction of solving the problems of ichthy -epizootological situations is new areas in veterinary medicine, in particular, hematological recognition of shaped elements in the blood of fish. To identify and understand the state of the fish organism, which they reflect, the researcher must first of all correctly determine these forms of cells in the blood, especially this applies to white blood cells. Our review is brief and does not pretend to be completely complete literature data on this issue. All this together gives a complex morphological picture of the blood of fish, which is difficult to typify. Unlike higher vertebrates, fish lack bone marrow and lymph nodes, hematopoiesis occurs both in organs, which include reticular syncytium (gill apparatus, kidneys, lymphoid organ), and vascular endothelium of the gill apparatus and heart and spleen and, in some cases, intestinal mucosa. In bone fish, the anterior part of the kidneys is the main organ of hematopoiesis; hematopoiesis also occurs in the lymphoid organs and in the spleen. The purpose of this research is to study the morphological picture of the blood of fish in a comparative aspect, depending on age and species. 3-7 animals from each age group of fish were examined on average. To study the morphological composition of blood from fish, blood was taken from gill vessels and from the heart cavity. In the process of research, it was found that the peculiarity of fish is the presence in the blood of both mature and young red blood cells, red blood cells have nuclei. Bony fish have four types of myeloid cells at all stages of development, known in the hematology of higher vertebrates and humans. A distinctive feature of fish granulocytes is the ability to observe leukocytes in all successive stages of filling the cytoplasm with granules, and the nucleus of th ese cells is very rarely lobed. Unlike fish, in mammals it is very difficult to distinguish between the stages of development of basophils and eosinophils (myelocytes, juvenile, stab and segmented), since the segmentation of the nucleus is weakly expressed , and the number of granules does not increase as the cells mature. It can be noted that the studies initiated can contribute to determining the choice of hematological studies. Given the above factors, a detailed epidemiological classification of hematolo gical studies will be obtained. The research results make certain additions to the procedures of veterinary-hematological studies in the field of ichthyopathology. In the future, research will continue in the direction of hematological diagnosis of fish di seases and prerequisites will be created for a detailed epidemiological classification of hematological studies.

Development of the student entrepreneurial community at universities

The main problem: In modern conditions, the development of the student entrepreneurial community, the formation of entrepreneurial skills, support and promotion of start-up projects and ideas increase the competitiveness of future graduates and give them the opportunity to realize their creative and entrepreneurial potential. According to the authors, the implementation of policies in the field of entrepreneurial education, the development of an entrepreneurial ecosystem and entrepreneurial thinking requires the exchange of experience and the study of new approaches and methods of working with students. Therefore, the article discusses the main areas of activity of the Innovative University of Eurasia and the Old Dominion University (USA) for the development of the entrepreneurial community. Purpose: To consider the process of organizing training in the direction of "Entrepreneurship" and to present the opinions of the authors in this direction. Methods: The work used theoretical, experimental, methodological, descriptive and analytical research methods. Results and their significance: The authors conclude that the educational trajectory in the direction of "Entrepreneurship" contributes to the formation of graduates of a new formation, with an active life position, which affects the development of human potential. The role of universities in the development of the entrepreneurial community lies in the implementation of educational activities with an emphasis on developing students' entrepreneurial skills in the process of their education, in improving the quality of education, and developing new forms and methods. Participation in joint projects to build an entrepreneurial community expands the boundaries of internationalization of higher education. Therefore, in this article, the authors try to convey their approaches and methods of work on the formation of the student entrepreneurial community as an important component of the system of entrepreneurial education.

Digitalization of education: pros and cons

The pandemic has given a new impetus to the digitalization of society. Digitalization is one of the most significant trends in our real life, which is actively implemented in the field of education and is rapidly gaining ground in Kyrgyzstan. This article examines the positive and negative aspects of the modern educational environment focused on the systematic use of digital learning technologies. Modern technologies are developing at a great speed. The authors are sure that the process of transition of modern education and in particular the school curriculum to an electronic format is inevitable. This determines the relevance of the topic under consideration. The author determined that when the idea of digitalization comes to life, not only the education system will change, but also its meaning and purpose. A new one has already grown digital generation; new digital technologies have emerged, digital technology has been born economy, educational technologies have changed – digitalization has begun education. How not to confuse digitization and digitalization? What legislation what is the basis for digitalization of education supported by? What are the pros and cons of the digitalization of education? The prospects, pros and cons of digitalization of education are presented in this article. The article discusses the main advantages and disadvantages of digital education. It is concluded that the digitalization of education is a necessary and inevitable step that characterizes the modern social reality, so it is necessary to carefully study all the pros and cons in order to avoid serious problems in the future. Digitalization implies independent study of the material. It will be possible to evaluate all the pros and cons of such a system and its consequences decades later. Comparative analysis of set expressions with the zoonymic component of "dog" in English and Kazakh languages
Annotation:

ing the image of a dog. The purpose of this study is to consider the national and cultural specifics, reflected in the stable expressions of the English and Kazakh languages with the "dog" component. The article provides a brief overview of works related to the issues of phraseology in English and Kazakh. The work was based on general scientific methods: induction and deduction, analysis and synthesis. The work with the collected card index of stable expressions was carried out by the method of continuous sampling, using the descriptive-analytical method. An important place in the work with the material was given to the Вестник Инновационного Евразийского университета. 2020. № 4 ISSN 1729-536X 17 methods of definitional, contextual and typological analysis. Using the comparative-comparative method, national-specific and universal features of zoonyms in English and Kazakh languages were determined. The material of the research was a card index of phraseological units of the English and Kazakh languages (more than 160 units) which were selected using the method of continuous sampling from phraseological dictionaries of the English and Kazakh languages. When analyzing the authors of the article relied on materials from phraseological dictionaries in English and Kazakh languages. In the course of the analysis, groups of phraseological units were identified and their differences and similarities in the compared languages were identified, as well as their national and cultural specificity, based on the action of universal cultural codes; the national and cultural specificity of zoonyms is determined by a number of extralinguistic factors: the location of the country, the living conditions of the people, their customs and traditions, history, religion and socio-political structure. All this secures national-specific connotation to zoonyms and determines their productivity. The results of the study showed that through the prism of axiology, an analysis of English and Kazakh stable combinations with the "dog" component, reflecting the paradigm of values (general cultural and national-cultural) and anti-values of the corresponding ethnic communities, was presented, as well as universal values representing at the intercultural level. The research results have both theoretical and practical significance; it will be additional material for elective courses on the subject of "Lexicology" taught at the faculties of philology and foreign languages in higher educational institutions.

Opportunities for the development of entrepreneurship through labor mobility
Annotation:

Main problem: The literature on regional entrepreneurship tends to neglect interregional human capital flows, and yet spatial mobility provides emerging entrepreneurs with knowledge and networks in different locations to exploit entrepreneurial opportunities. Purpose: The purpose of this study was to establish the relationship between mobility and entrepreneurship. Methods: Examined how multidisciplinary experience and non-local knowledge provide migrants with the desire for opportunity-based entrepreneurship. The connection between the regional environment and entrepreneurial motives based on opportunities for people with and without spatial mobility is shown. The analysis of data from a survey of labor force dynamics is presented, which compares the characteristics and driving forces of entrepreneurial motives of migrants and local residents. A survey has been conducted that indicates a higher prevalence of opportunity-based entrepreneurship among migrant entrepreneurs compared to their local counterparts. Official Kazakh statistics do not take into account the impact of internal migrants on the development of the economy and welfare of the region to which they moved. Results and their relevance: Based on the analysis and survey, it was found that the experience of spatial mobility significantly increases the likelihood of entering an opportunity-based business. The regional environment influences the entrepreneurial motives of migrants and non-migrants, but in different ways. Local entrepreneurs are more affected by the endogenous nature of the firm, while migrant entrepreneurs start businesses based on both local needs and external linkages with wider market areas. The regional environment influences the entrepreneurial motives of migrants and non-migrants, but the experience of spatial mobility significantly increases the likelihood of starting a business based on the opportunities of migrants.

Unit economics in the youth entrepreneurship sector: principles, methods of implementation
Annotation:

Basic problem: the Republic of Kazakhstan is a platform for implementing innovative projects in all spheres of the economy, providing the younger generation with resource centers, technological parks, agricultural equipment, industrial technologies and scientific and educational complexes. The main goal of such actions is to activate scientific research, increase the technological potential of the industrial sectors of the national economy, and stimulate the development of innovative activities in the field of research and development. The problems of developing an entrepreneurial culture are a cornerstone issue that combines a combination of motivational principles for generating and promoting ideas, activating youth entrepreneurship as the flagship of the future economy, and a complex epidemiological situation in the world that hinders not only the development of entrepreneurship, but also the course of all socio-economic processes in society. Purpose: The purpose of this study is to identify the problems of youth entrepreneurship and find ways to solve them in accordance with the principles and methods of implementation, including the unit economics. Methods: the research Area focuses on economic modeling techniques that are successfully used in international practice to determine the profitability of business models, taking into account the effect of the production of a unit of goods / services or a single client / customer. The implementation of this approach is facilitated by the use of traditional methods of scientific research, such as analysis, comparison, and a graphical method for visualizing the results obtained; quantification method and parametric method as an evaluation tool that allows formalizing the procedure for evaluating the performance of unit economics models. Results and their significance: when considering business models in relation to youth entrepreneurship, attention is paid to the skills and competencies that students who study the disciplines of the entrepreneurial block in higher education receive. The proposed methods of unit economics are actively used in the development and promotion of startups, as an integral part of business plans. It is concluded that youth business has started to play a crucial role in solving socio-economic problems, such as creating new jobs and reducing the unemployment rate, and training qualified personnel. The set of proposed measures provides additional opportunities and increases the influence of youth entrepreneurship, which becomes the basis for unlocking its potential.

Influence of seasonal pasture rotation on animal productivity in Zhambyl region
Annotation:

Complex research is carried out on the rational use of natural pastures with seasonal use in a specific area. The research was conducted in 2015-2017 on the lands of “Batyr” farm in Korday district of Zhambyl region. The pasture lands of the farm consists of 5 independent sites and are located in 3 geographical areas: foothill-steppe (950 hа), foothill-dry steppe (1370 hа) and foothill-semi-desert (1880 hа). The total area of distant pastures is 4.200 hectares. As a result of conducting of geobotanical researches, the farm territory of peasant farm "Batyr" in Korday district of Zhambyl region was divided into seasons (spring-summer-autumn) of their use, the yield of natural herbage and live weight gain of animals was determined. Results of accounting of productivity of natural herbages on zones, seasons of year are given in article and the gain of livemass of animals for the pasturable period is defined. When determining efficiency of sheep it is revealed that higher additional weight of a liveweight is received in experimental group of animal. The seasonal pasture on average in three years of researches at the end of the pasturable period provided an increase of a live weight of rams on 3.370 kg/head at ewes on 8.020 kg/head and lambs of birth year on 8.640 kg/head is more in comparison with control groups of animals. It should be noted that for the pasturable period the increase of alive mass of animals in experimental group in 2017 is higher than a research in comparison with previous years. In 2017 at a pasture of animals on seasonal sites it was applied intra seasonal pasture turnover at which unproductive driving of animals in search of a forage on the grazing square is practically reduced three times, besides degradation of the pasturable territory is completely excluded. It was found that the use of seasonal use of pastures provides more weight gain studied animals compared to animals that graze in one place with an unsystematic manner of grazing. The implementation of the results created the conditions for the restoration of degraded pastures with an increase in the growth and development of vegetation cover up to 15-18 % and an increase in livestock production through rational grazing up to 12 %.

The article describes modern pedagogical technologies of teaching a foreign language in primary school and examines their impact on the development of various competencies of primary school students. The authors emphasize that information and communication pedagogical technologies help to implement a student-centered approach to learning, provide individualization and differentiation of learning, taking into account the abilities of younger students, their level of education. And also modern pedagogical technologies as a systemic holistic means of restructuring activities make it possible to improve the quality of the educational process, to solve the problems of personality development. Purpose – analysis of modern educational technologies used in English lessons. The current system of training primary school teachers requires a revision of its structure, organization, relationship with school practice and innovative processes in the education system. Therefore, the article proves that an important part of the educational process should be the use of new pedagogical technologies in improving the quality of training of specialists at the university, providing the possibility of self-development of the teacher's personality, increasing his creative abilities and improving the educational process. The study used a descriptive method, analysis and synthesis methods. The authors of the article call the development of the student's personality (moral and cognitive) and the complex of abilities for successful interaction with the polycultural and multilingual world around him as the goal of foreign language education in primary grades. Therefore, it is important that the future primary school teacher, in accordance with the requirements of the state educational standard, has formed the knowledge, skills and abilities necessary for the application of modern pedagogical technologies. But the fact that no one wants to be poisoned from an overdose of various chemicals or starve to death. Therefore, the main advice is to carefully study the composition indicated on the label of food products and know the measure of their consumption. It is also impossible to believe blindly that the label was written with the truth. Ensuring quality control by implementing a quality management system at the enterprise

The article presents the results of implementing a quality management system at the enterprise. The study and analysis of the international standard ISO 9001:2015, as well as sanitary and epidemiological requirements for production control were carried out. The main requirements and rules for the implementation of input, operational and output control of products at enterprises at all stages of the product life cycle were identified and presented. In addition, it was determined what requirements must be met by enterprises to implement a quality management system. It is important to note that this work is necessary at the enterprise, as it has the following advantages: by improving product quality, product sales increase, the level of management of the enterprise and personnel increases, and cost savings are realized at the stages of development, production and operation. It follows that to implement a quality management system, it is necessary to set the following tasks: describe the company's processes, develop performance criteria and evaluate processes, develop the necessary documented information, implement documentation in all departments, familiarize them with the quality policy and goals, conduct timely internal audits for further SWOT analysis, and conduct an assessment by an external auditor in order to obtain a certificate of compliance. An important step in quality management is that the organization should not eliminate nonconforming results of processes, but should identify potential nonconformities, assess the risk with the preparation of a Protocol, plan and implement actions to reduce risks. Difficulties may arise: lack of understanding by the staff of the need to implement a quality management system, lack of a clear vision, mission, lack of complete information on processes, lack of quantitative and qualitative evaluation criteria, quality is defined as the quality of products, not as the quality of processes, resources, lack of monitoring of customer satisfaction. It is possible to overcome these difficulties only with the implementation of the quality management system according to ISO 9001, since the requirements prescribed in the international standard are a real tool for improving the efficiency of the enterprise, which will help bring the organization to a higher level of development.

Socialization of children with special educational needs in inclusive educational system

Main problem: Today, the opinion about inclusion as the most progressive (in comparison with integration) approach is being strengthened among the society, which allows any child, regardless of the type and severity of the disorder, to learn with their normatively developing peers. The introduction of inclusive approaches into school practice can be called one of the top priorities of the state educational policy of the Republic of Kazakhstan. Inclusive education will help to resolve the contradiction between the legally guaranteed rights of children with disabilities to equal access to quality education and the de facto inequality in its implementation. Inclusion must be systematic and focused, not spontaneous. Therefore, it is optimal to teach a child with disabilities within the framework of the system of continuous general education. The creation and effective functioning of this system is impossible without a trained teacher, who is a key figure in the implementation of inclusive education. Purpose: Substantiation and disclosure of the contradiction between the guaranteed right of children with IAD and equal access to quality education for the socialization of children with special educational needs in inclusive education. Ingularly perturbed equations in critical cases
Annotation:

Singularly perturbed partial differential equations with small parameters with higher derivatives deserve special attention, which often arise in a variety of applied problems and are used in describing mathematical models of diffusion processes, absorption taking into account small diffusion, filtration of liquids in porous media, chemical kinetics, chromatography, heat and mass transfer, hydrodynamics and many other fields. It is necessary to consider the creation of an asymptotic classification of solutions of singularly perturbed equations using a well-known approach to solving the boundary value problem. In this case, the singular problem is understood as the problem of constructing the asymptotics of the solution of the Cauchy problem for a system of ordinary differential equations with a small parameter with a large derivative. The asymptotics of the solution in all cases is based on the last time interval or the construction of a boundary value problem for a system with a weak clot in an asymptotically large time interval. Purpose - to construct and substantiate the asymptotics of solving a singular initial problem for a system of two nonlinear ordinary differential equations with a small parameter; To date, a number of methods have been developed for constructing asymptotic expansions of solutions to various problems. This is the method of boundary functions developed in the works of A.B. Vasilyeva, M.I. Vishik, L.A. Lusternik, V.F. Butuzov; the regularization method of S. A. Lomov, methods of averaging, VKB, splicing of asymptotic decompositions of A.M. Ilyin and others. All the above methods allow us to obtain asymptotic expansions of solutions for wide classes of equations. At the same time, such singularly perturbed problems often arise, to which ready-made methods are not applicable or do not allow to obtain an effective result. Therefore, the development of methods for solving equations remains a very urgent problem. As a result of the study, an algorithm for constructing an asymptotic classification of the initial solution of the problem with a singular perturbation is given, and approaches to estimating the residual term are also shown.

Methods of teaching conversational skills, their advantages, disadvantages and overcoming language barriers and anxiety when learning a foreign language

Globalization is an integral part of our life. Therefore, today the relevance of learning foreign languages, in particular English, is beyond doubt, as interest in foreign culture, education, travel, life and work abroad increases. It is known that English is the most widespread international means of communication (including information technology and web space), for most of the population it is the native or state language. This is due to historical, political and geographical prerequisites, as well as socio-economic and cultural development. Proficiency in English opens up great prospects for those who know, but not every person chooses a linguistic direction of study when entering a higher educational institution. Mastering English is a laborious process. In universities of non-linguistic areas, one of the main problems for students is the so-called language anxiety and psychological barriers, especially for those students for whom English is not a core subject or direction of future activity. Overcoming language anxiety and psychological barriers continues to be an urgent issue in pedagogical psychology and the educational process of higher educational institutions. Therefore, the task of the teacher is to create such conditions in his classes so that the student has a desire to learn, develop himself and improve himself. It is necessary to form motivation for conversational skills through psychologically thought-out techniques and methods. The task of the teacher is to direct the student from a conniving and indifferent attitude to study to a conscious and positive attitude. To implement the above, the teacher needs to form the old motives and stimulate new, positive ones. The encouragement of positive manifestations of emotions should be supported, stimulated and helped to realize these emotions by the teacher in the educational process. For example, simple tasks, but at the same time fascinating, the manifestation of sincere emotions in the classroom by the teacher himself and his personal examples inspire students to pronounce their state of mind and experiences. Encouraging and highlighting the activity of students also helps to increase the motivation of learning, especially if they have creative ideas that differ from other fellow students. The purpose of the article is to describe the methods of teaching conversational skills, their advantages and disadvantages and to consider in detail the overcoming of language barriers when learning a foreign language. The role and place of local self-government in modern society

Local self-government bodies are an integral mechanism of the foundation of a democratic state. In the modern system of public relations, one of the most important places is occupied by general economic relations, namely local self-government. Without a developed system of local self-government, legislative and real opportunities, it is very difficult to independently create market-democratic structures to solve economic, social, domestic, cultural and other issues at the local level. Local self-government bodies are a special level of government, which combines two principles: public and state. In the practice of Constitutional and administrative law, it is important to determine the place and nature of local self-government and to establish balanced relations between State authorities and self-government bodies, on the one hand, with local representative offices and structures. The purpose of the article isto study the role and place of local self-government in modern society, to develop practical recommendations on the formation and prospects for the development of local authorities in Kazakhstan. Algorithm for solving the anaphora of a pronoun in the Kazakh language
Annotation:

The paper considers two data-driven methods for anaphora resolution of Kazakh texts. These methods are based on machine learning with annotated corpora and using no additional information except linguistic features. The first method uses Support Vector Machine as learning and classifying algorithms, the second method uses Decision Tree inducer. We evaluate the performance of the methods with several feature sets and corpora. Feature sets included morphological, syntactic, and semantic features. In this paper We also evaluate how semantic features, namely semantic roles, impact the performance of anaphora resolution in Kazakh language. Experiments showed that precision of SVM is higher on experimental data for almost all cases. It was shown that semantic features enhance the performance of the methods for anaphora resolution of Kazakh texts. We have also calculated the optimal distance between the anaphor and the hypothetic antecedent and used it in our methods.

Methodological foundations of the application of the project method in teaching object-oriented programming.

The article presents a method of teaching object-oriented programming to students of the educational program «Computer Engineering and software» using the project method. The problem of the insufficient level of organization of the educational process in colleges, aimed at studying any kind of object programming, is investigated. In this regard, the important aspects that must be taken into account when constructing a methodology for teaching object-oriented programming, aimed at enhancing the cognitive independence of students, are described in detail. It is shown that the solution to this problem largely depends on the degree of achievement of the learning goals of students specified in GOSTiPO, as well as on the methodological guide to object-oriented programming, developed in accordance with the requirements of modern education. An analysis was made of the State Compulsory Standard for Technical and Vocational Education of the Republic of Kazakhstan, the Model Curriculum and the Working Curriculum in the discipline "Fundamentals of Object-Oriented Programming" for students of the educational program "Computer Engineering and Software" and the teaching methodology developed on their basis. The purpose is to substantiate the methodology for teaching students object-oriented programming, which activates cognitive activity through the use of the project method and its practical application in the educational process. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: The practical result of the analysis was the method of teaching college students object-oriented programming, using the project method, which is necessary for a more intensive development of cognitive independence. Based on the psychological aspect of the concept of "qualification", the article analyzes the main directions of the formation of methodological qualifications of future teachers of mathematics and advanced training in pedagogical universities. It is possible to achieve high-quality teaching of geometric subjects in higher educational institutions by using methodological and meaningful methods in organizing the educational process. The creation of a certain structure of the educational process, the definition of teaching methods and means, the careful selection of subject content were determined by the specific principles of pedagogy. Basically, these principles are the real achievements of modern pedagogy and are constantly changing. The existing system of didactic principles can be gradually changed and expanded The purpose is to choose the main didactic principles and to offer a scientific-methodological basis for improving the methodological preparation of future mathematics teachers in the Pedagogical University for solving and teaching geometrical problems. Language is the main vector of communication, in turn, communication develops languages throughout the history of mankind. The natural need of people is communication in their native language, the most convenient means of self-expression and understanding of others. However, modernity has changed the global paradigm of communication, indicating a reassessment of the role of languages by both official and informal communities, including native speakers of various languages. Moreover, the choice of a common communication language is influenced not only by the context, but also by the social, cultural, and economic characteristics of the communicants. In an intercultural context, there is a problem of adaptation of communication participants, closely related to the mastery of the language of the receiving party, ignorance of which is a barrier to successful communication. To develop the skills of tolerant communicative behavior, it is necessary to create special programs equipped with the necessary teaching materials available in international communication languages. Some of these workshops are offered in the presented article. Purpose of the article is to determine the influence of language on the development of economic processes that unite people of different linguistic and socio-cultural backgrounds, as well as to describe the influence of interacting languages on various aspects of professional activity and the role of education in introducing new generations into an intercultural context. To achieve the purpose, the following tasks were put forward: presentation of the main provisions of the economic theory of language; highlighting the controversial role of translators when working with companies in an intercultural environment; identification of problems and the role of teaching foreign languages to students for their successful adaptation in an intercultural professional context. The theoretical and methodological basis was the concepts, hypotheses and theories presented in the works of domestic and foreign researchers. The methodology is based on a systematic approach, in which methods of comparative, structural-functional, and statistical analysis were applied. To obtain empirical data, the methods of questioning and interviewing respondents included in the system of intercultural communication were used. Based on the results obtained, it can be said that, as a rule, in most cases, preference is given to the common language of communication, which is either one of the international languages or the language of the titular nation. Ethnic ties, trust and tolerance are often associated with the possession of a common language of communication.

The main thesis of the proposed research is that in modern conditions of globalization, the realization of the right of citizens to education is an important and necessary condition for the development of society and the state. The role and place of local self-government in modern society
Annotation:

Main problem: local self-government bodies are an integral mechanism of the foundation of a democratic state. In the modern system of public relations, one of the most important places is occupied by general economic relations, namely local self-government. Without a developed system of local self-government, legislative and real opportunities, it is very difficult to independently create market-democratic structures to solve economic, social, domestic, cultural and other issues at the local level. Local self-government bodies are a special level of government, which combines two principles: public and state. In the practice of Constitutional and administrative law, it is important to determine the place and nature of local self-government and to establish balanced relations between State authorities and self-government bodies, on the one hand, with local representative offices and structures. Purpose: to study the role and place of local self-government in modern society, to develop practical recommendations on the formation and prospects for the development of local authorities in Kazakhstan. Methods: when writing an article, the following methods are used: description, analysis and synthesis, justification, logical modeling, system analysis, etc. When studying the formation of local self-government, as well as the functional management system, the method of structural and analytical analysis was used. The results and their significance: the conclusions and recommendations obtained as a result of the conducted research can be used: in the practical activities of maslikhats and akimats of the Republic of Kazakhstan, civil servants; in the process of studying at courses in higher educational institutions, as well as for further general theoretical and applied research.

Theoretical Basis of Training of Pedagogues and Psychologists for the Development of Cognitive Activity of Teenagers
Annotation:

The main problem: the current directions of its development are determined in the article by conducting a theoretical analysis of philosophical, pedagogical, psychological, scientific and methodical works on the training of specialists for the development of the cognitive activity of teenagers. Currently, it is shown that the training of specialists in the development of cognitive activity of teenagers is a pedagogical and psychological problem. Purpose: to clarify the theory and propose a technology for the training of pedagogical and psychological specialists for the development of the cognitive activity of adolescents. Methods: When conducting the research, it was important to take into account statistical data that were sufficiently understandable and reliable. Therefore, in the framework of our research, we used the methodology of B. E. Milman, survey, method of expert evaluation, conversation, questionnaire, interview, series of tests, which include observation and open questions. The results and their significance: according to the results, the methodological predominance of the average level of social intelligence allowed students to see the following signs: the social significance of professional behavior, actions, relationships, full mastery of theoretical knowledge. During the course, we believe that the existence of a reflexive culture, which is evidenced by the improvement of communication in everyday life, in turn, is very valuable. Development of thinking, training and education of future teachers-psychologists, preparation for creative activity depend on methodological competence, qualifications and training of the teacher in the organization of research activities. Self-learning needs and skills do not arise by themselves. Such qualities begin to be formed in the process of organizing educational activities during the joint work of teachers and students in and out of class, even during school. In accordance with the tasks of the professional training of the future pedagogue-psychologist, active methods of training - problem-based lectures, seminars, debates and discussions, professional-oriented special courses, course and diploma works, scientific studies of school pedagogy and didactics, educational events such as scientifically organized forms of continuous pedagogical practice. As a result of mastering pedagogical activity, professional motivation of future pedagogical-psychological specialists is formed, understanding of goals and tasks, subject, psychological-pedagogical and didactic-methodical knowledge is developed, as well as relevant skills and abilities necessary for the development of cognitive activity of teenagers.

Methodological Aspects of Inclusive Education in the Field of IT Technologies

The main problem: Today, the introduction of inclusive education is becoming one of the priorities of the state policy of the Republic of Kazakhstan in the system of modern education. In accordance with the law on Education, equal access to quality education for citizens is guaranteed, taking into account their intellectual development, psychophysiological and individual characteristics. The article is devoted to the analysis of the development of inclusive education. The author considers the problems on the way to the introduction of inclusive education, provides an analysis of the experience of conducting an IT school within the framework of inclusive education. An attempt has been made to identify the factors contributing to the successful implementation of inclusive education methods in the modern educational space. Objective: To consider the issues of the development of inclusive education in the Republic of Kazakhstan. To present the methodology of teaching children with special educational needs, to suggest possible ways to solve problems on the way of introducing inclusive education into the domestic education system. Methods: The methods of analysis, synthesis and deduction were used in the article. Results and their significance: Based on the results of the work carried out aimed at identifying the main problems hindering the process of implementing inclusive education, as well as based on the results of the analysis and the identified main aspects in the cognitive activity of children with hearing and speech disorders, the author of the article proposes a methodology for teaching children multimedia technologies. In addition, the author clearly substantiates the need to prepare a teacher for the use of inclusive education methods, due to the lack of willingness of some teachers to teach in a class (group) in which people with disabilities study, fearing to get into a situation of psychological and professional discomfort.

Legal Education Aspects Among the youth in the Republic of Kazakhstan

The main problem: The development of theoretical aspects of legal education, legal awareness. Organizational forms of legal education. Forms and methods of education of legal awareness, legal culture. Features of the formation of legal culture in the modern period. Problems of improving legal culture and legal education. Legal education forms a sense of confidence and independence in the legal sphere among the population of the state, thereby stimulating the legal activity of an individual, which presupposes voluntary, conscious, proactive, socially and morally responsible human behavior. Purpose: The article deals with the legal education of modern youth. The means of forming a legal culture are the promotion of law, the development of legal knowledge among citizens, the practical strengthening of the rule of law, the presence of a strong legal science, the improvement of the system of legal acts, which is achieved due to the presence in the state of a democratic, effective constitution and high legal and technical-legal quality of laws and by-laws. Methods: Methodology of the study. The methodological basis of the study was made up of: generally recognized methods of scientific research of the phenomena of reality in their interrelation and interdependence both at the theoretical level (systemic, comparative legal, formal legal, historical methods of analysis, etc.) and at the empirical level (statistical analysis, questionnaires, research of documents, printed publications); the main provisions of the theory of criminal law, ethics, philosophy, psychology; rules of formal logic. The results and their significance: In this regard, there is a need to create a Republican Center for Legal Education at the Institute of State and Law, which will provide scientific research on the problems of legal education and upbringing, the development of the content and methodology of legal education at all levels of continuing education of students.
