In the article it is considered the questions of mechanisms’ effectiveness of interation of mass-media and government bodies of the Republic of Kazakhstan. The main problems of these sphere are introduction of information in mass-media through the system of state purchases, directed on the prices; the lack of the system of indicators on the estimation of mass-media services quality in the process of state purchase and the problem of control, censure and self-censure caused by state purchases conditions. Body heating automatic control system №1 Innovative University of Eurasia
Annotation:

The paper presents the thermal design of the building heating system of a four educational building № 1 Eurasian innovative university.Data are presented for the period from 1 December to 28 February for three seasons: 2013–2014, 2014–2015, 2015–2016 years. On the basis of the actual thermal design graphics and design of heat were built in the period from 1.12. at 28.02 for three seasons (2013-2014,2014-2015, 2015-2016 years). In these graphs clearly visible difference between the two values. According to calculation, the average difference was 13.02 % of the actual heat consumption.

Differentiate test control at primary school
Annotation:

Education is one of the priority directions in the development of our state. It is impossible to talk about modernization of education without monitoring its quality. The article considers a differentiated approach to learning, the conditions under which this approach can be applied. Two main criteria of the differentiated approach are singled out: level of training and learning ability. The article gives recommendations on the phased implementation of differentiation. Positive and negative parties of different types of control of education quality are also presented. Most objective is the differentiated test control. The article reveals its characteristics, the possibilities of using it in lessons in primary school.

Principles of creation of user interface
Annotation:

Principles of development of graphic user interface are considered in the article. Possibility of creation is described by comfortable and clear to the user of model of co-operating with software without the necessity of study of some special language. The authors, based on the analysis of development of user interface, pointed out a problem on bearableness of software on other operating systems, because a graphic interface essentially depends on the possibilities given by the operating system for his creation. The article is sanctified to the analysis of principles of creation of user interface. An attempt to identify factors that are a prerequisite for creating an effective user interface model was made.

Annotation:

The presented article examines the demographic processes taking place in the Republic of Kazakhstan, which characterize the demographic situation in Kazakhstan. And also the objectives and tasks of the state, the main of which is the management of demographic processes and development of the effective type of population reproduction are considered. The population policy covers a wide range of problems of reproductivity, the creation of the composition and structure of labor resources and their effective application. In a narrow sense, the demographic policy should be understood as the impact on the reproductivity by means of socio-economic activities that affect the demographic processes. The dramatically limited resources make it impossible to solve the government control problems of socio-demographic processes, employment, and unemployment in the required degree.

An example of making a mixture for keeping the soil balance of agricultural crops
Annotation:

To improve soil water regime and moisture supply of plants, moisture-swelling polymeric materials are used in the form of hydrogels, which, upon contact with water, rapidly absorb and retain it for a long time in its volume. However, widespread of such hydrogels used in plant growing is currently limited by its high cost. In this connection, from the economic point of view, the use of composite materials as soil conditioners is of great importance, including inexpensive natural raw materials in its composition while maintaining high rates of moisture sorption and water retention. The task is to improve the mixture to maintain the soil balance of various agricultural crops by changing the quantitative ratio of components, significantly cheaper the composition, improving its quality indicators. The purpose of the scientific article is the mixture for maintaining the soil balance of various agricultural crops, which contains an active product based on a granulated hydrogel and a targeted additive.

Environmental assessment of mercury contamination of the wastewater storage facility Bylkyldak
Annotation:

The article describes visually detectable anomalies in the structure of the crucian carpet, which make it possible to consider them as a reliable tool for operative ecological monitoring of aquatic ecosystems under the conditions of the anthropic press. The results of the conducted studies were tested in the course of the research "The Post-Mercury Control of Mercury Pollution in the Territory of the Former PO" Khimprom", and also appear to be important in assessing the environmental risk from groundwater pollution and adjacent water bodies in the northern industrial zone of Pavlodar.

Peculiarities of the method of teaching discipline

"Information communication technologies" in English language Annotation. The article discusses the use of the CLIL (Content and Language Integrated Learning) methodology in the teaching of the discipline "Information and Communication Technologies" in English. The use of this technology in polylingual groups is most appropriate, since the CLIL pursues two goals, namely, the study of the subject through a foreign language, and a foreign language through the taught subject. Integrability is determined by the fundamental nature of ICT and the nature of the basic objects of its study; the ability to work with information refers to general educational skills. Teaching ICT in English allows students to look at English from an information point of view. Current state and development trends of nanotechnology in the Republic of Kazakhstan

Nanotechnology is a field of fundamental and applied science and technology dealing with a combination of theoretical substantiation, practical methods of research, analysis and synthesis, as well as methods for the production and application of products with a given atomic structure through controlled manipulation of individual atoms and molecules. In the Address of the President of the Republic of Kazakhstan to the people of Kazakhstan Strategy "Kazakhstan-2050" New political course of the state, the leader of the nation, N.A. Nazarbayev, defines 10 tasks that Kazakhstan faces, one of which is the transition of Kazakhstan to the third industrial revolution. Nanotechnology is one of the branches of the industrial revolution. In the modern world, over the past few years, there has been a rapid development of nanotechnology. The peculiarity of nanotechnology lies in the possibility of their application in an unlimited sphere; therefore they are the basis for a completely new technological order of the economy. During the preparatory activities for the preparation and conduct of the KShU, the civil defense plans for peace and wartime were adjusted and clarified, the calculations of forces and resources for conducting emergency response activities were refined and their readiness checked. Checked the combat readiness of the units taking into account work in extreme conditions and the provision of personnel with equipped interchangeable clothing. Additional briefings have been organized on compliance with safety measures for fighting fires and performing emergency rescue operations. Autonomous sources of energy supply, stocks of material and technical, food reserves were checked. In general, the forces and facilities of the units of the Service are on daily round-the-clock alert duty and are ready to meet the set tasks for eliminating emergencies and situations at the first alert.

Didactic aspects purpose in teaching natural knowledge

The article proposes a solution to the problem of goal-setting from the standpoint of activity and competency-based approaches. Concrete formulations of the goals and objectives of the academic disciplines "Methodology of Teaching Natural Sciences" and the school course "Natural Sciences" are given. Domestic and world experience shows that the success of the functioning of the primary school education system is determined not only by its internal factors, but also by the degree of readiness to this process of children at the stage of preschool upbringing and education (PUE). In this regard, special attention is paid to the problems of development of the PUE system in the Republic of Kazakhstan, both from the point of view of legal regulation and in the context of monitoring of the state and evaluation of its development. In the article it is analyzed the main tendencies of development of the RK PUE system and content of procedure of the assessment of the development level of regional systems of preschool nurture and education of the republic; it is given the analysis and assessment of the state, problems and tendencies of development of system of preschool upbringing and education of Pavlodar region and its position in the national ranking of educational systems of the regions of Kazakhstan

Asynchronous electric drive with indirect control of output variables
Annotation:

The article provides a mathematical description of an induction motor with a device for indirect control of the electromagnetic moment and angular velocity of an induction motor in an electric drive, which allows substantiating on its basis a method for controlling the output variables of an asynchronous electric motor. A simulation model of an induction motor with an indirect control device for the output variables of an induction motor and the main results of the study are presented.

Monitoring of drinking water in the water supply system of Ekibastuz city
Annotation:

On the basis of research on bacteriological indicators of the water supply system in the Ekibastuz region for the period 2016-2018 the 310 cases of detection of pathogenic microflora were identified. The chemical indicators are given the results of research to determine the content of toxic elements and heavy metals in the source and purified water, as well as in the distribution network of Ekibastuz. The largest number of pathogenic microflora cases and a high concentration of chemical elements are noted during the flood season. Sporadic pathogenic microflora and chemical elements are also recorded in the winter and summer periods.

Biotechnological aspects of the development of a functional jelly product
Annotation:

This article discusses the idea of developing a functional product that exhibits biologically active, bifidogenic properties and a strong antioxidant effect. The authors propose the formulation of sea buckthorn marmalade with the addition of immobilized probiotics. The jelly-fruit marmalade formulation is used as a control sample; apple puree is replaced with sea buckthorn concentrate, sugar and molasses with fructose. In experimental samples, various methods of introducing probiotics are used and their viability in the finished product is further evaluated. According to the organoleptic characteristics, the samples have a pleasant taste, smell, original color, gelatinous consistency. The best viability was shown by microorgan isms immobilized by incorporation into the gel.

On some aspects of the project-based approach in the context of increasing the efficiency of economic development

The article discusses various aspects of project management, which is one of the most effective tools and allows you to skillfully take into account various factors, as a result of which the reliability of implementing successful changes and achieving goals in all types of professional activities increases. In Kazakhstan, project management dates back to the 1990s, but the real practical application of this management tool is observed at the beginning of this century. According to the authors, one of the key problems of widespread implementation and use of the project approach in the private and public sectors is the lack of information and methodological support for the development of this area. The purpose of this study is to systematize the theoretical and methodological aspects of project management in the context of improving the quality and efficiency of economic decisions. Any project is a change that is caused by the creation of innovations and the corresponding investment and other resources, on the one hand, and on the other hand, is implemented in conditions of high uncertainty and risks. The research uses the following methods: comparative analysis, a systematic approach based on which General and specific features of project management are identified, as well as abstract-logical. In the context of globalization, modern management principles require a team approach to solve problems aimed at achieving the strategic goals of companies, organizations and States, as well as ensuring continuous improvement of business processes, implementing any changes of a socio-economic, organizational or other nature. The processes that ensure an effective transition to project technologies, as well as important components of the project approach from the point of view of achieving project goals are identified. It is shown that project management is especially widely used in private companies. Currently, this tool is being actively implemented in the management system of state structures in different countries. The significance of the research results lies in the fact that knowledge about the project approach is generally recognized scientific direction, which is characterized as an independent sphere of professional activity and a system of lean management aimed at improving the economic efficiency of implemented projects. Simulation of property management using the example of filling station chain
Annotation:

When managing a filling station chain, it is necessary to solve the following tasks in dynamics: determining the volume of purchases by types of oil products sold and redistributing the available volume of various types of oil products to filling station chain. The peculiarity of this control task is that the replenishment of the storage of oil products is carried out centrally, and the sale of each type of fuel is carried out at separate filling stations of the network, that is, in many points. At the same time, the volume of each type of fuel sold by each station of the network should be taken into account separately, taking into account the seasonal demand for a specific oil product. In addition to modeling demand, information is needed on the volume of petroleum products that can be purchased from suppliers with the possibility of increasing or decreasing the volume of purchases due to demand. To solve this problem, a list of suppliers of a specific type of oil product with a possible range of supply volumes must be determined. In the proposed model, an attempt is made to solve the above problems. To solve them, a management model was developed, which was implemented using the Visual Studio C # programming environment and MS SQLServer DBMS. When developing the structure of the database tables, the task of managing a network of filling stations based on the Petri net was taken into account: that is, the database tables provided for storing information on the volumes of supplies of petroleum products, the volume of sales of each type of petroleum product, as well as the time of deliveries and sales. To solve the problem of centralized procurement for all types of fuel, the database provided tables with information about suppliers and possible volumes of supplies by them of various types of petroleum products. To solve the problems of forecasting demand, the model includes algorithms for predicting the volume of sales of petroleum products based on the accumulated time series of data for each type of fuel separately. The forecasting was carried out in order to assess the required volumes of purchases of oil products for the coming period. The prediction algorithms are implemented using two methods: linear approximation and exponential smoothing. Both algorithms take into account the seasonality of demand.

Mathematical modeling of the results of experimental studies of the influence of the type and dose of cheese melting salt on the qualitative indicators of melted cheeses
Annotation:

The article is devoted to the mathematical modulation of a complex of experimental data obtained in the process of experimental studies of processed cheese products, processed by mathematical methods. The purpose of this study is to establish the type and amount of the melting salt that promotes the formation of the plastic structure of the processed cheese product. The analysis of scientific research in the field of food technologies showed that mathematical modeling is used in the following areas: clarification of the modes of technological processes, design of recipes and assessment of the quality of finished products, as well as forecasting the shelf life of new products when they are put into production. The most relevant in describing the processes of food production are models of multivariate variance-regression analysis using methods of mathematical planning of the experiment. The authors carried out mathematical modeling and established graphical dependencies characterizing the degree of influence of the regulated factors X1 and X2 on the controlled ones that determine the quality and safety of processed cheese products. It is important that the mathematical analysis of the graphical dependences of the rheological parameters on the adjustable factors indicates the reliability of the data obtained. It is concluded that an increase in the melting salt dose leads to an increase in the – limit shear stress, which reflects the nature and state of the consistency of the processed cheese product. The process of normalization of the controlled factors by the maximum value was carried out. Graphical dependencies were built and regression analysis was performed, the results of which allow an objective assessment of the degree of influence of the type and dose of the melting salt on the chemical and organoleptic characteristics of the test products. The authors have proven that the optimal efficiency of transforming the structure of the constituent components of the recipe into a plastic structure of a processed cheese product that is stable during storage is provided by a combination of adjustable factors X1 (Solva 85) and X2 (Solva 120) taken in a ratio of 1: 1, with a total amount of 1,2 mas.%. At the same time, the quality indicators of the experimental products are characterized by the following values of the controlled factors: У1 – 1280 Pa; У2 – 9 points, У3 – 9,301 (2,0-2,2109 colony forming units /g).

Linguistic landscape as an object of sociolinguistic studies of a city
Annotation:

The study of the linguistic landscape of cities is currently one of the actively developing areas of modern linguistics. The linguistic landscape is considered in the article as an object of sociolinguistic research; the subject of these studies is the language of the city, its representation in the public communicative environment in the form of signs, inscriptions, advertising billboards and other visual forms of written language demonstration. The main methods of studying the language of the city are observation and analysis; the purpose of the study is to identify the means and ways of personal expression, and as a result, their recording in the linguistic space of the city. Self-expression of a person in the communicative environment of the city happens with the use of more and more non-trivial ways and linguistic and extralinguistic means in order to attract the attention of a certain target audience, a potential consumer of a product or service. The study of the linguistic landscapes of the city pursues the goal of understanding public multilingualism from the standpoint of the choice of a language, languages hierarchy, the phenomenon of language contacts, and the regulation of the written recording of languages. The linguistic landscape is, therefore, a kind of indicator of the language policy of society in relation to the languages of the peoples living in a given territory. The authors conclude that it is the linguistic landscape that is the most expressive and convincing indicator of linguistic diversity in a particular area. It is symbolic and can serve as a certain indicator of the mood of certain groups in society and regions. The degree and density of the presence of the particular language in the linguistic landscape is always an indicator of the significance, strength, and relevance of a language in society.

Initiation of pre-trial investigation in cases of kidnapping: essence and characteristics
Annotation:

In this article, the author examines the features of the pre-trial stage of the investigation in the investigation of kidnapping. The initial stage of the investigation consists of: starting a pre-trial investigation, conducting urgent investigative and procedural actions and attracting a person as a suspect. The initial stage of the investigation of a crime, including kidnapping, is crucial for the implementation of further qualitative and offensive investigation of criminal acts. The purpose of this article is to study the natureand features of the beginning of the pre-trial investigation of kidnapping. In the course of the study, the author used such methods of scientific research as: dialectical, system, method of qualitative and quantitative analysis, generalization and study of literary sources, comparative legal, historical-legal, system-structural and formal-logical methods, as well as the method of system analysis. Activities to identify signs of a crime must be considered through the prism of the beginning of a pretrial investigation. Currently, the beginning of a pre-trial investigation, from the point of view of criminology, refers to very specific types of organizational activities at the initial stage of the investigation of a kidnapping. The detection and investigation of kidnappings is highly complex, requiring law enforcement officials to maintain strict secrecy. If there is a reason provided for by the criminal procedure law to start a pre-trial investigation, the investigator or an employee of the body of inquiry is obliged to establish the presence of sufficient data indicating signs of kidnapping. To do this, it is necessary to carefully study the content of the application, compare the available factual data. The beginning of a pre-trial investigation should not be an end in itself of the activities of the pre-trial investigation bodies. At the same time, their offensive and proactive work on all received facts, information and operational materials is extremely important, because it is the embodiment of the active position of the law enforcement system inthe direction of preventing and suppressing possible illegal encroachments on personal freedom, including the suppression of those criminal actions that are in the stages of their preparation or beginning.

Residual chemical analysis of amines used as corrosion inhibitors
Annotation:

Main problem: Presence of acidic chemicals such as carbon dioxide and hydrogen sulphide, composition of production fluids triggers corrosion. Corrosion in oil and gas industry leads to deterioration of equipment since most of equipment is made of metal alloys. Application of inhibitors is one of the corrosion mitigation methods that needs to be controlled because it is important to identify optimal concentration of the chemicals in production fluids.Residual chemical analysis plays an important rolein identifying the appropriate dosage of corrosion inhibitors and its correction. It is imperative to find the most optimal concentration of amines due to the fact that both overdose and underdose could lead to equipment deterioration. The chemical analysis is hindered by complexity of mixtures that are applied in petroleum industry. Purpose: The main purpose of this article is to find out the most effective method of residual chemical analysis for inhibitors used against sweet and sour corrosion by studying and analyzing corresponding literature review. The analysis should be carried out with robust, sensitive, and accurate instrumentation. Methods :Theoretical study of composition and mechanism of amines used in oil and gas industry as corrosion inhibitors and selection of appropriate instrumental analytical techniques for the residual analysis. Results and their importance: After careful studying and consideration of modern instrumental analytical techniques the most optimal and efficient method in terms of robustness, time saving and cost was selected. Ion chromatography is an adequate method to carry out residual chemical analysis for amines that are used as inhibitors in oil and gas industry to prevent sweet and sour corrosion.

Implementation of environmental measures in the study of pre-design situations on the example of a roadside service facility
Annotation:

When solving project tasks, it is necessary to take into account the maximum number of possible solutions that contribute to the efficiency of the object. When analyzing the activity of multifunctional objects, such solutions are all the more important, since they allow, taking into account the specific features of the object, to make the most rational design decision, especially if these solutions are associated with the ability to solve environmental and energy-efficient problems. The decisions made can take into account both the operation of the object itself and the infrastructure that provides the solution with the necessary engineering solutions. The most difficult thing in making project decisions is to systematize the studied situations and analyze informative sources. Systematization of methods of pre-project analysis, generalization of the experience of project work on the example of designing a roadside service object. Wepropose forms that facilitate the structuring of information sources, as well as logical tables that give an idea of the specifics of the choice of positions and directions that allows quickly come to an understanding of how to implement project tasks. Awareness of the methods that allow organizing the logic and sequence of design processes in design and architectural design allows the author to identify the most important problems from his point of view and fit them into the range of design tasks. The search for answers to these problems is formed by ways of structuring information and displaying it in pictorial structures, where the word takes on the meaning of a specific symbol, in a chain of connections that determine the understanding of the integral process of functioning of the future object, taking into account all aspects of its activity.

Influence of seasonal pasture rotation on animal productivity in Zhambyl region
Annotation:

Complex research is carried out on the rational use of natural pastures with seasonal use in a specific area. The research was conducted in 2015-2017 on the lands of “Batyr” farm in Korday district of Zhambyl region. The pasture lands of the farm consists of 5 independent sites and are located in 3 geographical areas: foothill-steppe (950 hа), foothill-dry steppe (1370 hа) and foothill-semi-desert (1880 hа). The total area of distant pastures is 4.200 hectares. As a result of conducting of geobotanical researches, the farm territory of peasant farm "Batyr" in Korday district of Zhambyl region was divided into seasons (spring-summer-autumn) of their use, the yield of natural herbage and live weight gain of animals was determined. Results of accounting of productivity of natural herbages on zones, seasons of year are given in article and the gain of livemass of animals for the pasturable period is defined. When determining efficiency of sheep it is revealed that higher additional weight of a liveweight is received in experimental group of animal. The seasonal pasture on average in three years of researches at the end of the pasturable period provided an increase of a live weight of rams on 3.370 kg/head at ewes on 8.020 kg/head and lambs of birth year on 8.640 kg/head is more in comparison with control groups of animals. It should be noted that for the pasturable period the increase of alive mass of animals in experimental group in 2017 is higher than a research in comparison with previous years. In 2017 at a pasture of animals on seasonal sites it was applied intra seasonal pasture turnover at which unproductive driving of animals in search of a forage on the grazing square is practically reduced three times, besides degradation of the pasturable territory is completely excluded. It was found that the use of seasonal use of pastures provides more weight gain studied animals compared to animals that graze in one place with an unsystematic manner of grazing. The implementation of the results created the conditions for the restoration of degraded pastures with an increase in the growth and development of vegetation cover up to 15-18 % and an increase in livestock production through rational grazing up to 12 %.

Morphofunctional characteristic of endocrine part of pancreas under affecting of γ-HCH
Annotation:

In the last decades of the twentieth century, in the national economy of many countries, organochlorine pesticides were most widely used, characterized by stability in the external environment, the ability to cumulate in various tissues of organisms. Lindane (the gamma isomer of hexachlorocyclohexane) is listed as a restricted persistent organic pollutant and is an ecotoxic substance with severe and chronic effects on the human body. The study of the effect of lindane on carbohydrate metabolism at the present stage is still insufficient. This fact led to the study of the effect of γ-HCH on the insulinogenic function of the pancreas in in vivo and in vitro experiments. In experiments in vivo, the animals of the experimental groups were once orally administered γ-HCH at a dose equal to 1/5 DL50. Isolated pancreatic islets, precipitated in vitro and fixed on mica plates, were exposed to γ-HCH in amounts equivalent to 1/5 to 1/4 DL50. Paraffin sections of pancreatic tissue from experimental and control animals were stained with aldehyde fuchsin according to Gomori, and tissue preparations were also examined by a highly specific method for detecting insulin in β-cells using diethylpseudoisocyanin staining, followed by examination of the preparations in the ultraviolet light of a luminescent microscope.The same methods were used to study preparations of isolated pancreatic islet tissue on the 4th day of cultivation. The influence of orally administered γ-HCH on the level of immunoreactive insulin in the blood of experimental animals was also studied. The insulin level was determined by the enzymatic-immunological method. The concentration of IRI was established before the start of the experiment and 4-4.5 hours after acute inoculation. Results and their significance. In the study of stained preparations of the pancreas of experimental animals, numerous islets of ordinary sizes were revealed, the cytoplasm of which was filled with aldehyde-fuccin granularity in quantities indistinguishable from those observed by microscopy of preparations of control animals. The value of the fluorescence coefficient in the histofluorimetric study of the control and experimental preparations did not differ significantly. However, the content of IRI in the blood serum showed a distinct decrease in the first hours after priming. In experiments in vitro, when studying the effect of γ-HCH on cultured tissue, introduced into the nutrient medium on the second day, in the field of view of the microscope, single, small pancreatic islets were revealed. Their number on a constant area of the plates was significantly lower than the value of the same indicator in the study of control preparations. Thus it has been shown that γ-HCH does not affect the histostructure of the endocrine pancreas, but causes a significant decrease in IRI in the blood serum, as well as a change in the histochemical characteristics of cultured β-cells.

Modern lexicography: trends and directions of development
Annotation:

The article examines the state and directions of development of modern Kazakh lexicography. The goals, objectives and possibilities of modern branches of lexicography are determined; the scientific-theoretical and practical foundations of compiling dictionaries are described. The development of the theory and practice of lexicography is due to such needs as the recognition of lexicography as a separate area of linguistics, the development of a theoretical basis for the creation of dictionaries, a general typology of dictionaries, the definition of the macro - and microstructure of dictionaries. Therefore, the purpose of this article is to summarize the experience of Kazakh lexicography, to identify its general theoretical problems, directions of development, to show its place in linguistic science. The study used a descriptive method, analysis and synthesis methods. A brief overview of scientific works is made, which study general theoretical and practical problems of Kazakh lexicography, research on the history of Kazakh lexicography, as well as works that consider the experience and scientific foundations of compiling dictionaries. The authors note the importance of the theory of lexicography in creating dictionaries, improving their quality, choosing the basic principles when sorting vocabulary units in a dictionary, the peculiarities of their functioning, the quantitative and qualitative composition of linguistic units to be included in the corresponding type of dictionary according to the subject of research, denote the theoretical and practical problems of Kazakh lexicography, scientific and theoretical foundations for creating dictionaries of the Kazakh language, determine the scientific, theoretical and practically applied aspects of modern lexicography as a science of language. Pointing to the importance of studying the scientific foundations of compiling dictionaries, their composition and structural features, both from a purely scientific point of view, and from the point of view of the implementation of state programs aimed at the development of the Kazakh language, the authors of the article conclude that the patterns and quality of compiling dictionaries directly depend on the basic functions of the language in modern society. The state of affairs in modern lexicography makes it possible to talk about the allocation of general lexicography, which studies the properties inherent in any dictionary, and particular sections of lexicography (educational, terminological, onomastic, etc.). General lexicography should establish common (or statistically dominant) features of all dictionaries using typology, as well as explore the general patterns of functioning and use of dictionaries. Private lexicography should contain sections that study the internal structure of this type of dictionary and methods for its creation; history of this type of dictionary; purpose and addressee of this type of dictionary. Therefore, experts in the field of lexicography believe that the prospects for the further development of lexicography are seen in the improvement of existing and creation of new types of dictionaries, the emergence of complex dictionaries and the computerization of lexicographic activities.

Tactical features of the use of special expertise in the investigation of human trafficking

Main problem: This study is devoted to the study of the problems of using special expertise in the investigation of crimes related to human trafficking. The use of specialized expertise is an integral element in the system of investigative actions carried out in cases of human trafficking. In this study, the authors consider the features of the production of forensic examinations in the investigation of crimes related to human trafficking in the Republic of Kazakhstan. In the study, the authors consider the most typical types of forensic examinations that are conducted in criminal cases of human trafficking. Based on the analysis of scientific literature, as well as the survey of practitioners engaged in the fight against human trafficking and the analysis of criminal cases of human trafficking, practical recommendations for criminal prosecution authorities on the most effective conduct of forensic examinations in criminal cases of this category are proposed. The purpose of this study: to study the tactical features of the production of forensic examinations in the investigation of human trafficking, as well as the features of the use of special expertise. Methods: The methodological basis of this study is the dialectical method of cognition of social and legal phenomena, as well as system-structural, comparative-legal, logical-theoretical and private scientific methods of study. To achieve the objectivity of the research results, these methods were applied comprehensively. Results and their significance: The use of forensic expertise in the investigation of human trafficking is essential for the detection and investigation of these crimes. The study notes that the following types of forensic examinations are among the most common in the investigation of this category of criminal cases: medical examination, biological examination, handwriting examination, phonoscopic examination and odorological examination. The subject of the investigation must carefully understand the tactical features of the production of certain forensic examinations. The practical recommendations proposed by the authors of the study on the appointment and production of forensic examinations considered in the study are important for the successful investigation of the facts of human trafficking, but at the same time they have a recommendatory value and can be modified taking into account the specifics of a particular criminal case.

The main directions of economic development of the region through the prism of the impact of the coronavirus pandemic
Annotation:

The COVID-19 coronavirus pandemic has brought about a new economic reality, to which every economic entity must adapt, regardless of the scale: within a region, a country, or the whole world. The article examines the regional economic mechanism in the context of the pandemic in the context of the interaction of the market mechanism of self-development and the control influence of the regional authorities. The destabilization of the economic situation in the regions as a result of the pandemic and related restrictions poses the problem of revising the main directions of regional policy To achieve the set goals and objectives, the general methods of empirical and theoretical research were used: analysis, synthesis, induction, deduction, generalization, description. Three spheres play a key role in the economy of Pavlodar region: industry, trade and transport. Just how to remain positive dynamics in terms of industrial production and maintained the services will depend on the development of the region, the main indicators which are discussed in this article through the prism of the events in the context of the pandemic. The necessary health measures taken in response to the pandemic have led to a severe reduction in mobility and are accompanied by high economic costs. The quarantine measures have had a direct impact on businesses, especially microbusinesses. To support this sector, tax incentives were provided, lending was expanded, and measures were taken to further facilitate the business environment. The article reflects only a small list of issues that required changes in the economic mechanism in the context of the pandemic and the introduction of restrictive measures, as well as the strengthening of the influence of external control on the economy. At the same time, the state as whole and individual regions, taking into account their potential and the actual situation in the economy, need to find an optimal balance between the prohibitions and restrictions imposed to ensure the safety of human health and the preservation of the economy in a functional mode, work and income of employees. This problem of finding a balance between prohibitive and permissive measures requires further analysis. At the same time, the state needs to develop and apply tools of a systematic nature, focused on the long term.

Accounting information when calculating the cost of production of an industrial enterprise as an element of cost management

The data of calculating the actual cost of production are widely used in production management at industrial enterprises, to monitor compliance with the standard cost of production adopted by the enterprise, to identify ways to optimize labor costs and material resources. The level of cost depends on the activity of an industrial enterprise in a market economy: the amount of profitability, the economic efficiency of its activities. The choice of the method of cost accounting and calculating the cost of production depends on the specifics of the technology and organization of production, as well as the requirements of the efficiency of enterprise management. Studying the formation of accounting information when calculating the cost of production by type of product, comparing the level of costs with the revenue received makes it possible to determine the economic efficiency of production. The purpose of this study is to identify the problems of forming accounting information when calculating the cost of production for making decisions to reduce costs. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, and graphical method for visualizing the results obtained. When considering the cost calculation, attention is paid to the fact that in market conditions there is a need for detailed cost accounting and calculation of the cost of production. The basis for making effective management decisions will depend on how reliable and to what extent the accounting information is formed. Costs are the main constraint on the profit of industrial enterprises, since the main strategic goal of any enterprise is the mechanism for increasing profits. The ability to achieve this goal is limited by the following internal factors: the complexity of the cost grouping, technological processes, and the impact on product quality. It is necessary to improve the information system, which is based on the data of primary documents, document flow and the order of cost grouping. The proposed measures will contribute to strengthening the control function of the management and, as a result, effective cost management.

Bacteriological studies of pathogenic microflora in respiratory diseases
Annotation:

The main task of microbiological study of pulmonary patients is to identify the etiology of acute and exacerbation of chronic disease in order to determine therapy and control its effectiveness. Classical methods of microbiological research consist in isolating a pure culture of the causative agent of the disease with its identification by biochemical, antigenic and other characteristics. Such studies are multistage; they impose rather strict requirements on the quality of the source material, the timing and conditions of its transportation, laboratory equipment and the precise execution of the research methodology for at least 3-5 days. Isolation of the culture of a number of pathogens (atypical intracellular microflora, anaerobic bacteria, mycobacterium tuberculosis) requires even more lengthy studies using special media and equipment. This article presents the results of a bacteriological study of pathogenic microflora in diseases of the respiratory system of the population of the Shcherbakty district of Pavlodar region for 2017-2019, including the following sequence: microscopy of native and Gram stained smears; inoculation of biological material on nutrient media for isolation and identification of the pathogen; determination of the sensitivity of the isolated microorganism to antibiotics; immunological (serological) research methods aimed at determining antigens of microbiological origin, as well as antibodies to them in the patient's body. It has been shown that conducting bacteriological studies in accordance with the requirements of regulatory documents allows obtaining reliable and comparable results necessary both for the optimal treatment of patients and for collecting and analyzing data on monitoring the emergence and spread of diseases of the respiratory system caused by pathogenic microflora.

Principles of using ornamental motifs to create a collection of modern youth clothing

The main problem of the article discusses the methods of developing a collection of casual clothing with elements of ethnic style, using the example of innovative technologies in the field of creating ornaments for clothing. Factors of formation of ornaments based on the structure of the human body are justified. The author considers the factors of shaping, based on special visual features of clothing in connection with ergonomic factors. Study of the specifics of ornamental motifs to transform them into a component of modern youth clothing. The authors of the article monitored the environmental approach, that is, the acquisition of knowledge about cultural values based on the selection of all the best that was created by the people, introduction to cultural folk traditions, dialogue between man and culture. When writing the article, we used author's and experimental research methods, fixing information in tables and author's sketches. The study of categories and definitions was carried out by the method of selecting and classifying information, as well as its analysis. Comparative analysis of forms of traditional and modern culture, study of bibliographies on architecture, art, philosophy, psychology; analysis of materials of scientific monographs, abstracts and dissertations, articles, creative essays of masters of architecture and art, from the point of view of the concepts, principles, conceptual and terminological formulations contained in them. In addition, private scientific methods are used: analysis of literary sources to identify current trends in the formation of art. Аs the results of the research, a collection has been developed that considers various types of clothing decoration, uses methods for including ornaments in the structural structure of the costume and provides models, calculations and drawings. The author's collection justifies the use of ornaments in connection with the selected artistic and figurative task of the collection, as well as in connection with its functional purpose. All these factors are formative. And the practical experience of this research shows the relevance of this topic in connection with the need not only to promote the historical achievements of Kazakhstan's culture to the masses and popularize them, but also as a method that helps to understand the possibilities of its translation into modern design objects. Modern technologies as a way to solve innovative problems in interior design

The article examines modern technologies that contribute to the implementation of creative design ideas, based on the analysis of modern lighting technology and energy saving factors. It is hypothesized that the goal of modern design in this article is defined as the creation of new space and values, through the renewal of the human environment. The basis for confirming this hypothesis should be the justification for the use of lighting technology and electronicsin solving conceptual and artistic design problems. The scientific research is based on the methodology for making design decisions and ways to open new ways for the implementation of creative imagination and new conceptual solutions of the designer, on the example of designing the interior of a cafe. The author considers and substantiates such terms as intelligent space, interior as a process, integrated lighting systems, informatization of interior space, new methods of decoration, etc. Examples of analysis of design situations from are given the point of view of functional tasks, classification of requirements when making design decisions is substantiated. Lighting technologies in the interior are viewed as a tool that solves a whole range of tasks that combine aesthetic and technological principles of interior shaping. Peculiarities of psychological training of military servants to actions in extreme situation

There are many examples of crises and catastrophes in the history of mankind. Almost the entire spectrum of natural disasters is possible in Kazakhstan. In particular, earthquakes, floods, fires in forests and steppes, snowstorms, and others. In all mountain and foothill zones, there is a danger of landslides, the threat of snow drift. In addition, there are situations that have arisen for man-made reasons. These catastrophes are the result of human activity. Such extreme situations require the concentration of all physical and psychological capabilities of a person. This is especially important for military personnel who often operate in extreme or critical conditions. Psychological readiness to solve such situations gives the individual confidence in the correctness of their own actions and, in the end, leads to a successful result. The purpose of this article is to present the results of research in the framework of a master's thesis. The main focus is on the analysis of the features of psychological training of military personnel to act in an extreme situation. The studied problem is revealed by the authors from the point of view of modern approaches to the psychological training of military personnel in a critical situation. The research methods used (analysis, generalization, experiment) allowed us to reveal the depth of the problem relevant to military psychology. The research is based on the results of modern research by Kazakh and foreign scientists. Approaches to the interpretation of the essence of the content of the concept "extreme situation" are considered, and the factors that determine the specifics of psychological training of military personnel to act in a crisis are highlighted. The concept of "psychological readiness of military personnel to work in critical (extreme) situations" is defined. Statistical results of the experiment are presented. The experimental activity carried out in the course of experimental work has a high practical significance, since it was successfully tested through the implementation of the work of the military unit 3176 "K" in Pavlodar and can be used in the psychological training of military personnel. Ensuring quality control by implementing a quality management system at the enterprise

The article presents the results of implementing a quality management system at the enterprise. The study and analysis of the international standard ISO 9001:2015, as well as sanitary and epidemiological requirements for production control were carried out. The main requirements and rules for the implementation of input, operational and output control of products at enterprises at all stages of the product life cycle were identified and presented. In addition, it was determined what requirements must be met by enterprises to implement a quality management system. It is important to note that this work is necessary at the enterprise, as it has the following advantages: by improving product quality, product sales increase, the level of management of the enterprise and personnel increases, and cost savings are realized at the stages of development, production and operation. It follows that to implement a quality management system, it is necessary to set the following tasks: describe the company's processes, develop performance criteria and evaluate processes, develop the necessary documented information, implement documentation in all departments, familiarize them with the quality policy and goals, conduct timely internal audits for further SWOT analysis, and conduct an assessment by an external auditor in order to obtain a certificate of compliance. An important step in quality management is that the organization should not eliminate nonconforming results of processes, but should identify potential nonconformities, assess the risk with the preparation of a Protocol, plan and implement actions to reduce risks. Difficulties may arise: lack of understanding by the staff of the need to implement a quality management system, lack of a clear vision, mission, lack of complete information on processes, lack of quantitative and qualitative evaluation criteria, quality is defined as the quality of products, not as the quality of processes, resources, lack of monitoring of customer satisfaction. It is possible to overcome these difficulties only with the implementation of the quality management system according to ISO 9001, since the requirements prescribed in the international standard are a real tool for improving the efficiency of the enterprise, which will help bring the organization to a higher level of development.

Problems and prospects of using the Industrial certificate in the Republic of Kazakhstan

The Kazakhstani manufacturer has repeatedly faced situations when pseudo-enterprises, disguising themselves as domestic producers of goods, works and services, received preferences and used government support measures, won government and other purchases, while not having enough equipment for production. The article is devoted to current problems and prospects for the application of the Industrial Certificate in the Republic of Kazakhstan. The dynamics of the development of the sphere of public procurement of the Republic of Kazakhstan is considered, depending on the specific requirements for certain areas of production of goods, works and services. The material in this article is important from the point of view of ensuring fair competition between competing enterprises in the same industry. The complex of transformations in the system of standardization, certification and quality management has been carried out since the first years of independence of the Republic of Kazakhstan. These transformations have been observed over the years, vivid examples of which are: the application of the European model of technical regulation to the modern realities of the economic situation in the Republic of Kazakhstan, accession to the Customs Union, the adoption of unified technical regulations of the Customs Union, the introduction of new regulations and legal acts defining the share of local content in products and services, as well as the potential of domestic industries. The results of these transformations have proved that the system of technical regulation of the Republic of Kazakhstan is an effective tool for the development of the economy. The development of new Kazakhstani normative legal acts and normative documents introduced to support the domestic producer of goods and services will contribute to the transformation of the old system and the creation of a new one that is fundamentally different from the previous one. The article discusses problematic issues in the field of industrial certification, namely: a lack of qualified personnel; unregulated pricing system for work carried out in this area; the complexity of the industrial certification procedure; a lack of automation of processes of the industrial certification mechanism. Analyzing the practice of industrial certification, this article offers recommendations for solving the above problematic issues. New edition of amendments and additions to the «Rules for the formation and maintenance of the register of domestic manufacturers of goods, works and services, as well as the issuance of an Industrial certificate» approved by the decision of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» dated 28.12.2018. No. 28 is designed to reconstruct the process of obtaining the Industrial Certificate. The process should become more transparent, understandable and highly efficient. Also, with the introduction of changes, the problems that hindered the receipt of the Industrial certificate by individual enterprises should be resolved.

Study of international experience in the field of industrial safety
Annotation:

Currently, close attention is paid to industrial safety at hazardous production facilities. Compliance with industrial safety requirements is directly related to the risks of accidents that can lead to man-made disasters, negatively affect the health and life of the population. As in any other industry, there are problems in ensuring industrial safety. There are several reasons for this: the backlog of standards from scientific and technological progress, the exclusive competence of state authorized bodies, and the lack of a risk-based approach. After the collapse of the USSR, the requirements of industrial safety in the Republic of Kazakhstan have practically not changed: laws and statutory instruments (hereinafter-the LSI) are approved and put into effect, after which they are constantly changed and supplemented; the presence of national and international standards, which, in fact, are revised on the basis of the USSR standards, taking into account the influence of the realities of the time. It can be concluded that the current standards are not focused on the future, scientific and technological progress, innovation, so they are constantly undergoing changes, thereby adapting to the necessary requirements that dictate modernity. State regulation does not contribute to the effective development of industrial safety. This is due to the fact that the state performs exclusively supervisory functions (thus it is exclusively educational in nature), and there is no dialogue between authorized state bodies, expert organizations, scientific organizations, and testing laboratories. If we consider the experience of the Russian Federation in the field of industrial safety, then it makes no sense to accept even some experience, since: similar to the Kazakhstan’ LSI and regulatory and technical documentation (and their constant dynamics), the development of cooperation with the Russian Federation within the framework of the Eurasian Economic Union. Accordingly, it is advisable to consider the experience in the field of industrial safety in Europe and the United States of America because of the effectiveness of regulation and supervision than in the Republic of Kazakhstan and the Russian Federation. This article provides information about international experience in the field of industrial safety in the United States and the European Union. The tasks of state regulation in the field of industrial safety in the Republic of Kazakhstan, the Russian Federation, the United States, and the European Union are described in detail. The analysis of normative-legal acts and normative-technical documentation is carried out. Based on the analysis of international experience, solutions to problems in the field of industrial safety for the Republic of Kazakhstan are essentially presented. The purpose of this article is to reveal the problem in the field of industrial safety in the Republic of Kazakhstan and international experience that the Republic of Kazakhstan can borrow in order to effectively ensure industrial safety. The place of concept «mafhum al-muhalafa» in the methodology of islamic law
Annotation:

The article examines in detail the role of the concept of al-muhalafa in making judgments from religious texts and other legal grounds. In addition, a comparative analysis of the legal and linguistic principles and features of the Hanafi and Mutakallim schools of Islamic law, as well as issues of disagreement between the two movements, will be considered. There is much debate among scholars as to whether Mafhum al-Muqhalafa is accepted as evidence. Even Abdul Aziz Bukhari said: "This issue occupies a large place in the science of jurisprudence," he said. That is, below we answer the question of how much influence the evidence from this principle has on the verdict and whether these sentences are legitimate. The principle of Mafhum al-Mukhalafa is not accepted as evidence in the Hanafi Madhhab, and the ruling resulting from it is invalid. This is because the concept of al-muhalaf is to render a verdict that contradicts the verdict in the text (Amidi), confirming a verdict that is not in the text, that is, according to Abu Hanifa, the verdict in the text and the verdict that does not appear in the text are not equal. However, in schools other than Hanafi schools, this principle fully applies. The authors used the method of comparative analysis of the Quran and the Sunnah of the Prophet, which are the basis of Islam, to prove your point Some scholars of the Hanafi Madhhab do not completely refute this principle. It is unacceptable to judge by this principle only by Sharia texts, but in everyday life, in communication with people, the concept of al-muhalaf is accepted as proof. The article considers international experience in automating the system of land relations, aimed at improving the quality and reducing the time for the provision of services by state bodies to citizens and organizations, providing access to information databases, which positively affects the development of effective government decisions for the effective use of land resources, and also improves social welfare. In Kazakhstan, the transfer of land cadastral information to electronic media continues, and the automated information system of the land cadastre is being improved. The task of creating a unified mechanism for state cadastral registration of land plots according to uniform rules and technologies for all, identification and individualization of land plots and objects of immovable property firmly associated with them, for subsequent state registration of rights to land plots and transfer of information to the territorial bodies of the State Revenue Committee, remains relevant. To study the experience of developed countries in the provision of public services in the system of land relations through the development of official land information systems. The article used general scientific methods from general to concrete one, synthesis, theoretical generalization, induction, deduction, and system analysis. Based on the studied experience of developed countries, relevant conclusions and proposals were made: information technology is a useful tool and can help overcome bureaucracy, backwardness, isolation, monopolistic practices, and inefficiency in the public and private sectors; the use of state bodies for effective regulation of geographic information (GIS) systems that allow solving a wide range of tasks, as well as the use of modern information technologies, contributes to the transition of the activities of state bodies to a qualitatively new level of state control, which allows for full transparency of information about the land fund and objects real estate of the country, as well as its availability to the population. Development of technology for a new cottage cheese product with fruit and berry fillers
Annotation:

Main problem: The unfavorable conditions in which a significant part of the population of our country lives (living in conditions of harmful, stressful, physical, chemical and radiation effects), an imbalance in nutrition dictate the need to create a variety of functional products enriched with pro– and prebiotic factors. In the science of nutrition, a functional direction has been developed - this is nutrition, which provides for the consumption of such products of natural origin, which, when used daily, have a regulating effect on the body as a whole, its certain systems, organs, providing a drug-free positive correction of their function. Compared with traditional types of dairy products with high organoleptic and commodity characteristics, produced on the basis of classical technological techniques, dairy products of the new generation should have increased nutritional and biological value. The article is devoted to the research and development of the technology of a new cottage cheese product - cottage cheese paste produced with the addition of lactulose concentrate and fruit and berry fillers. This article discusses the steady trend towards the use of fermented milk products with functional properties in the diet of modern humans. Purpose: Study and development of technology of thermized cottage cheese paste enriched with prebiotic lactulose and fruit and berry fillers. Methods: Analysis and generalization of theoretical information, organoleptic evaluation, physicochemical methods of analysis, microbiological methods of evaluation of cottage cheese paste, quality control of the finished product. Results and their significance: The positive role of prebiotic substances in the vital activity of the macroorganism was studied. It is not for nothing that academician Andrei Georgievich Khramtsov once called lactulose "a miracle made of milk." Lactulose, being a strong bifidogenic factor, allows stabilizing the microflora of the stomach. Lactulose activates the growth of bifidobacteria, which take root well in the intestine and ferment lactulose to form lactic acid. Lactic acid suppresses the development of pathogenic and putrefactive bacteria. As a result of the conducted studies, it was determined that the cottage cheese paste enriched with lactulose had high quality indicators and retained its consumer properties during the entire storage period. The introduction of lactulose into the recipe of cottage cheese paste does not reduce the nutritional advantages of the finished product.

Problematic issues on the formation and use of the budget of the Pavlodar region and ways to solve them

The sustainable socio-economic development of the regions is determined by a number of factors, including the implementation of an effective budget policy, which plays a special role for the performance of social functions, regulating Inter-level organizational relations, strengthening the economic and financial independence of the regions.Effective management of budget policy makes it possible to purposefully use the mechanisms of budget regulation at all levels of management. At the same time, it involves the implementation of a number of functions, of which the control function is the most important. In the system of economic relations, it is assigned to a specialized financial body – the Treasury. Topical tasks are: regulation of budget flows in the region, strengthening control over the receipt and targeted use of budget funds; improving inter-budgetary relations; increase the revenue base of budgets by increasing their collection; etc. In the process of solving these tasks, a number of managerial, organizational and methodological problems arise, the solution of which contributes to improving the effectiveness of the budget policy of the region and, as a result, its economic development. Objective - to study the regional specifics of the implementation of budget policy in terms of the formation and execution of local budgets on the example of the Pavlodar budget, identify the existing problems in the region and determine the directions for improving the budget process. The methodological basis of the study is formed by general scientific and special methods of cognition: analysis and synthesis, deduction and induction, historical, logical, structural-functional and comparative analysis, as well as individual scientific methods: statistical-economic and computational-analytical. The formation of the local budget is carried out through the application of a single methodology, a single budget legislation and orientation to the Strategic Development Plan of the Republic of Kazakhstan until 2025, developed for the implementation of the main document of the state planning system for the medium – term period-the long-term development strategy of Kazakhstan until 2050. The implementation of all the tasks set out in the strategic development plans of the Republic will begin at the level of local budgets. The solution of State tasks is guaranteed, first of all, to meet the needs of the population at the local level. Optimization of the distribution of spent stages to the fall zones of launch vehicles of the Baikonur Cosmodrome
Annotation:

An analysis of the mechanical, chemical and pyrogenic impact of the Baikonur Cosmodrome on the environment showed the presence of man-made impacts of the first stages (FS) used on the ecosystems of the impact zones (IZ). This article presents the concept of a controlled landing of spent launch vehicles with liquid rocket engines (LRE) in the expected zones of damage to the ecosystems of the area while maintaining the energy-optimal launch scenario of the launch vehicle. Purpose of the article - development of effective technologies for reducing the anthropogenic impact during launches of promising rockets from the Baikonur Cosmodrome based on theoretical and experimental studies of innovative technologies: reducing the area of impact of parts from launch vehicles; fire and explosion safety, no danger of rocket launchers; controlled descent of used first stages; To solve the problem, it is proposed to create an additional IASM, which will be included in the environmental management system of the Baikonur Cosmodrome. Possible design solutions are proposed based on the evaporation of untreated liquid waste from the tanks of separated parts, their fire and explosion safety, and the use of the obtained vapor-gas mixtures for controlled unloading of separated parts while moving along the landing trajectory to the optimal area. The authors of the article have developed evaluation criteria that characterize the main environmental indicators of the studied areas: fire hazard, soil cover and impact on vegetation are studied for inclusion in the IASM. There are objective requirements and basic rules for the creation of HIASM, which is an integral part of the environmental management system of the cosmodrome.

About the use of CASE-technologies in the process of designing information systems

Main problem: Today electronic information is one of the important resources in the management system. Electronic information resources are not only means, but also control flows. For example, any instruction or instruction in the management system is actually a guide to action. At the same time, for example, data on the movement of an object (employees, goods, money, etc.) are information resources, the storage and accounting of which is the basis of the organizational process. Large flows of information require their structuring, and operations on them become time-consuming. One of the ways to solve this problem is the development and implementation of an information system. Purpose: To analyze and design an information system using specialized tools designed to optimize the implementation of the above stages of software system development, using the example of a real business process. Methods: The article discusses the methodologies of CASE tools designed to automate software development processes, namely, the first two stages of the life cycle: analysis and design of a software product. The analysis and design of the business process functionality is carried out using the IDEF0 functional modeling methodology. The design of the database structure of the information system was carried out using the methodology of semantic (information) modeling IDEF1X. Description of the scenario of the designed software for a real business process is carried out using the dynamic modeling methodology IDEF3. Results and their significance: The article substantiates the relevance of the use of modern CASE-technologies in the process of analyzing and designing a future information system, as well as for the purpose of possible optimization on the example of a real business process "Inventory accounting". As a result, a comprehensive business process model was built using tools based on CASE-methodologies. The resulting model, as well as the description of its construction, is a clear example of the use of CASE technologies for software developers, as well as system analysts and IT specialists.

Results of application of organomineral fertilizer obtained with biocatalytic processes
Annotation:

Main problem: Bird droppings and animal manure contain acids, nitrogen, phosphorus and potassium, heavy metals. The content of nitrogen, phosphorus and potassium changes dramatically depending on the quantity and quality of the feed. Purpose: To study the effectiveness of the use of organomineral fertilizer from poultry waste, obtained using biocatalytic processes on the growth and development of plants. Methods: An application for a Patent for the invention of the Republic of Kazakhstan "Method of obtaining organic fertilizer" has been submitted for the developed technology for obtaining organic-mineral fertilizer. In the soil intended for growing seedlings of tomatoes of the “Pepper-shaped Orange” variety and peppers of the “Bogatyr” variety, the resulting fertilizer was applied in the amount of 1 kg per 1 m2 of soil, which was dug to a depth of 8-10 cm and used to grow seedlings in closed ground and subsequent for planting it in open ground. Soil without fertilization was used as a control. The process of soil preparation for open ground, intended for planting seedlings, was carried out for the experimental field with the introduction and control without fertilization. Experimental and control studies were carried out under equivalent climatic conditions, the scheme and technology of watering plants. In total, 100 bushes of each plant species were used in the experiment. Results and their significance: The use of the obtained organomineral fertilizer allows to increase the yield of vegetable crops (tomatoes, peppers) by 20-25% compared to the control. In addition, in the experimental samples, an increase in the number of fruits on a bush was noted with an increase in their size, a decrease in the growing season and the number of damaged fruits.

Results of mathematical analysis of experimental data fermentation of skimmed milk to produce a fermented milk product

Purpose: The purpose of this study is to determine the optimal amount of starter, consisting of an association of probiotic cultures immobilized in a gel of biopolymers (membranes) to be added to fermented skimmed milk in order to enrich it with functional ingredients. Methods: A one-factor experiment was used. The culture association Propionibacterium freudenreichii subsp. was used as a regulatory factor. Shermanii, Bifidobacterium lactis and Streptococcus thermophilus, immobilized in a biopolymer gel, added to skimmed milk in the form of membranes (determined as a percentage of the mass of fermented milk). Controlled factors are the main indicators characterizing the efficiency of the skim milk fermentation process; these are active acidity, the logarithm of the number of viable cells of bifidobacteria, the logarithm of the number of viable cells of propionic acid bacteria, and organoleptic evaluation. Results and their significance: Based on the results of a mathematical analysis of the totality of values of controlled factors depending on the amount of starter cultures of probiotic cultures, mathematical models were built to determine the degree of influence of the starter on the quality indicators of the product, using the Table Curve 3D-v4 mathematical computer program.

Improving the means and methods for the prevention and treatment of postpartum paresis of cows
Annotation:

In modern conditions, the problem of the incidence of cows with high productivity in the postpartum period is relevant. It is these animals that are more susceptible to various diseases, primarily due to violations of the technology of keeping and feeding, weak body resistance, heavy loads during fruiting and milk production. It is known that as a result of various metabolic disorders, calving of cows in farms proceeds with various deviations. The lack of calcium in the blood due to hormonal disorders leads to hypocalcemia and paresis after calving, which is often the cause of death of animals. Therefore, the improvement of prevention schemes and treatment of puerperal paresis in cows is very relevant. Purpose of the article – Improvement of preventive and therapeutic measures for postpartum paresis in cows on the basis of the Tassu farm in Akmola district. The work was carried out under production conditions on a livestock farm in the Akmola region, in the farm "Tassu" in the spring and summer. The object of the study were black-motley cows with a pregnancy period of 250-260 days. 22 animals were selected in the experimental group, 12 animals in the control group. The average weight of animals is 567 ± 34.5 kg, age 5-6 years. The cows of the experimental group received injections of the drug Karsulen, which included: 2 % Cardus marianus D3, 1 % Sulfur D6 and 1 % Arsenycum album D6. Karsulen was administered to cows intramuscularly or subcutaneously at the rate of 1 ml per 100 kg of animal weight, the dose volume should not be less than 5 ml per animal. In the postpartum period, in the complex therapy of postpartum paresis in cows, Karsulen is used intramuscularly or subcutaneously 1-2 times a day. The use of the drug Karsulen with the composition: 1 % Cardus marianus D3, 1 % Sulfur D6 and 1 % Arsenycum album D6 has a regulatory effect on protein, carbohydrate, fat metabolism, restores impaired function of the gastrointestinal tract, liver and kidneys.

The main directions of improving the process of formation of methodological skills of a future mathematics teacher

Based on the psychological aspect of the concept of "qualification", the article analyzes the main directions of the formation of methodological qualifications of future teachers of mathematics and advanced training in pedagogical universities. It is possible to achieve high-quality teaching of geometric subjects in higher educational institutions by using methodological and meaningful methods in organizing the educational process. The creation of a certain structure of the educational process, the definition of teaching methods and means, the careful selection of subject content were determined by the specific principles of pedagogy. Basically, these principles are the real achievements of modern pedagogy and are constantly changing. The existing system of didactic principles can be gradually changed and expanded The purpose is to choose the main didactic principles and to offer a scientific-methodological basis for improving the methodological preparation of future mathematics teachers in the Pedagogical University for solving and teaching geometrical problems. In this regard, interviews, questionnaires, analysis of the curriculum and its content, as well as discussions with experienced teachers and methodologists in teaching geometry were conducted; pedagogical control and diagnostics of the educational process were carried out. In order to test the effectiveness of the methods proposed by us, pedagogical experiments were carried out. The entire system of training future teachers of mathematics faces new challenges related to the implementation of effective didactic principles for teaching geometry in pedagogical universities. First of all, it is the principle of mastering innovative teaching methods of the future teacher of mathematics and the principle of mastering new pedagogical and information technologies of education. Obtaining an effective biological instrument and method of reproducing lumpy skin disease
Annotation:

The production of vaccine preparations before release requires standardization of their immunobiological parameters, especially safety and immunogenic efficacy. An indicator of the immunogenic effectiveness of the lumpy skin disease vaccine is the resistance of vaccinated cattle against the virulent virus. However, according to preliminary studies, the virulent control virus did not always cause clinical disease with characteristic symptoms when infected subcutaneously. The purpose is to develop a biological model in the form of a complex consisting of a pathogenic virus, a method of infection and a susceptible animal to assess the immunogenicity of a lumpy skin disease vaccine. Local cattle, intact from lumpy dermatitis, were used to reproduce lumpy dermatitis and develop the causative agent of the disease. As the initial infectious virus, we used a 20 % tissue suspension of nodules (skin nodules) obtained from cattle that fell ill with lumpy dermatitis in the field in the Atyrau region in 2016. As a viral mass to control immunogenicity, a 20 % suspension of skin nodules and edematous skin tissue at the site of the pathogen injection, obtained after the “refreshment” of the virus in animals, were used. The disease was reproduced by infection with the test suspension of the virus intradermally, subcutaneously, intravenously at a dose of 0.5 cm3 and titration on the skin of the animal. The effectiveness of the biological model was assessed by morbidity, severity of the course and severity of the manifestation of the disease. During primary intradermal infection with a field isolate of the virus, the disease manifested itself in one of three animals in the form of hyperthermia, depression, lacrimation, and the appearance of several nodular nodules in the skin of animals. The refreshed tissue virus caused clinical disease both in subcutaneous, intradermal and intravenous infection. But the clinical signs of the disease were more pronounced with intradermal inoculation of the virus, and with intravenous inoculation, it manifested itself in a more severe form with a fatal outcome. Inoculation of the virus intradermally into different areas of the skin led to the development of an independent skin lesion in each infected point in the form of painful edema, followed by necrosis, the size and intensity of which depended on the dose of the injected virus. This development of skin pathology made it possible to work out a method for determining the virus titer in vivo. The tissue virus obtained from the edematous tissue at the site of the pathogen injection was guaranteed to cause clinical disease in cattle during intradermal inoculation and made it possible to evaluate the immunogenic efficacy of the produced batches of vaccine against lumpy dermatitis.

The prevalence and effectiveness of the treatment of edemagenosis in sika deer in the Ussuri urban district
Annotation:

The degree of dаmаge to deer by the lаrvаe of Oedemаgenа tаrаndi of the Hypodermаtidаe fаmily depends on the number of femаles of the subcutаneous gаdfly in the summer. For the development of meаsures to combаt deer gаdflies, vаrious methods hаve been tested over the yeаrs, аmong them methods of wаtering аnd externаl locаl аpplicаtion. For this purpose, mаny reseаrchers tested dipterex (80 %), crystаlline chlorophos (97 %) in the form of аn 8 % solution, tiguvon, ricifon, dioxаfos, sulfidophos-20 аnd ectopor (2 % cypermethrin) аnd other drugs. Vаrbeks 35 %, Bаytex-50, Fenthion-50, Nаtаsol аnd Etаcid, etc. were tested intrаmusculаrly in vаrious doses on deer. The purpose is to study the prevаlence аnd effectiveness of the treаtment of edemаgenosis in sikа deer in the Ussuriysk urbаn district. The reseаrch wаs cаrried out аt the deer fаrm "Borisovskаyа". For the experiment, three groups of deer were formed with 6 heаds eаch. In order to study the therаpeutic аnd prophylаctic efficаcy of the two groups of drugs Аversect-2 аnd Dectomаx, the аnimаls of the first experimentаl group were injected with the drug Аversect-2 subcutаneously аt the rаte of 1 ml per 50 kg of аnimаl weight, deer of the second experimentаl group were injected subcutаneously with Dectomаx аt а dose of 0.2 mg per 1 kg of mаss, which corresponds to 1 ml of solution per 50 kg of mаss. The prepаrаtions were аdministered immediаtely аfter the end of the summer of gаdflies (end of July-beginning of Аugust). The third group of deer did not receive drugs, аnd it remаined the control group. The incidence of sikа deer entomosis in the Ussuriysk urbаn district for three yeаrs wаs quite high аnd remаined аt the sаme level for аlmost the entire period (43.21-48.8), with а slight decreаse in 2021 to 37.4 %, which wаs most likely due to the climаtic conditions of this period. Of the two selected drugs with seemingly the sаme spectrum of аction, the best results were obtаined on the deer of the second experimentаl group, where the drug "Dektomаx" wаs used, while the EI wаs significаntly (two times) lower thаn in the first experimentаl group аnd аmounted to 16.7 % versus 33. 3 %, аnd АI - 0.03, аgаinst 0.83.

Automated sprayer for processing agricultural crops
Annotation:

In order to successfully conduct agricultural work and obtain a competitive harvest, it is mandatory to carry out spraying operations of crops that require highly qualified personnel, expensive equipment and suitable weather conditions. The use of tractors for spraying fields is the most common solution available at the moment, has disadvantages: high cost, risk of damage to the crop by "hitting", "hooking" or otherwise; environmental damage; due to exhaust gases, the demolition of the solution increases with increasing speed. Using a device designed specifically for spraying equipment is an ideal solution. The purpose of the article is to develop a working model of an automated sprayer for processing agricultural crops. The methods used are: technical justification of a controlled device for processing agricultural crops. Calculation of functional capabilities, algorithms of operation of the proposed automated device: selection of the type of sprayer, engine, chassis, controller, battery, as well as justification of the possibilities of using alternative energy sources (wind energy, solar energy); development of a 3D model of an automation device for anti-weed processing of agricultural crops, printing of parts, assembly of mechanical and electronic parts. Making a prototype using 3D printing; development of the wiring diagram of electronics, software (firmware of the microcontroller; application that controls the settings), testing of the prototype, assembly of the current model; rationale for the optimal use of Arduino and Raspberry Pi boards in this device in a pair: Raspberry Pi will allow you to control processes on the Arduino and easily interact with the Internet when the Arduino itself will perform simple operations such as interacting with electronics and reading sensor readings. The manufactured operating model showed compliance with the goals, a high degree of controllability, environmental friendliness, reduction of energy consumed, labor resources and can be used to scale this device. The developed model of the automation device for anti-weed treatment of agricultural crops can be used not only in agricultural pollination, but also as a mechanism for studying soil parameters: humidity, mineralogical composition and chemical content in the ground, using electronic sensors, as well as an automated mobile platform for any purpose requiring accurate navigation through the territory.

Factors of using modern synthetic materials to create design objects

The process of creating new forms is the key to choosing the combination of different textures for a unique aesthetic effect. Currently, various elements of the interior, including furniture and other decorative additions, are the basis for obtaining emotional balance, which is achieved between the functional purpose of the interior and its artistic and figurative concept. The main task in creating such objects is to create the most comfortable and harmonious atmosphere in the interior, regulating the mental processes of a person, which would cause exceptionally positive emotions and stimulate the creative development of users. The purpose is to consider the features of the use of epoxy resin in the design of interior objects and to study the importance of synthetic resins as a modern material for new ways of shaping in interior design and decoration. The methods used are: the use of formaldehyde resins as a modern, affordable, multifunctional material, the combination of resin with coloring and the use of various textures. Expansion of the range of interior elements in the manufacture of which epoxy resin is used. In this regard, it should be noted that the use of various resin compositions when creating design objects meets consumer requirements and complies with modern and latest trends. In this article, a brief study of such a polymeric material as epoxy resin was carried out. Carrying out the demercurization of heavy metals (mercury) using the Denite immobilizer and its effect on the soil
Annotation:

On the territory of the Northern industrial zone of Pavlodar in the area of the industrial wastewater reservoir «Bylkyldak» in some areas of the earth there is soil contamination with mercury, exceeding the MPC for mercury (2.1 mg/kg) by 500 times. The total mass of mercury dispersed in the surface layer of soils is 2.8 tons. The mass of contaminated soil is approximately 208,000 tons. Pollution of the territory is historical. The purpose of the article is to determine the efficiency of chemical binding (immobilization) of mercury in the soil with the Japanese drug Denite® in real field conditions of the territory of mercury contamination in the Northern industrial zone of Pavlodar using an experimental study; to determine the stability of insoluble mercury compounds formed by the preparation at extreme winter and summer temperatures and seasonal fluctuations in open ground. Soil samples were taken for the study at 11 points in the centers of mercury pollution. Laboratory studies were carried out in an accredited analytical laboratory of the Testing Center of JSC Caustic. Soil samples were treated with Denite®, the preparations obtained were stabilized, and water extracts were prepared. The content of mercury in soils, extracts from them, and plants was determined by the atomic absorption method on a RA-915+ spectrometer equipped with RP-91 and RP-91S attachments. As a result of research, the effectiveness of Denite® in the chemical binding of mercury in the soil has been proven and its optimal dosages have been determined. As a result of the positive tests of the technology of chemical immobilization of mercury, the prospect of a practical solution to the issue of demercurization of mercury-contaminated soil on the territory of the Northern industrial zone appeared.

Mathematical modeling of experimental data in the design of formulas for dairy products
Annotation:

Main problem: the article is devoted to the issue of designing basic recipes for dairy products using mathematical modeling methods. The author analyzed the problems in the field of food technology and concluded that mathematical modeling is used in the following areas: clarification of technological process modes, designing recipes and assessing the quality of finished products, as well as predicting the shelf life of new products when they are put into production. The use of dihydroquercetin as a drug that prevents the oxidation of milk fat in the design of dairy products is substantiated. Mathematical modeling was carried out on the basis of experimental and analytical material obtained in laboratory and production conditions. Based on the maximum value of the objective functions, the optimal normalized mixtures and the maximum allowable concentration of dihydroquercetin were selected. The analysis of the received mathematical dependences and models is carried out, the system of linear equations is made. Purpose: to study the effect of natural bioflavonoid antioxidant on the oxidative processes of milk fat and the viability of lactic acid cultures and their associations by mathematical modeling in order to use it in the technology of a new product; conduct an analysis of mathematical dependencies and models, compose a system of linear equations. Methods: the article uses the method of mathematical analysis and the matrix method. Results and their significance: a mathematical model was developed for the dependence of the viability of probiotic cultures on the mass fraction of dihydroquercetin when designing recipes for a creamy-protein curd product, a matrix of the chemical composition of dairy ingredients was presented, and a system of linear equations for basic recipes was compiled. In the course of the study, the spatial configurations of dihydroquercetin, as well as its effect on the oxidative processes of milk fat, were studied. Mathematical modeling of experimental data on the study of the effect of dihydroquercetin on the viability of microorganisms with probiotic properties was carried out. The normalization of the complex of obtained results on the study of the influence of the mass fraction of dihydroquercetin on the fermentation process was studied. Controlled factors characterizing the process of fermentation of model media with dihydroquercetin have been determined. A rationing of the dihydroquercetin complex of more than 0.50% was established; the target function decreases to its minimum value of 0.53 with a mass fraction of dihydroquercetin of 1.00%.

Some features of bringing to administrative responsibility for detecting tax evasion

The sphere of taxation, ensuring the implementation by the state of the first stage of public financial activity is the mobilization of public funds, is the subject of close attention of scientists and increased public interest. The processes of tax reform taking place in the Republic of Kazakhstan show the dynamics of tax and legal regulation, implement a number of international standards in the field of tax relations, which cause an urgent need for theoretical understanding and thorough generalization, analysis and evaluation of new or significantly changed institutions of tax law. Tax administration has a procedural nature, which reflects the dynamics and statics of tax legal relations. From the standpoint of statics, tax administration is a set of all tax procedures provided for by tax legislation aimed at ensuring the receipt of tax payments to the relevant budgets. The purpose of the study is to determine the legal regulation of the procedures for fulfilling the obligation to pay taxes and fees by individuals and legal entities in the Republic of Kazakhstan by clarifying their legal nature, and bringing to administrative responsibility for non-fulfillment of this obligation. The methodological basis of the research is based on modern methods of cognition: dialectical, formal-logical, historical, comparative-legal, analytical-synthetic, system-structural, logical-legal. The article describes the legal regulation of the fulfillment of the obligation to pay taxes and fees in the Republic of Kazakhstan from the standpoint of statics (as a set of all tax procedures provided for by tax legislation, aimed at ensuring the receipt of tax payments to the relevant budgets) and dynamics (as the activities of relevant entities for the implementation of tax procedures). Creating an intelligent management environment for a powerful load node on the example of the Pavlodar region

The present stage of development of power systems is characterized by the need to increase their intelligence, that is, the formation of an environment capable of solving the problems of effective management of all components included in the power system. One of the features of modern energy systems is an active consumer, that is, a consumer who has the opportunity to optimize the schedule of loading their capacities, planning energy consumption, intellectualization of energy consumption. In addition to the fact that there are digital systems for collecting, processing and presenting information, as well as transmitting this information via the Internet, to solve the most difficult task of managing power systems, it is necessary to develop a large number of models adequate to real processes that can describe the processes taking place in the power system under consideration. The purpose is to develop models capable of adequately describing the interrelated processes occurring in the considered elements of the power system, as well as in the aggregate of related elements; development of methods that allow solving problems of effective control of elements of energy systems on the basis of the proposed intelligent models. To solve the problem of increasing the intelligence of the power system, nonlinear adaptive models of electrical complexes of an energy-intensive enterprise included in the power system were developed on the basis of balance equations and artificial intelligence methods. The production of alumina with the properties of inertia, nonlinearity and closure is chosen as the production under consideration. This type of production was chosen as the most difficult to predict due to the unpredictability of changes in energy consumption during the transition to other modes of its operation, associated, for example, with the receipt of raw materials with a different chemical composition for processing. Static and dynamic models of energy consumption of electrotechnical complexes with continuous inertial nonlinear closed production based on artificial intelligence methods have been developed, which makes it possible to eliminate the need to use long time series of retrospective data. For the considered type of continuous energy-intensive production, dynamic characteristics of energy consumption and technological processes are obtained from the main controlled parameters, which make it possible to predict emergency situations and partly man-made disasters. On the basis of a genetic algorithm, a multiparametric optimization problem of energy management of continuous production has been solved, taking into account technological parameters and cost factors.

Experience in team computer game development

The article discusses the experience of developing a computer video game by a team of students of the Department of Information Technology of the Innovative University of Eurasia within the 48-hour competition «48h Game Making Challenge» for creating video games, held in Pavlodar on October 27-29, 2022 in the IT-Hub building of the College of Information Technologies (93 Lermontov St.). Basic information about the event and a link to the registration form were published on the Instagram @digital_drive14 social network page and on the website https://digitaldrive.kz /. 8 teams from different educational institutions of Pavlodar participated in the competition. The purpose of the article is to comprehend the practical experience of developing a computer game. The team chose the Unity game engine as the environment and the main tool for developing a computer game. The Unity program is a popular development environment for interactive 2D and 3D content. The engine is completely free for the average user. The Unity engine was also chosen because it is multifunctional and uses a component-oriented approach, in which the developer creates objects and adds various components to them. The advantage of the engine was also the presence of a huge library of assets and plugins, with which you can significantly speed up the game development process. The graphics of the game were made in Photoshop. The music and sounds were taken from free sources. InEU team developed a computer game «Conqueror of the Moon» and became the winner of the contest «48 Hour Game Making Challenge Pavlodar 2022». During the development of the game, the team first chose the engine, developed the plot and concept of the game, created an image for the level and menu. Then the programmer developed the mechanics of the game, wrote code for control, time, dialogues, messages. The designers drew the environment, background, characters, created all the animations for the game and found music for the background of the menu and the game itself.

Experimental determination of an effective fermented milk-protein food system as the basis of a fortified (enriched) curd product

The article contains the results of a research work devoted to an important problem - the development, production and delivery to the consumer of fermented dairy products of a healthy diet fortified (enriched) with milk protein, a vitamin-mineral complex, and probiotics and prebiotics. Purpose is based on mathematical modeling of experimental data, to determine an effective fermented food system for use as the basis of a fortified (enriched) curd product for a healthy specialized diet; to develop a recipe and technology for its production; to study the nutritional, biological and energy value of a new product. Modern technologies and equipment were used in experimental studies: ultrafiltration, fortification, etc. The studies were carried out by standard physicochemical, microbiological methods in three to five repetitions. Mathematical and statistical processing of experimental data was carried out using the program "Statistica-6.0". A recipe and technology for the production of a curd product for a healthy specialized diet has been developed. Its nutritional, biological and energy value has been studied. The developed recipe and biotechnological parameters for the production of the curd product were tested in the industrial conditions of the leading enterprise JSC "Lyubinskiy MKK". The quality and safety of the curd product was studied in the laboratory of techno-chemical control of FGANU "VNIMI" (Moscow).

Digitalization of accounting and its impact on the activities of small and medium-sized businesses

Main problem: For several years, the state has been trying to reduce bureaucratic processes with entrepreneurs, make accounting transparent, reliable and with less labor costs. At the moment, without digitalization in accounting, it is impossible to predict the further development of trade and economic relations in general, since it significantly affects the sale, movement and shipment of goods. The gradual transition of the economy of the Republic of Kazakhstan to the path of digitalization can be considered the most important condition for the development of both the country’s economy and the Eurasian Economic Union. Digital inspection is the process of monitoring goods using digital systems, which helps reduce the risk of human error. In the context of digitalization, work with documentation should be structured in such a way that access to them is ensured throughout the entire limitation period, thereby facilitating the taxpayer in making the right economic decisions. The purpose of this article is to consider the gradual integration of digitalization into the field of accounting for both small and medium-sized businesses, and also to consider its impact on the business processes of organizations. The main objective of the article is to consider the introduction of digitalization into business processes and possible problems during its integration, as well as to identify ways to eliminate them without losses for both the state and small and medium-sized businesses. Methods: In the course of writing this article, a dialectical approach was mainly used, which made it possible to examine in detail the process of reflecting and controlling document flow when moving goods in the context of digitalization. Approaching the issue theoretically and summarizing practical experience, it was possible to identify the positive and negative aspects of accounting and control of the movement of goods on the territory of the Republic of Kazakhstan and beyond its borders in the conditions of rapidly developing digitalization. Results and their significance: This article reflects the main directions of modernization of accounting and operational accounting in Kazakhstan in the context of the progressive digitalization of the economy. The necessity of creating an information environment for managing economic processes and optimizing the operational activities of an enterprise is substantiated, and the positive and negative aspects of the integration of various information systems and modules for maintaining accounting and operational records at an enterprise are considered

Computer Modeling of the Electrical Conductivity of the Geological Environment in Problems of Monitoring the Reliability of the Foundation of Roads, Buildings and Engineering Structures
Annotation:

Main problem: Monitoring the reliability of the foundation of roads, buildings and engineering structures is an important aspect of geophysical research. Modeling of geological heterogeneities is relevant. Moreover, the use of computer modeling in this problem is associated with computational costs. Purpose: Analysis of the vertical electrical sounding (VES) method for modeling the physical properties of soil and their changes when exposed to elastic vibrations. Methods: To achieve the goal, the vertical electrical sounding (VES) method was used, using a one-dimensional model of the geological environment. The direct VES problem was solved by calculating the Hankel integral. Results and their significance: The study made it possible to model a large number of soil layers using the VES method. The results obtained make it possible to determine the parameters of detected objects and changes in the characteristics of the controlled environment when exposed to elastic vibrations. The significance of the results lies in the possibility of improving the method for modeling the physical properties of soil and taking into account their changes under the influence of elastic vibrations, which helps to increase the efficiency and accuracy of monitoring the reliability of the foundation.

Productivity of remote pastures depending on the season in conditions of vertical soil regionality
Annotation:

The development, grovth and productivity of livestock depend primarily on providing it with a variety of nutritious feeds. Daily feeds should consist of microbiologically synthesized protein, as well as a variety of seeds, mineral and vitamin supplements of animal and vegetable origin. Indeed, the maximum disclosure of the genetic potential of livestock largely depends on both the quantity and quality of feed. One of the stages of feed quality assessment is the measurement of their chemical composition. The chemical composition is not always constant and depends on many factors, including the species composition of plants, fertilizer application rates, climatic conditions and storage methods. The least accumulation of moisture in the soil was observed in areas where pasture grasses were regularly treated with wormwood. Pacture productivity was also the lowest in the control plots, where the average phyto-chemical composition over three years showed that the dynamics of protein content was the same in all pastures – the protein content reached a maximum at the beginning of the growing sea son and decreased from spring to autumn, while the lowest content of crude protein during harvesting in summer was in control plants of varieties

Evaluation of Human Resource Potential of Organizations of Sanitary and Epidemiological Service of the Republic of Kazakhstan

Main problem: At the present stage of life, workforce plays a special and very important role in the activities and development of any organization. Human resources need to be managed. Management itself is a process of streamlining, regulating a particular activity. Managing an organization means defining the main directions of its development, setting goals for it and contributing to their achievement. Human resources are the face of a company, a component derivative, without which its existence is impossible. Any promising and self-respecting company assigns the formation of its staff to one of the leading directions of its own policy. Currently, in the context of social and economic transformations, the management of the activities of healthcare organizations is changing significantly, and therefore it is necessary to improve personnel management approaches that contribute to improving the quality of services provided and labor productivity. Taking into account the peculiarities of personnel management of a medical institution at the present time, the issue of reforming the personnel policy of healthcare, improving the image of institutions, forming a corporate culture, developing and implementing criteria for the motivational process is acute. Solving these tasks will help managers in the personnel management process. Purpose of this article is to assess the state of human resources of organizations of the sanitary and epidemiological service in the Republic of Kazakhstan and identify the main problems in the personnel management system of the organization using the example of the activities of the State Institution “Committee for Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan”. Methods: The work used general scientific methods of comparative systemic, vertical and horizontal analysis, structural and functional the method, analytical techniques, economic and statistical research methods. Results and their significance: the authors have defined the human resource management system of a healthcare institution, analyzed the current personnel management system using the example of the State Institution “Committee for Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan”. The assessment of the state and movement of labor resources of the Sanitary and Epidemiological Control Committee was carried out. Based on the conducted research, the authors identified the main problems of human resource management of a healthcare institution and developed proposals that can be used as recommendations for further reform and development of the personnel management system in the healthcare sector.

Constitutional Status of the Presidents of the Republic of Kazakhstan and the USA
Annotation:

The article provides a comparative legal analysis of the constitutional statuses of the Presidents of the Republic of Kazakhstan (ROK) and the United States. The study was conducted according to the relevant provisions of the Constitution of the studied countries and according to the criteria: form of placement; form of government; presidential elections and powers; censorship established for presidential candidates, etc. The peculiarities of the legal status of the institution of the presidency of these countries were noted, including the following issues: participation in the formation of the upper house of the Parliament, ministries and other government bodies; interaction with the Parliament and judicial branches of the Government; powers in the field of defense and security; international relations; lawmaking, etc. Purpose: to reveal the content of the legal status of the President of the Republic of Kazakhstan, to reveal the doctrinal, specific, normative legal status of the head of state, to analyze the features of the President of the Republic of Kazakhstan, his normative and actual status. The article evaluates the constitutional and legal status of the President of Kazakhstan in relation to the administrative and legal status, analyzes the status positions of the ‘President’ as the head of the state and the highest official performing the functions of public administration in the context of constitutional foundations. Methodology: the methodological basis of the research as well as the work is based on a set of scientific methods of phenomena cognition: comparative Jurisprudence, the method of dogmatic analysis of legal acts, etc., which made it possible to identify the problems of the constitutional and legal status of the President of the Republic of Kazakhstan, to establish the fact of combining elements of the super-presidential form of the government. The results and their significance: therefore, based on the results of a comparison between the presidential institutions of the United States and Kazakhstan, the right to address the Parliament, the participation of the Senate in the appointment, approval, election of officials proposed by the President, the right of veto, the General Command of the Armed Forces, one person cannot be a president for more than two consecutive terms.
