Waste-heat recovery of turbine condenser water Method

One of the directions of energy saving is the application of heat pumps by means of which it is possible to use low-potential, usually waste heat. Demographic processes in the Republic of Kazakhstan and their peculiarities

The presented article examines the demographic processes taking place in the Republic of Kazakhstan, which characterize the demographic situation in Kazakhstan. And also the objectives and tasks of the state, the main of which is the management of demographic processes and development of the effective type of population reproduction are considered. The population policy covers a wide range of problems of reproductivity, the creation of the composition and structure of labor resources and their effective application. Floodwaters are under control
Annotation:

During the preparatory activities for the preparation and conduct of the KShU, the civil defense plans for peace and wartime were adjusted and clarified, the calculations of forces and resources for conducting emergency response activities were refined and their readiness checked. Checked the combat readiness of the units taking into account work in extreme conditions and the provision of personnel with equipped interchangeable clothing. Additional briefings have been organized on compliance with safety measures for fighting fires and performing emergency rescue operations. Autonomous sources of energy supply, stocks of material and technical, food reserves were checked. Monitoring of drinking water in the water supply system of Ekibastuz city
Annotation:

On the basis of research on bacteriological indicators of the water supply system in the Ekibastuz region for the period 2016-2018 the 310 cases of detection of pathogenic microflora were identified. The chemical indicators are given the results of research to determine the content of toxic elements and heavy metals in the source and purified water, as well as in the distribution network of Ekibastuz. The largest number of pathogenic microflora cases and a high concentration of chemical elements are noted during the flood season. Sporadic pathogenic microflora and chemical elements are also recorded in the winter and summer periods.

Conceptual sphere in the structure of consciousness
Annotation:

he article presents the results of research on the idea of «conceptosphere» in modern science. The main emphasis is placed on the semantic spheres represented by the meanings of words in the language. The authors conclude how much is the culture of a nation, its folklore, literature, science, fine art, historical experience, and religion is rich, so the concept sphere of the people is richer. In addition, the concept sphere of a person is a field of knowledge made up of concepts as its units. There are reflected the sources of the conceptual unit of ideas from which the world view of the language speaker is formed. The article analyzes the main trends of concepts that form the concept sphere, which enter into correlating relationships, hierarchies with other concepts by their individual characteristics.The specific nature of the system relations of concepts requires research, but the General principle of systematicity undoubtedly applies to the national conceptual sphere, as thinking itself presupposes the categorization of thought objects, and categorization presupposes the ordering of its objects.The article summarizes the conceptual system, which should be considered in terms of mental representations, mental lexicon, and the language of thought that are part of it. The term «cognitive space» also defines an individual cognitive space – a structured set of knowledge and ideas that has any lingual person, every speaker. In their work, the authors highlight the collective cognitive space, represented by a structured set of knowledge and ideas that must be possessed by all individuals belonging to a particul ar society. Attention is paid to the distinction between the concept sphere and the semantic space of the language. According to the authors’opinions, the concept sphere presupposes the existence of a mental sphere. The mental sphere consists of concepts that exist in the form of concepts, diagrams, gestalts, mental pictures, frames, scenarios. The semantic space of a language is that part of the concept sphere that is expressed by means of language signs. The semantic space of language is the subject of co gnitive linguistics research due to the fact that most of the conceptosphere of the human ethnos is represented within the semantic space of language.

On some aspects of the project-based approach in the context of increasing the efficiency of economic development
Annotation:

The article discusses various aspects of project management, which is one of the most effective tools and allows you to skillfully take into account various factors, as a result of which the reliability of implementing successful changes and achieving goals in all types of professional activities increases. In Kazakhstan, project management dates back to the 1990s, but the real practical application of this management tool is observed at the beginning of this century. According to the authors, one of the key problems of widespread implementation and use of the project approach in the private and public sectors is the lack of information and methodological support for the development of this area. The purpose of this study is to systematize the theoretical and methodological aspects of project management in the context of improving the quality and efficiency of economic decisions. Any project is a change that is caused by the creation of innovations and the corresponding investment and other resources, on the one hand, and on the other hand, is implemented in conditions of high uncertainty and risks. The research uses the following methods: comparative analysis, a systematic approach based on which General and specific features of project management are identified, as well as abstract-logical. In the context of globalization, modern management principles require a team approach to solve problems aimed at achieving the strategic goals of companies, organizations and States, as well as ensuring continuous improvement of business processes, implementing any changes of a socio-economic, organizational or other nature. The processes that ensure an effective transition to project technologies, as well as important components of the project approach from the point of view of achieving project goals are identified. It is shown that project management is especially widely used in private companies. Currently, this tool is being actively implemented in the management system of state structures in different countries. The significance of the research results lies in the fact that knowledge about the project approach is generally recognized scientific direction, which is characterized as an independent sphere of professional activity and a system of lean management aimed at improving the economic efficiency of implemented projects. In General, despite the noticeable activation of project management promotion processes in Kazakhstan, it should be noted that an important task is to transfer modern technologies of the project approach as a tool for innovative development to all spheres of life of the Kazakh society.

Analysis of the state and problems of metallurgical cluster development of the Pavlodar region’s economy
Annotation:

The article analyzes the state and problems of cluster development in the real sector of the region based on the materials of the Pavlodar region. The main problem of innovative development of the Pavlodar region, as well as in all regions of Kazakhstan, in general, is the lack of innovative activity of enterprises, which is reflected in the volume, frequency and efficiency of their innovations. At the same time, most of the enterprises belonging to the real sector of the economy have sufficient resources for the development of innovative activity. However, the prospects for their interaction with enterprises in other sectors and sectors of the economy for the purpose of technology transfer are insignificant, which, in general, doesn’t meet the principles of balanced spatial development of the territory formulated by the program for the development of territories of the Republic of Kazakhstan until 2020. One of the ways to solve this problem is formation and development of a cluster approach and interaction of business entities. The article assesses the efficiency of the cluster’s functioning as an institution of regional development. On the example of the metallurgical cluster of Pavlodar region, the main ways and methods of forming cluster initiatives in the regional economy are considered, a SWOT analysis of the development of the metallurgical cluster of the region is given, and its main problems are identified; identifies priority directions of clusters’ development (metallurgical cluster, including the production of final products, the cluster of railway engineering, agri-food cluster), the realization of which in the region could create the conditions for the emergence and full development of a number of new highly specialized sectors such as cluster chemistry, cluster of road and construction machinery, transport logistics cluster, cluster of modern production technologies and engineering, cluster of manufacturing components for machinery and equipment and cluster of industrial electrical engineering and equipment for power engineering. The authors also noted that the realization of regional development strategies of cluster initiatives can potentially lay the foundations for clusters “future days”, such as: cluster of resource efficiency and environmentally processing, the cluster of new energy, the cluster of innovative medicine, tourism and recreational cluster.

Organization of activities for the treatment and disposal of industrial waste at the landfill
Annotation:

Environmental protection measures are based, among other things, on the rationalization of the organization of the production waste management process. Population growth and the race to industrialize pose a serious threat to the ecosystem. Currently, the average global waste generation per capita is 494 kg / year. A large number of industrial enterprises operate on the territory of Kazakhstan. The range of manufactured products is very wide: household items, transport, building materials, equipment and much more. Each type of production is inevitably a source of a large amount of industrial waste, annually at the enterprises of Kazakhstan up to 600 million tons of waste are generated, three percent of which are recycled. On the territory of Pavlodar region there are enterprises in the field of metallurgy, mechanical engineering, chemical industry, construction industry enterprises, light industry, about a hundred in total. In this connection, the problem of treatment and disposal of industrial waste in Pavlodar region is very relevant. The article discusses the system of waste management in order to reduce their impact on the environment, activities for the disposal, transportation, disposal of waste, as well as their disposal at the industrial waste landfill in Pavlodar. The landfill in question is intended for the reception, temporary storage and disposal of non-hazardous solid industrial waste of the «green» level: waste and scrap of chromium, cadmium, aluminum, copper, lead, zinc, manganese, plastic waste, polyethylene, abrasive, rubber waste, ash and ash and slag waste; and also «amber»: waste containing mercury, arsenic, lead, waste batteries, phosphoric slags, waste oils, oil sludge. The scheme of organizing waste storage works is considered. The volume of accepted and recycled waste, as well as those placed at the landfill and used for their own needs, was analyzed, including construction waste, waste sleepers, ash and slag and abrasive scrap. The solution to the problem of industrial waste disposal is associated with the need for innovation and the introduction of new technologies and equipment.

Development of the technology of cream bioadditive for enrichment of processed cheese product of functional orientation
Annotation:

The article is devoted to comprehensive research and development of the technology of cream supplements for the enrichment of processed cheese products. This article discusses the steady trend towards the use of dairy products with probiotic properties in the diet of modern people. The authors justify the requirements for the chemical composition and properties of a new type of processed cheese product: the mass fraction of dry processed cheese product must be at least 45 wt.%, the amount of probiotic microflora at least 107 CFU/g, to adjust the fatty acid composition of the product, the use of milk fat substitutes. As a result of the research, the composition and technological parameters of the production of a cream Supplement intended for enriching a new processed cheese product were determined. Skimmed milk powder concentrate with a mass fraction of dry substances (48.0±0.5) %was selected to increase protein (nitrogenous substances) in the nutrient medium for microorganisms. To activate the growth of bifidobacteria, the prebiotic No. 1 – lactulose was studied. The main content of the study is the analysis of the effect of increasing the amount of SOM concentrate on the chemical composition of the compositions of experimental products. The bacterial concentrates Bifilact-B and Bifilact-u were selected as the source of probiotic cultures. In fermented products, microbiological indicators were determined: the total number of lactic acid cultures and bifidobacteria. The article analyzes the dynamics of acidity of experimental products fermented with bifilact-B bacterial concentrate and bifilact-u bacterial concentrate. It was found that in experimental products with a high level of acid formation, the growth of bifidobacteria decreases, this is due to the fact that at low pH values, the growth of bifidobacteria slows down, and at a pH below 4.5 – stops. There was a significant increase in the number of bifidobacteria in the presence of a prebiotic – lactulose concentrate. The authors proved that the fermentation process with the formation of a clot in experimental products with bifilact-B bacterial concentrate is completed within 9-10 hours, taking into account the time of compaction of the consistency. In experimental products fermented with bifilact-U bacterial concentrate, the fermentation process ends within 7-8 hours, that is, by (2.0±0.5) hours faster.

Criminal law protection of personal freedom in Kazakhstan: grounds and principles of criminalization of encroachments

In this article, the author examines the grounds and principles of criminalization of encroachments against the personal freedom of a person and a citizen. The purpose of this study is to analyze the legal validity of criminalization of acts that infringe on personal freedom. The article emphasizes that the criminalization of socially dangerous acts taking place in society plays a leading role among the means of influencing crime. In the practice of developing criminal legislation, there are many examples when previously unpunished criminal acts were later recognized as a crime at the legislative level. The methodological basis of the research is based on traditional general scientific and special legal methods: system-structural, historical-legal and comparative-legal. The researcher notes that the need to criminalize crimes against personal freedom is primarily due to the following reasons: a high degree of public danger; negative dynamics of these acts; the existence of conditions for committing these crimes that cannot be eliminated without criminal liability; the need for a criminal law guarantee of protection of constitutional rights and legislative provisions; the existence of international legal obligations of the state to counteract the acts in question. Subsequently, the article makes a reasonable conclusion that in the Republic of Kazakhstan, in fact, there were and is currently objective grounds that prompted the legislator to criminalize attacks on personal freedom. The author refers to the principles of criminalization of acts against personal freedom: legal and criminological (the possibility of influencing socially dangerous acts through criminal law measures; the procedural feasibility of prosecution; the principle of proportionality of sanctions and economy of repression); socio-economic (the significant nature of the material and moral harm caused by the crime; the advantage of positive consequences over negative ones; the availability of material resources for the implementation of the criminal law ban; ); socio-psychological (sufficient level of public legal awareness and psychology; historical traditions). In the article, the author concludes that the Kazakh legislator really had every reason to criminalize acts against personal freedom. At the same time, it is emphasized that despite the relative regularity of criminal law acts that infringe on personal freedom, the legal regulation of criminal liability for them still requires further improvement.

Initiation of pre-trial investigation in cases of kidnapping: essence and characteristics
Annotation:

In this article, the author examines the features of the pre-trial stage of the investigation in the investigation of kidnapping. The initial stage of the investigation consists of: starting a pre-trial investigation, conducting urgent investigative and procedural actions and attracting a person as a suspect. The initial stage of the investigation of a crime, including kidnapping, is crucial for the implementation of further qualitative and offensive investigation of criminal acts. The purpose of this article is to study the natureand features of the beginning of the pre-trial investigation of kidnapping. In the course of the study, the author used such methods of scientific research as: dialectical, system, method of qualitative and quantitative analysis, generalization and study of literary sources, comparative legal, historical-legal, system-structural and formal-logical methods, as well as the method of system analysis. Activities to identify signs of a crime must be considered through the prism of the beginning of a pretrial investigation. Currently, the beginning of a pre-trial investigation, from the point of view of criminology, refers to very specific types of organizational activities at the initial stage of the investigation of a kidnapping. The detection and investigation of kidnappings is highly complex, requiring law enforcement officials to maintain strict secrecy. If there is a reason provided for by the criminal procedure law to start a pre-trial investigation, the investigator or an employee of the body of inquiry is obliged to establish the presence of sufficient data indicating signs of kidnapping. To do this, it is necessary to carefully study the content of the application, compare the available factual data. The beginning of a pre-trial investigation should not be an end in itself of the activities of the pre-trial investigation bodies. At the same time, their offensive and proactive work on all received facts, information and operational materials is extremely important, because it is the embodiment of the active position of the law enforcement system inthe direction of preventing and suppressing possible illegal encroachments on personal freedom, including the suppression of those criminal actions that are in the stages of their preparation or beginning.

Basic problem: the Republic of Kazakhstan is a platform for implementing innovative projects in all spheres of the economy, providing the younger generation with resource centers, technological parks, agricultural equipment, industrial technologies and scientific and educational complexes. Residual chemical analysis of amines used as corrosion inhibitors
Annotation:

Main problem: Presence of acidic chemicals such as carbon dioxide and hydrogen sulphide, composition of production fluids triggers corrosion. Corrosion in oil and gas industry leads to deterioration of equipment since most of equipment is made of metal alloys. Application of inhibitors is one of the corrosion mitigation methods that needs to be controlled because it is important to identify optimal concentration of the chemicals in production fluids.Residual chemical analysis plays an important rolein identifying the appropriate dosage of corrosion inhibitors and its correction. It is imperative to find the most optimal concentration of amines due to the fact that both overdose and underdose could lead to equipment deterioration. The chemical analysis is hindered by complexity of mixtures that are applied in petroleum industry. Purpose: The main purpose of this article is to find out the most effective method of residual chemical analysis for inhibitors used against sweet and sour corrosion by studying and analyzing corresponding literature review. The analysis should be carried out with robust, sensitive, and accurate instrumentation. Methods :Theoretical study of composition and mechanism of amines used in oil and gas industry as corrosion inhibitors and selection of appropriate instrumental analytical techniques for the residual analysis. Results and their importance: After careful studying and consideration of modern instrumental analytical techniques the most optimal and efficient method in terms of robustness, time saving and cost was selected. Ion chromatography is an adequate method to carry out residual chemical analysis for amines that are used as inhibitors in oil and gas industry to prevent sweet and sour corrosion.

Implementation of environmental measures in the study of pre-design situations on the example of a roadside service facility

When solving project tasks, it is necessary to take into account the maximum number of possible solutions that contribute to the efficiency of the object. When analyzing the activity of multifunctional objects, such solutions are all the more important, since they allow, taking into account the specific features of the object, to make the most rational design decision, especially if these solutions are associated with the ability to solve environmental and energy-efficient problems. The decisions made can take into account both the operation of the object itself and the infrastructure that provides the solution with the necessary engineering solutions. The most difficult thing in making project decisions is to systematize the studied situations and analyze informative sources. Systematization of methods of pre-project analysis, generalization of the experience of project work on the example of designing a roadside service object. Wepropose forms that facilitate the structuring of information sources, as well as logical tables that give an idea of the specifics of the choice of positions and directions that allows quickly come to an understanding of how to implement project tasks. Awareness of the methods that allow organizing the logic and sequence of design processes in design and architectural design allows the author to identify the most important problems from his point of view and fit them into the range of design tasks. The search for answers to these problems is formed by ways of structuring information and displaying it in pictorial structures, where the word takes on the meaning of a specific symbol, in a chain of connections that determine the understanding of the integral process of functioning of the future object, taking into account all aspects of its activity.

Main problem: in the history of mankind there are many examples when the question of national interests remains unresolved. Evaluation of regional competitiveness in economic conditions of Kazakhstan

Main problem: Issues of evaluating regional competitiveness, search for competitive territories’ advantages, especially by improving human resources’ quality, remain insufficiently studied. In this regard, in article it is presented existing models for evaluating regional competitiveness in Kazakhstan economy. In addition, in article authors carried out regional classification according to analysis of main socio-economic indicators of Kazakhstan regions, originating in Concept of regional policy. Authors calculated main indicators of Kazakhstan regions’ competitiveness with aim of determining level of region’s competitiveness in comparative perspective. Purpose: Purpose of the research is comparative analysis and evaluation of the competitiveness of Kazakhstan’s regions in modern conditions. Methods: The article uses rating model for evaluating competitiveness of Kazakhstan’s regions based on indices, developed by Agency for research on investment profitability, operating at National chamber of Entrepreneurs of Kazakhstan (rating of competitiveness of Kazakhstan’s regions). Results and their value: Value of the paper considered in that classification of regions is carried out according to analysis of main socio-economic indicators of Kazakhstan regions, which originates in Concept of regional policy. The authors also calculated main indicators of competitiveness index of Kazakhstan regions according to National chamber of Entrepreneurs of Kazakhstan in order to determine the specifics of regions and identify directions for developing regional strategies. Based on results of the study, analysis was carried out that allowed to reveal strengths and weaknesses of regions of Kazakhstan. It is emphasized that a high level of regional competitiveness cannot be achieved without development of human resources and their rational use. In general, directions of regional policy are determined by chosen development scenario. The approach proposed by authors to methodology for evaluating regional competitiveness has a number of advantages - it reflects the specifics of regions, allows seeing the nearest competitors and determining directions of the region’s development strategy.

The data of calculating the actual cost of production are widely used in production management at industrial enterprises, to monitor compliance with the standard cost of production adopted by the enterprise, to identify ways to optimize labor costs and material resources. The level of cost depends on the activity of an industrial enterprise in a market economy: the amount of profitability, the economic efficiency of its activities. The choice of the method of cost accounting and calculating the cost of production depends on the specifics of the technology and organization of production, as well as the requirements of the efficiency of enterprise management. Studying the formation of accounting information when calculating the cost of production by type of product, comparing the level of costs with the revenue received makes it possible to determine the economic efficiency of production. The purpose of this study is to identify the problems of forming accounting information when calculating the cost of production for making decisions to reduce costs. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, and graphical method for visualizing the results obtained. When considering the cost calculation, attention is paid to the fact that in market conditions there is a need for detailed cost accounting and calculation of the cost of production. If we take into account that in market conditions, prices for products are formed as demand increases, and demand is influenced by external factors, then we can only influence the costs based on the cost calculation. The basis for making effective management decisions will depend on how reliable and to what extent the accounting information is formed. Costs are the main constraint on the profit of industrial enterprises, since the main strategic goal of any enterprise is the mechanism for increasing profits. The ability to achieve this goal is limited by the following internal factors: the complexity of the cost grouping, technological processes, and the impact on product quality. It is necessary to improve the information system, which is based on the data of primary documents, document flow and the order of cost grouping. The proposed measures will contribute to strengthening the control function of the management and, as a result, effective cost management.

Bacteriological studies of pathogenic microflora in respiratory diseases
Annotation:

The main task of microbiological study of pulmonary patients is to identify the etiology of acute and exacerbation of chronic disease in order to determine therapy and control its effectiveness. Classical methods of microbiological research consist in isolating a pure culture of the causative agent of the disease with its identification by biochemical, antigenic and other characteristics. Such studies are multistage; they impose rather strict requirements on the quality of the source material, the timing and conditions of its transportation, laboratory equipment and the precise execution of the research methodology for at least 3-5 days. Isolation of the culture of a number of pathogens (atypical intracellular microflora, anaerobic bacteria, mycobacterium tuberculosis) requires even more lengthy studies using special media and equipment. This article presents the results of a bacteriological study of pathogenic microflora in diseases of the respiratory system of the population of the Shcherbakty district of Pavlodar region for 2017-2019, including the following sequence: microscopy of native and Gram stained smears; inoculation of biological material on nutrient media for isolation and identification of the pathogen; determination of the sensitivity of the isolated microorganism to antibiotics; immunological (serological) research methods aimed at determining antigens of microbiological origin, as well as antibodies to them in the patient's body. It has been shown that conducting bacteriological studies in accordance with the requirements of regulatory documents allows obtaining reliable and comparable results necessary both for the optimal treatment of patients and for collecting and analyzing data on monitoring the emergence and spread of diseases of the respiratory system caused by pathogenic microflora.

Principles of using ornamental motifs to create a collection of modern youth clothing

The main problem of the article discusses the methods of developing a collection of casual clothing with elements of ethnic style, using the example of innovative technologies in the field of creating ornaments for clothing. Factors of formation of ornaments based on the structure of the human body are justified. The author considers the factors of shaping, based on special visual features of clothing in connection with ergonomic factors. Study of the specifics of ornamental motifs to transform them into a component of modern youth clothing. The authors of the article monitored the environmental approach, that is, the acquisition of knowledge about cultural values based on the selection of all the best that was created by the people, introduction to cultural folk traditions, dialogue between man and culture. When writing the article, we used author's and experimental research methods, fixing information in tables and author's sketches. The study of categories and definitions was carried out by the method of selecting and classifying information, as well as its analysis. Comparative analysis of forms of traditional and modern culture, study of bibliographies on architecture, art, philosophy, psychology; analysis of materials of scientific monographs, abstracts and dissertations, articles, creative essays of masters of architecture and art, from the point of view of the concepts, principles, conceptual and terminological formulations contained in them. In addition, private scientific methods are used: analysis of literary sources to identify current trends in the formation of art. Аs the results of the research, a collection has been developed that considers various types of clothing decoration, uses methods for including ornaments in the structural structure of the costume and provides models, calculations and drawings. The author's collection justifies the use of ornaments in connection with the selected artistic and figurative task of the collection, as well as in connection with its functional purpose. All these factors are formative. And the practical experience of this research shows the relevance of this topic in connection with the need not only to promote the historical achievements of Kazakhstan's culture to the masses and popularize them, but also as a method that helps to understand the possibilities of its translation into modern design objects. This article discusses the issue of studying the research activities of teachers. The research activity of a teacher is one of the forms of professional self-realization of a teacher. At this time, schools need teachers of a new formation, in particular researchers who could master the methods of organizing and conducting experimental work in the school. And of course, there is a problem brewing here: how, in modern conditions, when the education system is constantly being reformed, it is possible to develop the professional self-realization of a teacher. The introduction of innovations in the educational process of the school also increases the requirements for the professionalism of the teacher. These requirements include the performance of research activities by schoolteachers. which, unfortunately, causes them some difficulties. One of them may be the lack of sufficient knowledge about research activities, in particular, the lack of necessary research skills and motivation. Therefore, we say that in order for a teacher to systematically engage in research activities, he needs motivation. However, as practice shows, motivation alone is not enough, the teacher must also possess research skills, methods of organizing research activities. In their professional activities, the teacher should understand that research is a way to self-realization. Research activities play a key role in the implementation of the topic of teacher self-education. In addition, the research activity of a modern schoolteacher is the main element of professional activity, the leading criterion of pedagogical creativity, a source of growth of teaching status, an indicator of responsibility, abilities and talent, a condition for the development, socialization and selfdetermination of students. Ensuring quality control by implementing a quality management system at the enterprise

The article presents the results of implementing a quality management system at the enterprise. The study and analysis of the international standard ISO 9001:2015, as well as sanitary and epidemiological requirements for production control were carried out. The main requirements and rules for the implementation of input, operational and output control of products at enterprises at all stages of the product life cycle were identified and presented. In addition, it was determined what requirements must be met by enterprises to implement a quality management system. It is important to note that this work is necessary at the enterprise, as it has the following advantages: by improving product quality, product sales increase, the level of management of the enterprise and personnel increases, and cost savings are realized at the stages of development, production and operation. It follows that to implement a quality management system, it is necessary to set the following tasks: describe the company's processes, develop performance criteria and evaluate processes, develop the necessary documented information, implement documentation in all departments, familiarize them with the quality policy and goals, conduct timely internal audits for further SWOT analysis, and conduct an assessment by an external auditor in order to obtain a certificate of compliance. An important step in quality management is that the organization should not eliminate nonconforming results of processes, but should identify potential nonconformities, assess the risk with the preparation of a Protocol, plan and implement actions to reduce risks. Difficulties may arise: lack of understanding by the staff of the need to implement a quality management system, lack of a clear vision, mission, lack of complete information on processes, lack of quantitative and qualitative evaluation criteria, quality is defined as the quality of products, not as the quality of processes, resources, lack of monitoring of customer satisfaction. It is possible to overcome these difficulties only with the implementation of the quality management system according to ISO 9001, since the requirements prescribed in the international standard are a real tool for improving the efficiency of the enterprise, which will help bring the organization to a higher level of development.

These resources and opportunities in economics have traditionally been identified with macro-economic (economic growth, inflation, exchange rates, government support) and institutional parameters (regulatory framework, transaction costs). The influence of the quality of economic space on economic security of business through the evaluation of opportunities that are tied to the specifics of the economic space is the least researched, including in our country. In this case, according to the latest research in the field of economic geography, economic space acts as a structure-forming platform that can form local markets, with intensive interaction of business agents. The purpose of this study is ensuring of economic security by building business networks in a single economic space. The research area focuses on indicators that characterize economic space, which are successfully used in international practice to determine the quality of economic space. The realization of this approach requires the use of traditional methods of scientific research, such as analysis, comparison, graphical method for visualizing obtained results, which allows determining the agglomeration zone and the space of business networks in it. When considering economic space in relation to building a business network in improving business security, main focus is on the quality of economic space that the region has. The proposed methods of evaluating the quality of economic space are actively used to determine the possibility of building business networks in this space. The authors conclude that business networks play a crucial role in improving the economic security of business in a particular economic space. Risks of microbiological contamination of fruits and vegetables used for food
Annotation:

Fruits and vegetables are most often consumed without being thoroughly processed before consumption. Some plant foods are vacuum-packed to ensure long shelf life as well as preserving the quality and safety of the product. Fruits and vegetables carry naturally occurring non-pathogenic epiphytic microflora on their surfaces. During growth, harvesting, transport and further handling they can be repeatedly contaminated by pathogens from human or animal sources. Fresh fruit crops have been implicated in a number of documented foodborne disease outbreaks. Outbreaks of diseases caused by bacteria, viruses and parasites have been epidemiologically linked to the consumption of a wide range of fruits and vegetables. The aim of our study is to assess the risk of contamination in fruit and berry crops and how to address this long-standing problem, namely, contamination of fruit and vegetables with unnatural pathogenic microflora. The following fruit and berry crops common in Turkestan region were chosen for the experiment: Apple variety Suislepskoe (stolovka) , peach variety Nectarine and grape variety Kishmish. Bacteriological inoculation was carried out by membrane filtration of used sterile water to obtain flushes from the surface of fruit crops. All work was carried out under full aseptic conditions. The utensils, water and other equipment used in the work were sterilised in advance. The data obtained during the experiment shows that there is a potential for widespread contamination of uncharacteristic microflora of plant products. Based on the results of the study it can be concluded that there are yeasts and acetic acid bacteria on the surface of all three samples of fruit and berry crops, which can be universally contaminated food and are not the natural microflora for the above mentioned crops. Specifically, fruits and vegetables can be contaminated with various bacterial pathogens, including Salmonella, Shigella, E. Coli O157:H7, Listeria monocytogenes and Campylobacter.

The meaning of the organization of funds is to effectively manage the cash flows of an economic entity on the basis of data obtained from the results of the analysis of cash flows for a certain period of time and accounting data. Information support is a system of information and methods of its processing that allow us to assess the real state of an industrial enterprise and identify factors that contribute to improving the effectiveness of management decisions. In these conditions, it becomes inevitable to improve the information support for accounting and auditing of funds. The purpose of this study is to identify the problems of accounting and auditing of funds at industrial enterprises by improving information support. For any enterprise, it is necessary that there is enough money at the beginning of the production cycle, and at the end their growth is ensured. With such business management, a constant turnover of funds will be ensured, which will provide the enterprise with an influx of funds, and will make it possible to carry out activities in other areas (investment or financial) at the expense of the money generated by the main activity. In a market economy, it is necessary to proceed from the principle that the skillful use of funds brings additional income to the enterprise, and, therefore, the enterprise should constantly think about the rational investment of temporarily free funds to make a profit. The authors analyzed the cash flow by type of activity on the basis of financial statements, and developed recommendations for solving the problems of accounting and auditing of funds, which are aimed at improving cash flow management, which will allow an industrial enterprise to achieve its goals and plans as much as possible.

Development and research of means and methods for improving the efficiency of heat stations in the Republic of Kazakhstan

The main problem: This article is devoted to the key problems of the fuel and energy complex of the Republic of Kazakhstan: 1) lack of production capacity to meet the growing demand for energy and fuel from the economy and the population. Increased demand for electricity and heat, which will require the commissioning of new generating capacities.There is already a shortage in the fuel markets. Modernization and bringing the existing oil refineries (hereinafter referred to as refineries) to full capacity will not allow providing the domestic market until 2030; 2) the export orientation of raw materials, the dependence of the economy on the export of energy resources. In order to attract technology and investment in the oil and gas and nuclear industries, agreements on the extraction of energy resources were concluded with international export companies. In the medium term, Kazakhstan may face a shortage of oil for domestic refineries, if measures are not taken to stimulate its refining within the country. The uranium mined is fully exported; 3) high energy intensity of the economy, low level of energy efficiency. There is a high potential for increasing the efficiency of energy use both in the electric power industry and fuel production, and at the level of final consumption – in industry and housing and communal services; 4) decrease in the replenishment and quality of the resource base in the oil and gas, coal and nuclear industries; 5) low environmental friendliness of technologies used in the fuel and energy complex. Purpose: The purpose of the article is to reveal the problem in the field of ensuring the fulfillment of international obligations between different countries and their own energy sufficiency by gradually changing the structure of energy production. Methods: Studying the experience of increasing the efficiency of the use of energy resources and energy saving as a priority of the state policy of the country. Analysis of production capacity with a constantly forecasted shortage of primary energy resources and insufficient growth of capacity for the production of electricity and heat. Consideration of the possibility of compensating for the shortage by saving energy resources, increasing tariffs for energy carriers, as a stimulating factor for their effective use. Results and their significance: The results of this article will reflect the problems of energy, as the most important driving force of global economic progress. The well-being of the people depends on the state of the country's energy sector, therefore there is an urgent need to solve the emerging problems. The global energy problem is, first of all, the issue of stable and efficient supply of fuel and energy to mankind. Today, the energy sector of Kazakhstan is focused on fuel resources, since the country is provided with hydrocarbons and other energy resources. About 72 % of electricity in Kazakhstan is generated from coal, 12,3 % from hydro resources, 10,6 % from gas and 4,9 % from oil. Thus, the four main types of power plants generate 99,8 % of electricity, while alternative sources account for less than 0,2 %.

Method for hiding text data in an image
Annotation:

The main problem: The article deals with the issues of hiding text information in a graphic file. A formula for hiding text information in image pixels is proposed. A steganography scheme for embedding secret text in random image pixels has been developed. Random bytes are pre-embedded in each row of pixels in the source image. As a result of the operations performed, a key image is obtained. The text codes are embedded in random bytes of pixels of a given RGB channel. To form a secret message, the characters of the ASCII code table are used. Demo encryption and decryption programs have been developed in the Python 3.5.2 programming language. A graphic file is used as the decryption key. Purpose: To develop an algorithm for embedding text information in random pixels of an image. Methods: Among the methods of hiding information in graphic images, the LSB method of hiding information is widely used, in which the lower bits in the image bytes responsible for color encoding are replaced by the bits of the secret message. Analysis of methods of hiding information in graphic files and modeling of algorithms showed an increase in the level of protection of hidden information from detection. Results and their significance: Using the proposed steganography scheme and the algorithm for embedding bytes of a secret message in a graphic file, protection against detection of hidden information is significantly increased. The advantage of this steganography scheme is that for decryption, a key image is used, in which random bytes are pre-embedded. In addition, the entire pixel bits of the container image are used to display the color shades. It can also be noted that the developed steganography scheme allows not only to transmit secret information, but also to add digital fingerprints or hidden tags to the image.

Investigation of the dependences of the rheology of calcium alginate solutions on concentration, temperature and shear rate
Annotation:

The main problem: The rheological properties of calcium salts are of theoretical and practical interest for a modern researcher. The theoretical interest is primarily related to the search for general patterns and manifestations of the rheological properties of solutions of calcium salts. The practical component is based on the search for patterns and dependencies of the properties of solutions on the structure and composition of the object of study. Such chemicals as calcium salts are of particular practical interest, they are widely used in various fields, such as the food, chemical and pharmacological industries. Hydrophilic high-molecular solutions of alginates, namely calcium alginate, are actively used in the preparation of soft dosage forms, the manufacture of jelly masses in confectionery, act as thickeners in the food industry. They are characterized by a fairly high percentage of viscosity at low concentrations, bioavailability, prolonging effect, absence of irritating properties, biocompatibility with many polymers, which is especially important in the pharmaceutical industry and medicine. The use of calcium salts for these purposes is currently very promising, since these organic salts have a number of unique properties associated with gelation. Purpose: This paper contains the results of studying the features of the rheology of calcium alginate solutions. A concentration range of 0.1-0.7 % was chosen for the studies, which is sufficient to avoid gelation at room temperature. The dependence of viscosity on concentration, temperature (in the range of 25-45 °C) and shear rate were studied. Methods: Analysis of theoretical sources, observation, comparison of results. The rheological characteristics of the obtained substances were studied using a capillary viscometer. The measurements were carried out in the temperature range of 25-45°C. Results and their significance: it was found that there is a significant dependence of viscosity on concentration and temperature. For concentrations of 0.3 – 0.7 %, a similar type of dependence is observed, in contrast to solutions with a concentration of 0.1 % . Explanations of these dependencies were proposed.

Some aspects of justification of acceptable risk levels in oil refineries

Currently, the problems of environmental safety are facing society. The industry develops every year. In this critical economic situation, the oil industry is a stimulant for the economic sector in Azerbaijan. The level of development of this industry is also relevant due to other reasons: sociological, technological and features of the economy of Azerbaijan. The production activity of oil processing, concentrating harmful substances and energy, is a source of man-made danger and pollution of the natural environment. The risk management process mainly consists of three stages - risk safety analysis, risk assessment, which is carried out in comparison of calculated and actual risk levels, the so-called acceptable risk levels and the adoption of appropriate regulations and management decisions. One of the factors that should be taken into account when assessing risk and safety is to determine the necessary costs. Since these costs are paid directly to the company, they try to minimize them as much as possible, which reduce the accuracy of risk assessment. One of the objectives of the study is to determine the optimal value of the necessary costs. It is established that the less reliable the method, the lower is the cost of its implementation. The methodological basis of the work was scientific works on these problems of scientists-economists, mathematicians on safety and risk assessment at industrial enterprises. When developing the presented methodology, computational algorithms developed by Dow Chemical were used. This company has collected a large volume of material on accident statistics, taking into account damages. Based on the obtained and experimentally verified data, a system of indices has been developed, an assessment of various indicators for qualitative and quantitative risk assessment of oil refineries. The analysis of the technogenic danger of oil refineries makes it possible to determine ecological and economic losses and choose rational possibilities of acceptable risk. The required costs, depending on the level of risk, are determined based on an increase in the accuracy of calculating the probability of occurrence of the cause of risks. The article examines the relationship between the expected level of risk and economic losses during oil refining in separate technological units, which allow determining the required level of risk and the expected economic damage.

Key factors for ensuring sustainable development of rural regions of Kazakhstan

Main problem: Currently, there are various socio-economic and environmental problems in the development of rural regions, among the key ones: access to basic services, lack of transport connectivity, inadequate social, housing infrastructure, and others. Achieving sustainable development of the territory is one of the important priorities, which is of great importance for any state. Sustainable development is understood as harmonious development from the perspective of the economy, social sphere and ecology. At the same time, the sustainable development of socio-economic and natural systems is not possible if many factors and conditions are not taken into account that can directly affect the current state and long-term sustainability of their functioning and interference is not created on these processes within the framework of the implementation of various policies by the state. Development of a technology for producing organic fertilizers based on catalytic processes
Annotation:

The article is devoted to the development of a technology for obtaining organic fertilizers from poultry waste based on biocatalytic processes. Currently, many poultry farms have become sources of environmental pollution, thereby causing serious environmental problems and economic and social damage. The problem of reliable protection of the natural environment from pollution by bird droppings is currently relevant. In the area of operation of large poultry farms, air pollution by microorganisms, dust, foul-smelling organic compounds, which are decomposition products of organic waste, as well as nitrogen, sulfur, and carbon oxides, is possible. Bird droppings contain acids, nitrogen, phosphorus and potassium, heavy metals. The content of nitrogen, phosphorus and potassium changes dramatically depending on the quantity and quality of the feed. Humic substances isolated from brown coal have a sufficiently high sorption activity and are used as cheap sorbents for solving a number of environmental problems in industry. These studies are aimed at minimizing the main disadvantage of the anaerobic digestion process, the low reaction rate, which leads to the need to create large-volume bioreactors. On the basis of the research carried out, a technology has been developed for obtaining organic fertilizers from poultry waste by the method of anaerobic fermentation of chicken manure with humidity at a temperature of 27 °C - 50 °C with the addition of sodium humate. The resulting fertilizer is intended for use in agricultural production, horticulture, floriculture, forestry, municipalities, in household plots in order to increase the yield and quality of crop production. For the developed technology, an application has been submitted for obtaining a Patent for the invention of the Republic of Kazakhstan «Method for producing organic fertilizers» (priority No. 2021-22818, dated July 13, 2021). The invention allows to significantly reduce the time of fermentation, to enrich the product with organic and mineral products contained in sodium humate, to convert the salts of heavy metals into an insoluble state, to improve the environmental friendliness of the method.

The specifics of the management of healthcare institutions are due to the fact that healthcare is a special field of activity that differs significantly from other types of activities. One of the most important management tasks in the field of public health protection is the achievement of targets: improving the quality and accessibility of medical care through the effective use of limited financial, material, labor and other health resources in conditions of rapidly growing competition in the medical services market. The purpose - is to review and summarize the domestic and foreign experience of management in health care. The article emphasizes that the serious institutional transformations taking place in the domestic healthcare system in recent years are aimed at improving the quality of medical services in the implementation of the state guarantees program, at switching to a single-channel model of financing medical care, at introducing the principles of result-oriented budgeting into the activities of socially oriented organizations providing socially significant services. The practical implementation of the above innovations requires a revision of the concept of management in the field of healthcare, the priority areas of which correspond to the best world practice. The preservation of the health of the nation is a strategic guideline of state regulation in the field of healthcare, which determines the targets of state policy. When writing the article, traditional methods (comparison, description, measurement), general logical methods and research techniques (analysis, generalization, etc.) were used. The article discusses the main theoretical foundations and organizational and economic mechanisms of the healthcare management system in market conditions. The author notes that effective healthcare is a significant factor stabilizing the socio-political situation at all the above-mentioned early stages of the reform. Therefore, studies of economic relations in healthcare in the transition period, the role of innovation policy in the management of healthcare institutions are becoming relevant. At the same time, issues of the effectiveness of the functioning of healthcare institutions are of particular importance, which are ultimately determined by the creation of socio-economic, scientific, technical, organizational and economic prerequisites for the progressive development of productive forces using the achievements of scientific and technological progress, the latest medical technologies.

International experience in automating public services in the system of land relations
Annotation:

The article considers international experience in automating the system of land relations, aimed at improving the quality and reducing the time for the provision of services by state bodies to citizens and organizations, providing access to information databases, which positively affects the development of effective government decisions for the effective use of land resources, and also improves social welfare. In Kazakhstan, the transfer of land cadastral information to electronic media continues, and the automated information system of the land cadastre is being improved. The task of creating a unified mechanism for state cadastral registration of land plots according to uniform rules and technologies for all, identification and individualization of land plots and objects of immovable property firmly associated with them, for subsequent state registration of rights to land plots and transfer of information to the territorial bodies of the State Revenue Committee, remains relevant. To study the experience of developed countries in the provision of public services in the system of land relations through the development of official land information systems. The article used general scientific methods from general to concrete one, synthesis, theoretical generalization, induction, deduction, and system analysis. Based on the studied experience of developed countries, relevant conclusions and proposals were made: information technology is a useful tool and can help overcome bureaucracy, backwardness, isolation, monopolistic practices, and inefficiency in the public and private sectors; the use of state bodies for effective regulation of geographic information (GIS) systems that allow solving a wide range of tasks, as well as the use of modern information technologies, contributes to the transition of the activities of state bodies to a qualitatively new level of state control, which allows for full transparency of information about the land fund and objects real estate of the country, as well as its availability to the population. The provision of public services in the field of land relations using information and communication technologies reduces entry barriers and transaction costs in business, increases competition, and improves mechanisms in this area.

HR Strategy and HR Policy as a management system tool based on Kazakhstan companies’ experience

One of the management concerns of the progressive development of a modern organization is the efficiency of its HR potential. This concern is often resolved to quality issues of training graduates, inefficient labor market regulation, both at public level and regional one. These factors, external to the organization, positively impact the effectiveness of its activities, but today the government and business environment have already formed the tools to address this problem. However, there are also a number of inner concerns in HR management based on non-exact coordination and balanced HR Strategy, its orientation, goals and objectives and the company’s strategy. But only in this situation, both HR Strategy and HR Policy, more specifically, can become an effective tool for HR management as part of the company’s strategic development objectives. The purpose is to study and make a comparative analysis for supporting HR Policy of a number of major Kazakhstan companies, to analyze the relationship and coordination of companies’ HR Policy with their general strategy. We used classic methods, such as analysis, comparison, description, generalization, justification, etc., while preparing the paper and rationalizing the problem studied in it. As to this paper, based on materials of major companies of the Republic of Kazakhstan, the authors study and identify the content of HR Strategy and HR Policy as the main factors of domestic employers’ approach to HR management issues. The analysis proves the multi-vector approaches of Kazakhstan organizations to the formation and HR development. It seems also obvious that HR Policy of Kazakhstan companies has been and remains highly situational manner providing rationale to solve some or other HR problems related to dynamics of market situations and dynamics of goals and objectives for their development. The authors emphasize that the effectiveness of HR management and the HR Policy one of the organization requires a clear comprehension of the position and relevance of HR in organization. Honestly, this comprehension will be mainly governed by such factors as ownership, industry aspects, productivity levels, buoyancy rate of technologies used and the market of products or services sold by the organization. It is highly important that this comprehension is embodied properly in HR Strategy and HR Policy of the organization and is balanced with its market development strategy.

Marketing research of the medical services market in the region
Annotation:

Main problem: One of the most complicated types of marketing is marketing of medical services or organizations. This can be attributed to many reasons. First of all, person’s life and health is the most important value. One more reason is that budget funds are limited, this forces us to look for extra-budgetary financing sources. At the same time, it follows that the population of the Republic of Kazakhstan, receiving free assistance for a long time, refuse paid medicine, the solvency of a large percentage of the population. Thus, marketing research of the services market is designed to identify the real market share of trade and paid medicine, to fill the need of the qualified medical care, to identify the particularity of demand in various segments and the demographic and psychographic characteristics of the population groups. Purpose: to identify current trends and develop marketing strategies in the regional market of medical services, allowing to identify and strengthen the economic foundations of the functioning of non-profit organizations in the national market. Methods: The research was conducted using traditional methods of marketing research: qualitative: in-depth interview, focus groups; quantitative: survey, as well as methods of economic analysis: comparative, graphical and scenario planning. Results and their significance: the essence of marketing in healthcare is considered, the features of marketing research are taken into account; the medical services market of Pavlodar region is analyzed and evaluated and ways of its improvement are proposed. Ensuring water quality as the main goal of preserving human health
Annotation:

Main problem: The article analyzes water quality assurance as the main goal of preserving human health. The study of chemical and microbiological parameters of wastewater and drinking water was carried out using generally accepted standards. The number of deaths associated with the use of contaminated drinking water, according to WHO, tripled in 2021 and reached almost 19 thousand against 6 thousand in 2020. In addition, the number of neoplasms, diseases of the genitourinary system, digestive organs and skin increased by 2 %, to 1.486 million. The reasons for the increase in the level of harmful chemicals and microbiological pollutants in the water are outdated sewage treatment plants, old pipes and disinfection with chlorine. Purpose: Study of the quality of wastewater and drinking water in Pavlodar, study of the quality of wastewater and drinking water in Pavlodar. Methods: Sampling of wastewater, chemical and bacteriological analysis of wastewater and drinking water, statistical method, correlation analysis of experimentally obtained results and calculated characteristics, etc. Results and their significance: In the field of public health risk, pollution of reservoirs that are sources of household drinking water supply and recreational water use, the continuing necessary high deterioration of water supply networks, their accident rate, as a result of low level of operation, failures in the operation of treatment facilities. Hygienic assessment of reservoirs according to complex indicators indicates the continuing high degree of water pollution in places of water use. The water quality indicators of the surface reservoirs of the region remain low in terms of sanitary and chemical (primarily organoleptic and general sanitary), as well as microbiological indicators. According to toxicological indicators, the level of water pollution in places of water use is estimated as moderate. The main pollutants of the Irtysh River in Pavlodar are industrial enterprises and housing and communal facilities that discharge untreated or insufficiently treated wastewater into reservoirs. A complex of causes of drinking water pollution has been identified: high deterioration of water supply networks, their accident rate, because of a low level of operation, failures in the operation of treatment facilities, unfair treatment of industrial wastewater by industrial enterprises of Pavlodar, etc. Priority preventive directions for improving the quality of water as a source of life are the implementation of long-term targeted planning of measures for the modernization of water supply and sewerage networks and facilities in Pavlodar. The state of water supply necessary and measures to improve it should be constantly monitored and considered at meetings of sanitary and anti-epidemic commissions.

The main directions of competitive and sustainable development of Pavlodar region

Main problem: The key task of the development of the regions of the Republic of Kazakhstan is to ensure their sustainable socio-economic development by increasing its competitiveness and innovation activity. To develop a successful strategy, as well as for its subsequent successful implementation, it is necessary to have a clear vision and idea of what the region will be like in the near future. Results and their significance: In order to ensure the sustainable development of the Pavlodar region in the future, there is a need to form the basis for the creation of new sectors, as well as to consider opportunities to diversify the regional economy. Currently, there is a structural change in jobs, which leads to an increased role of professional services industries in the field of information technology, engineering. It should be noted that the level of development of small, medium-sized businesses and entrepreneurship in the region is at a low level, due to the predominance of resource sectors in the economy. These sectors, due to the peculiarities of the technological process, do not form a system of suppliers around themselves. However, in order to ensure the progressive development of the industrial complex in the region, it is important to create conditions for the development of SMEs in the region and, accordingly, a system of suppliers around leading manufacturing enterprises. The high competitiveness of the Pavlodar region in the future until 2030 will be ensured through the development of priority clusters, as well as through the emergence of new industrial sectors of the economy. About the use of CASE-technologies in the process of designing information systems

Main problem: Today electronic information is one of the important resources in the management system. Electronic information resources are not only means, but also control flows. For example, any instruction or instruction in the management system is actually a guide to action. At the same time, for example, data on the movement of an object (employees, goods, money, etc.) are information resources, the storage and accounting of which is the basis of the organizational process. Large flows of information require their structuring, and operations on them become time-consuming. One of the ways to solve this problem is the development and implementation of an information system. Purpose: To analyze and design an information system using specialized tools designed to optimize the implementation of the above stages of software system development, using the example of a real business process. Methods: The article discusses the methodologies of CASE tools designed to automate software development processes, namely, the first two stages of the life cycle: analysis and design of a software product. The analysis and design of the business process functionality is carried out using the IDEF0 functional modeling methodology. The design of the database structure of the information system was carried out using the methodology of semantic (information) modeling IDEF1X. Description of the scenario of the designed software for a real business process is carried out using the dynamic modeling methodology IDEF3. Results and their significance: The article substantiates the relevance of the use of modern CASE-technologies in the process of analyzing and designing a future information system, as well as for the purpose of possible optimization on the example of a real business process "Inventory accounting". As a result, a comprehensive business process model was built using tools based on CASE-methodologies. The resulting model, as well as the description of its construction, is a clear example of the use of CASE technologies for software developers, as well as system analysts and IT specialists.

The use of a heat pump at an industrial enterprise in the region
Annotation:

Main problem: The use of waste heat is most often solved by installing heat exchangers, but this is not effective when the temperature of this heat does not exceed 10-15 0 C, in which case this heat can be used using a heat pump. Where can I get this heat? Almost any enterprise needs cooling of any equipment elements or substances – working fluids; the heat received from them can be sent to a heat pump and used here at the enterprise. Purpose: Consideration of the possibility of using the heat of cooling water from the pump CNS 60-165 and the proposal of a new scheme with the installation of a heat pump that uses this heat. Methods: This is achieved due to the fact that it is proposed not to discard the heat, but after its use in the heat pump evaporator, transfer it to the heated medium - water, which is then sent to the shower cabins of the enterprise. Since the showers are located in the same room, the cost of transporting heat and losses will be minimal. Methods: In the course of the research, the possibility of using the waste heat of an industrial enterprise for using it here at the enterprise for the purposes of hot water supply was considered. For these purposes, it is proposed to install a heat pump, thanks to which the thermal potential increases, which makes it possible to fully use the received heat. Results and their significance: As the experience of foreign countries has shown, heat pumps can be widely used in many industrial enterprises, and in conditions of increased competitiveness, in order to reduce energy costs and the cost of manufactured products, install heat pumps to utilize excess heat, for example, process water, which is available in many production allows you to have a significant economic effect.

Evaluation of regions’ competitiveness as the main parameter of economic development

Competitive advantages affect not only the efficiency of individual sectors of the economy but also the overall social and economic development of the country. Evaluation of the competitiveness of the region should include one of the main parameters of the human resource and economic development level. Therefore, the forecast for the competitiveness of the region should take into account the pace of human resources development. Results of mathematical analysis of experimental data fermentation of skimmed milk to produce a fermented milk product
Annotation:

The main problem: Modern research in the development of fermented milk products is focused on increasing the bioavailability of milk components, as well as the use of bacterial components of sourdough, which increase health properties. The use of the fermentation process of skimmed milk with a combined starter consisting of traditional for cottage cheese and starter cultures of probiotic cultures immobilized in a gel of biopolymers is very important. Purpose: The purpose of this study is to determine the optimal amount of starter, consisting of an association of probiotic cultures immobilized in a gel of biopolymers (membranes) to be added to fermented skimmed milk in order to enrich it with functional ingredients. Methods: A one-factor experiment was used. The culture association Propionibacterium freudenreichii subsp. was used as a regulatory factor. Shermanii, Bifidobacterium lactis and Streptococcus thermophilus, immobilized in a biopolymer gel, added to skimmed milk in the form of membranes (determined as a percentage of the mass of fermented milk). Controlled factors are the main indicators characterizing the efficiency of the skim milk fermentation process; these are active acidity, the logarithm of the number of viable cells of bifidobacteria, the logarithm of the number of viable cells of propionic acid bacteria, and organoleptic evaluation. Results and their significance: Based on the results of a mathematical analysis of the totality of values of controlled factors depending on the amount of starter cultures of probiotic cultures, mathematical models were built to determine the degree of influence of the starter on the quality indicators of the product, using the Table Curve 3D-v4 mathematical computer program.

Analysis of the problems of the procedure for issuing an Industrial Certificate in the Republic of Kazakhstan and ways to solve them

Main problem: It is very important for each company to obtain an industrial certificate, which makes it possible to get into the Register of Domestic Manufacturers, as they expect to receive large orders. With the receipt of an industrial certificate, their prospects for participation in various tenders and purchases will significantly increase, where they can show their abilities, compete with domestic producers, and also have an advantage over importers. Since July 1, 2019, the industrial certificate has become mandatory for participation in public procurement. Corresponding changes to the rules for public procurement were made by the Ministry of Finance of the Republic of Kazakhstan. Taking into account the experience of the «Rules for determining the country of origin of goods, issuing a certificate of origin of goods and canceling its validity», approved by Order of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated February 24, 2015. No. 155», it becomes clear that the document does not take into account a number of «narrow» specifics of individual industries. Purpose: development of amendments and additions to the «Rules for the formation and maintenance of the register of domestic producers of goods, works and services, as well as the issuance of an Industrial Certificate» for the subsequent possibility of obtaining an Industrial Certificate by a chemical industry enterprise for the production of mineral fertilizers. Methods: study and analysis of literary sources, statistics and modeling of the procedure for issuing an Industrial Certificate. Results and their significance: the problems of application were studied, ways to solve these problems were found, and amendments and additions to the “Rules for the formation and maintenance of the register of domestic producers of goods, works and services, as well as the issuance of an industrial certificate” were developed. At the moment, the Rules need to be carefully finalized. It is necessary to consider this issue together with authorized state bodies, associations and business representatives, since obtaining an Industrial Certificate will directly affect participation in public procurement, and, accordingly, the economy of the Republic of Kazakhstan.

Shared beliefs that promote alignment and cooperation are vital to overcoming adversity. Measures to increase the resilience of families are of timely importance to overcome the rapid social changes and uncertainties that families face today. According to research by sociologists and family consultants, each family goes through several stages of development, and the transition from one to another is usually accompanied by a crisis. It is generally believed that domestic difficulties lead to complications in family life, first of all. The purpose is to identify the types of problems and causes leading to crisis situations in marriage. In this regard, the methods such as analysis of literary sources on this topic, generalization, synthesis, psychological experiment, diagnosis of the psychology of family crisis by H.I. Olioirovia, T.A. Zinkevii-Kuzemkin, T.F. Velenta were used. The authors of the article come to the conclusion that stress is a part of life, and the slings and arrows of misfortune hit all families throughout their lives. The concept of family resilience confirms the reparative potential of all families and offers a valuable basis for research and clinical practice. Just as families face a variety of challenges, there are many ways to increase family resilience. Specifics of management in tourism of Pavlodar region

Main problem: for the 2019-2021 years of the implementation of the state program, the indicator for the number of incoming visitors in the tourism sector of the region was achieved in 2019. In 2020-2021, the indicator was not reached due to the global pandemic associated with the spread of coronavirus infection by Covid-19, and therefore the attractiveness and profitability of tourism in Kazakhstan decreased. Tourism and the increasing demand for tourism services every year are becoming a source of large incomes and profits in many countries. According to the World Travel and Tourism Council (WTTC), travel and tourism is currently the largest industry in the world, taking into account the contribution to global GDP and employment. [1] The conclusions made in this paper and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry. The purpose: to study the theoretical and practical aspects of the development of the tourism industry in the Pavlodar region. Methods: in the course of the research, the following methods were used: theoretical analysis of literature, methods of ranking, analysis, grouping and systematization of data, statistical methods. Results and their value: currently, the tourism industry of both Kazakhstan and its regions is gradually beginning to develop. The article presents the result of assessing the attractiveness of the tourism market and shows ways to expand the industry, as well as reveals the specifics of management in the tourism sector. The formulated conclusions and practical recommendations can contribute to the development of measures to improve the process of effective management and reform of the tourism industry of Pavlodar region, as well as the development of a mechanism for using tourism potential in the socio-economic development of Kazakhstan. This study is relevant, since the main task for today is the need to study the problems and challenges in the field of tourism development, which will contribute to the development of other related industries in the Republic of Kazakhstan. Application of resource-saving membrane technologies in the production of dairy products in the Republic of Kazakhstan

In Kazakhstan, within the framework of the Program «Development of domestic value and export-oriented industries», new modern dairy enterprises are being actively modernized and new modern dairy enterprises are being created, where membrane processes are being introduced to concentrate the components of milk. This is necessary for the rational and integrated use of raw materials, including through the processing of secondary resources, the main of which is whey. Improving the production processes of traditional food products and developing innovative ones is possible only with the use of the latest technologies and technological equipment. Membrane processes are widely used for the use of fractionation and concentration of liquid dairy products, which allows for a new solution to the processing of raw materials and opens up opportunities in the development of new types of food products. The article is devoted to the issue of production and processing of whey in Kazakhstan. The main types of membrane technologies and the advantages of their use in the dairy industry in the Republic of Kazakhstan are considered. The role of membrane technologies in the processing of whey is substantiated, various methods of introducing membrane processing methods to ensure the demineralization of whey, obtaining products with high biological value and consumer properties, reducing the cost of energy carriers, reducing the volume of raw materials in order to save transport costs, non-waste processing of milk solids, recycling water are described. This article analyzes the problems of using resource-saving membrane technologies in the production of dairy products in the Republic of Kazakhstan, ways to solve existing problems associated with increasing the economic efficiency of enterprises. Efficient use of natural pastures in conditions of vertical zonation of the south-east of Kazakhstan
Annotation:

In this article, comprehensive studies have been conducted on the effective use of natural pastures in conditions of vertical zonality in the project territory of Batyr Korday district (Zhambyl region). The data presented shows how important it is to comply with the norms and loads of pastures for further preservation of pasture yields and prevention of degradation. Consequently, there is a need to develop effective and scientifically-based systems of pasture turnover and the introduction of measures to restore pasture lands in the Zhambyl region, taking into account the peculiarities of the climate and geo-botanical indicators. Pasture lands make up about seventy percent of the entire territory of the Republic of Kazakhstan. The potential productivity of these lands reaches twenty-five and more million tons of fodder units. Pasture is the main renewable forage plant resource. It should be emphasized that haphazard use has led to the fact that land degradation processes occur on 27.5 million hectares of pastures, feed capacity decreases, biological diversity decreases, erosion processes manifest themselves, etc. All this requires the development of science-based approaches to the exploitation of pasture resources, compliance with the basic elements of rational grazing. The current situation may have a twofold path of development. The first way is the absence of strategic initiatives for the effective use of pastures for small producers will lead to a final reduction in the feed capacity of the pastures used. And the second way is small and large-scale use of the huge forage potential of the restored pastures.

Automated sprayer for processing agricultural crops
Annotation:

In order to successfully conduct agricultural work and obtain a competitive harvest, it is mandatory to carry out spraying operations of crops that require highly qualified personnel, expensive equipment and suitable weather conditions. The use of tractors for spraying fields is the most common solution available at the moment, has disadvantages: high cost, risk of damage to the crop by "hitting", "hooking" or otherwise; environmental damage; due to exhaust gases, the demolition of the solution increases with increasing speed. Using a device designed specifically for spraying equipment is an ideal solution. The purpose of the article is to develop a working model of an automated sprayer for processing agricultural crops. The methods used are: technical justification of a controlled device for processing agricultural crops. Calculation of functional capabilities, algorithms of operation of the proposed automated device: selection of the type of sprayer, engine, chassis, controller, battery, as well as justification of the possibilities of using alternative energy sources (wind energy, solar energy); development of a 3D model of an automation device for anti-weed processing of agricultural crops, printing of parts, assembly of mechanical and electronic parts. Making a prototype using 3D printing; development of the wiring diagram of electronics, software (firmware of the microcontroller; application that controls the settings), testing of the prototype, assembly of the current model; rationale for the optimal use of Arduino and Raspberry Pi boards in this device in a pair: Raspberry Pi will allow you to control processes on the Arduino and easily interact with the Internet when the Arduino itself will perform simple operations such as interacting with electronics and reading sensor readings. The manufactured operating model showed compliance with the goals, a high degree of controllability, environmental friendliness, reduction of energy consumed, labor resources and can be used to scale this device. The developed model of the automation device for anti-weed treatment of agricultural crops can be used not only in agricultural pollination, but also as a mechanism for studying soil parameters: humidity, mineralogical composition and chemical content in the ground, using electronic sensors, as well as an automated mobile platform for any purpose requiring accurate navigation through the territory.

Development of a new type of curd mass using a vegetable protein-containing component
Annotation:

It is known that the nutritional value of proteins is primarily characterized by the composition of essential amino acids and is determined by their accessibility. Not just proteins are necessary for the good functioning of the human body, but a certain amount of essential amino acids. Since the lack or absence of any of them causes serious health problems. The problem of protein malnutrition is global for many reasons and to solve it, it’s necessary to study the prospects for the possible use of non-traditional sources of dietary protein, namely vegetable protein. Considering this, the article presents the results of studies conducted over several years, the objects of which were dairy and vegetable products and protein hydrolyzate from chickpea flour. At the same time, the possibility of its use as a filler of plant origin to improve the physicochemical and structural-mechanical properties of a new type of finished product was determined. The purpose of these studies is to develop a recipe and determine the technological stages of production of a new type of product of dairy and vegetable origin, which has a functional focus, in which vegetable products are used together with dairy components. It should be noted that when selecting components, preference is given to raw materials grown in the local region. When developing the recipe, the optimal amount of chickpea protein hydrolyzate to be added was determined, which makes it possible to give the finished product not only attractive commercial characteristics, which the modern consumer primarily pays attention to, but also to obtain such product properties that will help strengthen the immune system and the resistance of the human body to adverse conditions environment, what is especially important for the younger generation. When developing the technology of a new dairy-vegetable curd mass, the optimal modes of each technological operation and the stage at which it is most expedient to apply a vegetable component are determined. Launching the developed product into production, the manufacturer will not face the problem of the lack of the necessary equipment and its expensive acquisition, since the production organized according to the proposed technology is maximally adapted to the equipment available at enterprises engaged in the production of cottage cheese and curd products.

Technology for the preparation of a fermented milk product with the addition of watermelon juice

Main problem: the development of a new direction in the food industry – the so-called functional nutrition, which means the use of such products of natural origin, which, when systematically used, have a regulatory effect on the body as a whole or on its specific systems and organs, has been widely recognized all over the world: immunostimulants, biocorrectors for blood pressure, cholesterol levels, etc. When creating functional dairy products, ingredients of plant origin are increasingly included in recipes, which are sources of dietary fiber, vitamins and microelements, organic acids and other biologically active compounds, which can also serve as flavor fillers. Purpose: to develop a technology for the preparation of a fermented milk product with the addition of an extract from gourds. To do this, it was necessary: to select the amount (dose) of the yoghurt starter introduced into the prepared milk, and also to investigate the effect of temperature on the fermentation process of the drink; to investigate the amount (dose) of the vegetable filler introduced into the mixture and its effect on the organoleptic characteristics of the drink; to investigate the organoleptic properties of the drink with the melon culture extract added to it before fermentation and after fermentation; to investigate the effect of vegetable filler on the fermentation process; to investigate the effect of the dose of vegetable filler on the process of acid formation; conduct microbiological studies of milk and vegetable yogurt; to investigate the change in the acidity of milk and vegetable yogurt during storage; to investigate the effect of the freezing process on the chemical composition and biological value of the extract. Methods: when performing the practical part of the work, physicochemical, organoleptic and microbiological studies were used. Results and their significance: in the course of the study, it was concluded that by adding an extract of gourds to the technology for the preparation of fermented milk products, a new fermented milk product can be obtained that meets all physicochemical, organoleptic and microbiological requirements. As a result, an original method for the production of a fermented milk drink containing an extract from a melon culture was developed.

Experience in team computer game development

The article discusses the experience of developing a computer video game by a team of students of the Department of Information Technology of the Innovative University of Eurasia within the 48-hour competition «48h Game Making Challenge» for creating video games, held in Pavlodar on October 27-29, 2022 in the IT-Hub building of the College of Information Technologies (93 Lermontov St.). Basic information about the event and a link to the registration form were published on the Instagram @digital_drive14 social network page and on the website https://digitaldrive.kz /. 8 teams from different educational institutions of Pavlodar participated in the competition. The purpose of the article is to comprehend the practical experience of developing a computer game. The team chose the Unity game engine as the environment and the main tool for developing a computer game. The Unity program is a popular development environment for interactive 2D and 3D content. The engine is completely free for the average user. The Unity engine was also chosen because it is multifunctional and uses a component-oriented approach, in which the developer creates objects and adds various components to them. The advantage of the engine was also the presence of a huge library of assets and plugins, with which you can significantly speed up the game development process. The graphics of the game were made in Photoshop. The music and sounds were taken from free sources. InEU team developed a computer game «Conqueror of the Moon» and became the winner of the contest «48 Hour Game Making Challenge Pavlodar 2022». During the development of the game, the team first chose the engine, developed the plot and concept of the game, created an image for the level and menu. Then the programmer developed the mechanics of the game, wrote code for control, time, dialogues, messages. The designers drew the environment, background, characters, created all the animations for the game and found music for the background of the menu and the game itself.

Results and their significance: the authors have defined the human resource management system of a healthcare institution, analyzed the current personnel management system using the example of the State Institution “Committee for Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan”. The assessment of the state and movement of labor resources of the Sanitary and Epidemiological Control Committee was carried out. Based on the conducted research, the authors identified the main problems of human resource management of a healthcare institution and developed proposals that can be used as recommendations for further reform and development of the personnel management system in the healthcare sector.

Issues of Interaction Between Operational and Strategic Management of an Enterprise in a Market Environment

Main problem: One of the priority directions for improving the management system at the enterprise is the organization of effective interaction between strategic and operational management through the formation of a mechanism for their interaction, orienting operational management to achieve strategic goals and objectives. In market conditions, issues of interaction between strategic and operational production management are particularly relevant, allowing solving complex economic problems of the enterprise related to the rational use of resources involved in production, reducing production costs, improving the quality of products, optimizing production potential in order to increase the efficiency of the entire enterprise as a whole and its structural divisions. The role of the mechanism of interaction between strategic and operational production management also lies in the possibility of coordinating those final strategic goals that the enterprise strives for with the actual internal production capabilities. The purpose of this article is to study the issues of interaction between operational and strategic management of an enterprise in a market environment. The theory and modern practice of production management in a competitive environment show that the implementation of operational production management is a natural stage in the implementation of strategic management, therefore, there is a close relationship between them, which manifests itself in their interaction. Methods: The methods of analysis and generalization, the method of systematic and comparative analysis, structural and functional method, economic and mathematical methods, graphical and tabular method were used in the work. Results and their significance: the authors consider the theoretical aspects of the relationship between strategic and operational production management at an enterprise in a competitive environment. There is a low level of compliance of operational tasks of production with the strategic goals of development of domestic enterprises and the special role of information systems designed to link operational and strategic management tasks together. Accordingly, the key aspects of information technology implementation are investigated, including the need for employee training, strategic communications planning, information flow management and the use of data analytics. Examples of successful application of information technologies in various industries and organizations are given.
