Annotation: In this article the features of formation of youth policy in Kazakhstan in modern conditions are considered. Priority directions of realization of youth policy, as well as an interrelation of young generation with modern Kazakhstan society are studied.

First model – administrative – here, forming of brand of territory the public and local organs of power take the lead. Second organizational model – branding is initiated by business and divided into two types. First type – "export", according to this variant the basic task of municipal brand consists in stimulation of sales of commodities and services of local producers. Second type – "import", this variant of business model is branding on purpose to attract (to import) new business and investments in a city. The third model of organization of branding – civil is implies that realization of branding is initiated by different public associations or separate interested citizens. Annotation: To improve soil water regime and moisture supply of plants, moisture-swelling polymeric materials are used in the form of hydrogels, which, upon contact with water, rapidly absorb and retain it for a long time in its volume. However, widespread of such hydrogels used in plant growing is currently limited by its high cost. In this connection, from the economic point of view, the use of composite materials as soil conditioners is of great importance, including inexpensive natural raw materials in its composition while maintaining high rates of moisture sorption and water retention. The task is to improve the mixture to maintain the soil balance of various agricultural crops by changing the quantitative ratio of components, significantly cheaper the composition, improving its quality indicators. The purpose of the scientific article is the mixture for maintaining the soil balance of various agricultural crops, which contains an active product based on a granulated hydrogel and a targeted additive.

Annotation: The article is devoted to the analysis of the concept of "smell" in Russian linguoculture. Each culture has its own specific smells, which are dominant for the bearers of a particular culture and become the identification marks of the ethnos, helping to convey the beauty and depth of the language. The article deals with phraseological units expressing the attitude of different cultures to smells, characterizing through the smell the personality of a person, its behavior, actions, age, state of health. The author of the article notes that smells have culturally relevant values.

Annotation: The article describes the basic trends of IT management in the educational process of higher educational institutions. The problem of transition to a new model of education quality, determined by the State Program of Education development of the Republic of Kazakhstan for 2016-2019, causes a broader implementation of information technologies in the process of education. The paper presents the main reasons according to which educational institutions use information systems, as well as the possibility of the results of the introduction of information technologies. These technologies expand the boundaries of information and educational space for more efficient management of the educational process. Summarizing the results of the researches in this field the author identified and analyzed the subsystems of the university management.
